Given the crucial role of the mass media in influencing public discourse, this study examines the discourses around climate change within the Brazilian press, covering the time period of 2003–2013. Survey evidence has shown that Brazilians’ degree of concern about climate change is higher than almost anywhere else, with nine out of 10 Brazilians considering climate change a serious problem. The primary purpose of this study is to investigate how the press engendered Brazilians’ striking level of climate change concern, with (...) special attention to how the discourse developed over time. To this end, I undertake a corpus-assisted discourse analysis to examine the most dominant linguistic patterns in the discourse, presenting evidence on an unprecedented scale and with considerable depth. The corpus consists of 19,686 newspaper texts published by 12 Brazilian broadsheet papers. The results are interpreted in the light of available opinion polls on the public’s perception of climate change as well as Brazil’s national context and environmental governance. (shrink)

The pandemic has exposed the costs of job and income losses. Emergency cash transfers can mitigate the worst immediate effects on people who lack access to safety nets. This research note provides estimates for a potential Temporary Basic Income for poor and near-poor people across 132 developing countries, as well as the minimum cost of income support sufficient to mitigate the pandemic-induced poverty increase. The total monthly cost of the TBI ranges 0.27–0.63% of developing countries’ combined GDP, depending on the (...) choice: top-ups on each country’s average incomes up to a vulnerability threshold; transfers based on each country’s median standard of living; or uniform transfers. This note argues that some form of TBI is within reach and can inform a larger conversation about how to build comprehensive social protection systems that make the poor and near-poor more resilient to economic downturns in the future. Resumen. La presente investigación busca diseñar un modelo estratégico de formación de servidores públicos que propicie el crecimiento personal y profesional, encaminado al servicio civil de carrera. Apoyándose en criterios, conceptos y estrategias propios de Administración del Capital Humano, y Aprendizaje Organizacional aplicándolas al contexto de la Administración Pública Estatal. Para alcanzar este propósito se realizó un diagnóstico con beneficios claros, que dan la oportunidad de pensar y dialogar sobre la estrategia, los objetivos, las personas y el futuro de la (...) Administración Pública Estatal Sinaloense desde una perspectiva del conocimiento. El trabajo de campo se realizó con personal que presta sus servicios en entidades y dependencias administrativas públicas pertenecientes al Poder Ejecutivo del Gobierno del Estado de Sinaloa. A través de un cuestionario, con una muestra de 400 individuos. Se han obtenido 29 indicadores cuyos valores reflejan donde reside el valor del Capital Humano. Así como una puntuación total alcanzada de 104 puntos, advirtiéndose que en el área de gestión del conocimiento, es necesario hacer “algo” para que esta administración, sea considerada como una organización que aprende en toda regla y que realiza una gestión del conocimiento de forma óptima y eficaz. The present research pretends to design a strategic model to train public servants to help to develop both professional and personal growth, headed to civil service as a profession. Based on criteria, concepts and strategies from Human Capital Administration and Organizational Learning, applying these to the State Public Administration’s context. To achieve this goal, a diagnose took place with clear benefits, that give, to us all, the chance to think and discuss about strategies, objectives, people and future of the Sinaloa State Public Administration from a knowledge perspective. Fieldworkwas done by personnel that serve in administrative public entities and organizations that are part of the Executive Power of the Sinaloa State Government. Through a questionnaire, with a sample of 400 individuals, there was a result of 29 indicators, and its values reflect where the importance of the Executive Power of the Sinaloa State Government lies, as well as a reached total score of 104 points. Noting that in the knowledge promotion area it is necessary to do something so this administration would be considered an organization that learns with every rule and performs a knowledge management in an optimum and efficient way. Alumnos con discapacidad: modelo de inclusión de la Universidad Federal de San Carlos Resumen: El objetivo fue describir cómo funciona el programa de inclusión para alumnos con