In this research, religious courses in Kyrgyzstan secondary schools were discussed. With the independence of Kyrgyzstan, the return to national, spiritual and religious values was revived. In the first year of independence, the Law on Freedom of Belief and Religious Institutions was adopted. Freedom of religion is recognized within the framework of the Law. Accordingly, the search for teaching religion lessons within general education has begun. While the first searches began to take place as a result of civil (...) initiatives, the Iyman course began to be taught by the state. However, when the official curriculum of the Iyman course was determined, it was understood that it was not a religious course. The society continued to seek religious lessons again. Freedom of religion could only be realized by rearranging the Law according to social and political needs. This research aimed to analyze and reveal the religion courses in secondary schools. As a result of the different understanding of the constitutional principle of secularism in the first years of independence, this constituted a major obstacle to the inclusion of religion lessons in the school curriculum. The political revolutions of the people that took place in the history of the country paved the way for religious education. Later, the events that took place in society in the name of religion accelerated the political will and the formation of the legal foundations of religious education in practice. Thus, religion lessons began to be taught in secondary schools. However, on the grounds that the content of religion lessons did not meet the expectations of society, it was possible to organize religion lessons again in 2022. In this study, using descriptive research methods, the history of religion education, its legal development, and the state standard of religion education, curriculum, textbooks, and course teachers were examined. This study aims to reveal the nature of the Adep lesson, which is seen as an effort to transfer national and spiritual values to the next generation in Kyrgyzstan. In line with the purpose of the study, it focused on the questions of how the Adep lesson emerged, which factors are effective, what kind of discussions it brings, its place in the education system, what its purpose and principles are. The answers to these questions are constructed with a descriptive (...) design within the framework of inductive analysis. An effort are made to provide an idea about the Adep lessons and to clarify the meanings through descriptions. In this respect, our study draws attention as data for determining the situation of moral values education in Kyrgyzstan. At the same time, it is thought that it will contribute to making qualified decisions for moral values education. According to the results of the study, the Adep lesson emerged with the need for religious education, which plays an important role in the spiritual values of the society. However, as a result of the discussions within the framework of legal regulations, it has turned into moral and national values education. At the same time, the experience of the Adep lesson has revealed that the subject of religion in formal education can only be included as a cultural and social reality. In this context, the citizens of the Kyrgyzstan state should not ignore the religious preferences and the issue of consciously building their religious life. Rather than leaving religious education only to religious institutions, it would be useful to consider the complementarity of formal education and religious education. (shrink)

The purpose of the study is to identify quantitative and qualitative factors affecting the import flows of the Republic of Kyrgyzstan from the EAEU member states using gravity modeling. The article analyzes the identification of quantitative and qualitative factors that affect the value of import trade flows of the Republic of Kyrgyzstan from the EAEU member countries. The research toolkit is H. Linnemann's gravitational model. Gravity models of import trade flows of the Republic of Kyrgyzstan with each (...) EAEU member country have been built. The comparative characteristics of the identified quantitative factors are given. The forecast valuesfor 2021-2023 of the value of import trade flows of the Republic of Kyrgyzstan from the EAEU member countries have been made. (shrink)

