Like many episodes of South Park, “Medicinal Fried Chicken” drags real political scenarios into the cold, hard light of the Rocky Mountains. In this chapter, the author aims at challenging the received interpretation of the moral message behind “Medicinal Fried Chicken” and many other South Park episodes, the message that legislating lifestyles is immoral at worst and ridiculous at best. This message is encapsulated by the moral perspective known of libertarianism, which takes individual rights in political and social scenarios to (...) be not only basic, but also to trump many other moral considerations. For tensions between an individual's good and the common good in the drug legalization debate, the chapter further discusses a 1989 exchange between Milton Friedman and William J. Bennett. (shrink)

Kentucky and West Virginia are among the states most severely affected by opioid poisonings and deaths. The legislatures of both states have enacted a broad range of bills intended to address related issues. We present an overview of legislation enacted in 2017 and 2018, along with an approach to analysis of practitioner response to one type of legislation.

The growth of high-stakes testing in state accountability systems necessitates further examination of their impact on stakeholders. Prompted by broader state-level reform in Kentucky, this evaluation aims to provide insight into a new accountability system's effect on social studies teachers. Using a goal-free evaluation model and case study design, the researchers examined the content and instructional decisions made by a group of U.S. history teachers in response to a new end-of-course exam designed by ACT-QualityCore. The evaluation incorporated a content (...) analysis of teacher materials, observation of a professional learning community meeting, and teacher interviews. The results of this evaluation indicate that teachers generally support the changes in the new assessment system but find specific elements frustrating and hesitate to completely revamp their instructional practices. Considering these assessment system changes occurred to advance Kentucky's goal of college and career readiness for all, this evaluation provides insight into what is actually happening in classrooms and should assist teachers and administrators as they assess the impact of these reforms on classroom practice. This paper offers a case study based on qualitative research in the burley tobacco region of central Kentucky, where farmers are urged to diversify away from tobacco production. “Replacing” tobacco is difficult for economic and material reasons, but also because raising tobacco is commensurate with a locally valued way of doing masculinity. The focus is on these two questions: How can the doing of work associated with tobacco production and marketing be understood as also doing a particular masculinity? What (...) does an understanding of farm work as a simultaneous doing of gender illuminate about the challenges of diversification away from tobacco? Asking tobacco farmers to “grow something else” is also asking them to do gender differently, suggesting that the transition away from tobacco must be understood as a gendered transition. This research, focused primarily on male farmers who continue to raise tobacco, suggests the need for gendered research with women and men who have moved away from tobacco to other crops. (shrink)

This article highlights local government responses to the opioid crisis in Northern Kentucky through a series of interviews with county-level officials. The author's discussions with civic leaders reflect the challenges faced by local communities and the new approaches implemented to stem the epidemic.

The coal industry exercises a pervasive influence upon mining communities in Appalachia even though it makes minimal contributions to employment. Miners rarely participate in movements that fight against coal companies for better working conditions. One explanation for this paradox is the depletion of social capital. In this article, I first use the existing body of literature to build a theoretical framework for discussing bonding social capital. Second, I analyze how the United Mine Workers of America in Harlan County, Kentucky (...) at the beginning of the twentieth century worked to generate social capital. The results show that these coalfield residents demonstrated a high degree of social capital in terms of a strong shared sense of reliability and a dedication to collective activities and intimate networks. The union during that period engaged in strategies that were instrumental in creating this high level of social capital: holding regular meetings, organizing collective actions, promoting collective identity, and electing charismatic leaders.