discapacidad en la Universidad Federal de San Carlos, en Brasil. Es una investigación cualitativa con análisis del discurso de cuatro entrevistas semiestructuradas con alumnos con discapacidad, investigadores especialistas y gestores. Los principales resultados muestran que no es suficiente trabajar sobre los ejes de atención a estos estudiantes sino se analizan y evalúan las funciones (...) de los actores involucrados en el proceso de inclusión. Es necesaria una estructura que promueva cambios culturales en la comunidad universitaria, de otro modo, las barreras actitudinales siguen siendo uno de los principales límites para estos alumnos. This article examines the centrality of Brazil within the future of climate policy and politics. The state of the carbon sink of the Amazon rainforest has long been an iconic marker of the condition of the Earth. Brazil has been innovative in developing many non-carbon forms of energy generation and use and it has played a major role in international debates on global warming since the Rio Earth Summit in 1992. We examine various ways in which climate change has come (...) to be centrally important in Brazilian public opinion. Survey evidence shows that Brazilians are the most concerned about issues of climate change – with less climate change scepticism as compared with more ‘advanced’ societies. Through using techniques of corpus linguistics we examine how Brazilian media has engendered and stabilized such a high and striking level of climate change concern. We show that the media helped to fix a ‘climate change framing’ of recent often strange weather. The article analyses the newly constructed Brazilian Corpus on Climate Change, presenting data on a scale and reach that is unique in this area of research. (shrink)

Previous research has shown positive relationships between fitness level and different cognitive abilities and academic performance. The purpose of this study was to explore the relationships between logical–mathematical intelligence and mathematical competence with physical fitness in a group of pre-adolescents. Sixty-three children from Castro del Río, aged between 11 and 12 years, participated in this research. The Superior Logical Intelligence Test and the EVAMAT 1.0–5 battery were used. Physical fitness was evaluated by the horizontal jump test, the 4×10 meter speed–agility (...) test, and the Course Navette test. The analyses showed positive relationships between physical fitness with logical–mathematical intelligence and mathematical competence. Specifically, linear regression analyzes indicated that the 4×10 speed–agility test significantly predicted mathematical competence and the horizontal jump test significantly predicted logical–mathematical intelligence. These results are in agreement with previous research, highlighting the importance of improving physical fitness from an early age due to its benefits for intellectual and academic development. Attention-deficit hyperactivity disorder is one of the most common neurodevelopmental disorders in children and adolescents. People who have this disorder are characterized by presenting difficulties in the processes of sustained attention, being very active, and having poor control of their impulses. Despite the high prevalence of this disorder and the existence of various tests used for its diagnosis, few data are available regarding the usefulness and diagnostic validity of these tools. Given the difficulties that these subjects present in executive functions, (...) the aim of this study was to evaluate whether the Neuropsychological Assessment of Executive Functions battery for Children allows to establish specific profiles of executive performance for people with attention-deficit hyperactivity disorder. The sample was made up of 197 participants of both sexes, aged between 6 and 12 years age. A nonexperimental design was followed, using a comparative descriptive study method. The results indicated that the scales of phonological fluency, color path, rings, and interference are the most associated with the diagnosis of ADHD, providing data on inhibition, mental flexibility, sustained and selective attention, planning, verbal fluency, and working memory, among others. The practical implication of these results is in line with providing support in the clinical diagnosis that is carried out in children’s mental health units. In addition, the ENFEN tool can be valued as a suitable psychometric instrument in the psychoeducational field, helping professionals in a school environment to be more aware of the areas of cognitive development in which a student diagnosed with ADHD will have more difficulties and, in doing so, providing more adjusted and effective