The present article asks what lessons the empirical case of institutional change in post-Soviet Russia yields for the recent research on ideas and institutions. Its main point is that in post-Soviet Russia a clash between imported foreground ideas and deep domestic background ideas led to an ideational division among the elite of the country that became a main obstacle to the provision of coherent economic reforms. This story stands in some contrast to much of the newer literature on ideas and (...) institutions, which tends to see critical junctures as leading from one equilibrium to another. I argue that tensions between imported foreground ideas and deep domestic backgrounds are likely to occur in other cases of far-reaching processes of institutional change based on Western ideas but taking place beyond the realm of Western, industrialized countries. Therefore, I argue, some general lessons on the interplay between ideas and institutions might be drawn from this case study. (shrink)

During the last thirty years, both the mechanism and the vitalism has undergone remarkable changes. While the former, persisting in the strictly mechanistic thesis, has grown independent of its ancient antiteleological attitude, the latter, overcome as the doctrine of “entelechy”, has turned out fruitful owing to its other component, i.e. to the idea of autonomy of life. To-day, then, the contention takes place between two totally different points of view, between “machinism” and “autonomism”. The goal of this work is to compile the basic components for the construction of an electromagnetic field theory of consciousness that meets the standards of a fundamental theory. An essential cornerstone of the conceptual framework is the vacuum state of quantum electrodynamics which, contrary to the classical notion of the vacuum, can be viewed as a vibrant ocean of energy, termed zero-point field (ZPF). Being the fundamental substrate mediating the electromagnetic force, the ubiquitous ZPF constitutes the ultimate bedrock of (...) all electromagnetic phenomena. In particular, resonant interaction with the ZPF is critical for understanding rapidly forming, long-range coherent activity patterns that are characteristic of brain dynamics. Assuming that the entire phenomenal color palette is rooted in the vibrational spectrum of the ZPF and that each normal mode of the ZPF is associated with an elementary shade of consciousness, it stands to reason that conscious states are caused by the coupling of the brain to a particular set of normal modes selectively filtered from the full frequency spectrum of the ZPF. From this perspective, the brain is postulated to function as a resonant oscillator that couples to a specific range of ZPF modes, using these modes as a keyboard for the composition of an enormous variety of phenomenal states. Theoretical considerations suggest that the brain-ZPF interface is controlled by altering the concentrations of neurotransmitters, placing the detailed study of the neurotransmitter-ZPF interaction at the center of future research activities. The purpose of this paper is to inquire whether the paradigma-approach, developed by Thomas S. Kuhn, is able to serve as a useful instrument for the analysis of the dynamics of economic theory. The first part contains a discussion of the rational reconstruction of Kuhns idea, which was formulated by Sneed and Stegmüller. This discussion centers around the question, whether rationality alone can be the only criterion for scientific work. In order to introduce the specific conditions under which economic science (...) takes place, the paradigma-approach has to be extended. This extension has to take account of the non-scientific determination of scientific work. In this connection normal science and scientific revolutions have a concrete function in a process in the course of which non-scientific claims are transformed into scientific norms. (shrink)

Wittgenstein's last work, On Certainty , is widely regarded as his third masterpiece of philosophy and one of his most enigmatic writings. On Certainty explores the ways in which claims of indisputable knowledge are expressed, and how language forms the basis of such claims. On Certainty has largely been read as representing a break with Wittgenstein's previous thinking, but this study places these ideas firmly in the development of his thought since the 1930s. One way of identifying the beginning of the Investigations is by deciding to regard remark 1, and hence neither the motto nor the Preface but the famous quotation from Augustine, as the real starting point of Wittgenstein’s reflections as developed in this book. One point implicit in this decision is that the notion of a language-game is placed in the foreground of Wittgenstein’s discussion. In a way, the language-game of the builders is Wittgenstein’s paradigm of a language-game – but