Citing some recent experimental findings, I argue for the surprising claim that in some cases the less time you have the more you know. More specifically, I present some evidence to suggest that our ordinary knowledge ascriptions are sometimes sensitive to facts about an epistemic subject's truth-irrelevant time constraints such that less is more. If knowledge ascriptions are sensitive in this manner, then this is some evidence of pragmatic encroachment. Along the way, I consider comments made by Jonathan Schaffer and (...) Jennifer Nagel to construe a purist contextualist and a strict invariantist explanation of the data respectively, before giving reasons to resist them in favor of an account that indicates pragmatic encroachment. If successful, this may suggest a new way to argue for the controversial thesis that there is pragmatic encroachment on knowledge. (shrink)

Individualism: The Cultural Logic of Modernity is an edited collection of sixteen essays on the idea of the modern sovereign individual in the western cultural tradition. Reconsidering the eighteenth-century realist novel, twentieth-century modernism, and underappreciated topics on individualism and literature, this volume provocatively revises and enriches our understanding of individualism as the generative premise of modernity itself.

In this paper we argue that the difference between standard measurement and proxy measurement in paleoclimatology should not be understood in terms of ‘directness’. Measurements taken by climatologists to be paradigmatically non-proxy exhibit the kinds of indirectness that are thought to separate them proxy measurement. Rather, proxy measurements and standard measurements differ in how they account for confounding causal factors. Measurements are ‘proxy’ to the extent that the measurements require vicarious controls, while measurements are not proxy, but rather ‘standard’, to (...) the extent that the measurement apparatus provides sufficient physical control on its own. Guided by this account of proxy measurement, we then consider some of the challenges specific to historical proxy measurement and how it is that historical scientists address these challenges. Historical scientists rely on significant causal dependencies and naturally preserved signals to mitigate the influence of destructive processes over time. (shrink)

This article explores normative questions about what legal rights settled immigrants should have in liberal democratic states. It argues that liberal democratic justice, properly understood, greatly constrains the distinctions that can be made between citizens and residents. The longer people stay in a society, the stronger their moral claims become, and after a while they pass a threshold that entitles them to virtually the same legal status as citizens and eventually easy access to citizenship itself.

There is a need for empirically based research on social and ethical challenges related to informed consent processes, particularly in studies focusing on adolescent sexual and reproductive health. In a pilot study of a school-based pregnancy prevention intervention in rural Zambia, the majority of the guardians who were asked to consent to their daughters’ participation, refused. In this paper we explore the reasons behind the low participation in the pilot with particular attention to challenges related to the community engagement and (...) informed consent process. The pilot was implemented in two schools and examined the acceptability of a package of interventions including economic support to families to keep their girls in school, pocket money for girls, youth club meetings on reproductive health, and community meetings to sensitize the community. Focus group discussions were conducted with girls who participated in the pilot, boys in their class and with parents. Individual semi-structured interviews were conducted with teachers, peer educators and community health workers involved in the coordination of the intervention as well as with religious and traditional leaders. Data were analyzed through thematic analysis. The findings indicate that inadequate use of recognized community communication channels during the community engagement process and dissemination of information about the pilot resulted in limited understanding of the pilot concept by the community. This surfaced through uncertainty and fear that the intervention may result in loss of control over daughters, worries about why money was provided unconditionally to girls, and suspicion of links to satanism. The sense of insecurity appeared to be exacerbated by low literacy levels, poverty, fear of loss of bride wealth, perceived disregard for local perceptions of social status, and scanty trust in the actors implementing the pilot. Inadequate use of locally appropriate channels in the dissemination of information created room for interpretation and facilitated development of mistrust, undermining the conditions for community engagement and actual informed consent. A key lesson learnt is the importance of taking seriously the complexity of local values and structures that may impact people’s capability to consent or not consent to a study in an informed manner. This paper examines a central aspect of the relations between duration and quality of life by considering the moral right to voluntary euthanasia, and some aspects of the moral case for a legal right to euthanasia. Would widespread acceptance of a right to voluntary euthanasia lead to widespread changes in attitudes to life and death? Many of its advocates deny that, seeing it as a narrow right enabling people to avoid ending their life in great pain or total dependence, or (...) a vegetative state. I argue that the right cannot cogently be conceived as a narrow right, confined to very limited circumstances. It is based on the value of having the normative power to choose the time and manner of one's death. Its recognition will be accompanied by far reaching changes in culture and attitudes, and these changes will enrich people's life by enabling them to integrate their death as part of their lives. Joseph restores the full character and history of a man who is considered the founder of modern linguistics and whose ideas have influenced literary theory, philosophy, cultural studies, and virtually every other branch of humanities and the social sciences.

