In this short reply to Riis’ paper I first deal with his perceptive defence of ICT literacy, to which I fully subscribe, showing how his ideas might gain from highlighting the ‘technical’ dimensions involved in literacy practices. Second, this will allow me to make some comments regarding the curricular and organizational aspects of contemporary education, which forms the largest part of his paper. My main line of criticism towards Riis’ paper is that I defend a ‘technical’ rather than a ‘non-technical’ (...) account of digital literacy. (shrink)

This article will contribute to a synthetic understanding of the factors that influence the subject’s experience with digital data, in the presence of a new kind of ‘materiality’ that is formed in the confluence of physical matter and Information and Communication Technologies that I call Material-ict. The aim is to offer society a critical and creative way to deal with the process in which the electronic and physical dimensions of reality merge and enhance the awareness of the paradigm change that (...) the Internet of Things is bringing to our experience. The article can contribute to the development of a new cognitive paradigm to challenge the current view that objects and environments are inanimate, and the shaping of a framework from which to reconsider interactions between people, social processes, things and environments in the society of knowledge. This framework offers insights into educative, technological developments and cultural programmes to integrate actants (actor–network theory) and citizens in the hybrid experience in which Internet, social processes and matter merge. The objective is to construct the first steps of an analysis framework to understand a few of the most important features that support the emergent model of representation that is impacting the subject’s experience with digital data. In order to construct this framework, this research is grounded in the intersection of art, media and experience. The main dimensions analysed in the article are (1) the merging of digital and analogue forms of experience; (2) new actors and forms of interaction; (3) forms of heterogeneous knowledge construction; (4) lively interfaces and animated environments; and (5) biotechnological convergence. The article will show how the outcome of this confluence is taking shape in different forms of (1) indexation, (2) simulation, (3) translation of matter into data and (4) ubiquitous hybrid networks (social+matter/nature). Purpose Moor designated two major problem sources typifying the social and ethical implications of computer technologies, namely, “policy vacuum” and “conceptual muddles.” Motivated by Moor’s seminal definition and Floridi’s conceptualization of information and communication technologies as re-ontologizing technologies, this study aims to explore Omani undergraduates’ cognition regarding ICT ethics. Design/methodology/approach Adopting a grounded theory approach for the constant comparative thematic analysis, the constituents of ICT ethics-related cognition among undergraduates and influencing factors were scrutinized. Qualitative data were gathered via focus group (...) discussions with undergraduates and interviews with academics and information systems professionals at Sultan Qaboos University. Findings In total, 10 thematic categories revolving around a core category, constructing conceptual perceptions of and attitudes toward the realms constituting ICT ethics using an ontological, object-oriented approach, emerged from the comparative analysis. Undergraduates were found to adopt an applied approach when defining professional ICT ethics codes and policies, with a particular focus on information privacy and integrity. Research limitations/implications This qualitative study was conducted at a single research site. This may restrict the generalizability of the findings. Postgraduates were not considered when designing this qualitative inquiry. Originality/value The findings of the study hold theoretical and methodological significance with regard to ICT ethics-related cognition in the era following the fourth industrial revolution by sustaining feminist ethics in this research. Purpose – The purpose of this paper is to present an overview and to discuss the following issues: most often, discussions about Information and communication technology sustainability focus on environmental issues; however, there are other aspects referring to ICT internal sustainability and to its role as a tool in managing general sustainability issues. The way to handle ICT sustainability issues is also significant. Design/methodology/approach – The paper discusses and investigates various aspects of ICT sustainability, and of methods to handle these (...) issues and make decisions. Findings – Classical philosophy and psychological empirical research on decision-making demonstrate the way to take care of ICT sustainability issues. This way is philosophizing, which has to be trained and supported for people and organizations involved to acquire the necessary skills and to use suitable methods. Originality/value – The paper highlights other significant aspects of ICT sustainability rather than the environmental impact alone. It also proposes focus on the way ICT sustainability issues are handled rather than focus on normative or ideological aspects of it. (shrink)