why (...) is it treated differently from the shopkeeper scene in the sense that the latter is not given a separate number? This question appears particularly urgent in view of the fact that in earlier manuscript versions of the Investigations Wittgenstein did allot a separate number to the shopkeeper scene. Towards the end of this paper I make an attempt to answer that question. But in order to get down to this a number of additional questions are raised focussing on Wittgenstein’s use of central terms like “game”, “operate”, “sample” and drawing on distinctions elaborated in the literature, such as Benacerraf’s distinction between “transitive” and “intransitive” kinds of counting. This reading of the beginning of the Investigations is impregnated with the conviction that later parts of the book can fruitfully be seen as growing out of the remarks immediately following the quotation from Augustine. Since the publication of Part I of our joint special issue on Nanotech Challenges (see Techné 8.2 & Hyle 10.2), several international conferences have taken place that brought together scholars from the humanities and the social, natural, and engineering sciences to reflect on the challenges posed by nanotechnology. These included Nanotechnology in Science, Economy and Society , University of Marburg, 13-15 January 2005; Nano-Ethics, University of South Carolina, 2-6 March 2005; Nano Before There Was Nano , Chemical Heritage Foundation, (...) Philadelphia, PA, 18-19 March 2005. In addition, numerous research groups worldwide, who used to investigate the science-technology-society interfaces, have put nanotechnology at the top of their agenda; international expert groups are being formed; and national centers will soon be established in the US and UK. In this article I try to answer one central question: how can it be explained that the most intense reception of American pragmatism in Germany took place during the Nazi dictatorship (and not in democratic political environments before – during the Weimar Republic – and afterwards – in the first 20 years of the Federal Republic)? The answer is complicated: it starts with an academic exchange programme between Germany and the USA which brought the young post-doc Eduard Baumgarten in (...) the mid -20ties to America and put him in contact with John Dewey and some of his pupils. After his return in 1929 he hoped to write and teach about pragmatism. This project came to an abrupt end, when Martin Heidegger denied him a promised position at the university of Freiburg. After the Nazi “seizure of power” the situation became worse when a completely negative expert opinion by Heidegger, by then the leading Nazi philosopher, blocked Baumgartens habilitation in Göttingen. Baumgarten fought back and established ties to a rising star in Nazi-philosophy, Alfred Baeumler, a devoted follower of Nietzsche’s “Will to Power.” This move secured in the end the publication of Baumgarten´s two books on American philosophy and especially on pragmatism. But this triumph came at a cost: a “reinterpretation” of the democratic content of pragmatism and an effort to show similarities between it and Nietzsche´s philosophy. (shrink)

Der ursprünglich und a priori vereinigte Wille wird von einer ursprünglichen Gemeinschaft aller Menschen am Erdboden hervorgebracht, die ihrerseits auf einem ursprünglichen Recht eines jeden auf einen Platz auf dieser Erde gründet. Das ursprüngliche Recht auf einen Platz selbst folgt aus dem ursprünglichen Freiheitsrecht. Der ursprünglich vereinigte Wille richtet sich auf die Aufteilung des Erdbodens. Dadurch wird der ursprüngliche Erwerb von Sachen, (...) insbesondere von Grundstücken, möglich. Kant formuliert diese Möglichkeit in dem Postulat des § 2 der Rechtslehre, das ein Erlaubnisgesetz der praktischen Vernunft enthält: "Es ist möglich, einen jeden äußeren Gegenstand meiner Willkür als das Meine zu haben." Das Postulat folgt nicht analytisch aus dem ursprünglichen Freiheitsrecht. Es wird durch eine reductio ad absurdum der Annahme des Gegenteils begründet und enthält infolgedessen einen synthetischen Rechtssatz a priori. Zu dem Gebot, den Erdboden aufzuteilen, kommt das Postulat des öffentlichen Rechts , das den Eintritt in den -Staat gebietet, um das Eigentum an den Sachen zu sichern. The originally and a priori united will flows out of the original community of all human beings on the earth's surface, which in turn is based on each person's original right to a place on this earth. The original right to a place on the earth's surface follows analytically from the original right to freedom. The originally united will commands us to divide the surface of the earth. This will to divide the land makes original acquisition possible. Kant formulates this possibility in § 2 of the Doctrine of Right, which contains a permissive law of practical reason: "It is possible to have any external object of my choice as mine." This postulate does not follow analytically from the original right to freedom. Instead it is based on a reductio ad absurdum and thus contains a synthetic principle of law a priori. The postulate of public law is added to the will to divide the earth's surface and requires entering a juridical state in order to secure property rights to things. This postulate is also a synthetic principle of law a priori. Founding a juridical state presupposes the original contract. Ownership of land logically precedes the founding of any state, because a state can be founded only if the people intending to found it have a state territory. (shrink)