psychopedagogical measures when it comes to supporting students in their adaptation to the school environment. Sin embargo, tal avance disciplinar no se ha visto reflejado en el curriculum de Historia. Este trabajo centra su primera exposición en la ausencia de las mujeres como sujeto histórico en la asignatura de Historia de México en la educación secundaria. En un segundo momento, se propone el uso de archivos documentales como un recurso (...) para dar visibilidad a su participación. Spinoza distinguishes two orders of knowledge: an order conceived by the intellect, that is, the necessary order of nature and another order conceived by the imagination, that is, the common order of nature in which the contingent and the possible dwell. However, the common order is not only a deprivation of knowledge, but also a reality for the finite mode. Because we cannot exclude the existence of the common order, this paper attempts to understand how we can reconcile it with (...) the necessary order. Spinoza’s critique of imagination is that it introduces fragmentation and discontinuity into nature, since it is a kind of knowledge that does not realize the basis of this continuity: the necessary order. Through an analysis of time as a product of imagination, we will try to show how it introduces the idea of contingency and consequently that of possible. Just as time, the common order can be grasped by reason as an outer frame, it will no longer be an obstacle to the necessary chain of things in the necessary order. It is through the necessary order that we can realize the necessity that underlies the production of time, possible, and contingency as the corruptibility of all particular things. (shrink)

O objetivo deste artigo é analisar o conteúdo das Cartas 34, 35 e 36 da Correspondência de Espinosa a Hudde. Nele podemos perceber o esforço e engenhosidade do filósofo em conduzir o seu interlocutor a assentir à primeira definição da Ética, a definição de causa sui. Hudde, matemático de formação, se esforça em compreender como o filósofo pode demonstrar que a unicidade de Deus possa ser deduzida exclusivamente do fato de que sua natureza ou essência envolve existência necessária. É através (...) do estatuto causal da definição verdadeira que Espinosa poderá conduzi-lo, e evitar, assim, que caia nos paradoxos do uno e do múltiplo, da distinção real e da numérica. Dada a incapacidade do matemático em assentir à definição genética de Deus, o filósofo o conduzirá a assentir indiretamente à definição através do procedimento de demonstração negativa ou por redução ao absurdo. Esse movimento intelectual explicitará os propria de Deus: a eternidade, a simplicidade, a infinitude, a indivisibilidade, a perfeição e a unicidade. (shrink)

O objetivo desse artigo é explicitar, na medida do possível, as críticas formuladas por Espinosa em relação a Descartes, notadamente em sua doutrina do livre-arbítrio. As críticas são fundamentadas nas proposições 48 e 49 da parte II da Ética, além das objeções que a complementam. Essa análise se deterá especialmente na identificação que Espinosa realiza entre ideia e volição, sendo a ideia concebida como um ato de afirmação ou negação, de modo que a volição é constitutiva da ideia. Com essa (...) análise, tentaremos evidenciar que a identidade entre ideia e volição não elimina o caráter voluntário da ação cognitiva do homem na filosofia espinosana. A crítica de Espinosa em relação ao conceito de vontade, entendida como uma faculdade abstrata, isto é um universal abstrato, visa a romper com a ideia de que a vontade é absolutamente livre. A vontade deixa de ser a faculdade que afirma a liberdade entre contrários e torna-se a afirmação da livre necessidade. É essa concepção de uma faculdade universal e abstrata que acarretará ilusão do livre-arbítrio. (shrink)

Este trabajo comienza ofreciendo, a modo de «status quaestionis», una panorámica de la atención que se ha prestado a la obra ensayística de Sánchez Ferlosio, desde las lecturas propuestas en los años noventa del siglo pasado por autores del círculo de nuestro autor hasta los estudios y artículos aparecidos tras su muerte, en 2019. A continuación, se presentan algunas aportaciones relevantes de Ferlosio al pensamiento contemporáneo. Concretamente, se analiza el «aprecio por lo perecedero» como uno de estas aportaciones y, además, (...) se explica cómo este aprecio surge en el marco de una «actitud reflexiva ante el lenguaje». Por último, se procede a un balance crítico de las posiciones de Sánchez Ferlosio con respecto a los asuntos mencionados. (shrink)

