The purpose of this paper is to present some of the findings (which were reported on more extensively in earlier work) regarding the visibility of gender issues in the literature on selected information and communication technologies (ICTs) with a view to make predictions about potential ethical issues that the application of these ICTs may bring about in the future. On the basis of the analysis of around 100 published sources, which dealt with various aspects of selected ICTs, (...) conclusions have been drawn regarding gender issues and concerns that the applications of these ICTs may cause. The authors' analysis is theoretically informed by critical discourse analysis (CDA) which assumes that texts, both written and spoken, as well as other forms of symbolic representations, are indicative of social practices. Of particular methodological relevance was the survey of methods of text and discourse analysis presented in Titscher et al and especially the application of keyword search as a way to measure the prominence of each investigated method. This approach to literature surveying proved very useful in selecting analytic material: only those published sources on the selected four ICTs have been included in the survey, for which the analysis of keywords, abstracts and indexes of terms indicated authors' interest in gender issues. Findings - First, ICTs such as affective computing, ambient intelligence, and artificial intelligence, have been found to have the potential of positively affecting gender power relations and thus positively affecting gender balance in the areas of labour market related to ICT across EU countries and worldwide. Second, more research on the relationship between gender and ICT design, application and representation is needed, so as to enhance a better understanding of ethical issues resulting from unequal participation of women and men in all aspects of ICT production and implementation, which in itself is an ethical dilemma with which both the ICT business and legislators have to grapple. The paper offers insight into the relationship between the level of attention devoted to particular ICTs by ICT researchers, as evidenced in the reviewed literature, and the likelihood of the application of a particular ICT in the future, which is looked at and assessed from a gender perspective. Based on two case studies of the design of electronic communication networks developed in the public and private sector, this article explores the barriers within current design cultures to account for the needs and diversity of users. Whereas the constraints on user-centered design are usually described in macrosociological terms, in which the user–technology relation is merely understood as a process of the inclusion or exclusion of users in design, the authors suggest that it is important to adopt a semiotic (...) approach. Moreover, they argue that we need to take into account the gender identity of designers to understand how design practices in ICT prioritize male users. The article shows how configuring the user as “everybody” and the use of the “I-methodology” are important constraints in the development of technologies that aim to reach users in all their diversity. PurposeThe purpose of this paper is to investigate the effect of internet filtering, and its impact on marginalized groups including non‐governmental organizations, female activists, ethnic, and religious minorities, the younger generation and the increase of the digital divide in Iran.Design/methodology/approachThe paper raises two main questions: to what extent do information and communications technologies and in particular, the internet, promote freedom of speech, and gender equality in Iran? What is the impact of state censorship and ICT filtering on these (...) activities? To answer these research questions, the author uses narratives of the internet's usage along with a comparison study with other Middle Eastern countries to analyze the impact of ICTs on citizen's freedom of expression.FindingsThe paper argues that restrictions imposed on ICT tools and services by the Government of Iran which has been claimed to protect country's national security against the corruption and immorality imposed by Western countries not only affect the expansion of ICTs negatively but also civil liberties – thus increasing the digital divide internally, regionally, as well as on a global scale.Research limitations/implicationsAlbeit this research is limited to the case study of Iran, the author believes that lessens learned from the Iran's case study can be applied to other Islamic countries and in particular countries located in the Middle East region.Practical implicationsICT tools and services such as the internet and short message service are effective emancipatory media for citizens' participation and mobilization in democratic processes.Originality/valueThis paper contributes to the existing knowledge and understanding of the impact of ICTs on freedom and democracy. Kramer and Kramarae have identified four sets of masculine gendered ideas that are used in conceptualising the Internet: anarchy, frontier, democracy and community. These are constitutive ideas as opposed to regulative ones; in other words they constitute the Internet. I suggest two alternative constitutive ideas, but not necessarily ‘feminine’ ones, that might be used as constituent parts of the Internet. These are reflexivity, or examining what we are about, and pluralism. The more widespread adoption of these two principles as constitutive (...) ethics would have a profound effect on teaching and practice of using not just the Internet, but developing and using ICT more generally. Digital health and welfare technologies and artificial intelligence are proposed to revolutionise healthcare systems around the world by