The study aims to build a model that predicts the behavior of the use of blended learning by English teachers of basic education in China in the environment of repeated lockdowns during the COVID-19 pandemic. It examines the relationships between ICT self-efficacy, organizational support for blended learning, attitudes toward blended learning, and the use of blended learning. Data were collected from 562 teachers using a survey questionnaire. Employing partial least squares structural equation modeling, a hypothesized model was tested for path (...) coefficients and predictive power. This study found that ICT self-efficacy and organizational support for blended learning are sound predictors of teachers' use of blended learning and that the former appeared to be a stronger determinant. In addition, attitudes toward blended learning can directly influence teachers' use of blended learning and mediate the relationship between ICT efficacy and the use of blended learning and between organizational support for blended learning and the use of blended learning. These three variables account for 54.7% of the variance in teachers' use of blended learning. (shrink)

PurposeThe purpose of this paper is to deepen the understanding of tensions between old and new in the emerging global society driven by information and communication technology ; and to argue that creation of a theory of this society would contribute in the easing of these tensions.Design/methodology/approachThe methods used in this paper are mostly analytical, descriptive, and qualitative. An analysis of the creation and development of ICT from a mathematical discipline of computer science to a universal tool and a driving (...) force of the emerging global society, a development which is paralleled by the commercialization of ICT, is followed by two case studies illustrating the tensions between old and new and the role ICT plays in them. One case is centered on the challenges of traditional models of education by new, ICT‐friendly approaches, like the Multiple Intelligences Theory; the other addresses tensions between old and new that in many societies presently take the form of tensions between local/national and global.FindingsA claim is formed that the existing tensions between old and new are closely linked to the tensions between the two most common forms of society, inclusive and exclusive.Originality/valueThe paper will help understand some of the reactions to the process of globalization. It can serve as a tool for assessment and prediction regarding this process. Building on prior research related to impact of information communication technology and operational risk management in the context of medium and small enterprises, the focus of this study was to investigate the relationship between ICT operational risk management and performances of MSEs. To achieve the focus, the research investigated evaluating models for understanding the value of ICT ORM in MSEs. Multiple regression, Repeated-Measures Analysis of Variance and Repeated-Measures Multivariate Analysis of Variance were performed. The findings of the distribution revealed that (...) only one variable made a significant percentage contribution to the level of ICT operation in MSEs, the Payback method. It may thus be inferred that the Payback method is the prominent variable, explaining the variation in level of evaluation models affecting ICT adoption within MSEs. Conclusively, in answering the two questions degree of variability explained and predictors, the results revealed that the variable contributed approximately 88.4% of the variations in evaluation models affecting ICT adoption within MSEs. The analysis of variance also revealed that the regression coefficients were real and did not occur by chance. (shrink)

Purpose This paper aims to focus on the role of information and communication technologies in preparation for and management of human and/or nature induced disasters. Design/methodology/approach Drawing from the phenomenal growth of ICTs, initiatives aimed at disaster management, stakeholder theory, prior research and the successful development and implementation of 9-1-1, this paper explores ICTs in the context of human and/or nature induced disasters. Findings This paper discusses a new ICT for mitigating disaster management, scans, using stakeholder theory, relevant initiatives and (...) prior research to identify the stakeholders relevant for successful preparation for and management of disasters, and draws from the 9-1-1 example to discuss how ICTs can be successfully developed and adopted. Research limitations/implications There are opportunities for researchers to develop ICTs that can make countries, developing and developed, more efficient and effective in their preparation for and management of nature and human induced disasters. In addition, researchers can investigate the role of stakeholders in facilitating the adoption of new ICTs developed for disaster management. Researchers could also help public policy in designing the most efficient and effective programs for the adoption of new ICTs. Practical/implications As an example of new ICTs that can potentially mitigate the effect of disasters, this paper discusses the E711 text-message mobile phone service and provides a description of how this protocol operates and can be implemented. There are tremendous opportunities to develop new ICTs in the context of disaster management. Social/implications This paper argues that ICTs such as E711 can have a major impact on all countries in general and poor and developing nations in particular. Specifically, in the bottom of the pyramid markets, developing ICTs for BOP market in the context of managing human and nature induced disasters and ensuring the diffusion of such ICT innovations is both critical and challenging. Originality/value This paper discusses the role and importance of ICTs in disaster management, identifies relevant stakeholders, discusses how ICTs can be diffused and implemented and calls on and hopes to provide an impetus to research on ICTs that can aid in the preparation for and the management of disasters. This paper develops the notion of “the ICT educator’s fallacy” to point to the mistaken assumption that devices introduced into the classroom will have the precise effects on educational experience expected by designers and curriculum developers. This notion allows for an expansion and refinement of the insights into the imperatives of twenty-first century education set out by Søren Riis.