ABSTRACT This paper discusses the respective contributions to development ethics made by Louis-Joseph Lebret (1897–1966) and his pupil and successor Denis Goulet (1931–2006). Sections 2 and 3 present steps in the emergence of a field of development ethics, and introduce the work of Lebret and Goulet, noting similarities and contrasts. Sections 4 and 5 clarify different senses and forms of ‘development ethics’, to then discuss who might be called ‘father of development ethics’. Lebret had devised a field of human economics (...) and in the 1950s called for an ethics of development, which he began to sketch. His work made significant advances, especially if development ethics is seen as an interdisciplinary policy-oriented field rather than as a subdiscipline in philosophical ethics. In the 1960s, Goulet went on to outline development ethics as a philosophical subdiscipline and to articulate various themes. In his later work though, while always speaking of a ‘discipline’ of development ethics but mostly meaning disciplined investigation, Goulet largely pursued, as had Lebret, a path toward a policy-oriented field of ‘practical ethics’, not a (sub)disciplinary path in a conventional academic sense. The organizational climate is the work environment conceived by emotions and motivation of an organization and, an optimal way of increasing participation is with working groups in the dependencies to improve: objectives, processes, conflicts, leadership. Thus the objective was to determine the characterization of variables. The method incorporates the quantitative approach, non -experimental design, descriptive level, applied and transversal type, analysis and deductive methods. Resumen. La presente investigación ofrece la oportunidad de pensar y dialogar sobre la estrategia, los objetivos, las personas y el futuro de la gestión municipal del H. Ayuntamiento de Navolato desde una perspectiva del conocimiento. Se trata pues de averiguar qué características deben cumplir esos recursos para adquirir un carácter estratégico. La información se obtuvo mediante una encuesta semiestructurada, aplicada a 181 individuos. Los datos recabados fueron objeto, en un principio, de dos tipos de tabulaciones. En algunos casos sólo se (...) efectúo una tabulación simple, que consistió en el conteo de una sola variable; en otros casos la tabulación fue cruzada contando dos o más variables de forma simultánea. Para el análisis de los datos se utilizó el programa de tratamiento de datos estadísticos SPSS versión 12 para Windows, que facilitó el tratamiento inferencial de los datos extraídos de la muestra seleccionada. El análisis de los resultados muestra que el Ayuntamiento presenta perfiles favorables para una gestión del conocimiento, óptima y eficaz, al alcanzar una puntuación total de 115, contando con una fortaleza estructural interna. Se concluye que las administraciones públicas no son ajenas a la sociedad del conocimiento, se están acomodando a estas nuevas exigencias, mejorando sus procesos para satisfacer las nuevas necesidades de los ciudadanos. Redefiniendo la función pública y el servicio público, a través de la búsqueda de mecanismos para conocer y medir el valor de la gestión del conocimiento, y así poder llevar a cabo una gestión eficiente y eficaz de estos recursos.Palabras Claves. This research provides an opportunity to think and discuss the strategy, goals, people and future of municipal management of Navolato City knowledge perspective. It is about finding out what characteristics should meet those resources to acquire a strategic nature. The information was obtained through a semistructured survey applied to 181 individuals. The data collected were subjected, in principle, two types of tabs. In some cases only made a simple tabulation, which consisted of a single variable count, in other cases the cross tabulation was counting two or more variables simultaneously. For data analysis software was used for statistical data processing SPSS version 12 for Windows, which facilitated inferential treatment of the extracted data from the selected sample. The analysis of the results shows that the City has profiles favorable for knowledge management, optimal and efficient, to achieve a total score of 115, relying on internal structural strength. We conclude that public administrations are not foreign to the knowledge society, are arranging to these new demands by improving their processes to satisfy the new needs of citizens. Redefining the civil and public service, through the search for mechanisms to analyze and measure the value of knowledge management, and therefore be able to carry out a efficient and effective management of these resources.Keywords. Con el objetivo de identificar la percepción de la ventaja intercultural evidenciada en la narración de hechos, este estudio busca contribuir en el