enabling new models of care. Digital health and welfare technologies enable remote monitoring and treatments, and artificial intelligence is proposed as a means of prediction instead of reaction to individuals’ health and as an enabler of proactive care and rehabilitation. The digital transformation not only affects hospital and primary care but also how the community meets older people's needs. Community care is often (...) provided by informal and formal care‐givers, most of whom are women. Gender equality is at the heart of many national strategies, but do all genders have equal rights, responsibilities and opportunities when it comes to community care and its digital transformation? The digital transformation of community care is entangled with how care is provided to older people and the working conditions of community‐care professionals. Current and, even more so, future community‐care systems are and will be partly constituted by networks of technological artefacts. These health and welfare technological artefacts and the discourse surrounding them mediate and constitute social relations and community care. This article looks into how health and welfare technology and artificial intelligence‐based devices and systems mediate and constitute gender relations in community care and presents an argument for reflexivity, embodiment, pluralism, participation and ecology as an alternative strategy to treating community care as one‐size‐fit‐all and being blind to gender‐related issues. Information and communication technology has become the great technological fix of our time and not the least in the education system. There seems to be no end to the hype of ICT and the accompanying promises that education will be revolutionized—“smart” pupils will be made and the so-called knowledge society propelled. This master narrative has many co-authors, some of whom have the best intentions and realize the big challenge of educating the world population. Subjective well-being is defined as how happy and satisfied a person is in his life. To date, among the significant determinants of subjective well-being, national income is considered an important one. However, not much focus has been paid to other determinants of subjective well-being, such as education and information and communication technologies. Therefore, this study aims to investigate the short- and long-run impact of education and ICTs on subjective well-being in China over the period 1996–2020. To empirically investigate (...) the nexus, we have employed bounds testing approach to cointegration and error correction modeling. The long-run estimates attached to education are positive and significant, implying that a rise in average years of schooling help increases the level of happiness. However, the long-run estimate attached to the internet is significant and positive in the happiness model. As far as the interaction term between education and the internet is concerned, the estimate is positive and significant. In short-run, the estimates of education, ICTs, and an interaction term between them are also significantly positive. (shrink)

Despite the great expansion and many benefits of information and communication technologies in healthcare, the attitudes of Polish general practitioners to e-health have not been explored. The aim of this study was to determine the GPs’ perception of ICT use in healthcare and to identify barriers to the adoption of EMR in the Podlaskie Voivodeship. Online and telephone surveys were conducted between April and May 2013. Responses from 103 GP practices, 43% of all practices in the region, were (...) analysed. The results showed that 67% of the respondents agreed that IT systems improve quality of healthcare services. In the GP group who declared at least partial EMR implementation, 71.4% see the positive impact of IT on practice staff processes and 66.1% on personal working processes. In this group, more than three-quarters of GPs did not see any positive impact of ICT on the average number of patients treated per day, number of patients within the practice or scope of services. The four most common barriers to EMR implementation were: lack of funds, risk of a malfunction in the system, resistance to change, and lack of training and proper information. Although the use of ICT by Polish GPs is limited, their attitude to e-health is generally positive or neutral and resembles the overall pattern in Europe. Barriers identified by GPs need to be taken into account to ensure the effective implementation of e-health across the country. (shrink)

This research aims at establishing the impact of information and communication technologies (ICT) on e-commerce development of industrial enterprises by means of economic and mathematical modelling. The goal was achieved using the following methods: theoretical generalization, analysis and synthesis (to critically analyse the scientific approaches of scientists regarding the expediency of using mathematical models in the context of enterprises’ e-commerce development), target, comparison and grouping (to reveal innovative methodological approach to assessing ICT impact on e-commerce development of industrial (...) enterprises), tabular, analytical and integral method (for summarizing the analysis results of enterprises readiness to implement ICT, ICT use in the activities of industrial enterprises of Ukraine and the analysis of e-commerce development), mathematical modelling (to build a regression model determining impact of changes in ICT use on the market share occupied by industrial enterprises), generalization (to determine promising directions of e-commerce developing of industrial enterprises). The implementation of a comprehensive approach to understanding the importance of ICT influence on e-commerce development of industrial