Global environmental science, in its current configuration as predominantly interdisciplinary earth systems analysis, owes its existence to technological development in three respects. (1) Environmental impacts of globalization of corporate and military industrial development linked to widespread use of new technologies prompted investigation of ways to understand and anticipate the global nature of such impacts. (2) Extension of the reach of technology itself demands extension of attempts to anticipate and control the environment in which the technology (...) is to function. Thus as the reach becomes global, the environment in question is also global. (3) Such global studies cannot get far without the development of command, control and information technologies (computers, satellites, automated remote sensing devices) which are crucial for data gathering, storage, and analysis and for the simulation modeling, crucial to theory testing and prediction. This network of dependence on technological development gives the global environmental sciences a rather distinctive epistemological profile, one in which some distinctions that we had thought were clear, on the basis of models of classic laboratory sciences (such as those between experiment and deduction or representation and instrument), turn out to be far from clear. In consequence there needs to be a careful evaluation of the extent to which, or the ways in which, these sciences can provide bases for policy decisions. (shrink)

With its thematic focus on “ecolacy,” the understanding of the natural environment and our relationship to it, Pojman’s text strikes a balance between theoretical and applied issues in environmental ethics.

The paper argues that new environmental values are needed as the advanced industrial economy becomes global. Reviewing a range of values from hunter-gatherer, agricultural and industrial societies, the paper suggests that environmental value systems should ideally satisfy three criteria. They should be consistent with scientific understanding of natural systems, they should lead to practical ethical and political proposals and, crucially, they should inspire aesthetic responses of pleasure and awe. Current global value systems fall short of this (...) ideal: Gaia has the potential to combine science and awe, but lacks humane decision criteria, while sustainable development is pragmatic but environmentally minimalist and lacks aesthetic inspiration. The short term need is to integrate different strands of current positions as Hinduism combined pre-existing views. A sequence of priorities is suggested: eliminating irreversible environmental change ; stabilising population change through more equitable trade; and reconsidering the boundaries, practical and aesthetic, between society and nature. Many Western environmental activist groups and theorists have sounded the call for the Earth’s salvation from the “global environmental crisis.” What is lacking, however, is some reflection on the ramifications of framing the problem globally and on the justifications for particular solutions. This article examines the “ecomessiah” (saviors of the Earth) phenomenon to investigate the impacts of these types of programs. Specifically, we examine the “global environmental ethic” proposed by J. Baird Callicott. His program, presented (...) as an inclusive system that incorporates non-Western belief systems, trades heavily on Western science as an authority and a justification. We contend that his ethic, although well-intentioned, rests on assumptions and uses of science that subvert both non-Western ideologies and non-Western interests rather than revere them. The Anthropocene, in which humankind has become a geological force, is a major scientific proposal; but it also means that the conceptions of the natural and social worlds on which sociology, political science, history, law, economics and philosophy rest are called into question. The Anthropocene and the Global Environmental Crisis captures some of the radical new thinking prompted by the arrival of the Anthropocene and opens up the social sciences and humanities to the profound meaning of the (...) new geological epoch, the 'Age of Humans'. Drawing on the expertise of world-recognised scholars and thought-provoking intellectuals, the book explores the challenges and difficult questions posed by the convergence of geological and human history to the foundational ideas of modern social science. If in the Anthropocene humans have become a force of nature, changing the functioning of the Earth system as volcanism and glacial cycles do, then it means the end of the idea of nature as no more than the inert backdrop to the drama of human affairs. It means the end of the 'social-only' understanding of human history and agency. These pillars of modernity are now destabilised. The scale and pace of the shifts occurring on Earth are beyond human experience and expose the anachronisms of 'Holocene thinking'. The timing of the Japanese Government's acceptance of the United Nations multilateral treaties governing several environmental concerns indicates Japan's priorities: biodiversity, global warming, and depletion of the ozone layer. Banning transboundary movement of hazardous wastes is the least prioritized, as indicated by Japan's failure to accept the Ban Amendment to the Basel Convention. The Japanese Environment Agency's policy statements and budget allocations between 1985 and 2000, as well as other official statements and programs, likewise indicate the same priorities. (...) Glocal environmental governance lags behind the science regarding the seriousness of the combined environmental and