Global Governance Futures addresses the crucial importance of thinking through the future of global governance arrangements. It considers the prospects for the governance of world order approaching the middle of the twenty-first century by exploring today's most pressing and enduring health, social, ecological, economic, and political challenges. Each of the expert contributors considers the drivers of continuity and change within systems of governance and how actors, agents, mechanisms, and resources are and could be mobilized. The aim is not merely to (...) understand state, intergovernmental, and non-state actors. It is also to draw attention to those underappreciated aspects of global governance that push understanding beyond strictures of traditional conceptualizations, and that offer better insights into the future of world order. Three sections enable readers to appreciate better the sum of forces likely to shape world order in the near and not-so-near future: "Planetary," changes wrought by continuing human domination of the Earth and by war; current and future geopolitical, civilizational, and regional contestations; and life in and between urban and non-urban environments. "Divides," including threats to human rights gains; the plight of migrants; those who have and those who do not; persistent racial, gender, religious, and sexual-orientation-based discrimination; and those who govern and those who are governed. "Challenges," of food and health insecurities; ongoing environmental degradation and species loss; the current and future politics of international assistance and data; and the wrong turns taken in the control of illicit drugs and crime. Designed to engage advanced undergraduate and graduate students in international relations, organization, law, and political economy as well as the general reader, this book invites readers to adopt both a backward- and forward-looking view of global governance. Chopra and Weiss address perhaps the fundamental issue in international relations today: the sacrosanct sets of sovereignty. The word "sovereignty" explains why the international community has difficulty countering human rights violations.

Little attention has been given in medical ethics literature to issues relating to the truthfulness of patients. Beginning with an actual medical case, this paper first explores truth-telling by doctors and patients as related to two prominent models of the physician-patient relationship. Utilizing this discussion and the literature on the truthfulness and accuracy of the information patients convey to doctors, these models are then critically assessed. It is argued that the patient agency (patient autonomy or contractual) model is inherently and (...) seriously flawed in numerous circumstances, even those involving informed and competent adult patients. The tragedies of the past decade have led to an identity crisis among humanitarians. Respecting traditional principles of neutrality and impartiality and operating procedures based on consent has created as many problems as it has solved.

This article examines the complex relationship between culture, values, and ethics in mental health care. Cultural competence is a practical, concrete demonstration of the ethical principles of respect for persons, beneficence (doing good), nonmaleficence (not doing harm), and justice (treating people fairly)—the cornerstones of modern ethical codes for the health professions. Five clinical cases are presented to illustrate the range of ethical issues faced by mental health clinicians working in a multicultural environment, including issues of therapeutic boundaries, diagnosis, treatment choice, (...) confidentiality and informed consent, and the just distribution of limited health care resources. Yet, if it goes badly, critics will redouble their opposition, and future decisions will be made more difficult. Libya suggests that we can say no more Holocausts, Cambodias, and Rwandas--and occasionally mean it.

The practice of paternalism has changed along with developments in medicine, philosophy, law, sociology and psychology. Physicians have learned that a patient's values are a factor in determining what is best for that patient. Modern paternalism continues to be guided by the principle that the physician decides what is best for the patient and pursues that course of action, taking into account the values and interests of the patient. In the autonomy model of the doctor-patient relationship, patient values are decisive. (...) In the paternalistic model, they are but one among several factors the physician must consider in making a medical decision. Although difficult to practise because of limitations in empathising with another person, modern paternalism remains a way to achieve maximum patient benefit. (shrink)

BackgroundThe COVID-19 pandemic has had a significant impact on the health system worldwide. The organ and tissue donation and transplantation (OTDT) system is no exception and has had to face ethical challenges related to the pandemic, such as risks of infection and resource allocation. In this setting, many Canadian transplant programs halted their activities during the first wave of the pandemic.MethodTo inform future ethical guidelines related to the COVID-19 pandemic or other public health emergencies of international concern, we conducted a (...) literature review to summarize the ethical issues.ResultsThis literature review identified three categories of ethical challenges. The first one describes the general ethical issues and challenges reported by OTDT organizations and transplantation programs, such as risks of COVID-19 transmission and infection to transplant recipients and healthcare professionals during the transplant process, risk of patient waitlist mortality or further resource strain where transplant procedures have been delayed or halted, and resource allocation. The second category describes ethical challenges related to informed consent in the context of uncertainty and virtual consent. Finally, the third category describes ethical issues related to organ allocation, such as social considerations in selecting transplant candidates.ConclusionThis literature review highlights the salient ethical issues related to OTDT during the current COVID-19 pandemic. As medical and scientific knowledge about COVID-19 increases, the uncertainties related to this disease will decrease and the associated ethical issues will continue to evolve. (shrink)