This paper analyzes the opportunities offered by information and communication technologies (ICTs) and the related ethical issues, within the transparency practices of nongovernmental organizations (NGOs). Based upon a one-year study of a European NGO, the Italian Association of Blind People, it presents compelling empirical evidence concerning the main ethical, social and economic challenges that NGOs face in the development of more transparent relationships with the public and the related role of ICTs, in particular, the organization’s website. This study shows that, (...) although the attempt to be completely transparent has great ethical value, ICT-enabled information disclosure is limited by privacy and security concerns and by pressure from financial supporters and benefactors and potential NGO competitors who vie for grants and donations. Purpose – Information and communications technology offers a peculiar twenty-first century conundrum, as it offers both a cause and solution to rising carbon emissions. The growth in the digital economy is fueling increased energy consumption while affording new opportunities for reducing the environmental impacts of our daily lives. This paper responds and builds on Patrignani and Whitehouse’s overview of Slow Tech by providing examples of how ICT can be used to reduce energy. Encouraging examples are provided from the field of (...) energy and buildings and implications for wider society are raised. Design/methodology/approach – This paper builds on the previous overview “The Clean Side of Slow Tech”, based on a comprehensive knowledge of literature of the latest developments in the field of digital economy, energy and sustainability. Findings – This paper provides clear and encouraging signs of how ICT can be used to contribute to sustainability through controlling systems more efficiently, facilitating behavioural changes and reducing energy consumption. Future challenges and recommendations for future research are presented. Originality/value – This conceptual paper presents the latest research into the use of ICT in energy reduction and offers cautious, but encouraging signs that while the environmental impact of ICT must not be overlooked, there are benefits to be had from the digital economy. ICTs, personal data, digital rights, the GDPR, data privacy, online security… these terms, and the concepts behind them, are increasingly common in our lives. Some of us may be familiar with them, but others are less aware of the growing role of ICTs and data in our lives - and the potential risks this creates. These risks are even more pronounced for vulnerable groups in society. People can be vulnerable in different, often overlapping, ways, which place them at a disadvantage (...) to the majority of citizens; Table 3 in this guide presents some of the many forms and causes of vulnerability. As a result, vulnerable people need greater support to navigate the digital world, and to ensure that they are able to exercise their rights. This guide explains where such support can be found, and also answers the following questions: - What are the main ethical and legal issues around ICTs for vulnerable citizens? - Who is vulnerable in Europe? - How do issues around ICTs affect vulnerable people in particular? This guide is a resource for members of vulnerable groups, people who work with vulnerable groups, and citizens more broadly. It is also useful for data controllers1 who collect data about vulnerable citizens. While focused on citizens in Europe, it may be of interest to people in other parts of the world. The entanglement of ethics and technology makes it necessary for us to understand and reflect upon our own practices and to question technological hypes. The information and communication technology literacy required to navigate the twenty-first century has to do with recognizing our own human limitations, developing critical measures and acknowledging feelings of estrangement, puzzlement as well as sheer wonder of technology. ICT literacy is indeed all about visions of the good life and the art of living in the twenty-first century. (...) The main focus of this paper is to explore and discuss ICT in relation to pupils and teachers and try to understand why and how these technologies are implemented in the school system. This focus not only allows us to better understand how concepts and habits with respect to ICT are shaped in numerous children, but teaches us to acquire an enhanced sensitivity with regard to ICT in the ‘classic’ literacy context of the educational system. To a large extent liability for ICT perils is still a grey area, even though an increasing number of information security researchers adopt economic approaches to highlight market mechanisms and externalities. That is why this article focuses on the need for increased awareness of externalities and liability among ICT professionals and their customers. This is critical to achieve in order to promote appropriate ICT technologies and services with comprehensible privacy and security protection. What is needed is a better understanding of (...) the consequences of externalities from ICT perils. This would benefit customers and increase trust in ICT products and services which in turn may even increase suppliers' profit margin; customers would be prepared to buy more services and products if contracts and service level agreements would accept more liability. Moreover, suppliers could sell guaranties and insurances on top of their products and services. The result would be a win-win situation and would benefit society at large. (shrink)