Steve Fuller's Social Epistemology offers a constructive program for integrating philosophy and sociology of science as normative knowledge policy, constrained by the linguistic, psychological, social, and political embodiment of knowledge. I endorse and elaborate upon Fuller's insistence that science studies should take seriously the embodiment of knowledge, but criticize his conception of knowledge policy on three grounds. Knowledge policy as Fuller conceives it seems committed to an untenable conception of a value?free or politically neutral social science. Knowledge policy studies are (...) also self?defeating, since they provide good reasons to ignore the recommendations of the knowledge?policy expert, and to prevent the successful development of a predictively adequate policy science. Finally, knowledge?policy studies cannot adequately respond to political conflict over knowledge production and dissemination. (shrink)

Critics of the scope problem that motivates pluralism about truth have argued that it is a pseudo-problem. If the criticism is correct, then truth pluralism is left unmotivated and potentially bankrupt. In this paper, I argue that closely related to the scope problem is another problem, which I call “the scalar problem.” If the property of truth is sensitive to how an agent expresses the truth predicate within a single linguistic discourse and different agents or groups of agents express truth (...) differently within that discourse, then there are different ways of being true within the same linguistic discourse. Given this possibility, even if the scope problem fails, truth pluralism remains fully motivated. (shrink)

Background The globalization of clinical research in the last two decades has led to a significant increase in the volume of clinical research in developing countries. As of 2016, Uganda was the third largest destination for clinical trials in Africa. This requires adequate capacity and systems to facilitate ethical practice. Methods This was a retrospective study involving review of laws, guidelines, policies and records from 1896 to date. Results Modern medicine evolved from 1896 and by the time of Uganda's independence (...) in 1962, a 1500 bed national referral hospital was in place and a fully‐fledged medical school was established at the Makerere University. As the practice of medicine evolved in the country, so did medical research that addressed priority health issues. The growth in modern medicine was not matched with development of research infrastructure and regulatory systems. The first documented regulation of research activities was in 1970 while the first research ethics committee established in 1986 was to facilitate review of research related to the HIV/AIDs pandemic. In 1990 an Act of Parliament was passed to facilitate development and implementation of policies, hence the development of the national guidelines in 1997, training, establishment and accreditation of research ethics committees, conferences and research site monitoring. Conclusion Over the past 120 years, the implementation and structural aspects of research ethics in Uganda have evolved through 70 years of no regulation, followed by 30 years of rudimentary regulation while the last 20 years have shown significant growth in the regulatory system associated with supportive laws, institutionalization of regulatory and training processes. The Bush administration's military war on terrorism is a blunt, ineffective, and unjust response to the threat posed to innocent civilians by terrorism. Decentralized terrorist networks can only be effectively fought by international cooperation among police and intelligence agencies representing diverse nation‐states, including ones with predominantly Islamic populations. The Bush administration's allegations of a global Islamist terrorist threat to the national interests of the United States misread the decentralized and complex nature of Islamist politics. Undoubtedly there exists a “combat fundamentalist” (...) element within Islamism. But the threat posed to U.S. citizens by Islamist terrorism neither necessitates nor justifies as a response massive military invasions of other nations. Not only does the Bush administration's war on alleged “terrorist states” violate the doctrine of just war, but in addition these wars arise from a new, unilateral, imperial foreign‐policy doctrine of “preventive wars.” Such a doctrine will isolate the United States from international institutions and long‐standing allies. The weakening of these institutions and alliances will only weaken the ability of the international community to deter terrorism. (shrink)

