The emergence of vibrant research communities of computer scientists in Kenya and Uganda has occurred in the context of neoliberal privatization, commercialization, and transnational capital flows from donors and corporations. We explore how this funding environment configures research culture and research practices, which are conceptualized as two main components of a research community. Data come from a three-year longitudinal study utilizing interview, ethnographic and survey data collected in Nairobi and Kampala. We document how administrators shape research culture by building academic (...) programs and training growing numbers of PhDs, and analyze how this is linked to complicated interactions between political economy, the epistemic nature of computer science and sociocultural factors like entrepreneurial leadership of key actors and distinctive cultures of innovation. In a donor-driven funding environment, research practice involves scientists constructing their own localized research priorities by adopting distinctive professional identities and creatively structuring projects. The neoliberal political economic context thus clearly influenced research communities, but did not debilitate computing research capacity nor leave researchers without any agency to carry out research programs. The cases illustrate how sites of knowledge production in Africa can gain some measure of research autonomy, some degree of global competency in a central arena of scientific and technological activity, and some expression of their regional cultural priorities and aspirations. Furthermore, the cases suggest that social analysts must balance structure with culture, place and agency in their approaches to understanding how funding and political economy shape scientific knowledge. Significant efforts have been made to define ethical responsibilities for professionals engaged in nanotechnology innovation. Rosalyn Berne delineated three ethical dimensions of nanotechnological innovation: non-negotiable concerns, negotiable socio-cultural claims, and tacitly ingrained norms. Braden Allenby demarcated three levels of responsibility: the individual, professional societies (e.g. engineering codes), and the macro-ethical. This article will explore how these definitions of responsibility map onto practitioners’ understanding of their responsibilities and the responsibilities of others using the nanotechnology innovation community of the greater Phoenix area, (...) which includes academic researchers, investors, entrepreneurs, manufacturers, insurers, attorneys, buyers, and media. To do this we develop a three-by-three matrix that combines Berne’s three dimensions and Allenby’s three levels. We then categorize the ethical responsibilities expressed by forty-five practitioners in semi-structured interviews using these published dimensions and levels. Two questions guide the research: (i) what responsibilities do actors express as theirs and/or assign to other actors and; (ii) can those responsibilities be mapped to the presented ethical frameworks? We found that most of the responsibilities outlined by our respondents concentrate at the professional society + non-negotiable and professional + negotiable intersections. The study moves from a philosophical exploration of ethics to an empirical analysis, exploring strengths, weaknesses, and gaps in the existing nanotechnology innovation network. This opens the door for new practitioners to be introduced in an effort to address responsibilities that are not currently recognized. (shrink)

Karol Wojtyla’s The Acting Person is devoted to articulating how the experience and structure of action reveals that the person is an objective/subjective unity whose self-fulfillment is achieved by moral praxis. Wojtyla is attempting to harmonize the Boethian-Thomistic definition of man as an individual substance of a rational nature with a modern, phenomenological vision of man as an incommunicable subject. In doing so, he adopts what might be termed a “maximalist” interpretation of Boethius’ definition, an interpretation that understands the basic (...) concepts of substance, rationality, and nature as part of a deeper unity that also includes the aspects of subjectivity, consciousness, and personal love. This unity is revealed through a phenomenological description of action. Wojtyla’s personalist synthesis depends upon establishing the compatibility of the Aristotelian-Thomistic understanding of human nature with his own phenomenological analysis. This article differentiates Wojtyla’s various uses of the term nature, indicating where he departs from or develops traditional views. Most important is Wojtyla’s conclusion that while the natural order possesses its own integrity, it can only properly be understood in light of the personal order, or the order of love. Love alone integrates the person, enabling him to both fully realize and transcend his natural potentialities. Consequently, the person can only partially be identified with his human nature because his end lies in an order of love beyond the natural realm. (shrink)

Modern engineering is complicated by an enormous number of uncertainties. Engineers know a great deal about the material world and how it works. But due to the inherent limits of testing and the complexities of the world outside the lab, engineers will never be able to fully predict how their creations will behave. One way the uncertainties of engineering can be dealt with is by actively monitoring technologies once they have left the development and production stage. This article uses an (...) episode in the history of automobile air bags as an example of engineers who had the foresight and initiative to carefully track the technology on the road to discover problems as early as possible. This article draws on the history of automobile safety in the United States to illustrate how technical design has been used to promote or maintain duties, values, and ethics. It examines two specific episodes: the debates over the “crash avoidance” and “crash-worthiness” approaches in the 1960s and the responses to the accusation that air bags were killing dozens of people in the mid-1990s. In each of these debates, certain auto safety advocates promoted the development of technologies designed to circumvent, replace, (...) or compensate for “irresponsible” human actions because they believed that devices and techniques would be considerably more obedient and reliable than the American public. Other organizations, however, contested such reallocations because they also involved a shift in responsibilities throughout the rest of the sociotechnical network of auto safety. This article argues that those who controlled the precise definition of risk in auto safety had the upper hand in constructing both the solution to the problem and the distribution of responsibilities the solution entailed. A lively and lucid introduction to one of the great Marxist thinkers of the 20th century by the master cultural critic.