developmental challenges. Governance regimes have developed differently in different issue areas and are often inconsistent and contradictory; furthermore governance innovations in each area lead to new challenges. The combined effect of issue-based, plural, and fragmented governance raises key normative questions in environmental governance. Hence, this overview paper aims to address the following questions: How can the global community move towards a (...) more normatively consistent global architecture for sustainable development? In order to address this question, I first examine the key normative issues and the nature of governance in the area of climate change, water and forests. In doing so I also look at the implications of each for food production, safety and security. The paper concludes that there are strong normative and architectural inconsistencies between the fragmented and plural issue-specific regimes; that such inconsistencies are inevitable in an ‘anarchic’ international order; that some degree of normative coherence can be strived at through the adoption of global constitutionalism and rule of law; and that the present discussion on global sustainable development goals is a first step towards creating a normatively consistent global architecture for sustainable development. In this essay, I consider three philosophical issues that arise in the environmental sciences. First, these sciences depend on mathematical models and simulations which are highly idealized and are coupled with very uncertain data. Why should we trust these models and simulations? Second, in standard hypothesis testing, the burden of proof is in favor of the null hypothesis which claims some causal factor has no effect. The alternative hypothesis is accepted only when the likelihood of the null hypothesis is (...) very low. Recently, some have argued that we should minimize Type II errors (not rejecting a false null) rather than Type I errors (rejecting a true null) given the environmental risks involved. I consider arguments for shifting this burden of proof when possible environmental harms are significant. Finally, in debates over global climate change, much is made of the apparent consensus concerning the effects of human induced greenhouse gas emissions on average surface temperatures. However, scientific methods are structured around dissent and criticism. Is consensus-based science orthogonal are even harmful to science? (shrink)

As liberal democracies, what can the United States, Europe, and Japan be expected to embrace as “democratic” solutions to global environmental problems such as climate change? It is our argument that contradictions in liberal democratic politics lead these states to advocate solutions that are nature-as-commodity oriented and that idealize the notion of “managed nature.” In the case of climate change, we specifically argue that liberal democracies can be expected to pursue a policy regime of “efficient global warming.”.

In this article, a framework is suggested to deal with the analysis of global environmental risk governance. Climate Change is taken as a particular form of contemporary environmental risk, and mobilised to refine and characterize some salient aspects of new governance challenges. A governance framework is elaborated along three basic features: (1) a close relationship with science, (2) an in-built reflexivity, and (3) forms of governmentality. The UNFCCC-centered system is then assessed according to this three-tier framework. (...) In the twenty-first century, there has been a resurgence of ecologically conscious art among artists using new technologies. Like Eco-art, this recent movement, which might be called Eco-media, is interdisciplinary. Eco-media is heavily influenced by developments in environmental science, in particular developments in remote imaging and other kinds of remote Earth sensing (for example, the widespread use of satellite imaging and GPS) and developments in computer modelling (for example, detailed global models of climate that not only model (...) the physics of the Earth and solar system, but also explore the chemistry and biology of the Earth). This article will discuss developments in media art related to the computerized interpretation of complex data sets describing and modelling the natural world. It will explore work that has historically straddled artistic and scientific development, specifically Marey's work in the nineteenth century in photography and motion pictures and give examples of artists who are working in the area in-between art and science today. It will also discuss connections between this work and the historical Romantic sublime and the political dimension of this work as advocating for the preservation of the natural world, and give examples of some of the author's artworks in this area. Beginning in the nineteenth century, scientists speculated that the Pleistocene megafauna—species such as the giant ground sloth, wooly mammoth, and saber-tooth cat—perished because of rapid climate change accompanying the end of the most recent Ice Age. In the 1950s, a small network of ecologists challenged this view in collaboration with archeologists who used the new tool of radiocarbon dating. The Pleistocene overkill hypothesis imagined human hunting, not climate change, to be the primary cause of megafaunal extinction. This article situates the (...) Pleistocene overkill hypothesis in a broader history of the emergence of historical ecology as a distinct sub-discipline of paleoecology. Tracing the work of the Yale Geochronometric Laboratory and an interdisciplinary research network that included Paul Sears, Richard Foster Flint, Edward Deevey, Kathryn Clisby, and Paul S. Martin, it reveals how both the methods and the meaning of studying fossil pollen shifted between the 1910s and 1960s. First used as a tool for fossil fuel extraction, fossil pollen became a means of envisioning climatic history, and ultimately, a means of reimagining global ecological history. First through pollen stratigraphy and then through radiocarbon dating, ecologists reconstructed past biotic communities and rethought the role of humans in these communities. By the 1980s, the discipline of historical ecology would reshape physical environments through the practice of ecological restoration. (shrink)

