Whilst the Neoliberal alludes to an array of very real material practices and axioms of contemporary capitalism, the concept of Neoliberalism itself has arguably become moribund. Worse, perhaps it has become an asphyxiating and enervating monolith, a ‘ptolemization’ from which our critical thinking cannot escape. The key strategy of the article is to explore the Neoliberalism concept as a ‘mode of telling’, and how the constitutive moments of that concept have been discursively constructed into a hegemonic discursive formation. Whilst the (...) resultant paradigm of Neoliberalism has ironically been constituted out of the identity-thinking and the synthetic historicizing of its very critics, the article searches for alternative avenues of reconstitutive deconstruction, so as to offer both critical optimism and a more effective means of struggle against the material practices of contemporary capitalism. To this end, I shall indicate how overdetermination in conceptualization provides the opportunity to break down identity-thinking and how articulation can translate the material elements of contemporary capitalism into fresh moments of a counter-hegemonic discourse. Classical arguments about the legitimate use of force have profoundly shaped the norms and institutions of contemporary international society. But what specific lessons can we learn from the classical European philosophers and jurists when thinking about humanitarian intervention, preventive self-defense or international trusteeship today? The contributors to this volume take seriously the admonition of contextualist scholars not to uproot classical thinkers' arguments from their social, political and intellectual environment. Nevertheless, this collection demonstrates that contemporary students, scholars and policymakers can still (...) learn a great deal from the questions raised by classical European thinkers, the problems they highlighted, and even the problematic character of some of the solutions they offered. This paper identifies a neglected manuscript, Viterbo, Centro Diocesano di Documentazione, Capitolare 51, as the extant archetype of the Libri Romani version of the glossary of Placidus. It first demonstrates that R is the parent of the three witnesses to the Libri Romani text used by editors, and it considers the implications of the neglected manuscript for future editions of the text. It then corroborates the importance of R by tracing its travels in humanistic and antiquarian circles in Italy in (...) the fifteenth and sixteenth centuries. This history provides a framework for future research on the textual transmission of the Libri Romani text of Placidus. (shrink)

This concluding chapter assesses the debate over humanitarian intervention in the light of the events of September 11, 2001. On the one hand, it can be argued that 9/11 has reversed the momentum behind the norm of ‘sovereignty as responsibility’. In the course of waging the war on terrorism, the powers of sovereign states have been increased and the willingness of Western states to criticize the treatment of civilians within other sovereign jurisdictions appears to have weakened. On the other, there (...) are three reasons why humanitarian intervention – and the issues associated with it – will continue to preoccupy scholars and statesmen in a post-September 11th world. First, the terrorist attacks of 2001 have reinforced the view that instability within or collapse of a state anywhere in the world can have implications that reach far wider than that particular region. Second, the debate about what constraints should be placed on the use of force – particularly those related to proper authority – are as relevant for the ‘war on terror’ as they are for humanitarian intervention. Finally, as the missions in Afghanistan in 2001 and Iraq in 2003 have shown, humanitarian rationale are all-important in justifying the use of force in international society, even when other motives are at work. This book interprets Max Stirner's The Ego and Its Own as a critique of modernity and traces the basic elements of his dialectical egoism through the writings of Benjamin Tucker, James L. Walker, and Dora Marsden. Stirner's concept of 'ownness' is the basis of his critique of the dispossession and homogenization of individuals in modernity and is an important contribution to the research literature on libertarianism, dialectics, and post-modernism.

This article offers a critical theoretical exploration of the transformation of academic life that is currently taking place under the sign of ‘neoliberalization’. The main aim is to differentiate appropriation from exploitation as strategies of surplus labour dispossession, to identify the growth of appropriative techniques in academic life, and to situate the proliferation of such techniques in the broader transformations of global political economy. Alloyed with poststructuralist social theory, the historical materialist thrust of the article demonstrates how, in the technologically (...) articulate ‘social factory’ of advanced capitalism, the spatial operations of these techniques of dispossession have a particularly ‘aesthetic’ character that is immanent to their appropriative operation, and which renders their workings both more discreet and effective. The article aims: (1) to problematize the neoliberal concepts of efficiency, transparency, and autonomy, in terms of practical outcomes; (2) to stimulate reflexive consideration of the ‘positioning’ of academics themselves in the reproduction of these techniques; and (3) to ask how these techniques might generate new ‘historical subjects’ of struggle and organization in academic life. Should states use military force for humanitarian purposes? Leading scholars and practitioners provide practical and theoretical answers to this burning question, demonstrating why humanitarian intervention continues to be a controversial issue, not only for the UN, but also for Western states and humanitarian organizations.