Kant’s critique/doctrine distinction tracks the difference between a canon for the understanding’s proper use and an organon for its dialectical misuse. The latter reflects the dogmatic use of reason to attain a doctrine of knowledge with no antecedent critique. In the 1790s, Fichte collapses Kant’s distinction and redefines dogmatism. He argues that deriving a canon is essentially dialectical and thus yields an organon: critical idealism is properly a doctrine of science or Wissenschaftslehre. Criticism is furthermore said to refute dogmatism, by (...) which Fichte means Spinozism. Schelling repudiates Fichte’s position in his Philosophical Letters by reviving Kant’s distinction. First, ‘critique’ for Schelling names a canon that is valid for all systems—including Spinozism—and thus favours none—not even the Wissenschaftslehre. Second, Schelling coins ‘dogmaticism’ to refer to what Kant calls ‘dogmatism’: reason’s uncritical claim to doctrine. Hence, he says all systems—even Fichte’s—are susceptible to the ‘enthusiasm’ of mistaking themselves for doctrines or ‘objects of knowledge’, instead of subjectively valid ‘objects of freedom’. I reconstruct Schelling’s argument for reviving Kant’s distinction, while noting two consequences for German idealism. First, if criticism favours no system, a system’s origin cannot be an act of knowledge, e.g., intellectual intuition, but only an act of endorsement. Second, if dogmaticism entails enthusiasm, a system’s goal cannot be absolute knowledge, but only infinite striving. Hence, by retrieving Schelling’s notion of dogmaticism, we can both gain a better understanding of the Letters and register the impact of a core Kantian distinction on the German idealist project. Ethicists and others who study and teach the social implications of science and technology are faced with a formidable challenge when they seek to address “emerging technologies.” The topic is incredibly important, but difficult to grasp because not only are the precise issues often unclear, what the technology will ultimately look like can be difficult to discern. This paper argues that one particularly useful way to overcome these difficulties is to engage with their natural science and engineering colleagues in laboratories. (...) Through discussions and interactions with these colleagues ethicists can simultaneously achieve three important objectives. First they can get a great deal of assistance in their research into the social implications of future technologies by talking with people that are actively creating those futures. Second their presence in the lab and the discussions that result can be a very powerful method for educating not only students, but faculty about the ramifications of their work. And third, because the education is directly linked to the students’ everyday work it is likely that it will not just be a theoretical exercise, but have direct impact on their practice. (shrink)

The evolution of color categorization systems is investigated by simulating categorization games played by a population of artificial agents. The constraints placed on individual agent’s perception and cognition are minimal and involve limited color discriminability and learning through reinforcement. The main dynamic mechanism for population evolution is pragmatic in nature: There is a pragmatic need for communication between agents, and if the results of such communications have positive consequences in their shared world then the agents involved are positively rewarded, whereas (...) if the results have negative consequences, then involved agents are punished. A mechanism for changing the composition of the population due to agents’ birth and death is also investigated. This birth-death mechanism is found to effectively move an established population color naming system toward a theoretically more optimal one. The simulation results of this article provide insights regarding mechanisms that may constrain universal tendencies in human color categorization systems observed in the linguistic and anthropological literatures. The COVID-19 pandemic revealed numerous weaknesses in pandemic preparedness and response, including underfunding, inadequate surveillance, and inequitable distribution of countermeasures. To overcome these weaknesses for future pandemics, WHO released a zero draft of a pandemic treaty in February, 2023, and subsequently a revised bureau's text in May, 2023. COVID-19 made clear that pandemic prevention, preparedness, and response reflect choices and value judgements. These decisions are therefore not a purely scientific or technical exercise, but are fundamentally grounded in ethics. The latest (...) treaty draft reflects these ethical considerations by including a section entitled Guiding Principles and Approaches. Most of these principles are ethical—they establish core values that undergird the treaty. Unfortunately, the treaty draft's set of principles are numerous, overlapping, and show inadequate coherence and consistency. We propose two improvements to this section of the draft pandemic treaty. First, key guiding ethical principles should be clearer and more precise than they currently are. Second, the link between ethical principles and policy implementation should be clearly established and define boundaries on acceptable interpretation, ensuring that signatories abide by these principles. In this major new study, the philosopher and cultural theorist Fredric Jameson offers a new reading of Hegel's foundational text Phenomenology of Spirit. In contrast to those who see the Phenomenology as a closed system ending with Absolute Spirit, Jameson's reading presents an open work in which Hegel has not yet reconstituted himself in terms of a systematic philosophy (Hegelianism) and in which the moments of the dialectic and its levels have not yet been formalized. Hegel's text executes (...) a dazzling variety of changes on conceptual relationships, in terms with are never allowed to freeze over and become reified in purely philosophical named concepts. This book presents G. A. Cohen's Gifford Lectures, delivered at the University of Edinburgh in 1996. Focusing on Marxism and Rawlsian liberalism, Cohen draws a connection between these thought systems and the choices that shape a person's life. In the case of Marxism, the relevant life is his own: a communist upbringing in the 1940s in Montreal, which induced a belief in a strongly socialist egalitarian doctrine. The narrative of Cohen's reckoning with that inheritance develops through a series of sophisticated (...) engagements with the central questions of social and political philosophy. In the case of Rawlsian doctrine, Cohen looks to people's lives in general. He argues that egalitarian justice is not only, as Rawlsian liberalism teaches, a matter of rules that define the structure of society, but also a matter of personal attitude and choice. Personal attitude and choice are, moreover, the stuff of which social structure itself is made. Those truths have not informed political philosophy as much as they should, and Cohen's focus on them brings political philosophy closer to moral philosophy, and to the Judeo-Christian ethical tradition, than it has recently been. This chapter focuses on a factor widely considered by the standard view to be the basis for color-naming phenomena and explores some plausible, comparatively uninvestigated factors that might underlie color naming. These are illustrated, in part, through a reexamination of World Color Survey data as it has been presented by Kuehni. The aim of this chapter is to examine the appropriateness of the Hering opponent-color construct as a theoretical foundation for explaining patterns of color naming in datasets like the WCS, (...) which include many languages that do not use Hering color terms. The main conclusion reached is that a proper explanation for cross-cultural color naming and categorization should not depend on the Hering opponent-color construct. (shrink)
