While the story of Stanislav Petrov – the Soviet Lieutenant Colonel who likely saved the world from nuclear holocaust in 1983 – is often trotted out to advocate for the view that human beings ought to be kept “in the loop” of automated weapons’ responses, I argue that the episode in fact belies this reading. By attending more closely to the features of this event – to Petrov’s professional background, to his familiarity with the warning system, and to his decisions (...) to defy his protocol – it becomes clear that Petrov was not seamlessly working “in his loop,” but reassessing it entirely. I claim that this exhibits a paradox intrinsic to all automated loops: namely, that their optimum function in fact rests on unforeseen human interventions that cannot be reliably codified ex ante, that is, that good judgment cannot simply be “programmed into” their protocols. This dependence, moreover, reveals automation’s ineluctable need for virtue ethics – not in the usual sense (whereby ethics deliberates about, say, possible damages and loss of life), but in the sense that ethical judgment, rightly understood, entails the reassessment of all of the conditions surrounding a decision, including whether a protocol should be followed at all. Web services are self-describing and self-contained modular applications based on the network. With the deepening of web service applications, service consumers have gradually increased their requirements for service functions and service quality. Aiming at how to select the optimal plan from a large number of execution plans with the same function and different QoS characteristics, this paper proposes a web service selection algorithm that supports QoS global optimization and dynamic replanning. The algorithm uses position matrix coding to represent all execution (...) paths and replanning information of the service combination. By calculating the Hamming distance of the service quality between individuals, the quality of the service portfolio is improved. By specifying the total user time limit and implementing a good solution retention strategy, the problem of the impact of algorithm running time on service quality is solved. The experimental results show that the method proposed in this paper is effectively integrated into the development trend of QoS and close to the requester’s needs and can better meet user needs. This algorithm improves the user’s satisfaction with the returned service to a certain extent and improves the efficiency of service invocation. (shrink)

In the past sixty years computer technology has revolutionized the way information is processed, stored, distributed, and communicated. These changes have greatly affected myriad ways of life including especially the activities of government, commerce and social life broadly construed. This entry will not attempt to cover the broad sweep of ethical issues raised by information and computer technology. It will focus on those questions within computer ethics raised by the Internet.

The Internet has been identified in human enhancement scholarship as a powerful cognitive enhancement technology. It offers instant access to almost any type of information, along with the ability to share that information with others. The aim of this paper is to critically assess the enhancement potential of the Internet. We argue that unconditional access to information does not lead to cognitive enhancement. The Internet is not a simple, uniform technology, either in its composition, or in its (...) use. We will look into why the Internet as an informational resource currently fails to enhance cognition. We analyze some of the phenomena that emerge from vast, continual fluxes of information–information overload, misinformation and persuasive design—and show how they could negatively impact users’ cognition. Methods for mitigating these negative impacts are then advanced: individual empowerment, better collaborative systems for sorting and categorizing information, and the use of artificial intelligence assistants that could guide users through the informational space of today’s Internet. PurposeThis paper aims to present results of a study that focused on the question of how computer and data experts think about Internet and social media surveillance after Edward Snowden’s revelations about the existence of mass-surveillance systems of the Internet such as Prism, XKeyscore and Tempora. Computer and data experts’ views are of particular relevance because they are confronted day by day with questions about the processing of personal data, privacy and data protection.Design/methodology/approachThe authors conducted two focus groups (...) with a total of ten experts based in London. As London is considered by some as the surveillance capital of the world, and has a thriving Internet industry, it provided a well-suited context.FindingsThe focus group discussions featured three topics that are of crucial importance for understanding Internet and social media surveillance: the political economy surveillance in general; surveillance in the context of the Snowden revelations; and the question what the best political reactions are to the existence of a surveillance-industrial complex that results in political and economic control of the Internet and social media. The focus groups provided indications that computer and data experts are pre-eminently informed on how Internet surveillance works, are capable of critically assessing its implications for society and have ideas about on what should be done politically.Originality/valueStudies of privacy and surveillance after Edward Snowden’s revelations have taken on a new dimension: Large-scale covert surveillance is conducted in a collaborative endeavour of secret services, private communications corporations and security companies. It has become evident that a surveillance-industrial Internet surveillance complex exists, in which capitalist communications and security corporations and state institutions collaborate. (shrink)

