Despite vast efforts to build the state, profound political order in rural Afghanistan is maintained by self-governing, customary organizations. Informal Order and the State in Afghanistan explores the rules governing these organizations to explain why they can provide public goods. Instead of withering during decades of conflict, customary authority adapted to become more responsive and deliberative. Drawing on hundreds of interviews and observations from dozens of villages across Afghanistan, and statistical analysis of nationally representative surveys, Jennifer Brick Murtazashvili demonstrates that (...) such authority enhances citizen support for democracy, enabling the rule of law by providing citizens with a bulwark of defence against predatory state officials. Contrary to conventional wisdom, it shows that 'traditional' order does not impede the development of the state because even the most independent-minded communities see a need for a central government - but question its effectiveness when it attempts to rule them directly and without substantive consultation. This paper investigates whether the model of local rhetorical coherence suggested in Knott et al. (2001) can boost the performance of the Centering-based metrics of entity coherence employed by Karamanis et al. (2004) for the task of information ordering. Rhetorical coherence is integrated into the way Centering’s basic data structures are derived from the annotated features of the GNOME corpus. The results indicate that (a) the simplest metric continues to perform better than its competitors even when local rhetorical (...) coherence is taken into account, and (b) this extra coherence constraint decreases its performance. In this brief overview paper, we analyse information flow in the brain. Although Shannon’s information concept, in its pure algebraic form, has made a number of valuable contributions to neuroscience, information dynamics within the brain is not fully captured by its classical description. These additional dynamics consist of self-organisation, interplay of stability/instability, timing of sequential processing, coordination of multiple sequential streams, circular causality between bottom-up and top-down operations, and information creation. Importantly, all of these processes are (...) dynamic, hierarchically nested and correspond to continuous brain state change, even if the external environment remains constant. This is where metastable coordination comes into play. In a metastable regime of brain functioning, as a result of the simultaneous co-existence of tendencies for independence and cooperation, information is continuously created, preserved for some time and then dissipated through the formation of dynamical and nested spatio-temporal coalitions among simple neuronal assemblies and larger coupled conglomerates of them—so-called delocalised operational modules. Word order alternation has been described as one of the most productive information structure markers and discourse organizers across languages. Psycholinguistic evidence has shown that word order is a crucial cue for argument interpretation. Previous studies about Spanish sentence comprehension have shown greater difficulty to parse sentences that present a word order that does not respect the order of participants of the verb's lexico-semantic structure, irrespective to whether the sentences follow the canonical word order of the language or not. (...) This difficulty has been accounted as the cognitive cost related to the miscomputation of prominence status of the argument that precedes the verb. Nonetheless, the authors only analyzed the use of alternative word orders in isolated sentences, leaving aside the pragmatic motivation of word order alternation. By means of an eye-tracking task, the current study provides further evidence about the role of information structure for the comprehension of sentences with alternative word order and verb type, and sheds light on the interaction between syntax, semantics and pragmatics. We analyzed both “early” and “late” eye-movement measures as well as accuracy and response times to comprehension questions. Results showed an overall influence of information structure reflected in a modulation of late eye-movement measures as well as offline measures like total reading time and questions response time. However, effects related to the miscomputation of prominence status did not fade away when sentences were preceded by a context that led to non-canonical word order of constituents, showing that prominence computation is a core mechanism for argument interpretation, even in sentences preceded by context. Agricultural decision making is characterized by two challenges common to multiple arenas: linking science to decision making and linking science and decision making across multiple levels. The U.S. agricultural research, education, and extension system was designed to address these challenges. By investigating this system, this study deepens the understanding of science and decision making, specifically exploring the notion of boundary organizations in two significant ways. First, it provides a preliminary test of the hypothesis that boundary organizations mediate between the shifting (...) domains of science and policy, finding that they are instrumental in creating and maintaining an integrated system of assessment and decision making for addressing depletion of the High Plains Aquifer. Second, it extends the concept of boundary organization beyond the science-policy dimension to incorporate the dimension of levels of organization—not only bridging science and policy but linking science and policy across different levels. As they are conventionally formulated, Boolean games assume that players make their choices in ignorance of the choices being made by other players – they are games of simultaneous moves. For many settings, this is clearly unrealistic. In this paper, we show how Boolean games can be enriched by dependency graphs which