Abilitism is an approach to the metaphysics of concepts according to which each concept consists of a managing cognitive ability coordinating other abilities (cognitive and non-cognitive) and a set of subordinate abilities associated with this managing ability. As I argue here, if we accept the abilitist approach, we can efficiently solve such puzzles in the metaphysics of concepts as the partial possession problem, the concept pluralism problem, etc. However, there are some possible objections to abilitism, concerning the abilitist explanation of (...) compositional properties of concepts, knowledge-that, an extension/intension of concepts, and the idea that concepts are constituents of thought. The article is dedicated to the popular argument among nativists, who use it against the empiricist approach. We analyze the strongest objection against the poverty of the stimulus argument which is the curry argument. As a result of the critical consideration of the poverty of the stimulus discussion, we conclude that the curry argument is quite sound.

The innate knowledge problem is a classical problem in philosophy, which has been known since the classical antiquity. Plato in his dialogues Meno and Phaedo formulated the doctrine of innate ideas and proposed an early version of the poverty of the stimulus argument, which is the most frequently used argument in innate knowledge debates. In the history of philosophy there was also an opposite view. This approach is often associated with J. Locke’s philosophy. Locke thought that all our knowledge about (...) the world is a product of the universal learning mechanisms whose functioning is based on perception. The question about the presence of innate ideas in the human mind still remains relevant. New findings in cognitive science and neurosciences and also some recent arguments from philosophers contribute to the contemporary discussion between the spokesmen of the rival approaches to this problem. The paper presents the investigation of one of the approaches to solving the problem of innate concepts, which is called a “concept nativism.” It highlights the outstanding characteristics of the concept nativism: (a) domain specificity position, (b) belief that domain-specific mechanisms of learning are innate and (c) belief that at least some concepts are innate. The article also proposes an analysis of notions “innateness” and “idea” which is important for understanding nativists’ approach to innate ideas theory. And finally, it describes the most popular nativists’ arguments: (a) references to empirical studies using the preferential looking technique, (b) the poverty of the stimulus argument and (c) the argument from animals. In January 2019 the Faculty of Philosophy of the Lomonosov Moscow State University held the round table “Problems of Consciousness: Research Opportunities.” It was dedicated to problems of interdisciplinary studies of consciousness. Many famous Russian specialists whose academic interests include consciousness, brain and mind took part in this event: K.V. Anokhin, D.I. Dubrovsky, T.V. Chernigovskaya, M.A. Piradov, A.A. Potapov, V.Y. Sergin, V.V. Vasil’ev, Z.A. Zorina and others. At the round table, the following problems were discussed: the specificity of consciousness problem, (...) its relevance in various academic disciplines, contemporary research possibilities for consciousness studies to solve the problems that specialists actually face. Much attention was paid to the problems of neurobiology, empirical research of consciousness. Nonetheless, participants showed in their speeches that the problem of consciousness is also a philosophical problem. Hence it requires thoughtful consideration of philosophers. Participants decided that to progress in solving this problem researches from various disciplines have to cooperate. (shrink)

In the article, there proposed an original idea of the collective agent of cognition (CAC) that overcomes the controversy of individualism and collectivism. In the history of philosophy a clear conceptualization of has been offered by I. Kant (the notion of transcendental agent and scheme of imagination). This was interpretedby, among others, G.W.F. Hegel ("Zeitgeist") and K. Marx (the concept of the total and joint labor). A critical analysis of analytic social epistemology (A. Goldman, J. Lackey) helps clarify the tacit (...) presuppositions of the "individual-collective" dualism. In reducing the CAC to the cognizing individual, Lackey fails to interpret adequately the phenomenon of distributed knowledge widely spread in modern science and social practice (F. Hayek, H. Collins). As an alternative to reductionism, the article proposes a typological approach to CAC. It aims to understand its structure as consisting of four main levels (transcendental, imbedded, contract and distributed agent of cognition), each of which being illustrated by a paradigm example. In conclusion, the duality of collective and individual agents of cognition is unmasked as based on the mixture of everyday and philosophical discourses. (shrink)