Kyrgyz people lived under the control of Soviet Union for about 70 years. During this time, they were forbidden to practice any kinds of religious duties. Their religious schools and mosques were closed or used for other aims rather than religious needs. In short, all kinds of religious freedom and practices were forbidden strictly. The aim was to bring up an atheistic people during the days of Soviet Union. However, when Kyrgyz people won their independence and established a new country, (...) all kinds of restrictions in terms of religion were abrogated and people began to establish their religious schools and mosques. While during the first years of independency of the country in 1991, there were only 39 mosques, as of 2018 there are nearly 3,000 mosques in the country. In addition to the increase of mosques, the number of people going to mosques also increases day by day. This article examines mainly the development of religious freedom in terms of legal aspect from the beginning of the establishment of the country to our time; the legal statues, functions, and duties of State Commission for Religious Affairs and Religious Office of Kyrgyzstan Muslims, and as common religious educational places mosques, religious activities done at mosques, the factors effecting these activities negatively.Summary: Kyrgyz Turks are one of the most ancient tribes in Central Asia. Although there are various views and knowledge about the religious life and the process of Islamization of them in various sources, there is no doubt that one of the most important elements which shapes Kyrgyz culture and social life is Islam. Even though they continued the activities of Islamic education and training under the rule of many nations thorough the history, all activities of religious education were tried to be forgotten and religion was removed from daily life under the Soviet communist regime. However, with the establishment of the Republic of Kyrgyz based on the secular and democratic bases on 31 August 1991, Muslim people showed a great effort and endeavor to open some institutions where they could live their religion, perform their religious duties, and teach religious and moral values for people. After the declaration of independence, with the enacting of “Freedom of Faith and Religious Institutions” on 16 December 1991 which was one of the first enacting laws, very important developments happened in terms of both formal and informal education. Some knowledge concerning Islam is given in some culture courses and “Religious Office of Kyrgyzstan Muslims” was created for meeting all kinds of religious needs of Muslims in the country in 1993. With the establishment of the “State Commission for Religious Affairs” in 1996, some new legal regulations were made. Thus the state’s policy about religious education and teaching gained a new dimension. During this process, the state faced some problems concerning developments in religious education. Although some of these problems have been solved legally, there are still many problems about religious education today. Since the independency until now, there have been many researches as articles, books, master theses and doctorate dissertations about various fields of religious education, religion-state relations, religious institutions, course books and their curriculums. However, a great majority of these studies belong to religion-state relations and the field of formal religious education. There aren’t any academic studies or research about mosques and imams that concern the great majority of the country population. In fact, from the point of religious education, common or informal religious education is as extremely important as formal religious education. For the mosques that are one of the most important institutions of common religious education are spread to the most remote corner of the country and serve for all people of different ages for the whole year. The effects of common religious education increase day by day. While there were just 33 mosques in 1933, there were 39 mosques in the independency year of 1991, as of 2018 this number has risen to 2830. Relating the imams who work at mosques, it is not possible to speak about a systematic structure. Since imams are generally graduated from madrasas, their educational levels are very low. As they have not enough financial support and highly educated teachers, they cannot give good education to their students and cannot adopt themselves to the modern educational levels in teaching religious issues. In order to solve this problem, Muftiyat either sends students to abroad or gives in service trainings for imams. Another important problem in relation to imams is the way of assignment. There is no criterion for assignment of imams. They are not designated by the Muftiyat, but it just legitimizes those imams who are chosen by congregation. Imams receive neither any salary from the Muftiyat, nor they have any social assurance. They work either voluntary or their incomes are paid by people. Although all of these negative conditions, mosques and imams have a great importance on Kyrgyz people’s education, culture, worship, and moral teaching. It can be said that there are two kinds of education at mosques and masjids. One of these is “moldos”, some men of religion who gather students and give some religious knowledge without following any curriculum. Although some of them take education from some Arabic countries or Pakistan, their educational level is very low and cannot recite even the Qur’an correctly. In addition, they have very little knowledge about pedagogy and religious themes, and they have not enough educational experience. The second type of education at mosques and masjids is carried out through Friday sermons and preaching. However, this is not an effective way in giving religious education. Because the way in which the Friday sermon is given is not appropriate as a good teaching method. As the sermons are done in Arabic, there is no effective communication between the imam and the congregation. However, Friday sermons and preaching are very important for people’s religious education and socialization. This article firstly deals with the developments in religion in the times of freedom of the country, secondly, it examines the institution of Muftiyat to which all mosques are adhered and “State Commission for Religious Affairs” that register the mosques which the Muftiyat approves, and lastly gives information about mosques and their congregations in the country. Among Turkic speaking countries there is solidarity in economic, political and military fields. Moreover, they carry out common studies within the universities of these countries. As a result, the relationship among the communities is getting stronger via these studies. This research serves as an example of this development. The problem sentence of the research; “Do students’ perceptions change about Turkey after they’ve completed an internship period in Turkey?”. In this research, it was studied to determine Kyrgyz students’ impression about our (...) country Turkey, before and after their intership period in Turkey. The study was implemented within the survey model design. Research’s universe is the students who study in Yusuf Balasagun Krygyz National University, Liberal Arts University, in Kyrgyzstan Turkey Manas University during their education in the year of 2018-2019. As for the research sampling, students who are in the city of Antalya for the purpose of internship were selected from Yusuf Balasagun Kyrgyz National University, Liberal Arts University, in Kyrgyzstan Manas University. A total of 49 students were attented the research. According to the results of the research; internship students have generally positive opinions about Turkey and Turkish people. This is pleasing result for our country. The students think that the Language Enhancement Program will be useful for them to learn Turkish better. (shrink)