explicitly represent the informational dependencies between variables in a game. More precisely, dependency graphs play two roles. First, when we say that variable x depends on variable y, then (...) we mean that when a strategy assigns a value to variable x, it can be informed by the value that has been assigned to y. Second, and as a consequence of the first property, they capture a richer and more plausible model of concurrency than the simultaneous-action model implicit in conventional Boolean games. Dependency graphs implicitly define a partial ordering of the run-time events in a game: if x is dependent on y, then the assignment of a value to y must precede the assignment of a value to x; if x and y are independent, however, then we can say nothing about the ordering of assignments to these variables—the assignments may occur concurrently. We refer to Boolean games with dependency graphs as partial-order Boolean games. After motivating and presenting the partial-order Boolean games model, we explore its properties. We show that while some problems associated with our new games have the same complexity as in conventional Boolean games, for others the complexity blows up dramatically. We also show that the concurrency in partial-order Boolean games can be modelled using a closure-operator semantics, and conclude by considering the relationship of our model to Independence-Friendly logic. BAT is a logic built to capture the inferential behavior of informal provability. Ultimately, the logic is meant to be used in an arithmetical setting. To reach this stage it has to be extended to a first-order version. In this paper we provide such an extension. We do so by constructing non-deterministic three-valued models that interpret quantifiers as some sorts of infinite disjunctions and conjunctions. We also elaborate on the semantical properties of the first-order system and consider a couple of (...) its strengthenings. It turns out that obtaining a sensible strengthening is not straightforward. We prove that most strategies commonly used for strengthening non-deterministic logics fail in our case. Nevertheless, we identify one method of extending the system which does not. (shrink)

Context: In this empirical and conceptual paper on the historical, philosophical, and epistemological backgrounds of second-order cybernetics, the emergence of a significant pedagogical component to Heinz von Foerster’s work during the last years of the Biological Computer Laboratory is placed against the backdrop of social and intellectual movements on the American landscape. Problem: Previous discussion in this regard has focused largely on the student radicalism of the later 1960s. A wider-angled view of the American intellectual counterculture is needed. However, this (...) historical nexus is complicated and more often dismissed than brought into clear focus. Method: This essay assembles a historical sequence of archival materials for critical analysis, linked to a conceptual argument eliciting from those materials the second-order cybernetic concepts of observation, recursion, and paradox. Results: In this period, von Foerster found the “positive of the negative” in the social and intellectual unrest of that moment and cultivated those insights for the broader constitution of a new cognitive orientation. Implications: As a successful student of his own continuing course on heuristics, von Foerster left the academic mainstream to ally his constructivist epistemology with the systems counterculture. One such universal is the correlation between constituent order freedom and the presence of a case system in a language. Here, we explore whether this correlation can be explained by a bias to balance production effort and informativity of cues to grammatical function. Learners of the flexible order language used case marking significantly more often. This result parallels the typological correlation between constituent order flexibility and the presence of case marking in a language and provides a possible explanation for the historical development of Old English to Modern English, from flexible constituent order with case marking to relatively fixed order without case marking. In addition, learners of the flexible order language conditioned case marking on constituent order, using more case marking with the cross‐linguistically less frequent order, again mirroring typological data. Second‐order false‐belief tasks are often used to test children’s second‐order theory of mind development. The article gives a logical analysis of the reasoning needed to solve four types of second‐order false belief tasks, distinguished on whether a story character is deceived, and on whether the story hinges on facts in the world changing. In this paper we propose an approach to multi-source belief revision where the trust or credibility assigned to informant agents can be revised. In our proposal, the credibility of each informant represented as a strict partial order among informant agents, will be maintained in a repository called credibility base. Upon arrival of new information concerning the credibility of its peers, an agent will be capable of revising this strict partial order, changing the trust assigned to its peers accordingly. Our (...) goal is to formalize a set of change operators over the credibility base: expansion, contraction, prioritized, and non-prioritized revision. These operators will provide the capability of dynamically modifying the credibility of informants considering the reliability of the information. Consistent with Ruchkin and colleagues' proceduralist account, recent research on grouping and verbal-spatial binding in immediate memory shows continuity across short- and long-term retention, and activation of classes of information extending beyond those typically allowed in modular models. However, Ruchkin et al.'s account lacks well-specified mechanisms for the retention of serial order, binding, and the control of activation through attention.

