The computational program for theoretical neuroscience initiated by Marr and Poggio (1977) calls for a study of biological information processing on several distinct levels of abstraction. At each of these levels — computational (defining the problems and considering possible solutions), algorithmic (specifying the sequence of operations leading to a solution) and implementational — significant progress has been made in the understanding of cognition. In the past three decades, computational principles have been discovered that are common to a wide range of (...) functions in perception (vision, hearing, olfaction) and action (motor control). More recently, these principles have been applied to the analysis of cognitive tasks that require dealing with structured information, such as visual scene understanding and analogical reasoning. Insofar as language relies on cognition-general principles and mechanisms, it should be possible to capitalize on the recent advances in the computational study of cognition by extending its methods to linguistics. There are many cases in which, by making some great sacrifice, you could bring about either a good outcome or a very good outcome. In some of these cases, it seems wrong for you to bring about the good outcome, since you could bring about the very good outcome with no additional sacrifice. It also seems permissible for you not to make the sacrifice, and bring about neither outcome. But together, these claims seem to imply that you ought to bring (...) about neither outcome rather than the good outcome. And that seems very counterintuitive. In this paper, I develop this problem, propose a solution, and then draw out some implications both for how we should understand supererogation and for how we should approach charitable giving. Language is a rewarding field if you are in the prediction business. A reader who is fluent in English and who knows how academic papers are typically structured will readily come up with several possible guesses as to where the title of this section could have gone, had it not been cut short by the ellipsis. Indeed, in the more natural setting of spoken language, anticipatory processing is a must: performance of machine systems for speech interpretation depends critically on the (...) availability of a good predictive model of how utterances unfold in time (Baker, 1975; Jelinek, 1990; Goodman, 2001), and there is strong evidence that prospective uncertainty affects human sentence processing too (Jurafsky, 2003; Hale, 2006; Levy, 2008). The human ability to predict where the current utterance is likely to be going is just another adaptation to the general pressure to anticipate the future (Hume, 1748; Dewey, 1910; Craik, 1943), be it in perception, thinking, or action, which is exerted on all cognitive systems by evolution (Dennett, 2003). Look-ahead in language is, however, special in one key respect: language is a medium for communication, and in communication the most interesting (that is, informative) parts of the utterance that the speaker is working through are those that cannot be predicted by the listener ahead of time. I argue that normative formal epistemology (NFE) is best understood as modelling, in the sense that this is the reconstruction of its methodology on which NFE is doing best. I focus on Bayesianism and show that it has the characteristics of modelling. But modelling is a scientific enterprise, while NFE is normative. I thus develop an account of normative models on which they are idealised representations put to normative purposes. Normative assumptions, such as the transitivity of comparative credence, are characterised (...) as modelling idealisations motivated normatively. I then survey the landscape of methodological options: what might formal epistemologists be up to? I argue the choice is essentially binary: modelling or theorising. If NFE is theorising it is doing very poorly: generating false claims with no clear methodology for separating out what is to be taken seriously. Modelling, by contrast, is a successful methodology precisely suited to the management of useful falsehoods. Regarding NFE as modelling is not costless, however. First, our normative inferences are less direct and are muddied by the presence of descriptive idealisations. Second, our models are purpose-specific and limited in their scope. Murray Edelman's work raised significant theoretical and methodological questions regarding the symbolic nature of politics, and specifically the role played by non?rational beliefs in the shaping of political preferences. According to Edelman, beneath an apparently functional and accountable democratic state lies a symbolic system that renders an ignorant public quiescent. The state, the media, civil society, interpersonal relations, even popular art are part of a mass spectacle kept afloat by empty symbolic beliefs. However suggestive it is, the weaknesses (...) of Edelman's theoretical and methodological approach, and the relative strengths of more recent research on the politics of cultural