Objectives To examine the frequency and characteristics of decisions to forgo artificial nutrition and/or hydration at the end of life.Design Postal questionnaire survey regarding end-of-life decisions to physicians certifying a large representative sample of Belgian death certificates in 2007.Setting Flanders, Belgium, 2007.Participants Treating physicians of deceased patients.Results Response rate was 58.4%. A decision to forgo ANH occurred in 6.6% of all deaths . Being female, dying in a care home or hospital and suffering from nervous system diseases or malignancies were (...) the most important patient-related factors positively associated with a decision to forgo ANH. Physicians indicated that the decision to forgo ANH had had some life-shortening effects in 77% of cases. There had been no consultation with the patient in 81%, mostly due to incapacity . The family, colleague physicians and nurses were involved in decision making in 76%, 41% and 62%, respectively.Conclusions A substantial number of deaths are preceded by a decision to forgo ANH in Belgium. These decisions, ethically laden and involving a considerable chance of life shortening, are mostly not preceded by discussion with the patient despite existing patient rights legislation. It is recommended that physicians and patients and their families alike dedicate ample time to the discussion of treatment options and communication about the possibility of forgoing ANH and that this discussion takes place earlier as part of overall end-of-life care planning rather than at the very end of life. Despite his place as one of the most original thinkers of the Middle Ages, the legacy of Joachim of Fiore has eluded clear comprehension in at least two areas, those of texts and transmission. That is, Joachim studies have, until most recently, been limited by a lack of modern editions for Joachim’s works, and by an incomplete understanding of how the revolutionary ideology inspired by a twelfth-century abbot from Calabria ultimately came to be appropriated by disparate (...) groups such as the Spiritual Franciscans, the Münster Anabaptists, and Spanish missionaries in colonial Latin America. Since the publication of the In Memoriam of Stefan George in “Understanding and Believing. Essays by Jochim Wach edited by Joseph Kitagawa”, the George-circle is seen as a major source for Wach's understanding of religion. According to the author nature is not a realm of abstract laws but the place where the divine reveals itself in the physical. Yet the In Memoriam was not composed by Wach, but by Gerardus van der Leeuw in 1934 and happend, by chance, to (...) find its way among the posthumous papers of Wach. From other statements we know that Wach rejected pagan conceptions of the epiphany of the divine. Nevertheless there exists an impact of the George-circle on Wach's sociology of religion. He was an early reader of Max Webers “Sociology of Religion ”, in which Weber chose as perspective a growing disenchantment of the world. Wach adopted the typology, but rejected Weber's systematics. The reason can be found in his essay on the relationship between Master and Disciple from 1925. Here he analyzed the George-circle as a case in point that the charisma of a master possesses a metaphysical quality that is resistant against the power of disenchantment. In contrast to Weber who correlated the varieties of religious communities with social conditions, Wach studied them as variations of genuine religious expressions. (shrink)