Current research has identified five discrete US negotiation tactics, a traditional one considered to be ethical, and four considered to be ethically questionable. Scholars have independently used culture to explain how the endorsement of these five negotiation tactics varies across nations. They have also independently used interpersonal trust and ethics propensity to explain antecedents of the endorsement of those five negotiation tactics. This research combines all those variables into one model that investigates the influence of horizontal and vertical individualism–collectivism, ethical (...) idealism, and trust propensity on employees’ attitudes toward ethically questionable negotiation tactics in Israel and Kyrgyzstan. A survey questionnaire was translated from English to Hebrew and Kyrgyz, and 615 responses were collected from employees in various industries in the two countries. We empirically confirmed three types of questionable negotiation tactics discovered in previous one-nation studies, namely, pretending, deceiving, and lying. Vertical individualism was found to be positively, and horizontal collectivism was found to be negatively, related to pretending, deceiving, and lying. Ethical idealism was found to be negatively related to the endorsement of the lying tactics, while trust propensity was negatively related to the pretending tactics. Compared with Israel, employees’ endorsement of ethically questionable negotiation tactics was significantly higher in Kyrgyzstan. Contribution to theory and practice is discussed. (shrink)

Research suggests that organizational justice has important impacts on work-related attitudes and behaviors, such as organizational citizenship behavior. In this article, we explore the extent to which individualism moderates the relationship between organizational justice and OCB among citizens in Kyrgyzstan. We make additional contributions to the literature because we know very little about these constructs in this former Soviet Union country, Kyrgyzstan, an under-researched and under-represented region of the world. Results of our data collected from 402 managers and (...) employees in Kyrgyzstan offer the following new discoveries. All three justice constructs are related to OCB. Individualism moderates only the distributive and interactive justice to OCB relationships. We develop an intricate theory with provocative implications: Procedural justice produces obedience. For “individualists,” interactional justice inspires loyalty and, interestingly, distributive justice “can only buy” participation, but “can’t buy” loyalty. Therefore, for individualists, interactional justice outweighs distributive justice for organizational loyalty. Based on Kyrgyz citizens’ justice, OCB, and individualism, our theory reveals novel insights regarding culture, money attitude, and intrinsic motivation and provides critical and practical implications to the field of business ethics. This paper examines philosophical debates about concepts of biodiversity, making the case for conceptual pluralism. Taking a pragmatist perspective, I argue that normative concepts of biodiversity and eco-centric concepts of biodiversity can serve different purposes. The former would help stress the values of local communities, which have often been neglected by both early scientific approaches to conservation, and by policy makers prioritizing the political or economic interests of specific groups. The latter would help build local research programs independent of pressures (...) from economic or political actors. I employ a case study on environmental research on walnut forests in Kyrgyzstan in support of my argument. Against tendencies to frame different understandings of biodiversity in terms of geographical areas, I propose an interpretation drawing on the philosophy of ecology. Adherence to environmental pragmatism enables a sufficiently complex picture of developing environmental research in the area, capturing issues about scientific framings and local understandings. Information security is a component of the state national security. In this regard, the urgent issue today is to ensure the security of state information resources, protection of vital interests of society in the information sphere. The aim of the study is to analyze the main measures CSTO member states to organize and conduct joint operations in the informational area. The activities of the CSTO is to conduct joint operations in cyberspace, aimed at identifying and blocking the sources of destructive (...) and manipulative information. For seven years this cooperation suspended the activities of a significant amount of resources. The authorities state that took part in them, have considerable experience of joint coordinated action in this area. As a result of the conducted research were selected three basic directions of joint activity of states-members of CSTO in informative space: counteraction terrorism, extremism, narcotrade; improvement of mechanism of defence of population from negative informatively psychological influence and creation of Centers of reacting on ciberincident. As an example of such activity is a general operation "PROXIES-SOUTH-2010", conducted during interethnic contradictions on the south of Kyrgyzstan in summer in 2010. It follows to mark the fact of bringing in of powerful scientific and analytical institutes of states-members of CSTO to work in the area of providing of informative safety and conduct informatively propagandist to activity. This special issue focuses on the developments in ethical standards in the post-communist countries of Central and Eastern Europe including the former Soviet Union. Over thirty years have elapsed since the demise of the Soviet Bloc and, despite some common institutional features, the societies have had very different experiences with uneven developments across the region since the collapse of communism. In this special issue, the authors explore business and management ethics situated within the context of the challenges that face these (...) still transforming post-communist societies. The papers cover a range of issues and countries including Albania, Belarus, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Kyrgyzstan, Latvia, Lithuania, North Macedonia, Poland, Romania, Russia, Slovakia, Slovenia. The paper conceptualizes five basic developmental paths the post-Soviet republics followed. The conceptual framework of this paper is expanded theory of real socialism in non-Marxian historical materialism, namely proposed the model of secession from socialist empire. The first developmental path was followed by societies in which an independent civil revolution took place. This path of development bifurcates into two furhter sub-variants. Namely civil revolutions in the Baltic republics (Latvia, Lithuania, Estonia) resulted in the independence and stable democracies. Civil revolution in (...) Caucasus republics (Armenia, Gergia) were partially succesfull because civil movement in these societies were unable to build stable democracies. Countries such as Azerbaijan, Belarus, Moldova and Ukraine followed next developmental path. Its characteristic feauture is active participation of republican communist nomenclatures in seceding from the Soviet Union and gaining state independence. In this variant of development, democratization - characteristic for the first period of independence was counterbalanced by the growing autocratization of political system. This path of development was divided into two developmental variants: in one group of countries (Ukraine) the growth of autocratization caused civil resistance (Ukraine), in the rest societies of this group (Azerbaijan, Belarus, Moldova) - not. Finally the countries of Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) followed the fith developmental path. In these societies, independence permitted to preserve dictatorship of local communist nomenclatures. (shrink)

