The concept of 'sustainable development' as used by the Brundtland Commission was meant to separate environmental policy from distributional conflicts. Increases in income sometimes are beneficial for the environment, but higher incomes have meant higher emissions of greenhouse gases, and higher rates of genetic erosion. In the aftermath of the Rio conference of June 1992, this article analyses some unavoidable links between distributional conflicts and environmental policy. Often, environmental movements have tried to keep environmental resources and services outside the market, (...) but there are now attempts to establish property rights on, and to give money values to environmental resources and services, such as agricultural genetic resources and the CO2 absorption facility provided by the oceans and new vegetation. European 'green' proposals to impose an 'eco-tax', and proposals from India to create a world market for CO2 emission permits are considered. The issue raised by the growing Third World agroecology movement, of payment of 'farmers' rights' for in situ agricultural biodiversity is discussed. The article includes a short discussion of the North American free trade agreement between Mexico and the USA, in so far as it involves so-called 'ecological dumping', i.e. trading at values which do not include environmental costs. In the last sections, the article asks how prices in ecologically-extended markets would be formed, how much such prices will depend on distribution, and how much such payments would change distribution of income. Environmental movements of the Poor are faced with the dilemma of keeping environmental resources and services out of the market, or else asking for property rights to be placed on them. (shrink)

El autor estudia el metabolismo socio-económico, en términos de flujos de materiales y energía y de la producción de residuos, y clasifica y estudia los conflictos ambientales correspondientes. Presenta una tipología de conflictos acerca del uso de recursos naturales y de la contaminación. Llamamos Ecología Política al estudio de esos conflictos ecológico-distributivos. Los actores de tales conflictos usan diversos lenguajes de valoración. Por ejemplo, pueden argumentar que quieren lograr una compensación monetaria equivalente a los daños ambientales sufridos pero también pueden (...) decir que el territorio en cuestión es sagrado o pueden apelar a la defensa de los derechos humanos o de los derechos colectivos indígenas, o pueden insistir en valores ecológicos que no pueden ser realmente expresados en dinero. La Economía Ecológica estudia las relaciones entre el crecimiento económico y el medio natural. Desde el punto de vista de la sustentabilidad «fuerte», eso requiere usar indicadores físicos como la HANPP o la Contabilidad de Flujos de Materiales. Este artículo tiene la intención de mostrar que los conflictos ecológico-distributivos pueden ser explicados e incluso previstos por esos indicadores físicos de (in)sustentabilidad. (shrink)

Degrowth is the literal translation of 'decroissance', a French word meaning reduction. Launched by activists in 2001 as a challenge to growth, it became a missile word that sparks a contentious debate on the diagnosis and prognosis of our society. 'Degrowth' became an interpretative frame for a new (and old) social movement where numerous streams of critical ideas and political actions converge. It is an attempt to re-politicise debates about desired socio-environmental futures and an example of an activist-led science now (...) consolidating into a concept in academic literature. This article discusses the definition, origins, evolution, practices and construction of degrowth. The main objective is to explain degrowth's multiple sources and strategies in order to improve its basic definition and avoid reductionist criticisms and misconceptions. To this end, the article presents degrowth's main intellectual sources as well as its diverse strategies (oppositional activism, building of alternatives and political proposals) and actors (practitioners, activists and scientists). Finally, the article argues that the movement's diversity does not detract from the existence of a common path. (shrink)

The planetary boundaries concept has profoundly changed the vocabulary and representation of global environmental issues. The article starts by highlighting the strengths and weaknesses of planetary boundaries from a social science perspective. It is argued that the growth imperative of capitalist economies, as well as other particular characteristics detailed below, are the main drivers of the ecological crisis and exacerbated trends already underway. Further, the planetary boundaries framework can support interpretations that do not solely emphasize technocratic operational approaches and costs, (...) but also assume that these alone can be the solution. The notion of societal boundaries aims to enhance the debate on planetary boundaries. The focus is on capitalist societies as a heuristic for discussing the expansionary dynamics, power relations, and lock-ins of modern societies that impel highly unsustainable societal relations with nature. While formulating societal boundaries implies a controversial process – based on normative judgments, ethical concerns, and socio-political struggles – it has the potential to offer guidelines for a just, social-ecological transformation.

