Humanitarian agencies have confronted one disaster after another over the last twenty-five years. Decades of intense growth in reacting to complex global calamities have seriously affected humanitarian efforts. Contending organizations – NGOs, states – engage in transnational interventions. From regions of natural disaster to sectors marked by political clashes, a new rationale for intervention has appeared which merges humanitarian assistance and military engagement. Humanitarian intervention sanctions the notion that military power is a necessary part of the responsibility to protect. The (...) imperative to safeguard lives in jeopardy results in a form of humanitarian and military government in constant motion from one disaster to the next. Under the mandate of the right to intervene, this tactic confronts state sovereignty, particularly since humanitarian organizations engage in political activities such as establishing respect for human rights. The relation between military and humanitarian intervention in the context of disaster, is founded on a calculus of security, based in the legitimacy of measures meant to safeguard human life. A new form of humanitarian governance is thus emerging from military occupations and natural disasters. This paper will examine the human rights consequences of these states of disaster and the novel form of government associated with them. (shrink)

Consciousness is at once the most obvious and mysterious feature of the human mind. Kenneth Keulman seeks a better understanding of its many dimensions through interpretations of the ideas of the twentieth-century philosopher Eric Voegelin, who viewed the complexity of modern consciousness as the result of a distinctive form of evolution combining genetic change with cultural history. Voegelin's unique contribution to political theory, Keulman shows, comes from his development of an approach to history rooted in a study of the symbolisms (...) of the history of order. It is because the problems of order in society arise from the order of consciousness that the theory of consciousness can be placed at the center of political theory. Keulman's interpretation encompasses not only Voegelin's published writings but also a substantial body of unpublished material to which Voegelin gave him access before his death in 1985, including portions of what was to become Volume V of _Order and History_. Horizons is a critical inventory of value-related thinking, demonstrating that the mind has the ability to profile a distinctive circumstance in diverse ways. Readers are first invited to a historical inquiry into typical configurations of values, their collisions, and the worldviews that drive them. They are then introduced to the epistemologies employed by the social sciences, so that they are better able to gauge the potential of these disciplines for coming to terms with values. Axiology is portrayed as a field (...) that has broken free from its neo-Kantian roots, benefiting from challenging new conceptual frames based in documents with global reach-mainly the United Nations Universal Declaration of Human Rights. After scrutiny of what various sociological models claim about values and the way in which empirical surveys approach them, Horizons reaffirms the assumption that social life and its dynamics condition the fate of values. Yet, for the sake of more accurate accounts, research should consider to a greater extent social stratification, and pressing macrosocial problems such as environmental protection, sustainable development, and attainment of some form of global equity. Social sciences' limitations modulate their ability to serve as an unequivocal guide for value choices. These limitations are a problem because of the significance of the process of dialogue and deliberation in value-related fields. Rather than advancing the allegedly universal characteristics of any one culture, in a world consisting of many civilizations, the imperative is to acknowledge pluralism and discern what is held in common.