Two decades ago, Rolf Landauer (1991) argued that “information is physical” and ought to have a role in the scientific analysis of reality comparable to that of matter, energy, space and time. This would also help to bridge the gap between biology and mathematics and physics. Although it can be argued that we are living in the ‘golden age’ of biology, both because of the great challenges posed by medicine and the environment and the significant advances that have been (...) made—especially in genetics and molecular and cell biology—we feel that information as an essential aspect of life has been neglected, or at least misunderstood. This article praises the development of second order cybernetics by von Foerster, Maturana, and Varela as an important step in deepening our understanding of the bio-psychological foundation of the dynamics of information, cognition, and communication. Luhmann's development of the theory into the realm of social communication is seen as a necessary and important move. The triple autopoietic differentiation between biological, psychological, and social-communicative autopoiesis and the introduction of a technical concept of meaning is central. Finally, the paper shows that (...) second order cybernetics lacks explicit and ontological concepts of emotion, meaning, and a concept of signs. C. S. Peirce's theory is introduced for this purpose. It is then shown, through Varela's development of Spencer Brown's ‘Laws of Form’ from a dual to a dynamic triadic categorical structure, that both theories are triadic and second order, and therefore can be fruitfully fused to a Cybersemiotics. In noise we hear the possibility of a signal, indeed different signals, and in the multiplicity of signals we hear noise. With variation and selection comes dynamic evolution, a contingent state, one that could be otherwise. The term ‘polemogenous’ (from the French, polémogène) means that which generates polemics. And polemics are creative. If everyone, every system, were to reason in the same way, there would be silence. Every remark would be redundant, having no informational value. Thus noise is not bad. (...) The essence of finance economics, like all that is social in nature, is a forming of meaning. Whatever cannot be formed meaningfully is not available to the system. This unavailability, as ‘noise’, is the dynamic difference (noise/information) that scintillates the system. Information, like morality, is polemogenous – it stirs contention. Without noise and the possibility of its conversion to information there would be no opportunities to exploit. This paper applies a systems theoretical understanding of observation to conceive of finance economics as the economy’s means of observing its noise and capitalizing on that polemic. Niklas Luhmann’s method is utilized to explicate some ideas on noise by financial economist Fischer Black, who suggests the incomprehensible is computable. This is finance. The fact that logical grounds, absolute deductions, and clear calculations are claimed to be rare in finance is no barrier to understanding it. Rather, this polyphonic and polemogenous information-selection is the ‘ground’ of finance, not as totalizing logic, but as different difference-production for the sake of deriving economic opportunity. In order to predict and explain behavior, one cannot specify the mental state of an agent merely by saying what information she possesses. Instead one must specify what information is available to an agent relative to various purposes. Specifying mental states in this way allows us to accommodate cases of imperfect recall, cognitive accomplishments involved in logical deduction, the mental states of confused or fragmented subjects, and the difference between propositional knowledge and know-how .