Abstract If voters do not understand the programs of rival candidates or their likely consequences, they cannot rationally exercise control over government. An ignorant electorate cannot achieve true democratic control over public policy. The immense size and scope of modern government makes it virtually impossible for voters to acquire sufficient knowledge to exercise such control. The problem is exacerbated by voters? strong incentive to be ?rationally ignorant? of politics. This danger to democracy cannot readily be circumvented through ?shortcut? methods of (...) economizing on voter knowledge costs. A truly democratic government must, therefore, be strictly limited in scope. (shrink)

ABSTRACTThe participants in this symposium raise many insightful criticisms and reservations about my book Democracy and Political Ignorance: Why Smaller Government Is Smarter. But none substantially undermine its main thesis: that rational political ignorance and rational irrationality are major problems for democracy that are best addressed by limiting and decentralizing government power. Part I of this reply addresses criticisms of my analysis of the problem of political ignorance and its causes. Part II assesses challenges to my proposed solution.

The subject that we have tried to mention in this article mainly intensifies on the meta-ontological or metaphysical field. Although we cannot know the real existence of objects, at least, we say something that cannot be expressed. Then, we should not ignore that our judgments belonging to the unknown field can be interpreted, more or less, on account of the relation to the area of the facts we know them. It is clear that trying to get the meaning of the (...) world in itself or noumenon through the image of the concrete world is useless. Nevertheless, this condition does not mean that it should not make inquiries concerning the noumenon world and discontinue thinking about what the field of existence in itself is. Interpretations on this field of existence in itself cannot be expressed by mere knowledge of the actual area or the real notions. Because, in our image of the real world, there seems a situation that continually changes and which converts its meaning in each change. (shrink)

I will try to explain in the context of the Matrix and philosophy what the truth is and whether there is the free will or not. Everyone wants to know the truth, but no one clearly explains what it is. The matrix is the desert of the truth and human mind remains therein thirsty. Can we know that we are alive or dead, that is to say, what is the difference between reality and imagination? Never can this problem only be (...) solved by our minds? The article considers the logical and philosophical doctrine of sophists, which, according to some modern researchers, was more philosophical than their ancient critics recognized. A comparison of the provisions of Aristotle's hermeneutics with preserved fragments of Protagoras and Gorgias shows that the doctrine of sophists was a kind of holistic philosophy, which anticipated the philosophy of dialogue of the XX century. Despite the fact that the philosophy of Plato and Aristotle tried to overcome the relativism and anti-ontologism of the doctrine (...) of sophists, some elements of its dialogism were preserved in subsequent philosophy in dialectics and rhetoric. The first thing you should pay attention to is the difference between the dialogical form of the presentation of philosophy in Plato and dialogue as the fundamental basis of thinking that we find among sophists. The dialogism preserved in the dialectic of Plato and the rhetoric of Aristotle is more a technical method of convincing the interlocutor than a hermeneutical basis, which it is in the philosophy of dialogue and in the method of Socratic discussion. The linguistic turn that occurred in the philosophy of the 20th century includes not only an increased interest in language and accuracy of expression. No less important is the new formulation of the question of the nature of the language. Is language a tool for the formulation of thought as Aristotle believed and followed by representatives of modern analytical philosophy, or does it have its own fundamental status, as representatives of the philosophy of dialogue believe? In this context, it is very important for the philosophy of dialogue to find in the thinking of the pre-Socratics those predecessors who already charted the paths for modern thought two and a half thousand years ago. The second part of the article discusses the forms of the dialogic thinking that have survived in philosophy after the sophists and the role of the sophists' hermeneutics in the formation of modern philosophy of dialogue. The article gives a generalized view of the historical epistemology and highlights its main problems: the nature of historical reality, historical knowledge and historical agent. The historical epistemology represents a special philosophical discourse, the purpose of which is constructing historical knowledge for cultural assimilation of the new historical reality at the intersection of science and society. A distinction is proposed between the position of a historian of science and a historical epistemologist in terms of the essence of historical event and (...) historical fact. The historical epistemology reveals its boundaries and a position within modern epistemological approaches. On the one hand, it is the substantialist interpretation of the historical event, which loses its a priori status only by socio-epistemological explanation. On the other hand, a figure of the historical agent (hero and author) keeping the status of a theoretical fiction in historical epistemology, acquires the adequate meaning in the existential philosophy of science. The article deals with finding finite total equivalence systems for formulas based on an arbitrary closed class of functions of several variables defined on the set {0, 1, 2} and taking values in the set {0,1} with the property that the restrictions of its functions to the set {0, 1} constitutes a closed class of Boolean functions. We consider all classes whose restriction closure is either the set of all functions of two-valued logic or the set T a of functions (...) preserving \. In each of these cases, we find a finite total equivalence system, construct a canonical type for formulas, and present a complete algorithm for determining whether any two formulas are equivalent. The paper introduces mathematical encoding for subjective experience and meaning in natural cognition. The code is based on a quantum-theoretic qubit structure supplementing classical bit with circular dimension, functioning as a process-causal template for representation of contexts relative to the basis decision. The qubit state space is demarcated in categories of emotional experience of animals and humans. Features of the resulting spherical map align with major theoreties in cognitive and emotion science, modeling of natural language, and semiotics, suggesting several generalizations (...) and improvements. The developed model bridges psychological, quantum-theoretic, and semiotic perspectives, allowing for an integrative account of subjectivity, agency, and meaning in living Nature.Graphical abstract. ABSTRACTHélène Landemore's Democratic Reason effectively demonstrates how cognitive diversity may potentially improve the quality of democratic decisions. But in setting out the preconditions that democracy must meet in order for the many to make collectively well-informed decisions, Landemore undermines the case for voter competence more than she strengthens it. The conditions she specifies are highly unlikely to be achieved by any real-world democracy. Widespread voter ignorance and the size and complexity of modern government are severe obstacles to any effort to (...) implement Landemore's vision. Better-informed decision making is more likely to be achieved by allowing a wider range of issues to be decided by “voting with your feet” instead of at the ballot box. (shrink)