Moral philosophers are fond of the dictum “ought implies can” and even deontologists normally admit the need to take account of consequences in the design of social institutions. Too often, however, philosophers fail to take advantage of the knowledge provided by the social sciences about the constraints and consequences of alternative forms of social organization. By discussing ideals in abstraction from the problems of institutionalization, they fail at least to see some of the important consequences and costs of a proposed (...) ideal, and sometimes they fail even to understand the ideal itself. Frédéric Bastiat was a member of the French liberal school, which thoroughly dominated economics in France from the beginning of the nineteenth century until the 1880’s and continued to exert a strong intellectual influence right up to the eve of World War One. He was neither the school’s founder, nor its most profound theorist, nor even the most consistent defender of the laissez-faire implications of its economic theories. He was however the most gifted expositor of its politico-economic doctrines, and as (...) such, is the economist associated with this school whose name evokes greatest recognition among contemporary Anglo-American economists. Thus I refer to “Bastiat’s school” In an earlier article, I detailed the profound influence that the French liberal school had on the development of nineteenth-century economic theory not only in France and other Continental countries, particularly Italy, Germany and Austria, but also in the United States, Great Britain and Australia.. In this article, I also criticized the attempts of a number of economists who were conversant with, if not sympathetic to, the French liberal school, including Joseph Schumpeter, Karl Pribram, and Peter Groenewegen, to explain its almost complete neglect by Anglo-American economists and historians of thought after World War One. Professor Streminger makes an important contribution to our understanding of Hume's views. Streminger demonstrates that, in addition tohis critique ofthe rational basis ofreligion, and his perhaps less well-known critique ofthe origins ofreligion in what we may call the dark side ofhuman nature, (...) Hume strongly objected to religion on moral grounds. Religion is a threat to morality, Hume thinks. There is no doubt that this is Hume's view; in fact, as I shall show, Hume's opposition to religion is even more far-reaching than Streminger acknowledges. Though Hume did not write systematically on the subject, Streminger has ingeniously brought some order to Hume's views by arranging them under three heads. I shall, in turn, continue this clarification by summarizing Streminger's report of Hume's criticisms into sixteen propositions, as follows: 1.Because "fear of the unknown is the origin of religion," clergy have an incentive to limit knowledge. 2.Religious devotion arises from sorrow and terror (terror is the primary principle ofreligion [D 225-6]), so clergy have an interest in increasing human misery. 3.Clergy are necessarily hypocrites, who sometimes feign more devotion than they possess, and guard against the natural, cheerful sentiments. 4.The God of common religion is no moral authority because, among His other faults, He is malevolent, vengeful and wicked. 5.Due to His omnipotence and omniscience, He is an object offear, from whom nothing can be hidden. 6.This dominating God evokes flattery and adulation. 7.Because He is the product of human prejudices, God embodies discordant elements. 8.He unjustly inflicts excessive punishments and contradicts our natural human generosity. 9.False religion leads to an unnatural life and threatens our natural moral sentiments, in that superstitious terror evokes the monkish virtues ofmortification and humility. 10.Monotheism especially leads to intolerance, Volume XV Number 2 295 JOSEPH ELLIN 11.and to the suppression of the love ofknowledge and liberty. 12.In order to produce amazement and wonder, and to give value to service to the deity by provoking opposition and ridicule, religion deliberately promulgates absurdities. 13.The product of this is an obstinate, dogmatic spirit, guided by the rule that the greater the absurdity, the more zealous the advocacy. 14.Absurdities are also promulgated to assure that religious acts are done, not for morality, which, since itis natural and rational cannot be done for God, nor be an object offavour in God's eyes, but for God's sake alone. 15.The consequence of this is that superstition, rites and ceremonies, and not morality, are made the essence ofreligious observance. 16.By encouraging attention to eternal salvation, religion is likely to extinguish the benevolent affections, rendering its devotees untrustworthy. But what exactly are they criticisms of? Streminger thinks that Hume's target is "common religion," "established churches," religion "found in the world," "corruption," "popular," "vulgar" beliefs and practices, etc. Hume's target is thus not religion itself, but a certain degenerate or false form of it, not "true" but "false" religion. Thus for Hume there is a form of religion, "true religion," which escapes the criticisms, Streminger seems to suggest. But this is a distortion of Hume's views, based on a misreading of Hume's text. There is no evidence that for Hume there is any form of religion which can be identified as "true religion." What is supposed to be the distinction between true and false religion? Streminger quotes Hume on the "proper office of religion," whichis toinculcate goodmoral order. He quotes a passage, ultimately excised from the History ofEngland, but appearing in the Dialogues: The proper office of religion is to regulate the heart of men, humanize their conduct, infuse the spirit oftemperance, order, and obedience; and as its operation is silent, and only enforces the motives of mortality and justice, it is in danger of being overlooked, and confounded... Aware of the decline and imminent demise of many integrated steel mills in the United States and fascinated by their monumental architecture, machinery, and the culture of work and community that was inextricably connected to them, Joseph Elliott photographed the mills in Bethlehem, Pennsylvania from 1989 until final shutdown in 1997. This book appeals to the growing fascination with industrial archaeology and will be an inspiration for the preservation and re-use of these relic structures.