Human rights protect the conditions of a minimally decent life of which mental health is an indispensable element. Adequate care for mental health is thus recognized as part of the human right to health. However, for populations living far from urban centers, adequate in-person (mental) health care is often extremely costly and thus not provided. Digital mental health care options have become an effective alternative to in-person treatment. Benefitting from these new digital opportunities, though, requires sufficient access to the (...) class='Hi'>internet. Because everyone has a human right to adequate health care, and digital mental health care is now an effective option for progressively realizing this human right for people who live in remote regions, these people also have to be understood to have a right to access to the internet. This right to internet access creates duties for public authorities and the international community to create the required digital infrastructure and (where needed) to cover the costs of internet access where this is the only feasible way of delivering, or progressively realizing, the mental health care that is indispensable for having the opportunity to lead minimally decent lives. The present study aimed to examine whether a self-related stimulus produces a self-related process bias between pathological-tendency internet users and ordinary internet users. Participants were asked to judge the color of the target stimulus’ frame (internet pictures) in an implicit priming task, which enclosed the prime of self/other-related words and the target of the online image in sequence. Results from Experiment 1 showed that the main effect of priming type and the interaction of the priming type and (...) the subject group were significant. Further analysis revealed that response time (RT) under the self-related condition was significantly longer than that of the other related conditions. Simple effect analysis indicated that RT under the self-related condition was significantly longer than that under the other-related conditions for pathological-tendency internet users but not for ordinary internet users. In Experiment 2, behavior results demonstrated the main effects of priming type and subject group. Further analysis suggested that RT under the self-related condition was significantly longer than that in the other-related tasks for both groups, and the RT of the pathological-tendency internet users was shorter than that of ordinary internet users. ERP data showed that the amplitudes of late positive components under the self-related condition were smaller than that under the other-related conditions. The N2 amplitude was larger under the self-related condition than under the other-related conditions for pathological-tendency internet users but not for ordinary internet users. This finding suggested that internet use influenced the inhibition control and was automatically retrieved during the processing of self-related stimuli. (shrink)

This paper is going to discuss, what will be called, ‘The Internet of Bodies’. Our physical and virtual worlds are blending and shifting our understanding of three key areas: (1) our identities are diversifying, as they become hyper-enhanced and multi-sensory; (2) our collaborations are co-created, immersive and connected; (3) our innovations are diverse and inclusive. It is proposed that our bodies have finally become the interface.

Internet trolling involves making assertions with the aim of provoking emotionally heated responses, all while pretending to be a sincere interlocutor. In this paper, I give an account of some of the epistemic and psychological dimensions of trolling, with the goal of better understanding why certain kinds of trolling can be dangerous. I first analyze how trolls eschew the epistemic norms of assertion, thus covertly violating their conversation partners’ normative expectations. Then, drawing on literature on the “explore/exploit trade-off,” I (...) argue that trolling is a kind of exploratory behaviour. Specifically, it involves exploring the consequences of violating an interlocutor’s expectation that one will follow the epistemic norms of assertion. To defend this account, I argue that it explains various facts about trolls and the kind of pleasure they get from their activities. My account provides a deeper understanding of why trolling can be dangerous: namely, it explains why certain trolling behaviours contribute to radicalizing people into extremist or hateful ideologies, as well as why online platforms where trolls run amok gradually become polluted with extreme, hateful speech. The Internet offers many new opportunities for behavioral researchers to conduct quantitative and qualitative research. Although the ethical guidelines of the American Psychological Association generalize, in part, to research conducted through the Internet, several matters related to Internet research require further analysis. This article reviews several fundamental ethical issues related to Internet research, namely the preservation of privacy, the issuance of informed consent, the use of deception and false feedback, and research methods. Among these are the need to better define the distinction between private and public behavior performed through the Internet, ensure mechanisms for obtaining valid informed consent from participants and performing debriefing exercises, and verify the validity of data collected through the Internet.