The author singles out the functions of understanding and interpretation in terms of their object – nature, culture or the life world of man. The critical arguments are proposed against the strict separation of understanding and interpreting by A. L. Nikiforov. The author provides examples of paradoxes and other difficulties arising from their juxtaposition. He also formulates objections against the limited interpretation of linguistic universals as conceptual constructs. He proposes a hypothesis on the genesis of some empirical universals in science (...) (chemical element by R. Boyle). In this book, after discussing the fundamental problems of current science and other philosophic concepts, beginning with controversies between Heraclitus and Parmenides, Ilya Prigogine launches into a message of great hope: the future has not been determined. Contrary to globalisation and the apparent contemporary mass culture society, individual behaviour is beginning to increasingly become the key factor which governs the evolution of both the world and society as a whole. It is a message that challenges existing widespread views, implicitly (...) or explicitly, through mass communication, moreover the importance of the individual's actions implies a reflection of each person on the responsibilities that each one assumes when taking or acting upon a decision. This responsibility is associated with the freedom of thought as well as a critical analysis of fashions, customs, preconceived ideas, and ideologies, externally imposed: exactly contrary to the ideas of those who wish us to be "perfect consumers" in a world dominated only by monetary wealth. Challenging this drive towards the elimination of freedom of though in the individual is now imperative if we are to save man and his planet from catastrophe which seems to be ever imminent and (unfortunately) irreversible. This last book of Ilya Prigogine provides a small, disputable, but nonetheless valuable contribution towards that end. (shrink)

The paper describes an algorithm for semantic representation of behavioral contexts relative to a dichotomic decision alternative. The contexts are represented as quantum qubit states in two-dimensional Hilbert space visualized as points on the Bloch sphere. The azimuthal coordinate of this sphere functions as a one-dimensional semantic space in which the contexts are accommodated according to their subjective relevance to the considered uncertainty. The contexts are processed in triples defined by knowledge of a subject about a binary situational factor. The (...) obtained triads of context representations function as stable cognitive structure at the same time allowing a subject to model probabilistically-variative behavior. The developed algorithm illustrates an approach for quantitative subjectively-semantic modeling of behavior based on conceptual and mathematical apparatus of quantum theory. (shrink)