symbols, render Edelman's work unable to serve as either model or springboard for the contemporary study of political symbols. Is there any number of people you should save from a headache rather than saving one person from death? Many people answer ‘yes’ and ‘no’, respectively. They therefore accept a partially aggregative moral view. Patrick Tomlin has recently argued that the most promising partially aggregative views in the literature have implausible implications in certain cases in which there are additions or subtractions to (...) the groups of people that we can save. Several philosophers have begun responding to this argument by developing partially aggregative views that avoid the relevant implications. In this paper, I extend Tomlin’s argument to create a dilemma that no partially aggregative view can avoid. I conclude that we should accept a fully aggregative moral view. (shrink)
Whilst much has been said about the implications of predictive processing for our scientific understanding of cognition, there has been comparatively little discussion of how this new paradigm fits with our everyday understanding of the mind, i.e. folk psychology. This paper aims to assess the relationship between folk psychology and predictive processing, which will first require making a distinction between two ways of understanding folk psychology: as propositional attitude psychology and as a broader folk psychological discourse. It will be argued (...) that folk psychology in this broader sense is compatible with predictive processing, despite the fact that there is an apparent incompatibility between predictive processing and a literalist interpretation of propositional attitude psychology. The distinction between these two kinds of folk psychology allows us to accept that our scientific usage of folk concepts requires revision, whilst rejecting the suggestion that we should eliminate folk psychology entirely. One of the central issues dividing proponents of metaphysical interpretations of transcendental idealism concerns Kant’s views on the distinctness of things in themselves and appearances. Proponents of metaphysical one-object interpretations claim that things in themselves and appearances are related by some kind of one-object grounding relation, through which the grounding and grounded relata are different aspects of the same object. Proponents of metaphysical two-object interpretations, by contrast, claim that things in themselves and appearances are related by some kind of two-object (...) grounding relation, through which the grounding and grounded relata involve distinct objects. By way of investigating Kant’s overarching account of grounding, I will argue that the most plausible metaphysical interpretation of transcendental idealism is one on which we can know that there are things in themselves grounding appearances, but not which specific kind of one- or two-object grounding relation obtain between them. Our ignorance of things in themselves therefore extends to their distinctness from appearances — pace both metaphysical one-object interpretations and metaphysical two-object interpretations. Several philosophers have defended versions of Minimax Complaint, or MC. According to MC, other things equal, we should act in the way that minimises the strongest individual complaint. In this paper, I argue that MC must be rejected because it has implausible implications in certain cases involving risk. In these cases, we can apply MC either ex ante, by focusing on the complaints that could be made based on the prospects that an act gives to people, or ex post, by (...) focusing on the complaints that could be made based on the actual results that an act has for people. I argue that MC has implausible implications either way. I then defend a view on which, other things equal, we should act in the way that minimizes the sum of complaints. (shrink)

Thirty years later, cognitive science is being transformed by the new ways of thinking about what it is that the brain computes, how it does that, and, most importantly, why cognition requires these computations and not others. If in the _Gorgias_ Plato probes the question of what is problematic in rhetoric, in _Rhetoric_, Aristotle continues the thread by looking at what makes rhetoric useful. By juxtaposing the two texts, an interesting "conversation" is illuminated—one which students of philosophy and rhetoric will find key in their analytical pursuits. Focus Philosophical Library translations are close to and are non-interpretative of (...) the original text, with the notes and a glossary intending to provide the reader with some sense of the terms and the concepts as they were understood by Aristotle and Plato’s immediate audience. Abstract For Murray Edelman, political realities are largely inaccessible to the public, save by the mediation of symbols generated by elites. Such symbols often create the illusion of political solutions to complex problems?solutions devised by experts, implemented by effective leaders, and undemonstrably successful in their results.