enterprises will ensure acceleration of the digitalization of business processes, will contribute to the speed increase of enterprises response to customer requests, and increase the market share occupied by enterprises. A new vision of directions for developing e-commerce of industrial enterprises is suggested, which are determined by the need for enterprise rebranding, the development of e-commerce tools and technologies, the importance of outsourcing service automation and promotion of subscription trade. ICT is considered as integration factor that determines prospects for e-commerce development of industrial enterprises and contributes to increasing efficiency of online business management. Research results demonstrate that the use of economic and mathematical modelling is an important tool for assessing ICT impact, and its absence can negatively affect the accuracy and validity of online business management. For largely historical reasons, information and communication technology in education has been heavily influenced by a form of constructivism based on the transmission and transformation of information. This approach has implications for both learning and teaching in the field. The assumptions underlying the approach are explored and a critique offered. Although the transmission approach is entrenched in procedures and pedagogies, it is increasingly challenged by an action-theoretical form of constructivism. Information and Communications Technologies (ICTs) open up the possibility of new forms of relationship and engagement, which form part of the sociality of modern society, leading some to characterize this as a transition to an "information society", a "network society", or a "third industrial revolution". This has implications for Social Quality, especially in terms of social cohesion, social inclusion and social empowerment. Drawing upon recent research we find that ICTs have added new dimensions to social life in ways (...) that go beyond the original formulations of the digital divide. Conversely, Social Quality can also add important insights into our understanding of the relationship between society and technology. The different and seemingly unrelated practices of Information and Communication Technologies used to collect and share personal and scientific data within networked communities, and the organized storage of human genetic samples and information—namely biobanking—have merged with another recent epistemic and social phenomenon, namely scientists and citizens collaborating as “peers” in creating knowledge. These different dimensions can be found in joint initiatives where scientists-and-citizens use genetic information and ICT as powerful ways to gain more control over their (...) health and the environment. With the emergence of online communities, more and more people are participating in online technology communities to meet personalized learning needs. This study aims to investigate whether and how male and female users behave differently in online technology communities. Using text data from Python Technology Community, through LDA (Latent Dirichlet Allocation) model, sentiment analysis and regression analysis, this paper reveals the different topics of male and female users in the online technology community, their sentimental tendencies and activity under different topics, (...) and their correlation and their mutual influence. The results show that: (1) Male users tend to provide information help, while female users prefer to participate in the topic of making friends and advertising. (2) When communicating in the technology community, male and female users mostly express positive emotions, but female users express positive emotions more frequently. (3) Different emotional tendencies of male and female users under different topics have different effects on their activity in the community. The study examines the need to train future teachers using modern information and communication technologies in the context of adaptation to the aspects of postmodern society. It was found that contemporary postmodern education is impossible without application of information and communication technologies, the use of which gradually leads to changes in the content, the methods and technologies of training future teachers. The analysis of scientific literature, which confirms recognition of ICT as a key technology of the (...) 21st century and the urgency of the problem of development and application of educational technologies capable of modernizing and reforming traditional forms of education in order to meet the level of education of future teachers to the present-day requirements. The current trends of ICT in the training of future teachers in postmodern times are considered, modern practices of ICT use which are the most popular in the educational process of future teachers are singled out. The content of the following compulsory components, according to the authors, of professional training of future teachers, is generalized and concretized: didactic, legal, social and methodological. The article deals with the self-education of future specialists in the field of culture and art within the context of philosophical, psychological, and pedagogical studies of the postmodern era. This substantiates the need to use e-learning in professional training. The use of cloud computing technologies is one of the educational process’ innovations. As shown by our research and personal experience implementing cloud computing technologies into the educational process proves to be feasible for training future professionals in the field of culture (...) and art, including their self-education. The article shows that the aim of self-education of the future professionals in the field of culture and art is personal and professional perfection, and