Post-normal science is presented by its proponents as a new way of doing science that deals with uncertainties, value diversity or antagonism, and high decision stakes and urgency, with the ultimate goal of remedying the pathologies of the global industrial system for which, according to Funtowicz and Ravetz, existing science forms the basis. The authors critically examine whether PNS can fulfill this claim in the light of empirical and theoretical work on politics and policy making. The (...) authors credit PNS as an innovative frontrunner in raising important issues regarding the limited problem-solving capacity of ‘‘normal science’’ and ‘‘professional consultancy.’’ Yet, the authors notice that PNS lacks important considerations about the governance of problems and aspects of participatory and deliberative democracy. PNS in effect implies that methodological ‘‘ratiocination’’ would prevail over political deliberation and democratic interaction and that merely changing scientific input in public policy making would have the power to change its outcomes. This scientistic hubris can be traced back to PNS’s origin in concerned scientists’ activism, which in effect accessed the political arena through the scientific entrance. Work on global ethics looks at ethical connections on a global scale. It should link closely to environmental ethics, recognizing that we live in unified social-ecological systems, and to development ethics, attending systematically to the lives and interests of contemporary and future poor, marginal and vulnerable persons and groups within these systems and to the effects on them of forces around the globe. Fulfilling these tasks requires awareness of work outside academic ethics alone, in other disciplines and (...) across disciplines, in public debates and private agendas. A relevant ethics enterprise must engage in systematic description and understanding of the ethical stances that are expressed or hidden in the work of influential stakeholders and analysts, and seek to influence and participate, indeed embed itself, in the expressed and hidden choice-making involved in designing and conducting scientific research and in policy analysis and preparation; it will contribute in value-critical and interpretive policy analysis. It will explore how the allocation of attention and of concern in research and policy depend on perceptions of identity and of degrees of interconnection, and are influenced by the choice or avoidance of humanistic interpretive methodologies. Recent anxieties about the deterioration of the global environment have had the effect of intensifying the ambiguity that surrounds the social roles of scientists and engineers. This has happened not merely, as suggested at the outset, because the environmental crisis has made their roles more conspicuous. Nor is it merely because recent disasters have alerted us to new, or hitherto unrecognized, social consequences of using the latest science-based technologies. What also requires recognition is that ideas about the (...) social role of modern science and engineering are embedded in, hence mediated by, larger views of the world. Within such American worldviews, moreover, the status of science and engineering is closely bound up with their perceived effect upon the environment.In the dominant culture, accordingly, the respect given to scientists and engineers is in large measure dependent on their ability to play the central role assigned to them in the historical narrative about progress. As the ostensible heroes of that popular story, they are expected to lead the way in realizing the promise of prosperity and general well-being. The environmental crisis surely has diminished the credibility of that story, thereby causing the social role of science and engineering to seem more dubious — more ambiguous. To be sure, the crisis also may have the effect, for very different reasons, of increasing the power and responsibility of organized science. But the late twentieth-century task of damage control cannot possibly elicit anything like the respect accorded to organized science by the earlier belief in progress.It also is important to recall, finally, that the narrative of progress itself has undergone a disillusioning transformation. The early Enlightenment version of the story depicted scientists and engineers working in the service of a social and political ideal that all people could share. But the later technocratic concept of progress, with its sterile instrumentalist notion of advancing the power of science-based technology as an end in itself, is far less likely to inspire trust. Its patent inadequacies have had the effect of enhancing the appeal, if only by contrast, of the seemingly “anti-science” ideologies of pastoralism and primitivism. All of which might be taken to suggest that if the scientific and engineering professions want to recover some of the respect and status they once had, they would be well advised to join with sympathetic humanists and social scientists in recuperating