The study examines both general and Internet and Communication Technology (ICT) self-efficacy in cyber-victims, cyber-bullies, and cyber bully victims in comparison to un-involved students. Gender differences were also examined. A total of 1115 Pakistani university students from six universities participated in the study. Analyses were conducted on 950 complete cases (371 males, and 579 females). Data were collected on cyberbullying/victimization, general self-efficacy (GSE), ICT self-efficacy, traditional bullying/victimization, ICT usage, social desirability, and demographics. Multinomial logistic regression analysis indicated that ICT self-efficacy (...) significantly decreased the probability of being a cyber-victim and significantly increased the chances of being a cyber-bully whereas GSE appeared to have no role in predicting participant roles in cyberbullying after controlling for covariates (i.e., age, gender, traditional bullying, traditional victimization, social desirability, Internet usage, time spent on the Internet, and social networking sites (SNS). Findings of the study have important implications for developing and enhancing interventions with respect to the inclusion of ICT related skills in anti-cyberbullying programs. With respect to gender, findings showed that females reported a higher level of victimization while males reported higher perpetration on both traditional and cyberbullying. (shrink)

In this paper I will take the right to privacy as an example when discussing the question of the prospects of global value consensus or value conflicts. The question whether privacy is a contextual value will be discussed in the remaining part of my paper and I will take the views of the Japanese ICT-ethicists Yohko Orito and Kiyosho Murata as my point of departure. In “Privacy protection in Japan: cultural influence on the universal value” (2005), they argue against the (...) view that the right to privacy is a universal value. Their argument is straightforward and clear, hence their article is a valuable contribution to the discussion. However, I will object to their argument. I will defend the view that privacy is a universal value, although there are contextual differences concerning what kind of information is considered as privacy sensitive. (shrink)

In ubiquitous surveillance societies, individuals are subjected to observation and control by authorities, institutions, and corporations. Sometimes, citizens contribute their own knowledge and other resources to their own surveillance. In addition, some of “the watched” observe “the watchers” “through” sous‐veillant activities, and various forms of self-surveillance for different purposes. However, information and communication technologies are also increasingly used for social initiatives with a bottom up structure where citizens themselves define the goals, shape the outcomes and profit from the benefits of (...) watching activities. This model, which we define as citizens’ veillance and explore in this special issue, may present opportunities for individuals and collectives to be more prepared to meet the challenges they face in various domains including environment, health, planning and emergency response. I provide a philosophical analysis of the claim that ICTs are necessary preconditions for the eradication of poverty. What are the links between information and communication technologies (ICTs) and poverty? I first define technology and then give a brief depiction of ICTs. Thereafter I define poverty and give a brief explanation of its context and causes. Next I discuss the relationship between poverty and ICTs in three paradigm cases: [i] the role of ICTs in poor societies, [ii] the effect of (...) poor ICT knowledge and skill of individuals in highly developed technological societies, and [iii] the impact of impoverished ICT knowledge and skills on the rich, powerful, and intelligent ones in society. I propose a procedure for decision making about the appropriation of ICTs by individuals and societies. I assess the claim that both access to ICTs and effective use of them are preconditions for the eradication of poverty. (shrink)