Under the balmy Mediterranean skies of Santa Margherita Ligure on the beautiful Italian Riviera, forty Hegelian scholars from nine countries put their heads together on the theme “Hegel’s Philosophie des subjectiven Geistes” at the Conference of the Internationale Hegel-Vereinigung, May 24–27, 1973. Enjoying the generosity of the Italian Government and the official hospitality of the Municipality of Santa Margherita, the participants heard and discussed four papers by German scholars, two each by Italians and Americans, and one each by a Dutch (...) and a French scholar. Professor Valerio Verra of the University of Rome served as host, and Professor Dieter Henrich, President of the Internationale Hegel-Vereinigung, introduced the theme of the Conference and officiated the proceedings. Chairing individual sessions and participating in the discussions were such internationally known figures as Hans-Georg Gadamer of Germany, Eric Weil and Marcel Régnier of France, W. H. Walsh and Anthony Kenny of Great Britain, and Enrico de Negri of Italy. (shrink)

Recent studies show that psychiatry residents express a relatively greater need for ethics curricula than their colleagues in other specialties. Such studies have been limited in their generalizability because they were conducted at one site. This study of 151 psychiatry residents at seven U.S. psychiatry programs aims to address that limitation. Residents were surveyed on issues pertaining to ethics and professionalism education. Participants were found to support such curricula during training and to value its relevance to the practice of psychiatry. (...) Why, despite well-established and well-publicized intergovernmental processes that date back to the early 1970s, have we been unable to put in place effective mechanisms to combat climate change? Why, despite the existence of extensive global human rights machinery, do we live in a world where mass kidnapping, rape, torture, and murder continue to blight the lives of so many? Why, despite a great deal of effort on the part of intergovernmental organizations and nonstate actors, have we been unable to make (...) much of a difference to the lives of the ultra-poor and attenuate the very worst aspects of growing global inequalities? Three new books concerning the philosophy of Hegel are scheduled to appear before the end of this year. Holt, Rinehart & Winston will publish New Studies in Hegel's Philosophy, a collection of 15 essays by Hegel scholars throughout the world, edited by Warren Steinkraus of the State University of New York at Oswego. Professor Steinkraus reports that all but two of the essays will be in print for the first time. The two exceptions are translations of articles made especially for (...) the volume. * * * The proceedings of the Wofford Symposium will be published by Martinus Nijhoff under the title Hegel and the Philosophy of Religion. The volume is edited by Darrel E. Christensen of Wofford College. * * * Presently in the press also at Martinus Nijhoff is Hegel's Critique of Aristotle's Philosophy of Mind, by Frederick G. The Executive Council pro tem of the HSA, organized during a business session of the Wofford Symposium at Spartanburg, S. C. last November, met et Vanderbilt University the following March and drafted a constitution for the Society. The members of this Council were Darrel E. Christensen of Wofford College, Robert L. Perkins of the University of South Alabama, Frederick G. Weiss, George L. Kline, Warren E. Steinkraus, Donald P. Verene, and Otho M. Adkins. Shortly thereafter the constitution was adopted (...) and an election was held. Professors Christensen, Steinkraus, Perkins, and Verene were elected President, Vice-President, Secretary, and Treasurer of the Society. * * * PURPOSE * * * The purpose of the HSA, as specified by Article II of the constitution, is "to promote the study of the philosophy of Hegel, its place within the history of thought, its relation to social, political, and cultural movements since his time, and its relevance to contemporary issues and fields of knowledge. In addition to the study of the thought and significance of Hegel, the Society has as its purpose the furtherance of original philosophical thought which has its basis in the philosophy of Hegel or which treats issues in the style, manner, or method of Hegel.". Weiss examines the moral choices that accompanied the military, humanitarian, and diplomatic dilemmas of the conflict in the former Yugoslavia and offers prescriptions for reconciling moral imperatives with political and operational constraints.

The 14th International Congress of Philosophy, held late last summer in Vienna, had an entire subsection devoted to Hegel. Students of Hegel will soon have at their disposal a complete translation of the Encyclopaedia of the Philosophical Sciences, "the only complete, matured, and authentic statement of Hegel's philosophical system", and the last of the four major works published by Hegel in his lifetime to be fully translated into English. Early next year, the Clarendon Press at Oxford will issue a translation of the second part of the Encyclopaedia, The Philosophy of Nature, by A.V. Miller, recent translator of Hegel's Science (...) of Logic. The translation includes the valuable Zusätze, and was supervised throughout by Professor J.N. Findlay of Yale, who has also written an Introduction for it. With it will also be published a new edition of the Philosophy of Mind, the third part of the Encyclopaedia. The text of the paragraphs is the familiar Wallace translation, but added to this volume are the Zusätze newly translated by Mr. Millet, and a new Introduction by Professor Findlay. When the present edition of the first part of the Encyclopaedia, usually referred to as "the Lesser Logic" has been exhausted, if will also be republished with some revisions and additions. Professor Findlay adds that all the proofs were done last June, and that if will appear "at a price that students will not find prohibitive". (shrink)

The authors argue that, while all historical situations are in some sense unique, Sudan is not so idiosyncratic that the lessons and the precedents cannot be replicated elsewhere to protect civilians caught between warring sides in civil wars.