also achievement, at the maximum possible level, of the creative ideal. Today their professional training is focused on self-perfection, ability to self-educate, skill to foresee the consequences of their professional activity and search for the new ways to solve their professional tasks using ICT. The article justifies that cloud computing technologies allow spreading content in the Internet, they facilitate posting the text messages, photographs, pictures and musical files. Accessibility, openness, interactivity of the cloud computing technologies cause their wide use for both on-line and off-line communication, data sharing of text, multimedia and audio resources for all participants of the educational process that enriches the self-education of future professionals in the field of culture and art and makes it rich in content, practically-oriented and enhances professional competence. Information and communication technology has certain advantages that can contribute positively in business ethics education programmes. It is necessary, however, to identify first the factors critical for acquiring ethical competence and later to proceed to the construction and use of such tools, in order to ensure that these tools are indeed adapted to the process and the goals of business ethics education. Based on psychological theory and research, it is argued that one such crucial factor is the psychological (...) construct of ethical autonomy. Socio-cultural reality of the present time is marked by quite significant events. This article considers the role played by communications infrastructure within the international legal imagination. It engages with contemporary debates regarding the power of corporate digital platforms and their model of information capitalism. An international legal historical perspective is adopted in order to contextualise international law’s present infrastructural turn and connect current debates over big tech with their precursors. The history of international legal engagement with the development of communications infrastructure reveals a recurring pattern of looking to technological infrastructure for (...) solutions to global problems. This can act to empower private actors and contribute to an ongoing absence of meaningful international legal regulation of communications. The contemporary interest in infrastructure, and its implications in terms of fostering the private power of big tech over global communications, is in many ways a return. But it could also take account of alternative visions for international law which were present at key moments during the League of Nations era and the Cold War. Connecting current debates with those earlier moments in international legal history can help to highlight and counter continuing patterns of technological solutionism within the international legal imagination. The diffusion of digital information and communication technologies is strongly supported by many countries of the world. Today, as well as in the past, new technologies are charged with high expectations, but at a closer look one can see that these expectations then are very different from now. Today they depend on the various interests of different groups of people. Globally acting enterprises see DICT as essential stra-tegic instruments in gaining competitive power; some governments hope to reach military (...) hegemony, others to control terrorism and crime, while grass root movements expect to become more influential on some aspects of society. The paper identifies and analyses basic tendencies which promote the various hopes: the effects of DICT on reducing production and transaction costs, and the possibility to transform information goods into marketable services or commodities. The differences between parents and adolescents in relation to information and communication technologies (ICT) are well documented, yet little is known about how adolescents experience these differences. The study reported in this paper therefore aimed to elucidate adolescents’ views on these differences, and in the process to explore the possible impact on parent-adolescent relationships. The participants comprised 23 Grade 10 learners, conveniently selected from three high schools in the Cape Peninsula, South Africa. The learners participated in focus group (...) discussions and reported on the following: their experiences and perceptions regarding their parents’ level of techno-literacy; their attitude towards, and use of, ICT in comparison with that of their parents; and parental regulations imposed on their use of these technologies. Thematic content analysis was applied to delineate themes emerging from the texts. Although the study confirmed that differences between parents and adolescents exist in relation to ICT, it calls into question other research that too readily portrays this aspect as being negatively experienced by the adolescent, and a threat to healthy parent-adolescent relationships. It was also evident that it is not possible to be conclusive about the impact that ICT may have on parent-adolescent relationships, without information on how parents and adolescents relate above and beyond these technologies. Informatization of postmodern society is a promising path to economic, social and educational development. The informatization of education is aimed at the formation and development of the intellectual potential of the nation, the improvement of the forms and content of the educational process, the introduction of computer teaching and testing methods, allows solving problems at the highest level, taking into account world requirements. This article, first of all, supports the idea that the undeniable process of ICT-based technological convergence implies the social, cultural and business unification of the world of