Multimedia technologies and ICT in organising e-portfolio for students An electronic portfolio, also known as an e-portfolio or digital portfolio, is a collection of electronic evidence assembled and managed by a user, usually on the Web. Such electronic evidence may include inputted text, electronic files such as Microsoft Word and Adobe PDF files, images, multimedia, Blog entries, and hyperlinks.One of the approaches, which can be used for improving the attractiveness of the e-portfolio is presented, and it is an implementation of (...) the multimedia technologies in it. In this case we are speaking about multimedia electronic portfolio. What makes them very different from the traditional portfolios is that they can include scanned or digital photos, video and sound clips, animations, recordings of the students, text, traditional writings and drawings.Two main groups of tools for creating multimedia e-portfolio are presented. Purpose This paper aims to discuss characteristics of Korea’s system responses with a research framework of the structure, conduct and performance theory and explain the role of information, communication technologies (ICT) and Big Data from a technology-mediated control (TMC) perspective. Design/methodology/approach This study examines the contextual nature of Korea’s diagnostic, preventive and treatment efforts. Particular attention is paid to issues related to the effective use of Big Data analytics and its applications, reporting mechanisms and public safety measures. The research model (...) defines key factors in assessing the effectiveness of Korea’s responses. Findings Findings of this research suggest: effective strategic planning and operational execution use well-tested and designed crisis-responsive manuals; linkage role of ICT/Big Data is prominent in trace, test and treat and participation (3T + P); and aggressive epidemic investigations require synergistic efforts of national and local government units, broad societal support and participation and contribution of global firms offering their domestic and global supply chain network capabilities. Research limitations/implications The Korean Government's effective response experiences suggest the synergy of political, social, cultural and technological factors. Future studies may explore how personal privacy and public safety are both achieved in different social–cultural–political contexts (Ahn et al., 2020; Delgado et al., 2020; Sharma and Bashir, 2020). Other emerging organizational issues and international comparative studies are worth further investigation in future studies. Practical implications This case study suggests how to apply ICT capabilities for organizing a national response to the coronavirus pandemic (COVID-19) pandemic. Public and private partnership in the framework of sociotechnological synergy (i.e. integration of ICT and social orchestration) is essential for the 3T process. In support of public policy initiatives, global firms share their IT infrastructure and supply chain integration experiences to accommodate global-level crises like the COVID-19 pandemic. Social implications This study extends the TMC framework to a national level. In the adapted TMC framework, the control source, control target and linkage mechanism are specified. Using TMC, this shows the dynamic roles of ICT/Big Data in Korea’s COVID-19 response experiences. Originality/value The impacts of the COVID-19 are rapid and enormous. Despite the controversial early policy decisions and the rapid rise of confirmed patients, the world has recognized Korea’s effective responses to the COVID-19 pandemic. (shrink)

Many ICT services require that users explicitly consent to conditions of use and policies for the protection of personal information. This consent may become ‘routinised’. We define the concept of routinisation and investigate to what extent routinisation occurs as well as the factors influencing routinisation in a survey study of internet use. We show that routinisation is common and that it is influenced by factors including gender, age, educational level and average daily internet use. We further explore the reasons users (...) provide for not reading conditions and policies and show that they can be grouped in meaningful ways that may delineate different types of routinsation. The COVID-19 pandemic forced higher educational institutions to an emergent transition to online education, which required that teachers and students were ICT literate enough to continue with their curricula. As most universities in Japan have already transitioned back to face-to-face lessons, this study aimed to analyze the process of acquisition and use of ICT knowledge in a pre, mid and post-pandemic scenario. Findings showed a drastic gap of ICT literacy between teachers and students. However, results suggest that the acquired ICT (...) knowledge remained and is currently being used in a face-to-face or hybrid environment. (shrink)

