Machine learning has become a key component of contemporary information systems. Unlike prior information systems explicitly programmed in formal languages, ML systems infer rules from data. This paper shows what this difference means for the critical analysis of socio-technical systems based on machine learning. To provide a foundation for future critical analysis of machine learning-based systems, we engage with how the term is framed and constructed in self-education resources. For this, we analyze machine learning tutorials, an important information source for (...) self-learners and a key tool for the formation of the practices of the machine learning community. Our analysis identifies canonical examples of machine learning as well as important misconceptions and problematic framings. Our results show that machine learning is presented as being universally applicable and that the application of machine learning without special expertise is actively encouraged. Explanations of machine learning algorithms are missing or strongly limited. Meanwhile, the importance of data is vastly understated. This has implications for the manifestation of social inequalities through machine learning-based systems. (shrink)

It is an assumption common to many theories of rationality that all practical reasons are based on a person's given desires. I shall call any approach to practical reasons which accepts this assumption a "Humean approach". In spite of many criticisms, the Humean approach has numerous followers who take it to be the natural and inevitable view of practical reason. I will develop an argument against the Humean view aiming to explain its appeal, as well as to expose its mistake. (...) Hendrik Lorenz presents a comprehensive study of Plato's and Aristotle's conceptions of non-rational desire. They see this as something that humans share with animals, and which aims primarily at the pleasures of food, drink, and sex. Lorenz explores the cognitive resources that both philosophers make available for the explanation of such desires, and what they take rationality to add to the motivational structure of human beings. In doing so, he finds conceptions of the mind that are coherent and deeply (...) integrated with both philosophers' views about such topics as the relation between body and soul, or the nature of the virtues. The buck-passing account of values offers an explanation of the close relation of values and reasons for action: of why it is that the question whether something that is of value provides reasons is not ”open.” Being of value simply is, its defenders claim, a property that something has in virtue of its having other reason-providing properties. The generic idea of buck-passing is that the property of being good or being of value does not provide reasons. It is other properties (...) that do. There are, however, at least three versions of the account which differ in their understanding of those “other properties.” The first two versions both assume that non-normative properties provide reasons, the difference being that the second allows that normative properties also provide reasons. Both run into difficulties, which I explain, in trying to defend the claim that non-normative properties provide reasons for action. The third version of the buck-passing account which explains being of value in terms of more specific evaluative properties that are reason-providing remains unpersuasive as well. Once we understand the relation between general and specific properties as a difference in degree, there is no space for a reduction of the one kind of properties to the other. In section II I sketch an alternative account of the relation between reasons and values, which is based on a thesis that I call the Conceptual Link and the claim that values are not just co-extensive with reasons, but explain them. The aim of this article is to elucidate the processes that characterize natural language interpretation. The basic hypothesis is that natural language interpretation can be characterized as an optimization problem. This innovative view on interpretation is shown to account for the crucial role of contextual information while avoiding certain well-known problems associated with compositionality. This will become particularly clear in the context of incomplete expressions. Our approach takes as a point of departure total freedom of interpretation in combination with the (...) parallel application of soft constraints on possible interpretations. These constraints can be contextual, intonational or syntactic in nature. The integration of pragmatic and syntactic/semantic information in a system of ranked constraints is proposed to correctly derive the optimal interpretations in cases of nominal anaphorization, determiner quantification and elliptical comparatives. Luck, Value, and Commitment comprises eleven new essays which engage with, or take their point of departure from, the influential work in moral and political philosophy of Bernard Williams (1929-2003).