El presente estudio presenta la especificidad de la devastación ambiental en el marco del tipo particular de acumulación de capital y de desarrollo de fuerzas productivas técnicas y procreativas durante el neoliberalismo. El objetivo de la investigación fue ofrecer una síntesis de la teoría de Karl Marx, Jorge Veraza y Andrés Barreda para discutir con David Harvey y Joan Martínez Alier, respecto a la devastación ambiental, la acumulación por desposesión, los límites planetarios y la posibilidad histórica de alcanzar la (...) sustentabilidad en el futuro inmediato. La investigación se basó en un análisis documental genético estructural. El estudio plantea tres resultados particulares sobre la devastación ambiental contemporánea: se le considera como un producto específico del neoliberalismo; es un resultado de una acumulación residual y termina de capital y de unas fuerzas ambientalmente destructivas; los imaginarios de la sostenibilidad son posibles respuestas de superación de los límites planetarios. The relationship between Marxism and ecology has been sullied by Martinez-Alier's influential interpretation of Engels's reaction to the agricultural energetics of Sergei Podolinsky. This introduction to the first English translation of Podolinsky's 1883 Die Neue Zeit piece evaluates Martinez-Alier's interpretation in light of the four distinct but closely related articles Podolinsky published over the years 1880–3. This evaluation also emphasises the important but previously underrated role of energy analysis in Marx's Capital. Engels's criticisms of Podolinsky are found to (...) be quite justified from both political-economy and ecological perspectives. From the standpoint of Marx and Engels's metabolic and class-relational approach to production, Podolinsky's attempt to reduce use-value to energy is fraught with problems. Podolinsky's energy reductionism does not even come close to representing an alternative value analysis – let alone a groundbreaking perspective on ecological history – as was suggested by Martinez-Alier. Far from Marx and Engels's vision of communism as an ecologically sustainable and coevolutionary human development, Podolinsky's conception of human labor as an energy accumulation machine seems to uncritically mimic the standpoint of the capitalist interested in using nature only to extract as much energy throughput as possible from the labour-power of the worker. Es mag etwas seltsam erscheinen, daB sich eine Untersuchung mit dem Problem der Zeit bei Nietzsche befassen soUte. Die Philosophie Nietzsches enthaIt einen Reichtum von Begriffen und Gedanken, die fUr die verschiedensten Bereiche aufschluBreich sind und sich zu einer Mannigfaltigkeit von Auslegungen herge­ ben. Manche von Nietzsches Hauptgedanken, etwa der Tod Got­ tes, der Nihilismus, die Umwertung alier Werte, oder der Wille zur Macht sind ftir das sich wandelnde Verstandnis des Wesens des Menschen und der Welt ausschlaggebend gewesen. Sie (...) sind fruchtbare Gedanken in dem Sinne gewesen, daB sie weiter ver­ wandelt und auf anderes Denken bezogen werden konnten. Eine ausdriickliche Beschaftigung mit der Zeit als solcher aber scheint nicht in das Schema von Nietzsches Grundproblemen hineinzu­ passen. Er machte keine ausfUhrlichen genauen Analysen tiber sie, machte sie nie thematisch, wie es viele Denker sowohl vor als auch nach ihm taten. Es hat sogar zunachst den Anschein, als bewegten sich seine AuBerungen tiber sie in dem Bereich eines etwas oberflachlichen Verstandnisses und einer fraglosen 'Ober­ nahme der Analysen der Tradition. Man muB sich aber davor htiten, den absoluten Mangel an systematischem Prunk bei Nietz­ sche mit einer Art von Ungeduld und Unvermogen zu strengen Analysen zu verwechseln. J eder Denker von Rang hat seine eigene Art von Strenge, die seiner einmaligen Aufgabe und seiner eigen­ ttimlichen Verfahrensweise erwachst und tiber die vermittelst von MaBstaben, die einem anderen Denken und Problemzusammen­ hang entnommen worden sind, nichts entschieden werden kann.