BackgroundThe research shows a growing trend in using an electronic platform to supplement or replace traditional paper-based informed consent processes. Instead of the traditionally written informed consent document, electronic informed consent may be used to assess the research subject’s comprehension of the information presented. By doing so, respect for persons as one of the research ethical principles can be upheld. Furthermore, these electronic methods may reduce potential airborne infection exposures, particularly during the pandemic, thereby adhering to the beneficence and (...) nonmaleficence principle. This scoping review aims to identify the ethics related criteria that have been included in electronic informed consent processes and to synthesize and map these criteria to research ethics principles, in order to identify the gaps, if any, in current electronic informed consent processes.MethodsThe search was performed based on internet search and three main databases: PubMed, SCOPUS and EBSCO. PRISMA Extension for Scoping Reviews : Checklist and Explanation guideline was used to report this work.ResultsOf 34 studies that met the inclusion criteria, 242 essential original constructs were collated, and 7 concepts were derived. Digital content showed the highest percentage of collated original constructs followed by accessibility, comprehension engagement, autonomy, confidentiality, language, and parental consent. Twenty-five new items were synthesized for eConsent criteria which may provide guidance for ethical review of research involving eConsent.ConclusionThe current study adds significant value to the corpus of knowledge in research ethics by providing ethical criteria on electronic informed consent based on evidence-based data. The new synthesized items in the criteria can be readily used as an initial guide by the IRB/rec members during a review process on electronic informed consent and useful to the future preparation of a checklist. Any great new theoretical framework has an epistemological and an ontological aspect to its philosophy as well as an axiological one, and one needs to understand all three aspects in order to grasp the deep aspiration and idea of the theoretical framework. Presently, there is a widespread effort to understand C. S. Peirce's (1837–1914) pragmaticistic semeiotics, and to develop it by integrating the results of modern science and evolutionary thinking; first, producing a biosemiotics and, second, by integrating it with the (...) progress in cybernetics, information science, and system theory to create a cybersemiotics. In this paper, we focus on the understanding of the evolution of the universe that Peirce produced as an alternative to the mechanistic view underlying classical physics and try to place man in an evolving universe as a creative, aesthetical agent. It is true that modern non-equilibrium physics has made a modern foundation for a profound physical understanding of the basic evolutionary processes in the universe. But science still has not produced a theory that can explain how the creativity of the universe could produce signification, interpretation, and first-person consciousness. To this end, Peirce's thoughts on agapastic evolution coupled with the aesthetically influence of the growth of ideas and reasonableness on man could make a contribution. (shrink)

We present a compositional semantics for first-order logic with imperfect information that is equivalent to Sevenster and Sandu’s equilibrium semantics (under which the truth value of a sentence in a finite model is equal to the minimax value of its semantic game). Our semantics is a generalization of an earlier semantics developed by the first author that was based on behavioral strategies, rather than mixed strategies.

In the present world order unbridled forces of free market capitalism are frequently cited for much of the social injustice, inequity, and disparity of wealth between the rich and the poor. Although history''s verdict in favor of the free markets could hardly be harsher or clearer, it is clear that after the initial wave of triumph, the free market paradigm has developed some cracks in its façade. What marks the trail of such sustained and pronounced move toward free markets in (...) terms of ethics, morality, social welfare and social justice? How does one keep a social score in this seemingly relentless and irreversible move all over the world toward free market capitalism?In this paper we shall attempt to address these and related questions. Drawing on concepts from organization theory and social philosophy and using publicly available financial information, we shall illustrate how, amidst the myriad and mixed noises, some sense of order and signal can be discerned in addressing issues of equity and social justice. Toward this end, first, we provide a broad contrast between two models of financial markets: the command model and the free market model and proceed to examine publicly available financial information and analyze the trends and patterns with graphical representations using publicly available data from Handbook of International Economic Statistics. Next, we explore the implications of financial performance measures for social welfare and social justice and discuss the social perils of free markets using the Mexican and Asian Financial crises as the focal points. Finally, we present a set of recommendations for smoother structural transition. (shrink)