some of the idealism that the project of modern science formerly derived from its place within the ideology of progress. That might entail the sacrifice of their technocratic posture of neutrality, dissociating themselves from people and institutions responsible for environmental degradation, and their help in formulating a new concept — which is to say, new criteria — of progress to which they might commit themselves. If scientists had not identified the relationship between upper atmospheric ozone concentrations and releases of chloroflorocarbons, government decisionmakers would not have agreed to action limiting their production. However, although causes and effects of (...) some environmental problems are understood well, others are not, such as the timing and magnitude of climate change caused by greenhouse gases. If global environmental problems are serious, there is an obvious and urgent need to increase scientific understanding of which human actions cause environmental degradation and how nations can proceed with needed development programs without causing further environmental damage. The theory of boundary organizations was developed to address an important group of institutions in American society neglected by scholarship in science studies and political science. The long-term stability of scientific and political institutions in the United States has enabled a new class of institutions to grow and thrive as mediators between the two. As originally developed, this structural feature of these new institutions—that is, their location on the boundary between science and politics—dominated theoretical frame-works for explaining (...) their behavior. Applying the theory of boundary organizations to international society requires a refocusing of some of the theory’s central features, however. In this article, I introduce a new framework—hybrid management—to explain the activities of boundary organizations in the more complex, contingent, and contested settings of global politics. I develop the framework of hybrid management using the specific example of the U.N. Framework Convention on Climate Change’s Subsidiary Body for Scientific and Technological Advice. (shrink)

Abstract Environmental and public health-focused sciences are increasingly characterised as constituting an emerging discipline—planetary medicine. From a governance perspective, the ethical components of that discipline may usefully be viewed as bestowing upon our ailing natural environment the symbolic moral status of a patient. Such components emphasise, for example, the origins and content of professional and social virtues and related ethical principles needed to promote global governance systems and policies that reduce ecological stresses and pathologies derived from human overpopulation, (...) selfishness and greed—such as pollution, loss of biodiversity, deforestation and greenhouse gas emissions, as well as provide necessary energy, water and food security. Less well explored in this context, however, is the ethics that should underpin global use of emerging technologies such as nanotechnology as forms of planetary therapeutics. Nanotechnology may be particularly important, for instance, as a mechanism for improving upon photosynthesis and engineering it into human structures for localised production of carbon-neutral hydrogen based-fuel and carbohydrate-based food and fertilizer. Artificial photosynthesis, because of its unique and widespread public and environmental benefits in this period of human history, may even be termed the moral culmination of nanotechnology, assisting this planet to move beyond the Anthropocene epoch to that of the Sustainocene. Due to the increased interest in ecology, global warming and numerous environmental problems, ecological issues are becoming extremely important in education. Many researchers and thinkers believe that solutions to environmental problems are affected by the environmental ethics adopted. This article identifies which of the three branches of environmental ethics are present in formal environmental education in Poland. This has been achieved by analysing the content of textbooks used by science teachers in the fourth (...) grade of elementary schools. The results show that anthropocentric ethics is dominant in the content of formal environmental education, while biocentric ethics is less frequent and there is also some focus on holistic ethics and the declaration that man is part of nature. Using the principles of John Rawls' theory of justice, this book offers an alternative political vision; one which describes a mode of governance that will enable communities to implement a sustainable and socially just future. Rawls described a theory of justice that not only describes the sort of society in which anyone would like to live but that any society can create a society based on just institutions. While philosophers have demonstrated that Rawls's theory can provide a framework for the (...) discussion of questions of environmental justice, the problem for many philosophical theories is that discussions of sustainable development open the need to address questions of ecological interdependence, historical inequality in past resource use and the recognition that we cannot afford to ignore the limitations of growth. These ideas do not fit in comfortably in standard discourse about theories of justice. In contrast, this book frames the discussion of global justice in terms of environmental sustainability. The author argues that these ideas can be used to develop a coherent political theory which reconciles cosmopolitan arguments and the non-cosmopolitan or nationalist arguments concerning