The present stage in the development of our society is marked by serious changes in social morality. The building of communism is entering a new stage. The man of the communist future is taking shape and being perfected before our eyes. Under these conditions, the Party - and this was emphasized at its Twenty-Fourth Congress - requires of a worker in the arts a thorough examination of contemporary life and of its hero to the full extent of his talent, and (...) demands that his ethical convictions and awareness of spirit be developed. Since this is the case, it is natural that literary criticism faces new, lofty tasks: tasks of analyzing literature in connection with those economic, societal, and moral processes which characterize social existence today. This was stated clearly both at the Party Congress and in the Resolution of the Central Committee of the CPSU "On Criticism in Literature and the Arts" [O literaturno-khudozhestvennoi kritiki]. Joseph C. Flay of The Pennsylvania State University reports that he has been working for sometime on a bibliography of works on Hegel which presently contains over 2700 items. The majority are in English, German, French, and Italian, with a few entries in other languages. The latest volume of the New Studies in Ethics series, Hegelian Ethics, has recently been published by St. Martin's Press, New York. The author is W. H. Walsh of the University of Edinburgh. The editor of the series, W. D. Hudson of the University of Exeter, says in his preface "Professor Walsh's monograph reintroduces Hegelian ethics to us. With great skill he redeems the vigour of Hegel's thought from the obscurities of its original expression and brings out its main lines (...) very clearly. He also rescues Hegel's view that morality is primarily a social rather than a personal phenomenon from misunderstanding. Showing Hegel's debt to, and divergences from, Kant, he presents an exposition of the former's ethic which is sympathetic but hot uncritical." THE OWL intends to review the book in the fall issue. The Executive Council of the HSA has engaged Darrel E. Christensen to serve as Chairman of a Committee for Arrangements for the symposium on "Hegel and the Sciences" being planned for December 4-6, 1970. Professor George L. Kline is serving as a member of this Committee. A third member will be announced shortly, when the site of the meeting has been determined. Persons interested in contributing to the program are invited to submit papers, proposals for papers, or indications of the (...) type of paper to which they might wish to direct a prepared commentary. The theme is construed to embrace the following four areas of investigation: Hegel's philosophies of nature and the sciences within the context of his philosophy as a hole and the thought of his time, implications of Hegel's philosophies of nature and the sciences for understanding other aspects of his philosophy, the relation of Hegel's thought and method of relating to the sciences to developments and issues in the sciences and the philosophy of science since his time, and the contributions of philosophers who in some identifiable way have practiced Hegel's method or style of doing philosophy as these relate to the sciences or to the philosophy of science since his time. The scope of the theme may be modified, et the discretion of the Committee on Arrangements, to accommodate a promising paper. The deadline for completed papers to be submitted is September 1, after which they will be mimeographed and copies sent to commentators and, a little later, to persons who register to attend the meeting. The plan is to have mimeographed copies of commentaries in the hands of authors of principal papers by early November. Papers are to be 5,000 to 12,500 words in length, but the oral presentation should not exceed 30 minutes. Commentaries and replies may run 2,000 words each, but the oral presentation should not take longer than about 12 minutes. The Hegel Society of America will retain copyright on the material presented to the Symposium, which copyright will automatically revert to the respective authors of material not placed for publication by the Committee on Arrangements of the Society by February 1, 1972. Context: Josef Mitterer has become known for criticizing the main exponents of analytic and constructivist philosophy for their blind adoption of a dualistic epistemology based on an alleged ontological difference between world and words. Judith Butler, who has developed an influential model of (de)constructivist feminism and has been labeled a linguistic constructivist, has been criticized for sustaining exactly what, according to Mitterer, most modern philosophy fails to acknowledge: namely that there is no ontological difference between objective facts beyond language and (...) the discourse about these facts. Problem: In the scholarly discussion on non-dualism, two main questions have been raised: Where does Mitterer’s basic consensus, i.e., the starting-point description, come from? and: What does it mean, to say that further descriptions change their object? Method: Comparative analysis of the core concepts of Mitterer’s and Butler’s work in the context of the history of ideas. Results: Butler’s conception of a performative production of objectivity through discursive and non-discursive iterated practices can be interpreted as an illustration of Mitterer’s claim that descriptions change their object. The problem of where Mitterer’s starting-point descriptions come from can be solved by adopting Butler’s concept of culturally inherited practices. (shrink)