entendimiento de las relaciones interculturales en ámbitos familiares mixtos entre individuos de diferente nacionalidad. A través de un estudio que ha recuperado el discurso de los miembros de ocho parejas checo-mexicanas, se muestra que la ventaja percibida se desprende de la adquisición de competencias interculturales. La información recabada se ha organizado mediante la evaluación de cuatro elementos que (...) definen la interculturalidad: relaciones de poder, comunicación intercultural, integración y alteridad cultural. El principal hallazgo indica que el contexto en el cual se han conformado las parejas mixtas checo-mexicanas se caracteriza por un equilibrio en la negociación de interés para formar metas vitales conjuntas. Dicha ventaja se materializa en la ampliación de la oportunidad para moverse entre dos países, sea para establecerse en el país de encuentro, sea para migrar al país del otro. La tendencia mostrada se ha sesgado hacia el país de la mujer. (shrink)

This paper studies the lessons of principled anti-corruption experts who dared to fulfill their duty of justice in highly corrupt societies, through the true story of Ngozi Okonjo-Iweala, the former Finance Minister of Nigeria. My thesis is that when principled anti-corruption experts are epistemic trespassers, they show moral incompetence. Okonjo-Iweala shows moral incompetence in two ways: she misread the opposition to her strategies and misled other honest reformers. Both actions bungled her efforts to eradicate corruption inasmuch as they hindered the (...) possibility of finding successful anti-corruption policies. Okonjo-Iweala’s moral incompetence is, I argue, the result of her epistemic trespassing that led her to act like an expert in an environment where she was not. I conclude that, in highly corrupt societies, principled anti-corruption experts should embrace moral humility, stop thinking that they are experts, and act more like students, asking questions and not rushing to think that they understand the answers. En este trabajo se pretende mostrar el sentido político que adquirió la defensa de la teoría por parte de Adorno en los últimos años de su vida. él empleó esta defensa como una respuesta a los imperativos de los estudiantes de izquierda de plegar la teoría crítica a la intervención práctica inmediata. Para justificar esta tesis se atiende no sólo a lo que decía, sino también, en un nivel discursivo diferente, a lo que estaba haciendo cuando empleaba concentraciones de términos (...) y enunciados densos y eruditos para manifestarse. Esto lleva a incluir las reflexiones y valoraciones de Adorno referentes a la actitud teorética y a la praxis, principalmente aquellas esbozadas en Dialéctica negativa, en un contexto más amplio. This work pretends to show the political sense that the defense of the theory by Adorno acquired in the last years of his life. He used this defense as an answer to the students's imperatives of applying the critical theory to the immediate practical intervention. In order to justify this thesis will be considered not only what Adorno said, but also, in a different discursive level, what he was doing on having used concentrations of terms and dense and erudite declarations. This entails, then, to relate Adorno's reflections and assessments concerning to the theoretical and practical approach -specially those outlined in Negative Dialectic- to a broader contextual framework. Should businesses engage in moral talk when it becomes profitable? Due to their particular position of visibility, it is reasonable to acknowledge that businesses have specific moral duties. Some might argue that companies ought to help abandon morally repugnant norms by providing examples of alternative behaviors through advertisements. However, the moral talk of businesses might unexpectedly reinforce repugnant norms and increase social tensions in a polarized society. Then, the duty of the companies is not fulfilled when they engage in moral (...) talk. In polarized societies, the positional duty of businesses implies decreasing the risk of social conflict. It is not clear how to do that, yet I argue that if businesses use moral talk with mass marketing strategies, they would strive to shape impartial moral messages aiming to find points of moral convergence among polarized moral positions, which might mitigate social polarization. I call this duty the imperative of doux commerce. (shrink)