social and environmental justice. Worsening energy crises and the growing effects of climate change have spurred, among other things, concerted efforts to tackle global problems through what the United Nations calls Sustainable Development Goals (SDGs). These revelations may invite us to challenge those assumptions that have led to the kind of thinking responsible for much of the environmental degradation that we see today. Japanese Environmental Philosophy gathers papers focused on the environmental problems of the (...) twenty-first century. Drawing from Japanese philosophical traditions they investigate our relationships with other humans, nonhuman animals, and the environment. The heart of the book consists of chapters written by fifteen top scholars from Japan, the United States, Europe, and Australia. The essays cover a broad range of topics drawn from various strains of Japanese thought—including Zen Buddhism, Shintoism, the Kyoto school, and Japanese philosophy of art and aesthetics—as well as from traditional Japanese culture and the contemporary science of planning for natural disasters. These articles demonstrate that Japanese scientific, philosophical, religious, and cultural traditions can provide meaningful insight to address the current global environmental crisis. (shrink)

Contemporary architecture is increasingly grounded in science and mathematics. Architectural discourse has shifted radically from the sometimes disorienting Derridean deconstruction, to engaging scientific terms such as fractals, chaos, complexity, nonlinearity, and evolving systems. That's where the architectural action is -- at least for cutting-edge architects and thinkers -- and every practicing architect and student needs to become conversant with these terms and know what they mean. Unfortunately, the vast majority of architecture faculty are unprepared to explain them to students, (...) not having had a scientific education themselves. Here is an architecture book by an architect/scientist, just in time to help architects in the new millennium. Alexander discusses many of the scientific terms arising in cutting-edge architecture, and explains them to those who don't have scientific training or advanced mathematical knowledge. We find discussions of the evolution of forms; the importance of process in design; iteration; genetic algorithms; sequences of transformations; different levels of scale (i.e. fractals); etc. They are explained here by an architect who is also a scientist, because he wants to change the way architects think and build. Alexander is not merely popularizing other scientists' results and making them accessible to architects: he is in fact presenting new and original scientific work that ties many of these concepts together in a way that will be useful to architects. This article reports the effects of a science, technology, and society (STS) teaching approach on the knowledge and attitudes of preservice science and mathematics teachers in Uganda toward global science and technology-based problems and/or threats. The responses of a baseline or control group (N = 50) and an experimental group (N = 50) to five questions on the preassessment indicated how little knowledge these preservice teachers had regarding these issues; however, the responses of the experimental group (...) on the postassessment also showed how quickly a short treatment using an STS teaching approach could improve their knowledge. These results also inform planning for science education in Uganda to achieve science literacy in general, and particularly the understanding of environmental science problems and/or threats facing Ugandan citizens. Taking issue with those who see recent social transformations as an extension of modernity, the author contends that social theory must confront an epochal change from the modern era to a new era of globality, in which human beings can conceive of forces at work on a global scale, and in which they espouse values that take the globe as their reference point. The book begins by assessing the problems of writing about modernity, showing how narratives of an endlessly (...) self-perpetuating modern age were intrinsic to the "modern project," the attempt by Enlightenment philosophers to transform the everyday world in accord with science and logic under the auspices of the nation-state. Now we are beginning to realize that the nation-state and the modern project cannot renew themselves endlessly through expansion. Instead, the author contends, the age has culminated in its own dissolution, and globality has supplanted modernity as the basis for action and social organization. In theorizing the global age, he considers the worldwide environmental consequences of aggregate human activities, the reconception of human security in the age of nuclear weapons, technological advances in communication systems, the rise of a global economy, and the growing reflexivity of global consciousness, as people and groups begin to refer to the globe as the frame for their beliefs. The book concludes by examining the consequences of the Global Age thesis for politics, identifying a new popular construction of the state that the author terms "performative citizenship." In the modern age, the nation-state was the central power and citizens were beneficiaries of that power, with rights and duties. In the global age, citizens respond to the lack of central power by creating, or performing, the state themselves. The global managerial class uses the skills learned in the bureaucracy of the nation-state to bring pressure on national governments in the interests of global economic, environmental, or human-rights issues.