Word Order Universals is a detailed account of word order universals and their role in theories of historical change. The starting point is the Greenberg data set, which is comprised of a sample of 142 languages for certain limited co-occurrences of basic word orders, and a 30-language sample for more detailed information. In the Language Index, the 142 have been expanded to some 350 languages. Using the original Greenberg samples and the Expanded Sample, an alternative set of descriptive word (...) order statements is provided. Comprised of eight chapters, this book begins with an introduction to the theory of word order universals, encompassing topics such as word order variation across languages and theories of universal grammar. The reader is then introduced to the work of Joseph Greenberg and Theo Vennemann on word order universals; implicational universals in Greenberg's data and the Expanded Sample; and the predictions made by implicational and distributional universals for word order change. Reformulated universals for historical reconstruction are also discussed, along with some laws of reconstruction derived from synchronic universals. The final chapter is devoted to the Expanded Sample, with particular reference to its quantities as well as its typological and genetic classification. This paper connects information with computation and cognition via concept of agents that appear at variety of levels of organization of physical/chemical/cognitive systems – from elementary particles to atoms, molecules, life-like chemical systems, to cognitive systems starting with living cells, up to organisms and ecologies. In order to obtain this generalized framework, concepts of information, computation and cognition are generalized. In this framework, nature can be seen as informational structure with computational dynamics, where an (info-computational) agent is needed (...) for the potential information of the world to actualize. Starting from the definition of information as the difference in one physical system that makes a difference in another physical system – which combines Bateson and Hewitt’s definitions, the argument is advanced for natural computation as a computational model of the dynamics of the physical world, where information processing is constantly going on, on a variety of levels of organization. This setting helps us to elucidate the relationships between computation, information, agency and cognition, within the common conceptual framework, with special relevance for biology and robotics. Purpose The purpose of this paper is to suggest a definition of genetic information by taking into account the debate surrounding it. Particularly, the objections raised by Developmental Systems Theory to Teleosemantic endorsements of the notion of genetic information as well as deflationist approaches which suggest to ascribe the notion of genetic information a heuristic value at most, and to reduce it to that of causality. Design/methodology/approach The paper presents the notion of genetic information through its (...) historical evolution and analyses it with the conceptual tools offered by philosophical theories of causation on one side and linguistics on the other. Findings The concept of genetic information is defined as a special kind of cause which causes something to be one way rather than another, by combining elementary units one way rather than another. Tested against the notion of “genetic error” this definition demonstrates to provide an exhaustive account of the common denominators associated with the notion of genetic information: causal specificity; combinatorial mechanism; arbitrariness. Originality/value The definition clarifies how the notion of information is understood when applied to genetic phenomena and also contributes to the debate on the notion of information, broadly meant, which is still affected by lack of consensus. Information-theoretic approaches to formal logic analyse the "common intuitive" concept of propositional implication (or argumental validity) in terms of information content of propositions and sets of propositions: one given proposition implies a second if the former contains all of the information contained by the latter; an argument is valid if the conclusion contains no information beyond that of the premise-set. This paper locates information-theoretic approaches historically, philosophically and pragmatically. Advantages and disadvantages are identified by examining (...) such approaches in themselves and by contrasting them with standard transformation-theoretic approaches. Transformation-theoretic approaches analyse validity (and thus implication) in terms of transformations that map one argument onto another: a given argument is valid if no transformation carries it onto an argument with all true premises and false conclusion. Model-theoretic, set-theoretic, and substitution-theoretic approaches, which dominate current literature, can be construed as transformation-theoretic, as can the so-called possible-worlds approaches. Ontic and epistemic presuppositions of both types of approaches are considered. Attention is given to the question of whether our historically cumulative experience applying logic is better explained from a purely information-theoretic perspective or from a purely transformation-theoretic perspective or whether apparent conflicts between the two types of approaches need to be reconciled in order to forge a new type of approach that recognizes their basic complementarity.