The aim of this paper is to begin developing a version of Gualtiero Piccinini’s mechanistic account of computation that does not need to appeal to any notion of proper functions. The motivation for doing so is a general concern about the role played by proper functions in Piccinini’s account, which will be evaluated in the first part of the paper. I will then propose a potential alternative approach, where computing mechanisms are understood in terms of Carl Craver’s perspectival account of (...) mechanistic functions. According to this approach, the mechanistic function of ‘performing a computation’ can only be attributed relative to an explanatory perspective, but such attributions are nonetheless constrained by the underlying physical structure of the system in question, thus avoiding unlimited pancomputationalism. If successful, this approach would carry with it fewer controversial assumptions than Piccinini’s original account, which requires a robust understanding of proper functions. Insofar as there are outstanding concerns about the status of proper functions, this approach would therefore be more generally acceptable. (shrink)

Externalism with regard to mental content says that in order to have certain types of intentional mental states (e.g. beliefs), it is necessary to be related to the environment in the right way.
Many of us believe that exploitation is wrong, and that it is wrong even when, because the exploited would otherwise suffer, they consent to the exploitation. Does it follow that we should leave people to suffer rather than exploit them? This conclusion might seem difficult to accept, but avoiding it seems to require accepting a counterintuitively demanding view about our obligations to vulnerable people. In this paper, I offer a new solution to this problem.
This paper addresses arguments that “separability” is an assumption of Bell’s theorem, and that abandoning this assumption in our interpretation of quantum mechanics (a position sometimes referred to as “holism”) will allow us to restore a satisfying locality principle. Separability here means that all events associated to the union of some set of disjoint regions are combinations of events associated to each region taken separately.In this article, it is shown that: (a) localised events can be consistently defined without implying separability; (...) (b) the definition of Bell’s locality condition does not rely on separability in any way; (c) the proof of Bell’s theorem does not use separability as an assumption. If, inspired by considerations of non-separability, the assumptions of Bell’s theorem are weakened, what remains no longer embodies the locality principle. Teller’s argument for “relational holism” and Howard’s arguments concerning separability are criticised in the light of these results. Howard’s claim that Einstein grounded his arguments on the incompleteness of QM with a separability assumption is also challenged. Instead, Einstein is better interpreted as referring merely to the existence of localised events. Finally, it is argued that Bell rejected the idea that separability is an assumption of his theorem. By what empirical means can a person determine whether he or she is presently awake or dreaming? Any conceivable test addressing this question, which is a special case of the classical metaphysical doubting of reality, must be statistical (for the same reason that empirical science is, as noted by Hume). Subjecting the experienced reality to any kind of statistical test (for instance, a test for bizarreness) requires, however, that a set of baseline measurements be available. In a dream, or in (...) a simulation, any such baseline data would be vulnerable to tampering by the same processes that give rise to the experienced reality, making the outcome of a reality test impossible to trust. Moreover, standard cryptographic defenses against such tampering cannot be relied upon, because of the potentially unlimited reach of reality modification within a dream, which may range from the integrity of the verification keys to the declared outcome of the entire process. In the face of this double predicament, the rational course of action is to take reality at face value. The predicament also has some intriguing corollaries. In particular, even the most revealing insight that a person may gain into the ultimate nature of reality (for instance, by attaining enlightenment in the Buddhist sense) is ultimately unreliable, for the reasons just mentioned. At the same time, to adhere to this principle, one has to be aware of it, which may not be possible in various states of reduced or altered cognitive function such as dreaming or religious experience. Thus, a subjectively enlightened person may still lack the one truly important piece of the puzzle concerning his or her existence. (shrink)