Philosophy of science as a scholarly discipline exists today side by side with other disciplines within an interdisciplinary framework of the history and philosophy of science or science and technology studies. The rationale for this “joint venture” is commonly seen in the division of labor. The history of science focuses on the rise and development of scientific theories in the past; the sociology of science deals with science as a social institution; the psychology of science investigates the mechanisms of creativity (...) and one’s personal impact upon scientific discoveries; and finally, the philosophy of science is responsible for the logical and methodological analysis of the structure and growth of the scientific knowledge, mostly within the context of justification. This allegedly fruitful division of labor presumes an independent existence of social, personal and cognitive domains, and the desired interdisciplinary communication between the correspondent disciplines aims to account for the complementary understanding of science. But in fact no sufficient exchange of meanings takes place for every discipline insists upon its independence and prior significance. Under these conditions, neither a consistent picture of science appears to be possible nor might science policy be construed and justified basing on this disintegrated conglomerate of knowledge. A way out of the situation is as follows: to acknowledge non-independent character of the philosophy of science; to learn more from social philosophy; to revisit the epistemological status of the natural sciences as the only cognitive ideal; to focus on the social and the human sciences in search of a new methodological experience; to cease considering concrete case studies as a new version of the “neutral language of observation”, which gives a “crucial justification” of a theory, and to view new philosophical interpretations a necessary feature of any case study. Abstract Richard Posner's Law, Pragmatism, and Democracy urges that political and legal decision makers should be guided by what he calls ?everyday pragmatism,? rather than by ?abstract? moral theory. He links his conception of pragmatic government to Sclmmpeter's unromantic view of democracy. Posner argues that judicial review should be based on a combination of pragmatism and adherence to this limited conception of democracy, rather than sticking closely to ?formalist? theories of adjudication, which demand strict adherence to traditional legal norms. However, (...) Posner's consequentialist pragmatism fails to provide an adequate guide to judicial decision making, because it does not give us any criterion for deciding which consequences are desirable. His Schumpeterian theory of democracy, too, is problematic because it does not sufficiently consider the shortcomings exposed in recent scholarship in political science and economics. (shrink)

Abortion is the most common and controversial issue in many parts of the world. Approximately 46 million abortions are performed worldwide every year. The world ratio is 26 induced abortions per 100 known pregnancies. Pakistan has an estimated abortion rate of 29 abortions per 1,000 women of reproductive age, despite the procedure being illegal except to save a woman’s life. 890,000 abortions are performed annually in Pakistan. Many government and non-government organizations are working on the issue of abortion. Muslim jurists (...) are unanimous in declaring that after the fetus is completely formed and has been given a soul, abortion is haram (forbidden). (shrink)

Assessment in ethics education faces a challenge. From the perspectives of teachers, students, and third-party evaluators like the Accreditation Board for Engineering and Technology and the National Institutes of Health, assessment of student performance is essential. Because of the complexity of ethical case analysis, however, it is difficult to formulate assessment criteria, and to recognize when students fulfill them. Improvement in students’ moral reasoning skills can serve as the focus of assessment. In previous work, Rosa Lynn Pinkus and Claire Gloeckner (...) developed a novel instrument for assessing moral reasoning skills in bioengineering ethics. In this paper, we compare that approach to existing assessment techniques, and evaluate its validity and reliability. We find that it is sensitive to knowledge gain and that independent coders agree on how to apply it. (shrink)

Ali Tekin, Varlık ve Akıl: Aristoteles ve Fârâbî’de Burhan Teorisi [Being and Intellect: Theory of Demonstration in Aristotle and al-Fārābī], 477 pp.

Psychology suffers from the absence of mathematically-formalized primitives. As a result, conceptual and quantitative studies lack an ontological basis that would situate them in the company of natural sciences. The article addresses this problem by describing a minimal psychic structure, expressed in the algebra of quantum theory. The structure is demarcated into categories of emotion and color, renowned as elementary psychological phenomena. This is achieved by means of quantum-theoretic qubit state space, isomorphic to emotion and color experiences both in meaning (...) and math. In particular, colors are mapped to the qubit states through geometric affinity between the HSL-RGB color solids and the Bloch sphere, widely used in physics. The resulting correspondence aligns with the recent model of subjective experience, producing a unified spherical map of emotions and colors. This structure is identified as a semantic atom of natural thinking—a unit of affectively-colored personal meaning, involved in elementary acts of a binary decision. The model contributes to finding a unified ontology of both inert and living Nature, bridging previously disconnected fields of research. In particular, it enables theory-based coordination of emotion, decision, and cybernetic sciences, needed to achieve new levels of practical impact. (shrink)