Three main themes emerge from this edited collection. First, there has been an increased incidence of intervention for humanitarian purposes since the end of the Cold War. In these cases, the alleged conflict between sovereignty and human rights has been addressed in one of two ways: through an evolution in the notion of sovereignty, from ‘sovereignty as authority’ to ‘sovereignty as responsibility’; and through an expanded definition of what constitutes a threat to international peace and security under Chapter VII of (...) the UN Charter. Second, despite this new climate of permissiveness, humanitarian intervention remains a controversial norm in international relations – largely because of continued opposition from certain members of international society, and concerns about its potentially negative consequences. Third, while the post Cold War period has seen some successful cases of intervention to address humanitarian catastrophes, the current capability of international organizations to undertake humanitarian interventions remains limited. Indeed, as the book demonstrates, the issue of humanitarian intervention has the potential to divide international institutions such as the UN and damage their credibility. (shrink)

Outlines and evaluates the political, legal, and ethical objections to humanitarian intervention. In so doing, it questions not only whether the doctrine of ‘sovereignty as responsibility’ has taken hold in international society, but also whether it should – particularly in the form suggested by Western states. The author argues that the ethical position of pluralism – as articulated by non-Western states – represents the most compelling case against humanitarian intervention, by emphasizing the impact on international society of relaxing the norm (...) of non-intervention. Despite these pluralist objections, military intervention in cases of supreme humanitarian emergency can be defended on moral grounds, provided the intervention meets certain tests of legitimacy. Given the unintended consequences of military action, the author also suggests that more attention should be paid to the non-military means of operationalizing ‘sovereignty as responsibility’. The principle of the responsibility to protect (RtoP) conceives of a broad set of measures that can be employed in preventing and responding to atrocity crimes. Nevertheless, the UN Security Council remains an important part of the implementation architecture, given what the International Commission on Intervention and State Sovereignty referred to as its authoritative position in international society as the “linchpin of order and stability.” As part of the roundtable “The Responsibility to Protect in a Changing World Order: Twenty Years (...) since Its Inception,” this review of the Council's role in fulfilling its responsibility to protect advances two somewhat contrasting arguments about the original ICISS report. First, it suggests that the commissioners may have underestimated the Council's potential contribution, by concentrating on the authorization of coercive means to address crises of human protection. Over the past two decades, the Security Council has not only employed various diplomatic, political, and humanitarian measures to address atrocity crimes but also adjusted the purposes and practices of peace operations to advance protection goals and more subtly shaped discourses and expectations about state responsibilities for protection. However, I also argue that the willingness of the ICISS to identify potential alternatives to the Security Council when its members are paralyzed appears in retrospect to have been both bold and forward looking, in light of the Council's failures to act in a timely and decisive manner to protect amid crises and the contemporary realities of geopolitical rivalry. The article concludes by suggesting that future efforts to protect populations from atrocity crimes should focus not only on the herculean task of trying to change the behavior of P5 members of the Council but also on encouraging a new institutional balance between the Security Council and other intergovernmental bodies. While it is unclear how the crisis in Libya will affect the fortunes and trajectory of the principle of the responsibility to protect, Libya will significantly shape the parameters within which the debate over what RtoP entails, and how it might be operationalized, will occur.

Abstractabstract:Though the prospect seems a million miles away, interest in the end of capitalism has been as longstanding as it is utopian, but do we really understand what we mean when we speak of the end of capitalism? Maybe we have things the wrong way round, and in our understandable preoccupation with the future we fail to appreciate how prospective ends often lie in the past. While the expression might refer to practices, experiences, and real social relations, capitalism is a (...) conceptualization and as such is a synthetic product of the understanding. Between abstraction and the concrete, could the end of capitalism lurk somewhere in this activity? Might it be something we can experience but never know? Is our expectation of paradigmatic transformation counterproductive? Is there a role for utopias and utopianism in this, and if so what might that be? (shrink)

ABSTRACTThis article attempts a properly critical and political analysis of the “police power” immanent to the form and logic of academic rankings, and which is reproduced in the extant academic literature generated around them. In contrast to the democratising claims made of rankings, this police power short-circuits the moment of democratic politics and establishes the basis for the oligarchic power of the State and its status quo. Central in this founding political moment is the notion of the Arkhè, a necessarily (...) asymmetric “distribution of the sensible” that establishes the basis of the political order, in this case an oligarchic political order. Drawing on Foucault and Rancière, the article argues for a necessary “dissensus” with both the ranking practice and its attendant academic literature, as the first step towards a politics of ranking that is properly critical, and therefore genuinely political. In a paper in an earlier issue of this journal I endeavoured to show that Nonius Marcellus’ three glossarial sources known as ‘Gloss. iii’, ‘Alph. Verb’ and ‘Alph. Adverb’ were compiled by a lexicographer who paid attention to both metre and sense when excerpting works of Republican poetry. That compiler always excerpted quotations of poetry such that they consisted of, or began or ended with, a metrically complete verse. That method has produced quotations of high quality that are, on several (...) counts, considerably more transparent and more reliable than those preserved by less diligent sources. (shrink)

So much of what we experience in neoliberal capitalism resembles the operation of the camp. How then can we understand the camp as a political technology of labour control recurrent in historical capitalism, and why would we want to? Driven by the perennial imperatives to govern and to accumulate, the camp as a modulation of social control allows us to explore the role of ‘meta-disciplinary’ technique in the ‘real subsumption of labour’. The aims here are to question the sanguine expectations (...) of a liberal pastorate that is inextricable from the needs of capital; to articulate the ‘techniques of domination’ experienced in the idiom of neoliberal capitalism; and to find inspiration for corresponding counter-conducts and ‘techniques of the self’. This article offers a kind of historical archaeology of ‘meta-disciplinary’ technique by resuscitating Solzhenitsyn’s The Gulag Archipelago, a surprisingly rich source of insight into the operations of the camp modulation and the counter-conducts it engenders. The analysis to follow works in the space between Marxian and Foucauldian political thought opened up by the new materialisms, and draws upon the recent works of Lordon, Lazzarato, Negri, inter alia, that are currently enriching critical theory.