Corporate philanthropy describes the action when a corporation voluntarily donates a portion of its resources to a societal cause. Although the thought of philanthropy invokes feelings of altruism, there are many objectives for corporate giving beyond altruism. Meeting strategic corporate objectives can be an important if not primary goal of philanthropy. The purpose of this paper is to share insights from a strategic corporate philanthropic initiative aimed at increasing the pool of frontline customer contact employees who are performance-ready, while supporting (...) curriculum development and infrastructure improvement for selected university business programs, creating a win-win situation for the company and the universities. This paper will address three objectives. First, we will examine the evolution of strategic philanthropy from the traditional view to its current position as a strategic option. Second, we will address the recruitment of front line talent needs (customer facing jobs in sales, customer service, and marketing) based on the profit maximization model of strategic philanthropy. Kant wants to show that freedom is possible in the face of natural necessity. Transcendental idealism is his solution, which locates freedom outside of nature. I accept that this makes freedom possible, but object that it precludes the recognition of other rational agents. In making this case, I trace some of the history of Kant’s thoughts on freedom. In several of his earlier works, he argues that we are aware of our own activity. He later abandons this approach, as he (...) worries that any awareness of our activity involves access to the noumenal, and thereby conflicts with the epistemic limits of transcendental idealism. In its place, from the second Critique onwards, Kant argues that we are conscious of the moral law, which tells me that I ought to do something, thus revealing that I can. This is the only proof of freedom consistent with transcendental idealism, but I argue that such an exclusively first-personal approach precludes the recognition of other rational agents. I conclu.. _Teachers as Researchers_ urges teachers - as both producers and consumers of knowledge - to engage in the debate about educational research by undertaking meaningful research themselves. Teachers are being encouraged to carry out research in order to improve their effectiveness in the classroom, but this book suggests that they also reflect on and challenge the reductionist and technicist methods that promote a 'top down' system of education. It argues that only by engaging in complex, critical research will teachers rediscover (...) their professional status, empower their practice in the classroom and improve the quality of education for their pupils. Now re-released to introduce this classic guide for teachers, the new edition of _Teachers as Researchers_ now also includes an introductory chapter by Shirley R. Steinberg that sets the book within the context of both the subject and the historical perspective. In addition, she also provides information on some key writing that extends the bibliography of this influential book thereby bringing the material fully up to date with current research. While public health organizations can detect disease spread, few can monitor and respond to real-time misinformation. Misinformation risks the public’s health, the credibility of institutions, and the safety of experts and front-line workers. Big Data, and specifically publicly available media data, can play a significant role in understanding and responding to misinformation. The Public Good Projects uses supervised machine learning to aggregate and code millions of conversations relating to vaccines and the COVID-19 pandemic broadly, in real-time. Public health researchers supervise (...) this process daily, and provide insights to practitioners across a range of disciplines. Through this work, we have gleaned three lessons to address misinformation. Sources of vaccine misinformation are known; there is a need to operationalize learnings and engage the pro-vaccination majority in debunking vaccine-related misinformation. Existing systems can identify and track threats against health experts and institutions, which have been subject to unprecedented harassment. This supports their safety and helps prevent the further erosion of trust in public institutions. Responses to misinformation should draw from cross-sector crisis management best practices and address coordination gaps. Real-time monitoring and addressing misinformation should be a core function of public health, and public health should be a core use case for data scientists developing monitoring tools. The tools to accomplish these tasks are available; it remains up to us to prioritize them. (shrink)

Policymakers who seek to make scientifically informed decisions are constantly confronted by scientific uncertainty and expert disagreement. This thesis asks: how can policymakers rationally respond to expert disagreement and scientific uncertainty? This is a work of non-ideal theory, which applies formal philosophical tools developed by ideal theorists to more realistic cases of policymaking under scientific uncertainty. I start with Bayesian approaches to expert testimony and the problem of expert disagreement, arguing that two popular approaches— supra-Bayesianism and the standard model of (...) expert deference—are insufficient. I develop a novel model of expert deference and show how it can deal with many of these problems raised for them. I then turn to opinion pooling, a popular method for dealing with disagreement. I show that various theoretical motivations for pooling functions are irrelevant to realistic policymaking cases. This leads to a cautious recommendation of linear pooling. However, I then show that any pooling method relies on value judgements, that are hidden in the selection of the scoring rule. My focus then narrows to a more specific case of scientific uncertainty: multiple models of the same