In aged societies, the rise of chronic diseases and the health care costs from the aging population are becoming social and economic problems. The emergence of these problems in health care provides an opportunity to shift from a disease paradigm to a preventive paradigm. A preventive paradigm is realized in the form of patient-centered care, and ICT is recommended in health care services as an appropriate alternative. In discussions about justice, development, well-being and equality, the capability approach (CA)Footnote1 founded by economist Amartya Sen and philosopher Martha Nussbaum attaches central importance to individual human capabilities. These are the effective freedoms or real opportunities of people to achieve valuable ‘beings and doings’ (also called ‘functionings’ by capability theorists). Resources—including technical artifacts—may contribute to the expansion of one’s capabilities, but there may also be all sorts of ‘conversion factors’ in place that prevent this. The approach highlights the ‘multidimensionality’ of (...) well-being and sees people as active agents shaping their own lives. In 1998 Sen won the Nobel Prize in economics for his work, which has deeply influenced the United Nations Development Program (UNDP). In the field of development studies the CA has indeed gained popularity, but this is not the only area of application. (shrink)

The digital divide is a global reality. It exacerbates inequality of opportunity and social injustice. This explored in a short article.

Recent writers concerned with general theories of law have taken little notice of the new information communication technologies . This situation ought to change. General theories of law ought to take into account the potential of the new ICTs to enable significant changes in the relations between legal authorities and legal subjects. This paper takes legal positivism as a stalking horse for examination of the way the new ICTs may affect presumptions regarding citizens' and officials' knowledge, attitudes, and allegiance to (...) law. The positivist account of legal normativity, key to its general account of law, is significantly threatened by the prospect that e-consultation and e-petitioning may breach presumed differences between officials and citizens in life under law. This argument brings various consequences for the positivist view of normativity and legal system, all inclining toward the conclusion that the positivist view may lose its basis in social fact and so present an unrealistic account of law. – The purpose of this paper is to present a brief history of the information society and a research framework addressing the challenges of ensuring that information and communication technologies are applied in ways that are enabling and responsive to the varied contexts in which people live their lives., – Examination of why insights arising from research that is critical of the mainstream vision of the information society are rarely influential in debates on ICT policies, of the outstanding research questions (...) around the promotion of investment in ICTs in support of sustainable development goals, and of the components of an alternative research framework that could be pursued by those concerned with social and technological innovation., – The analysis of policy discussion in this area indicates that there may now be an opportunity to re‐enter some of these debates, particularly those in which it is clear that there are many important issues that are reappearing on the ICT policy agenda. Some of the most difficult issues are highlighted including the need to give greater attention to measures supporting more differentiated information or knowledge societies., – The paper demonstrates that there are signs of learning and an awareness of unequal power relationships among stakeholders in ICT policy debates that may contribute to a shift in priorities towards a more context sensitive research framework that would be of value to those who are preoccupied by efforts to improve the material conditions of people's lives. The aim is to investigate the Information Communication Technology on GDP growth in Western Balkan countries from 2000 - 2019. Different econometric techniques were used such as pooled OLS, fixed effects, random effects, and the Hausman Taylor model with instrumental variables. The findings indicate that fixed telephone subscriptions and individuals using the internet have a positive effect on GDP growth, while the fixed broadband subscriptions and mobile cellular subscriptions have a negative effect on GDP growth. The results also show general (...) government final consumption has a negative effect on GDP growth, whereas foreign direct investment has a positive effect on GDP growth, but the coefficient is statistically insignificant. The study will serve for policy makers to invest more in ICT since this will contribute to the economic growth and welfare benefits. There is no study that has been analyzed about ICT in Western Balkan countries, thus findings will be valuable to the government. (shrink)

Research and practice about self-determination in the context of disability has centred on teaching skills and providing support to help people with impairments to be independent. However, limited research exists about the impact of Information and Communication Technologies, in particular social media and mobile devices, on the development of self-determination skills among people with disabilities. This paper presents the findings of a qualitative study which collected data from observations, a researcher diary, focus groups, individual interviews and data from social media. (...) The focus of the study was on young people with vision impairments who were transitioning to university life. The study found that the participants developed self-determination skills by using and adapting collaborative and interactive online tools and mobile devices according to their transition needs. This finding expands the understanding of the implications of new technologies for young people with disabilities’ personal development and the enhancement of self-determination. (shrink)