media and culture. The poor performance of the megamerger is a clear indicator of the unstable ground of the convergence hypothesis. Secondly, it argues in favour of cooperation between different expertise, skills and cultures to make multimedia products or to supply multimedia services, instead of creating from scratch a brand new class of hybrid (...) skills and professions. Thirdly, a variety of new possible and realistically achievable professional profiles in cultural industries and institutions are illustrated. Today, the earth is an interconnected globe humming with electronic transmissions-a chattering planet nestled in the provident silence of space. The ethical question is whether this is contributing to authentic human development and helping individuals and peoples to be true to their transcendent destiny. The new media are powerful tools for education, cultural enrichment, commercial activity, political participation, intercultural dialogue and understanding. They also can serve the cause of religion. Yet the new information technology needs to be informed and (...) guided by solidarity in the service of the common good bridging the digital divide within and among nations. The value-laden message of Western secular culture to people and traditional societies in many cases ill-prepared to evaluate it leads to widespread crisis, for example, in regard to marriage and family life. This technology can be a means for solving human problems, promoting the integral development of persons, creating a world governed by justice, peace, and love. It also can help men and women in their age-old search for self-understanding. Like today's world itself, the world of media, including the Internet, has been brought by Christ, inchoately yet truly, within the boundaries of the kingdom of God and placed in service to the word of salvation. In this article, the authors study the problem of balance of trust and mistrust associated with the turbulence of modern society, redundancy, and heterogeneity of information and communication flows creating a contradictory picture of the world. Social networks are considered as one of the basic modern information resources creating previously unavailable opportunities for communication, interaction, information sharing, and commonality construction. Social networks users broadcast the experience of constructing communications in real daily life in the Internet (...) community forming circles of ‘friends‘, building a chain of weak social ties; but the problem of trusting ‘friends‘ remains not solved in global space. A survey of users of social networks, conducted as part of this study, demonstrates conflicting findings. The opinions of ‘friends‘ does not always have an impact on the degree of trusting events, information, groups, likes, and dislikes to other users. Users often trust strangers and less familiar people. The social networks demonstrates the demand for uniting ‘brige-building‘ trust. However, the trust remains extremely narrow throughout, leading to fragmentation and alienation of individuals from each other in an attempt to find their safe niche. Distrust of narrow and wide radius leads to far-reaching consequences and greater uncertainty in society, not creating the preconditions for openness and the vision of the future. (shrink)

The potential contributions information and communication technology (ICT) can make to advancing human capabilities are acknowledged by both the capability approach (CA) and ICT communities. However, there is a lack of genuine engagement between the two communities. This paper addresses the question: How can a collaborative dialogue between the CA and ICT communities be advanced? A prerequisite to exploring collaboratively the potential use of particular technologies with specific capabilities is a conceptual framework within which a dialogue can be (...) undertaken to advance the operationalization of capabilities through the use of ICT. A communicative connection constituted of a dialogic space consisting of the CA and ICT communities and a set of normative values and objectives is proposed. The normative values of the communicative connection are derived from the human right to communicate (RTC) which serves as axiomatic principle of the communicative connection. The shared objectives are to operationalize through the use of ICT both the capability and the right to communicate, which are distinct but present in and reinforce each other. Alternative concepts of communication and freedom of expression to those held by the two communities is presented along with a comparison of the values embodied in the RTC and found in the CA. Human capital and ICT have a significant role in determining human development. The impacts of ICT and human capital on green growth and environmental sustainability should be explored for sustainable economic development. This research contributes to the literature on the role of ICTs and human capital in the determination of green growth and environmental performance. Based on time-series data 1990–2019, the study intends to investigate the impact of ICTs and human capital on environmental and green growth performance for China. The (...) study reports that ICTs tend to reduce CO2 emissions and improve green growth in the long-run. However, education reduces CO2 emissions in the long-run but does not produce any significant impact on green growth in the long-run. It is suggested that government should invest in environmental efficiency and environmental technologies simultaneously with human capital that could significantly contribute to pollution reduction. Lastly, policies to increase human capital should be implemented simultaneously with policies to promote ICTs contribution in order to confirm green growth and environmental protection. (shrink)