Central Asian researchers are underrepresented in the global research production in social sciences, resulting in a limited Central Asian perspective on many social issues. To stimulate the production of local knowledge, it is important to develop strong research cultures, including knowledge of ethical practices in research with human participants. There is currently scarce evidence about research ethics regulations used by social science researchers working in the Central Asian region. This article reports findings from an online survey conducted in Kazakhstan, (...) class='Hi'>Kyrgyzstan, and Uzbekistan ( n = 296) from October 2021 to January 2022. Focusing on three Central Asian countries, this article addresses the following research questions: What are the attitudes and practices of social science researchers based in Central Asia toward research ethics regulations and research ethics committees (RECs)? Is research ethics training associated with improved attitudes and practices in relation to research ethics among social scientists based in Central Asia? Is research experience associated with improved attitudes and practices in relation to research ethics among social scientists based in Central Asia? Regression analyses results demonstrate that locally based social scientists with prior research ethics training implement ethical procedures in their empirical research practice more often compared to researchers without any prior research ethics training. The preliminary findings indicate that research ethics training is positively associated with Central Asia-based social science researchers’ engagement in ethical research, thus potentially increasing the amount and quality of empirical social science research produced in the region. The essay proceeds from the assumptions that for a economic/political integration group to succeed, first, its participants’ motives should ideally be as alike as possible and not oppose one another and, second, their expectations from integration should correspond to the organisation’s capabilities. In light of these assumptions, the study endeavours to assess the Eurasian Economic Union’s (EAEU) potential for stability and development. First, the author analyses the key motives that were driving its member states’ decisions to enter the organisation, compares (...) them with one another and discusses how the countries’ motives influence their conduct in the union. Second, the author confronts those motives against the EAEU’s activities and the general logic of interstate politics on the post-Soviet space to reckon up whether the bloc’s capabilities fit with the expectations of its member countries. Finally, based on that discussion, the author speculates on how the divergence/convergence of EAEU member states’ goals, as well as the (in-)feasibility of their expectations, affect the organisation’s development. Why has the Islamic economy, as a model of socioeconomic development, gained traction as a viable option? The existing literature suggests that the Islamic economy has been popularized by a combination of factors, including anticolonial movements, a global renewal of religiosity, and the activities of new social strata who merge piety with capitalist orientations. These approaches, however, tend to homogenize social actors, subsuming them under the overarching label of Islamism. In contrast, this article employs the lens of “intra-hegemonic struggles” to (...) identify three competing orientations of Islamism and their manifestation in the economy. Drawing on eighteen months of fieldwork in Kazakhstan and Kyrgyzstan, it argues that this contestation motivates diverse segments of the society to create and engage in the Islamic economy, rather than any single state-driven or identity-based movement. The article synthesizes three otherwise isolated bodies of work: the political sociology of articulation, new theories of Islamism, and the concept of imaginaries from economic sociology. (shrink)