Contemporary ICTs such as speaking machines and computer games tend to create illusions. Is this ethically problematic? Is it deception? And what kind of “reality” do we presuppose when we talk about illusion in this context? Inspired by work on similarities between ICT design and the art of magic and illusion, responding to literature on deception in robot ethics and related fields, and briefly considering the issue in the context of the history of machines, this paper discusses these questions through (...) the lens of stage magic and illusionism, with the aim of reframing the very question of deception. It investigates if we can take a more positive or at least morally neutral view of magic, illusion, and performance, while still being able to understand and criticize the relevant phenomena, and if we can describe and evaluate these phenomena without recourse to the term “deception” at all. This leads the paper into a discussion about metaphysics and into taking a relational and narrative turn. Replying to Tognazzini, the paper identifies and analyses two metaphysical positions: a narrative and performative non-dualist position is articulated in response to what is taken to be a dualist, in particular Platonic, approach to “deception” phenomena. The latter is critically discussed and replaced by a performative and relational approach which avoids a distant “view from nowhere” metaphysics and brings us back to the phenomena and experience in the performance relation. The paper also reflects on the ethical and political implications of the two positions: for the responsibility of ICT designers and users, which are seen as co-responsible magicians or co-performers, and for the responsibility of those who influence the social structures that shape who has power to deceive or to let others perform. PurposeThe purpose of this paper is to argue that in spite of the widely optimistic held view on the effect of information and communication technologies (ICTs) in promoting the “knowledge society” in Europe and economic development elsewhere, evidence suggests that ICT's could be strengthening labour duality world wide.Design/methodology/approachThe paper addresses these issues by presenting a brief assessment of the “Washington Consensus” and the emergence of ICTs in terms of trade, growth and inequality in different regions of our planet. The paper (...) also describes the effects of globalisation and ICTs on European economies. Finally, the paper presents the key finding and raises some policy implications to exploit ICT potentialities to ensure welfare systems in advanced economies and development in emerging countries.FindingsThe lack of sufficient institutional mechanism of distribution in developing economies is not only making it more difficult for economic growth to translate into development but it is also favouring relocations of production, pressures to deregulate employment, control salaries and social expenditure in Europe. This feeds complex processes of social segmentation world wide. To meet this challenge Europe has no choice but to opt for the development of avant‐garde sectors. However, measures linked to the development of the knowledge society may not be sufficient to maintain our welfare states in the current context of globalisation. Europe must play a more internationally active role in the design of another model of globalisation that would encompass social policies at a global scale as one of its pillars.Originality/valueThere are very few studies of ICTs' role in the relationship between openness‐growth‐development‐inequality. In the following contribution we will investigate the digital divide with respect to a philosophically and ideologically founded concept of universalisation. The documents of the World Summit on the Information Society show that the creation of a global information society not only concerns a technical structural transformation, but also a technical implementation of a normative guiding principle. I will show that overcoming the digital divide corresponds to the inner logic of universalisation as an ethical model of reasoning. Furthermore, we will (...) see that in reality this formal approach to reasoning proves to be a means of realising certain ideological perspectives. This interdependency of cultural dispositions and technical developments in the global information society will be shown in five aspects: • The creation of a global social utopia based on the concept of the information society. • The objectification of the concept of universalisation in information and communication technology. • The linking of global internet use to a normative idea of the public sphere. • The tendency towards totality as a problem of the public sphere and ICT. • Possible reasons for demanding ICT-free areas. ICT for development projects often focus on integrating social factors in information systems design. A well-designed ICT4D solution must be tailored to the needs of the people who will use them and subsequently, requires an extensive understanding of the context and constraints in people’s lives. With an objective to explore how context-specific issues influence the conveyance of appropriate agricultural information to women, this paper uses PROTIC, a 5-year collaborative project between Monash University and Oxfam, as a case. PROTIC was implemented (...) in three climate vulnerable ecological zones of Bangladesh with an aim to overcome the agricultural information gap for rural women. Based on a study in mixed research method and triangulation, this paper brings evidence on the significance of considering context-specific attributes in designing effective and sustainable information services for marginalized women farmers in developing countries. The paper upfolds some significant recommendations which is expected to contribute to the domain of context-specific information system design in resolving socio-economic problems to pave the way of sustainable development.
