Experiments are described, using electroencephalography (EEG) and simple tests of performance, which support the hypothesis that collapse of a quantum field is of importance to the functioning of the brain. The theoretical basis of our experiments is derived from Penrose (1989) who suggested that conscious decision-making is a manifestation of the outcome of quantum computation in the brain involving collapse of some relevant wave function. He also proposed that collapse of any wave function depends on a gravitational criterion. As different (...) brain areas are known to subserve different functions, we argue that `Penrose collapse' must occur in a particular brain area when performing a task that uses it. Further, taking an EEG from the area should amplify the gravitational prerequisite for collapse, so affecting task performance. There are no non-quantum theories which could lead one to expect that taking an EEG could directly affect task performance by subjects. The results of both pilot and main experiments indicated that task performance was indeed influenced by taking an EEG from relevant brain areas. Control experiments suggested that the influence was quantum mechanical in origin, and was not due to any experimental artefact. The results are statistically significant and merit attempts at replication in an independent laboratory, preferably with more sophisticated equipment than was available to us. (shrink)

In this paper we show that there are certain limits as to what applications of Maynard Smith’s concept of evolutionarily stable strategy can tell us about evolutionary processes. We shall argue that ESS is very similar in spirit to a particular branch of rational choice game theory, namely, the literature on refinements of Nash equilibrium. In the first place, ESS can also be viewed as a Nash equilibrium refinement. At a deeper level, ESS shares a common structure with other rational (...) choice equilibrium refinements. An equilibrium is evaluated according to whether it persists under specific kinds of perturbations. In the case of ESS, these perturbations are mutations. However, from a dynamical point of view, focusing exclusively on perturbations of equilibria provides only a partial account of the system under consideration. We will show that this has important consequences when it comes to analyzing game-theoretic models of evolutionary processes. In particular, there are non-ESS states which are significant for evolutionary dynamics. (shrink)

The department has precipitated a reexamination and revitalization of existing bioethics activities in the Clinical Center and has launched new programs especially in (...) the areas of education and research. In addition, the department contributes to the work of others throughout NIH who address bioethical issues.The Organizational Location of the Department of Clinical BioethicsBefore describing the history and current activities of the Department of Clinical Bioethics, I will say something about it administrative location. Comprehension of the department’s organizational location is essential to understanding its history, role, and function. Prior to interviewing for the position of chair of the department, I did not—and, if truth be told, still do not fully—understand the details of the organizational structure of NIH. I therefore assume that many other bioethicists outside of the Institutes, especially those who do not regularly receive NIH funding, may not fully grasp its organizational intricacies.The Department of Clinical Bioethics is a department within the Warren G. Magnuson Clinical Center, which is NIH’s “hospital.” Hospital is in quotes because all of the patients at the Clinical Center must be enrolled in a research protocol and, therefore, are research subjects. The Clinical Center is where NIH’s clinical researchers admit their research subjects or see them in the out-patient setting. The Department of Clinical Bioethics reports directly to the Director of the Clinical Center, John I. Gallin, M.D., and receives its finances, space, and other resources from the Clinical Center.In this way, the department is part of NIH’s intramural (“inside”) program. People employed by NIH conduct intramural research, training, and other initiatives. I Have argued elsewhere, and still believe, that the Phaedo was written before Plato's first journey to Italy, when the strong Pythagorean influences displayed in that dialogue were reaching him through the Pythagorean centres on the Greek mainland, in particular Phleius and Thebes; and that in the Republic and Phaedrus it is possible to trace equally strong Pythagorean influence but different in detail, because Plato had now come into contact with the Pythagoreans who still remained in Italy, particularly Archytas. For some time, philosophers have sought a more satisfactory understanding of the mysteries of morality through a close analysis of its assumed kinship with practical rationality, via the psychological capacity of choice. It is the view in the present paper that no such understanding is possible by these means. The significance of morality has nothing to do with choice.