In this paper, we first classify different types of second opinions and evaluate the ethical and epistemological implications of providing those in a clinical context. Second, we discuss the issue of how artificial intelligent could replace the human cognitive labour of providing such second opinion and find that several AI reach the levels of accuracy and efficiency needed to clarify their use an urgent ethical issue. Third, we outline the normative conditions of how AI may be used as second opinion (...) in clinical processes, weighing the benefits of its efficiency against concerns of responsibility attribution. Fourth, we provide a ‘rule of disagreement’ that fulfils these conditions while retaining some of the benefits of expanding the use of AI-based decision support systems in clinical contexts. This is because the rule of disagreement proposes to use AI as much as possible, but retain the ability to use human second opinions to resolve disagreements between AI and physician-in-charge. We analyze investors’ perception and long-term effects of board gender diversity on firms’ stock market performance in an international setting. Our results, controlling for the endogenous nature of board compositions, indicate that female board representation neither improves nor reduces firms’ long-term stock performance. Hence, we argue that it is imperative to go beyond the conventional thinking in terms of the business case for gender diversity and broaden the perspective also to incorporate societal and ethical aspects in the strive to board (...) gender equality. Even more so, as our results show that it does not entail reduced shareholder value, which the literature on mandatory gender quotas commonly seems to suggest. (shrink)

In particular the problem that promises can be valid even when nothing good comes of keeping the promise (the problem of ‘bare wrongings’), and the bootstrapping problem with explaining how the mere intention to put oneself under an obligation can create such an obligation have been recognized since Hume’s famous discussion of the topic. There are two influential accounts of promising, and promissory obligation, which attempt to solve the problems: The expectation account (...) and the practice account. In this second part, I will explain what it takes to show that there is such an obligation to keep one’s promises, and discuss a further account of promissory obligation – the normative powers account – which perhaps stands a chance to solve both the bootstrapping and the bare wrongings problem , and to successfully explain promissory obligation. It comes in at least two different forms: one which regards the normative power to promise as based on our ability to form special relationships, and another which regards the promisee’s ‘authority interest’ as the basis. This chapter proceeds in five steps. First, we will describe and justify the structure of the traditional system of species classification. Second, we will discuss three formal principles governing the development of taxonomies in general. It will emerge that, in addition to these formal principles, a division of living beings must meet certain empirical constraints. In the third section, we will show that the traditional division of living beings into species best meets these constraints. Fourth, we will argue that a (...) taxonomic system based on this notion of species provides a more natural alternative to the many arbitrary classifications that are possible. Hence, the traditional classificatory system is also the most natural one. Finally, we will discuss and reject an alternative account that suggests defining species solely with a view to their evolutionary history. We will argue that taxonomic trees do not depict hereditary connections but, rather, something else. (shrink)

The reliability of clinical practice guidelines has been disputed because guideline panel members are often burdened with financial conflicts of interest. Current recommendations for COI regulation advise not only detailed declaration but also active management of conflicts. To continuously assess COI declaration and management in German guidelines we established the public database LeitlinienWatch. We analyzed all German guidelines at the highest methodological level that included recommendations for pharmacological therapy according to five criteria: declaration and assessment of COI, composition of the (...) guideline development group, independence of the coordinators and lead authors, imposed abstentions because of COI and public external review. Each criterion was assessed using predefined outcome categories. Most guidelines contained a detailed declaration of COI. However, none of the guidelines provided full transparency of COI assessment results. The guideline group was composed of a majority of participants with COI in 55% of the guidelines, no guideline was free of participants with COI. Only 9% of guidelines had coordinators and lead authors without any financial COI. Most guidelines did not provide a rule for abstentions for participants with COI. In 21% of guidelines there was a rule, but abstentions were either not practiced or not documented, whereas in 7% partial abstentions and in 2% complete abstentions were documented. Two thirds of the guideline drafts were not externally reviewed via a public website. COI are usually documented in detail in German guidelines of the highest methodological level. However, considerable improvement is needed regarding active management of COI, including recruitment of independent experts for guideline projects, abstention from voting for participants with COI and external review of the guideline draft. We assume that the publicly available ratings on GuidelineWatch will improve the handling of conflicts of interest in guideline development. (shrink)

In this paper, I argue that a person can have a reason to do what she cannot do. In a nutshell, the argument is that a person can have derivate reasons relating to an action that she has a non-derivative reason to perform. There are clear examples of derivative reasons that a person has in cases where she cannot do what she (non-derivatively) has reason to do. She couldn’t have those derivative reasons, unless she also had the non-derivative reason to (...) do what she cannot do. I discuss a number of objections to this view, in particular two: (1) The objection that if there were reasons to do what one cannot do, many of those would be ‘crazy reasons’, and (2) the worry that if there were such reasons, then agents would have reasons to engage in futile deliberations and tryings. I develop an explanation of ‘crazy reasons’ that shows that not all reasons to do the impossible are crazy and only those that are need to be filtered out, and, regarding the second objecting, I show that the reasons for trying as well as for taking the means to doing something—instrumental reasons in a broad sense—are different from the reasons for performing the action in the first place. They are affected by impossibility, and we can explain why that is so. The view I argue for is that a person may have a reason to do what she cannot do, but she does not have a reason to try to do so or to take means to realizing the impossible. (shrink)