This article situates Edward Gresham'sAstrostereon, or A Discourse of the Falling of the Planet(1603), a little-known English astronomical treatise, in the context of the cosmo-theological debate on the reconciliation of heliocentrism with the Bible, triggered by the publication of Nicholas Copernicus'sDe revolutionibus orbium coelestiumin 1543. Covering the period from the appearance of the ‘First Account’ of Copernican views presented in Georg Joachim Rheticus'sNarratio Prima(1540) to the composition ofAstrostereonin 1603, this paper places Edward Gresham's commentary and exegesis against the background (...) of the views expressed by his countrymen and the thinkers associated with the Wittenberg University – such as Philipp Melanchthon, Caspar Peucer, and Christoph Rothmann. Comparing the ways in which they employed certain biblical passages – either in favour of or against the Earth's mobility – the paper emphasizes Gresham's ingenious reading of the Hebrew version of the problematic excerpts, and his expansion of the accommodation principle. The Historical Dictionary of Philosophy, the _Historisches Wörterbuch der Philosophie,_ is distinguished by its particular presentation of philosophical terms, ideas and concepts. Rather than providing mere defintions or descriptive and analytical explanantions the _HWPh_ strictly applies the critical method of history of concepts developed by the eminent German scholar and philosopher Joachim Ritter. By means of precise and detailed references it documents the origin, first occurrence, the historical evolution and the changes of meaning of each concept, from Ancient Greek (...) to contemporary philosophy. For the reader this presentation is of unique value: it makes traceable the importance of terms and concepts at certain periods or for a particular philosopher, as well as its changes and development of meaning. Voulmes 1–12 of the _HWPh_ comprises more than 17.000 text columns on 3.670 philosophical terms. The dictionary does not include articles on persons. What are consequential world problems? As “grand societal challenges”, one might define them as problems that affect a large number of people, perhaps even the entire planet, including problems such as climate change, distributive justice, world peace, world nutrition, clean air and clean water, access to education, and many more. The “Sustainable Development Goals”, compiled by the United Nations, represent a collection of such global problems. From my point of view, these problems can be seen as complex. Such complex problems (...) are characterized by the complexity, connectivity, dynamics, intransparency, and polytely of their underlying systems. These attributes require special competencies for dealing with the uncertainties of the given domains, e.g., critical thinking. My position is that it is not IQ, but complex problem-solving competencies for dealing with complex and dynamic situations, that is important for handling consequential global problems. These problems require system competencies, i.e., competencies that go beyond analytical intelligence, and comprise systems understanding as well as systems control. Complex problem-solving is more than analytic intelligence. (shrink)

This article presents and discusses different kinds of data documents, including data sets, data studies, data papers and data journals. It provides descriptive and bibliometric data on different kinds of data documents and discusses the theoretical and philosophical problems by classifying documents according to the DIKW model (data documents, information documents, knowl­edge documents and wisdom documents). Data documents are, on the one hand, an established category today, even with its own data citation index (DCI). On the other hand, data documents (...) have blurred boundaries in relation to other kinds of documents and seem sometimes to be understood from the problematic philosophical assumption that a datum can be understood as “a single, fixed truth, valid for everyone, everywhere, at all times”. It is now—at least loosely—acknowledged that most health and clinical outcomes are influenced by different interacting causes. Surprisingly, medical research studies are nearly universally designed to study—usually in a binary way—the effect of a single cause. Recent experiences during the coronavirus disease 2019 pandemic brought to the forefront that most of our challenges in medicine and healthcare deal with systemic, that is, interdependent and interconnected problems. Understanding these problems defy simplistic dichotomous research methodologies. These insights demand a shift in our (...) thinking from ‘cause and effect’ to ‘causes and effects’ since this transcends the classical way of Cartesian reductionist thinking. We require a shift to a ‘causes and effects’ frame so we can choose the research methodology that reflects the relationships between variables of interest—one-to-one, one-to-many, many-to-one or many-to-many. One-to-one (or cause and effect) relationships are amenable to the traditional randomized control trial design, while all others require systemic designs to understand ‘causes and effects’. Researchers urgently need to re-evaluate their science models and embrace research designs that allow an exploration of the clinically obvious multiple ‘causes and effects’ on health and disease. Clinical examples highlight the application of various systemic research methodologies and demonstrate how ‘causes and effects’ explain the heterogeneity of clinical outcomes. This shift in scientific thinking will allow us to