El drama aparece sobre todo en su discurso oral como modelo para describir la relación de discontinuidad entre teoría y práctica. Aquí se desea mostrar cómo el teórico crítico del pensamiento moral abstracto piensa el paso del conocimiento a la praxis a partir del vínculo entre Hamlet y el llamado “factor añadido” (Das Hinzutretende). Children and adolescents are not indifferent to the dramatic impact of the COVID-19 pandemic, and the need to be forced to live in confinement. The change in life to which they have been abruptly subjected forces us to understand the state of their mental health in order to adequately address both their present and future needs. The present study was carried out with the intention of studying the consequences of confinement on anxiety, sleep routines and executive functioning of 1,028 children (...) and adolescents, aged from 6 to 18 years, residing in Spain to; assess if there are differences regarding these consequences in terms of sex and age; how anxiety affects executive functioning in males and females; and to examine the possible correlations between the measured variables. For this purpose, an online questionnaire containing five sections was designed: the first section gathers information on sociodemographic and health data, while the following sections gather information from different standardized scales which measure anxiety, sleep and executive functions, whose items were adapted in order to be completed by parents, and/or legal guardians. The statistical analyzes carried out highlights significant differences in executive functioning between males and females. In turn, in regards to age, greater difficulties were detected in anxiety in the 9 to 12 age group and greater sleep disturbances between 13 and 18 year olds. On the other hand, significant differences were found in intra-sexual executive functioning depending on whether they presented greater or lesser anxiety, with executive functioning being more tendentiously maladjusted in males than in females, revealing a significantly relevant effect size. Positive correlations are obtained between state anxiety and sleep and executive functioning alterations. Finally, through Path Analysis, it is verified that state anxiety is the variable with the greatest weight within the model that would explain the alteration in the executive functioning of the present sample. A legitimate expectation in a liberal democracy is that public officials enforce the law regardless of its content; when they don’t do so, their actions tend to be publicly condemned. This expectation puts street-level bureaucrats in a moral dilemma when they consider that a certain law is unjust: either they don’t enforce the law and violate their duties to the citizenry, or they enforce it and become complicit in injustices. This paper argues for the legal permission of public officials to (...) disregard legal mandates for moral reasons. Call it official disobedience. Contrary to common intuitions, I show that official disobedience would foster the principles of and improve governance in liberal democracies: it accommodates public officials’ personal autonomy and yields three main democratic benefits. First, information about the outcomes of the law would become available for lawmakers; second, in the aggregate, it would protect citizens from injustices; third, it would improve the moral character of bureaucrats. El objetivo del estudio fue sistematizar y analizar la revisión teórica que fundamenta la experiencia pedagógica y el método socializado de los estudiantes de educación superior. El enfoque del estudio fue cualitativo, tipo de investigación revisión de literatura, diseño narrativo, considerando criterios de similitud en las diversas teorías revisadas en artículos de alto impacto, además, de utilizar las estrategias de diagrama de árbol y la estrategia de investigación activa (DIA). Se concluye que existe incipiente uso del método socializado; carencia de (...) autorreflexión; poco análisis reflexivo en la experiencia pedagógica del estudiante de la formación inicial docente (FID). Game theory has proven useful in clarifying Hobbes’s argument that the state of nature will inevitably devolve into a state of war. Mathematically-leaning philosophers, however, have paid little attention to Rousseau’s depiction of the state of nature as a peaceful, asocial state of solitary wanderers. This paper articulates Rousseau’s critique of Hobbes in formal terms, which pinpoints two crucial issues in Hobbes’s account: the lack of an exit option and an unrealistic depiction of human nature. Building upon recent game-theoretic treatments (...) of Hobbes, we first construct a model that incorporates Rousseau’s criticisms by permitting an exit option and endogenizing human preferences and capacities. Second, we draw out the implications of Rousseau’s analysis for the question of political authority, which cannot be answered, as Hobbes believed, by invoking a hypothetical state of nature. (shrink)