system. I introduce a particular case study involving hurricane models developed to support insurance decision-making. I recapitulate my analysis of opinion pooling in the context of model ensembles, confirming that my hesitations apply. This motivates a shift of perspective, to viewing the problem as a decision theoretic one. I rework a recently developed ambiguity theory, called the confidence approach, to take input from model ensembles. I show how it facilitates the resolution of the policymaker’s problem in a way that avoids the issues encountered in previous chapters. This concludes my main study of the problem of expert disagreement. In the final chapter, I turn to methodological reflection. I argue that philosophers who employ the mathematical methods of the prior chapters are modelling. Employing results from the philosophy of scientific models, I develop the theory of normative modelling. I argue that it has important methodological conclusions for the practice of formal epistemology, ruling out popular moves such as searching for counterexamples. (shrink)
In this paper, we draw attention to several important tensions between Kant’s account of moral education and his commitment to transcendental idealism. Our main claim is that, in locating freedom outside of space and time, transcendental idealism makes it difficult for Kant to both provide an explanation of how moral education occurs, but also to confirm that his own account actually works. Having laid out these problems, we then offer a response on Kant’s behalf. We argue that, while it might (...) look like Kant has to abandon his commitment to either moral education or transcendental idealism, there is a way in which he can maintain both. (shrink)
The brains of higher mammals are extraordinary integrative devices. Signals from large numbers of functionally specialized groups of neurons distributed over many brain regions are integrated to generate a coherent, multimodal scene. Signals from the environment are integrated with ongoing, patterned neural activity that provides them with a meaningful context. We review recent advances in neurophysiology and neuroimaging that are beginning to reveal the neural mechanisms of integration. In addition, we discuss concepts and measures derived from information theory that lend (...) a theoretical basis to the notion of complexity as integration of information and suggest new experimental tests of these concepts. We introduce a set of biologically and computationally motivated design choices for modeling the learning of language, or of other types of sequential, hierarchically structured experience and behavior, and describe an implemented system that conforms to these choices and is capable of unsupervised learning from raw natural-language corpora. Given a stream of linguistic input, our model incrementally learns a grammar that captures its statistical patterns, which can then be used to parse or generate new data. The grammar constructed in this (...) manner takes the form of a directed weighted graph, whose nodes are recursively (hierarchically) defined patterns over the elements of the input stream. We evaluated the model in seventeen experiments, grouped into five studies, which examined, respectively, (a) the generative ability of grammar learned from a corpus of natural language, (b) the characteristics of the learned representation, (c) sequence segmentation and chunking, (d) artificial grammar learning, and (e) certain types of structure dependence. The model's performance largely vindicates our design choices, suggesting that progress in modeling language acquisition can be made on a broad front—ranging from issues of generativity to the replication of human experimental findings—by bringing biological and computational considerations, as well as lessons from prior efforts, to bear on the modeling approach. Many philosophers contend that selfhood involves a uniquely first-personal experiential dimension, which precedes any form of socially dependent selfhood. In this paper, I do not wish to deny the notion of such a “minimal” experiential dimension as encapsulating the very givenness of experience as for a certain subject, such that experiences are accessible to this subject in a way that they are not for others. However, I do wish to deny any temptation to view minimal experiential selfhood as ontogenetically more (...) primitive than socially constituted selfhood. That is, the ‘thinnest’ construal of minimal experiential selfhood fails to properly account for characteristics that are essential to human selfhood; namely, the intimate, embodied interactions that unfold at the incipient moments of human life. I argue that taking the ontogenesis of embodied human existence seriously involves accepting the de facto equiprimordiality of minimal experientialiasm with a ‘minimal’ form of relational selfhood, i.e. the co-constitution of experience through engagements with others. Many policy decisions take input from collections of scientific models. Such decisions face significant and often poorly understood uncertainty. We rework the so-called confidence approach to tackle decision-making under severe uncertainty with multiple models, and we illustrate the approach with a case study: insurance pricing using hurricane models. The confidence approach has important consequences for this case and offers a powerful framework for a wide class of problems.