find the necessary personalized or precise clinical interventions that address the underlying reasons for the variability of clinical outcomes and will contribute to greater health equity. Algorithmic predictions are promising for insurance companies to develop personalized risk models for determining premiums. In this context, issues of fairness, discrimination, and social injustice might arise: Algorithms for estimating the risk based on personal data may be biased towards specific social groups, leading to systematic disadvantages for those groups. Personalized premiums may thus lead to discrimination and social injustice. It is well known from many application fields that such biases occur frequently and naturally when prediction models are applied to (...) people unless special efforts are made to avoid them. Insurance is no exception. In this paper, we provide a thorough analysis of algorithmic fairness in the case of insurance premiums. We ask what “fairness” might mean in this context and how the fairness of a premium system can be measured. For this, we apply the established fairness frameworks of the fair machine learning literature to the case of insurance premiums and show which of the existing fairness criteria can be applied to assess the fairness of insurance premiums. We argue that two of the often-discussed group fairness criteria, independence (also called statistical parity or demographic parity) and separation (also known as equalized odds), are not normatively appropriate for insurance premiums. Instead, we propose the sufficiency criterion (also known as well-calibration) as a morally defensible alternative that allows us to test for systematic biases in premiums towards certain groups based on the risk they bring to the pool. In addition, we clarify the connection between group fairness and different degrees of personalization. Our findings enable insurers to assess the fairness properties of their risk models, helping them avoid reputation damage resulting from potentially unfair and discriminatory premium systems. Prolegomena to Pure Logic (1900) is the definitive statement of Husserl’s early logic. But what does it say that logic is? I argue that Husserl in the Prolegomena thinks logic is its own discipline, namely the “doctrine of science” (Wissenschaftslehre), but has two conflicting ideas of what that is. One idea—expressed by the book’s general argument, and which I call Husserl’s Austrian Semanticism about logic—is that the Wissenschaftslehre is the positive science explaining what science is (which turns out just to (...) be the study of meaning) plus the dependent art that, applying the science, teaches us how to scientifically know. The other idea—expressed by the book’s opening chapter, and which I call Husserl’s German Idealism about logic—is that the Wissenschaftslehre is the purely reflective self-knowing of science, independent of science’s positive expansion. These two ideas are incompatible. Thus, the Prolegomena is ambivalent on what logic is. But since the ambivalence only deepens the significance of Husserl’s early logic, the ambivalence should be embraced. (shrink)

Background Metaphors are central to the human understanding of complex issues; through the immediate associations they evoke and frame problems and suggest solutions. Our suggestion of Music in the Park as a metaphor for health systems reform brings to the forefront the environmentally diverse but bounded spaces of health services that offer a variety of attractors within their confines, while pushing into the background organizational and economic concerns.Reflections Parks, like health services, are embedded in their local landscape, serving their communities, (...) but most importantly parks are public spaces, publically funded, ideally offering universal access and equity and to be shared by all who want to go there.Music, like health, is tangible, technical and scientific, yet ultimately experiential and based on meaning. While it encompasses a wide range of styles and approaches, music making requires as its most important skill active listening which brings with it to be ‘in the moment’, to take personal risks and to draw energy and inspiration from the participants. Hence ‘audiences’ are equally active participants because music only has meaning if it internally resonates with the listener and only can exist in what is a co-constructed experience.Conclusions Music in the Park is a metaphor for primary health care systems based on shared values of experts and unique local communities. Health professionals are players in this arena, who develop and practise the full range of their skills in response to individual and community needs and preferences. Their leadership works through inspiration and empowerment, making patients ‘co-producers’ of their own health and ‘co-shapers’ of their health services. (shrink)