Abstract:The article presents a phenomenological-hermeneutic account of everyday aesthetics based on the Playful Eye, an experiential method for encountering the "Other" through contemplative, somatic, and embodied practices informed by the concept of play. The experiences co-curated with participants—illustrated here by a Playful Eye event held in Osh, Kyrgyzstan—are grounded in an understanding of the relationship between the self and Other, cultivating a sense of inner truth that is unconcealed when the sensing agent experiences itself through being sensed. It is (...) contended that everyday aesthetics provides a muted, fleeting experience of the Other, the seamless and ceaseless succession of the parts that constitute the totality of engagement with the world. This transformative understanding as "extended self," also evident in many Indigenous traditions, can provide the common ground for dialogue, empathy, and compassion in contexts where conflicting values and beliefs might otherwise result in indifference or hostility. This paper examines post-communist managerial ethics during the emergence and transition of charismatic leadership in two privately owned media holdings in Russia and Kyrgyzstan. These media holdings were bootstrapped in the 1990s and 2000s by people without management experience and connections. This paper argues that Weberian charismatic leadership was a necessary leadership style to start a private business for people without links to elite networks. However, once firms establish themselves on the market, charisma fades and yields itself to a (...) legal-rational leadership style. In particular, the paper compares and contrasts the managerial ethics issues arising from the loyalty-based leader–follower relations in the charismatic leadership phase and the legal-rational phase of a firm’s development and maturation. While the legal-rational phase brings positive changes to workload management and employees’ rights for vacation and p/maternity leave, task delegation remains an unsolved issue. Ambiguous career advancement criteria of the legal-rational phase replace rapid career progression of junior and middle managers during the charismatic phase. By examining the dynamics of managerial ethics transformation, this study adds to the literature on post-communist leadership, management and governance. Recommendations are provided for privately owned firms on how to advance managerial ethics to attract and retain qualified talent. (shrink)

Twenty-five years ago, drawing on her fieldwork among the Zapotec, the legal anthropologist Laura Nader proposed the term harmony ideology to characterize postcolonial systems of justice. She found outward social harmony to be the result of coercion, as people were denied access to legal means and were forced either into alternative dispute resolution or into autocoercion, in which marginalized people presented unity to outsiders to avoid state interference. This proposition constitutes a relevant advance in relation to previous approaches to conflict (...) and harmony in the social sciences, but it falls short by failing to account for indigenous notions of and demands for harmony. Ethnographic data from rural Kyrgyzstan and the South Omo region of Ethiopia indicate that there are models of harmony active at various social levels and that harmony is a genuine concern of communities. Demands for harmony are performatively integrated into social practices. The authors argue that, rather than searching for a scale of sociality where harmony might be “organic,” it is necessary to critically assess proclamations of and demands for harmony as means of coercion even within small communities. A focus on social practice in such places reveals that the experience of community partly derives from acts of collectively condemning and sanctioning deviance. (shrink)

This article examines byline issues and journalism ethics in an Asian context, with particular focus on how journalists invent and subsequently publish articles under various non-existent authors. The study took place between April and August 2022 in Kazakhstan, Kyrgyzstan and Uzbekistan, where ethical misbehavior in journalism is normalized and academic institutions in the region fail to develop students’ ethical approach to journalism. It is well known that journalists write about politically sensitive issues under pseudonyms or other names in authoritarian (...) contexts, but this study adds to scholarship exploring why and under what circumstances journalists in an Asian context use non-existent authors even when writing on nonsensitive and trivial matters. The findings suggest that journalists choose to and/or are forced to publish articles using multiple pseudonyms by political, economic, and individual circumstances. The findings are discussed in relation to the theory of deontological ethics. (shrink)

Проаналізовано участь Киргизії в регіональних безпекових організаціях СНД (Співдружність Незалежних Держав), ОДКБ (Організація договору про колективну безпеку), ШОС (Шанхайська організація співпраці), її співробітництво з НАТО в рамках програми "Партнерство заради миру".