Joseph Raz addresses one of the most basic philosophical questions: how to explain normativity in its many guises. His value-based account is brought to bear on many aspects of the lives of rational beings and their agency, such as their ability to maintain relationships, and to live their lives as social beings with a sense of their identity.

When heterogeneous players make strategic investment decisions in multi-stage contests, they might conserve resources in a current contest to spend more in a subsequent contest, if the degree of heterogeneity in the current contest is sufficiently large. We confirm these predictions using data from German professional soccer, in which players are subject to a one-match ban if they accumulate five yellow cards. Players with four yellow cards facing the risk of being suspended for the next match are less likely to (...) be fielded when the heterogeneity in the current match increases and more likely to receive a fifth yellow card in the current match when heterogeneity in the next match increases or heterogeneity in the next match but one decreases. Plato's central contribution to psychology is his theory of the tripartite soul. This is at once a theory about the nature of the embodied human soul and a theory of human motivation. This article emphasizes on the importance and immortality of the soul. Plato does say that perceptible particulars derive their names from the forms they partake of their souls. One of his arguments against the harmonia theory of the soul, put forward by Simmias, relies on the occurrence of conflicts (...) between desires and also of conflicts between how one decides to act and how anger or fear incline one to act. Vital Democracy outlines an innovative new theory of democracy in action.

Movement time and accuracy, as defined by Plamondon & Alimi, do not conform to empirical definitions. When definitions are used that conform better to empirical ones, the original predictions of the kinematic theory are no longer valid – as is demonstrated by simulations. Thus the theoretically derived quadratic law and the successful empirical quadratic law seem to be independent of each other.

The search for a good method to analyse sermon content has been prevailing since the past decades to evaluate current practice so as to construct better theories for practice. I think that we have found it in the methodology of inductive, qualitative research of the Grounded Theory methodology. In this article, I am going to use the Grounded Theory approach to describe the phases of qualitative empirical research, namely, literature study, sampling, open coding of the data, selective coding of additional (...) new data and theoretical coding to be able to construct an emerging theory of praxis using the concepts developed for this specific action in our discipline. There are critical comments for this methodology. I will try to address these critical views and argue that the Grounded Theory is in line with the science of research. (shrink)

This paper explores the role and resolution of disagreements between physicians and their diagnostic AI-based decision support systems. With an ever-growing number of applications for these independently operating diagnostic tools, it becomes less and less clear what a physician ought to do in case their diagnosis is in faultless conflict with the results of the DSS. The consequences of such uncertainty can ultimately lead to effects detrimental to the intended purpose of such machines, e.g. by shifting the burden of proof (...) towards a physician. Thus, we require normative clarity for integrating these machines without affecting established, trusted, and relied upon workflows. In reconstructing different causes of conflicts between physicians and their AI-based tools—inspired by the approach of “meaningful human control” over autonomous systems and the challenges to resolve them—we will delineate normative conditions for “meaningful disagreements”. These incorporate the potential of DSS to take on more tasks and outline how the moral responsibility of a physician can be preserved in an increasingly automated clinical work environment. (shrink)

