The dominant approach to environmental policy endorsed by conservative and libertarian policy thinkers, so-called “free market environmentalism”, is grounded in the recognition and protection of property rights in environmental resources. Despite this normative commitment to property rights, most self-described FME advocates adopt a utilitarian, welfare-maximization approach to climate change policy, arguing that the costs of mitigation measures could outweigh the costs of climate change itself. Yet even if anthropogenic climate change is decidedly less than catastrophic, human-induced climate change is likely (...) to contribute to environmental changes that violate traditional conceptions of property rights. Viewed globally, the actions of some countries—primarily industrialized nations—are likely to increase environmental harms suffered by other countries—less developed nations that have not made any significant contribution to climate change. It may well be that aggregate human welfare would be maximized in a warmer, wealthier world, or that the gains from climate change will offset environmental losses. Yet such claims, even if demonstrated, would not address the normative concern that the consequences of anthropogenic global warming would infringe upon the rights of people in less-developed nations. As a consequence, this paper calls for a rethinking of FME approaches to climate change policy. (shrink)

Laby for replicating the established value of the mechanical equivalent of heat. We are dealing with the Dirac Hamiltonian H = H0 + V with no magnetic field and radially symmetric electrostatic potential V = V(r), preferably the Coulomb potential. While the observable H is precisely predictable, its components H0 (relativistic mass) and V (potential energy) are not. However they both possess precisely predictable approximations H0 ∼ and V∼ which approximate accurately if the particle is not near its nucleus. On the other hand, near 0, H0 and V are practically unpredictable, perhaps (...) in agreement with the fact, that a neutrino also should be in the game. [We have not yet studied the corresponding observables for the (≥ 12-dimensional) problem of electro-weak interaction.] Mathematically we are focusing on the spectral theory of the unbounded self-adjoint operators H0 ∼ and V ∼. We can prove that V ∼ is unitarily equivalent to V(r) again, by a unitary map given as Wiener-Hopf-type singular integral operator in the standard separation of variables for radially symmetric Dirac Hamiltonians. [This is, as far as the continuous spectrum is concerned.] Very similar unitary equivalence holds for H 0 ∼ and H 0. We are tempted to regard this as a form of “renormalization”. (shrink)

Scientists are always doing experiments or making observations that disappoint them. Most negative experiments are consigned to the file drawer. But in physics, lead is regularly transmuted into gold by treating a negative result as an upper limit—an observation of the maximum strength of the phenomenon under investigation. The logic and sociology of upper limits and the logic and sociology of positive results are different. I explore the difference through a case study in the physical sciences. The study of comparative European politics since the 1930s shows a shift from a largely normative and institutional concern with a few larger European countries towards a clear subdiscipline of modern political science. Marked influences were the need to rethink democratie development in the light of the rise of totalitarianism and the rapid decline of democracy in most emerging new states after 1945.The field shows a strand influence of the wish to bring the particular experience of individual countries onto the (...) map of general comparative politics.Thus, one finds the effect of a typical cross-Channel dialogue contrasting Britain and France, the extrapolation of 'polarised pluralism' from an Italian background, the deliberate challenge to the Westminster model from consociational democracy theorists, and the transposition of Norwegian experience onto a Macro-Model of Europe in center-periphery terms. More recent developments also mirror new political developments, e.g., neo-corporatism, the rise and crisis of the welfare state, and concerns about public policy generally. Yet such challenges pale compared to the potential effect which processes of European integration, the decline of bipolar international polities, and above all problems of democratic development in post-totalitarian Eastern and Central Europe, must haveon comparative politics in and on Europe. Historian James H. Jones published the first edition of Bad Blood, the definitive history of the Tuskegee Syphilis Experiment, in 1981. Its clear-eyed examination of that research and its implications remains a bioethics classic, and the 30-year anniversary of its publication served as the impetus for the reexamination of research ethics that this symposium presents. Recent revelations about the United States Public Health Service study that infected mental patients and prisoners in Guatemala with syphilis in the late 1940s in order (...) to determine the efficacy of treatment represent only one of the many attestations to the persistence of ongoing, critical, and underaddressed issues in research ethics that Bad Blood first explored. Those issues include, but are not limited to: the complex and contested matters of the value of a given research question, the validity of the clinical trial designed to address it, and the priorities of science.