Generic propositions are statements that make general claims about ‘kinds’ that are found in a wide variety of written genres and speech. By definition, generics do not include in their structure any reference to the conditions under which they hold true. Their misuse in popular scientific writing, however, can erode the public’s confidence in the process of science itself when they discover that conclusions are highly contingent on certain truth conditions. The language used in scholarly scientific papers often includes qualifiers (...) and hedges, the epistemological consequences of which have been explored by Bruno Latour, Thomas Kuhn, Ian Hacking and others. Some research shows that abstracts, however, of-ten include generic statements that are not warranted by the scientific evidence described in the full text. Similarly, when accounts of scientific discoveries appear in popular media, journalists often remove qualifiers, hedges and context markers that existed in the original study. Studies in anthropology by Joseph Dumit, Annemarie Mol, Harris Solomon and others explore the human reactions to such pronouncements. One possible solution to the over-use of generics in scientific abstracts, especially for studies that rely on human subjects, is the inclusion of a mandatory section entitled “Constraints on Generality,” as suggested by Gutiérrez and Rogoff. Other suggestions include using less nominalized verbs and more past-tense descriptions of what actually occurred in the particular study. (shrink)

Goering and colleagues (2017) acknowledge closed-loop neural devices have the potential to undermine agency. Indeed, the authors observe that “the agent using the device may . . . sometimes doubt whether she is the author of her action, given that the device may operate in ways that are not transparent to her” (65). Still, the authors ultimately argue that closed-loop neural devices may be construed as supporting agency, especially when we view agency from a relational perspective. The reason? We often (...) manifest our agency in relation with others. For example, family and close friends sometimes step in to support us in setting and achieving our aims. In a similar way, then, the authors argue that “we can imagine [a closed-loop] device stepping in to support the user in achieving her aim” (67). Closed-loop neural devices, in other words, can be construed as supporting one’s agency in much the same way as other people can be seen as supporting one’s agency. The authors thus conclude that when we view agents from a relational perspective, closed-loop neural devices may be viewed as supporting rather than undermining agency. I largely agree with the authors’ conclusion. I also believe, however, that their discussion can be clarified by distinguishing three kinds of agency and viewing closed-loop neural devices from the perspective of each. By thinking carefully about agency, we can see more clearly the ways in which it is undermined by closed-loop neural devices, as well as the way in which these devices may support agency. (shrink)

This article situates Bong Joon-ho’s Parasite (2019) within the historical logics of the Washington Consensus. In this broad context, we might think of the film’s much-heralded class critique as not quite so domestically contained as may initially appear in a film staged primarily in the confines of a single household. Instead, it opens onto a global political economic framework, which it explores through a nested structure in which class dynamics are also mobilized to explore cold-war and trade-war logics, both of (...) which are revealed to be radically interconnected with domestic concerns. Parasite reveals then the inherent dissensus in the Washington Consensus, a dissensus that was always latent but eventually became more explicit. We might say more generally that stories of class difference take on a pointedly different tenor during periods of stagnation; the specific anxiety in Parasite then is not just over the moral fact of social inequality but also specifically about the material distribution of wealth in the face of diminishing resources. The fact of brutal competition emerges from a milieu that seems ostensibly defined by plentitude. (shrink)

Evidence-based practice is often acknowledged as the future state of psychology, yet those graduate students who will soon be applying such practices tend to hold several misconceptions about the major components within this framework. This review highlights implications for graduate education, clinical training, and professional competence in light of the movement toward evidence-based practice in psychology. These implications are discussed in relation to the close parallel between the major components of the evidence-based framework and the current Ethical Principles of Psychologists (...) and Code of Conduct. The evidence-based framework is discussed as an ideology that promotes lifelong learning and best prepares graduate students for ethical clinical practice throughout their careers as psychologists. Liberation theology's account of how Latin America's rich (the small upper class) exploited the poor (its majority lower class) described things perfectly in El Salvador. On behalf of the crucified majority, Ellacurfa prophetically denounced, for over twenty years, the oppression of the crucifying oligarchy of El Salvador. This paper concerns a part of that denunciation, the part of it for which I, as a North American, as a citizen of the United States, have some responsibility.