Explaining the relation of values and reasons is a major focus of Joseph Raz’s work. I examine his account of the relation of values and reasons, focusing in particular on practical reasons. As a preliminary way of delineating two basic alternatives for mapping the relation of values and reasons, let me pose the Euthyphro-style question: (1) Is something valuable because we have reasons to behave in some way with respect to it? Or: (2) Do we have reasons to behave in (...) some way with respect to it because it is valuable? Though helpful for contrasting different approaches, this question is still multiply ambiguous. It may be interpreted as a question concerning the metaphysical primacy of values and reasons respectively - that is, whether there have to be things of value for there to be reasons, or vice versa. There is also a question of conceptual primacy: Can ‘value’ be defined in terms of reasons, or can ‘reason’ be defined in terms of value? A related, but different question is epistemological: Does a person have to be able to master the concept of value in order to understand the concept of a reason (or, again, vice versa)? I use these three questions as guidelines for investigating Raz’s view of the relation of values and reasons. Are values (1) metaphysically, (2) conceptually, and/or (3) epistemologically prior to reasons? Or are reasons in all or any of these respects prior to value? My strategy in the paper is as follows: In section 1, I locate Raz’s position with respect to these three questions by contrasting his views with those of Thomas Scanlon. In section 2, I work out Raz’s account of reasons and values in some greater detail. And then, in section 3, I discuss what I take to be the remaining major problem with Raz’s approach. (shrink)

It appears to be a feature of our ordinary understanding of morality that we ought not to act in certain ways at all. We ought not to kill, torture, deceive, break our promises (say)—exceptional circumstances apart. Many moral duties are thought of in this way. Killing another person would be wrong even if it achieved a great good, and even if it led to preventing the deaths of several others. This feature of moral thinking is at the core of deontological (...) ethics. But while it is also part and parcel of ordinary moral thought, it seems puzzling, because it requires an agent to act (or to abstain from acting) in certain ways, even if by violating the duty she could achieve a better outcome in terms of the very restriction that she is required to heed. If the explanation of the duty not to kill were that it preserves human life it would be hard to understand why killing is not morally permitted when it leads to preserving a greater number of lives. Moreover, why should we not violate a restriction if doing so leads to fewer violations of that very restriction? There are two questions here. (1) Why not violate a restriction whose point it is to preserve lives, if doing so leads to preserving a greater number of lives? (2) Why not violate a restriction if doing so minimizes the violation of that very restriction? The latter question concerns what is sometimes called ‘the paradox of deontology’ or the problem of ‘minimizing violations’. The former may concern the so-called trolley cases, for instance. After all, a trolley hurtling towards a number of innocent people is not about to violate the moral restriction on killing innocent people, as it is not the kind of thing that can be subject to such a restriction. In this paper I am concerned only with (2): the paradox of deontology. To put it in Nozick’s terms: ‘How can a concern for the nonviolation of C [i.e. some deontological constraint] lead to refusal to violate C even when this would prevent other more extensive violations of C? -/- Samuel Scheffler, puzzled by the same idea, put it in terms of ‘agent-centred restrictions’ (ACR), because the restriction requires an agent (not) to act in certain ways, contrasting thereby with a requirement that certain actions not be done. The restriction is thus an agent-relative rather than an agent-neutral one. Scheffler ended up rejecting the idea of agent-centred restrictions, as even on close investigation the puzzle would not dissolve. Scheffler maintains that ACRs have ‘an air of paradox’ to them, as they violate what he calls maximizing rationality. ACRs appear to clash with the idea of maximizing rationality, because they require an agent to choose the option that worse achieves her goal of not harming people. I call this, following common parlance, the paradox of deontology, even though it is not strictly speaking a paradox. Exploring whether there is really a problem here, and how it might be solved, is the main objective of this paper. I begin by explaining the puzzlement about agent-centred restrictions in more detail. I then discuss promising as an example of a kind of action which is thought to be subject to agent-centred restrictions. It turns out that they are surprisingly easy to explain. The difficult case is killing—and that should put us on guard. I argue that the problem is not with the very idea of deontological restrictions, but with puzzling aspects of the ethics of killing. Aristotle takes practical wisdom and arts or crafts to be forms of knowledge which, we argue, can usefully be thought of as ‘empiricist’. This empiricism has two key features: knowledge does not rest on grasping unobservable natures or essences; and knowledge does not rest on grasping logical relations that hold among propositions. Instead, knowledge rests on observation, memory, experience and everyday uses of reason. While Aristotle’s conception of theoretical knowledge does require grasping unobservable essences and logical relations that hold among (...) suitable propositions, his conception of practical and productive knowledge avoids such requirements and is consistent with empiricism.
