*PSA 2016, symposium on “Data in Time: Epistemology of Historical Data” organized by Sabina Leonelli, 5 November 2016* *See published version: "Radiocarbon Dating in Archaeology: Triangulation and Traceability" in Data Journeys in the Sciences (2020) - link below* Archaeologists put a premium on pressing “legacy data” into service, given the notoriously selective and destructive nature of their practices of data capture. Legacy data consist of material and records that been assembled over decades, (...) sometimes centuries, often by means and for purposes long since discredited or superseded. The primary strategies by which archaeologists put the data to work for new purposes are, I argue, secondary retrieval, recontextualization, and experimental modelling. I focus here on a particularly telling and complex example of secondary retrieval: the extraction of new data from old by means of radiocarbon dating. This is by no means a straightforward process of retrieving physical samples from legacy data to which 14C techniques can be applied that can, on their own, decisively settle chronological questions. When Libby’s post-war radiocarbon revolution got under way, it was expected to establish an absolute chronology that would render obsolete the local and relative chronologies on which archaeologists had long relied. Transformative though it has been, bringing these tools of physical dating to bear on archaeological problems has been a long, tortuous process, now described as proceeding through two subsequent radiocarbon revolutions. The second was an extended process of calibration by which 14C chronologies were corrected and refined, often against the very lines of evidence they were meant to displace. The most recent, a “pragmatic Bayesian” approach to archaeological dating, is motivated by concern that, no matter how much it is refined, radiocarbon dating cannot on its own resolve the chronological problems that archaeologists address; the challenge, its advocates argue, is to ‘fully integrate archaeological information with 14C dating in order to address archaeologically relevant timescales and episodes’. This is a genre of “robustness” reasoning that illustrates its epistemic risks as well as its appeal. As recent philosophical debate makes clear, it depends on appeals to the convergence of independent lines of evidence that may have more rhetorical than epistemic force and that may be spurious. Drawing on this philosophical literature I identify a set of conditions that must be met if these risks are to be avoided, all of which are an explicit focus of debate in cases of contestation about and reconciliation of chronologies based on legacy data. Debate about the epistemic prowess of historical science has focused on local underdetermination problems generated by a lack of historical data; the prevalence of information loss over geological time, and the capacities of scientists to mitigate it. Drawing on Leonelli’s recent distinction between ‘phenomena-time’ and ‘data-time’ I argue that factors like data generation, curation and management significantly complexifies and undermines this: underdetermination is a bad way of framing the challenges historical scientists face. In doing so, I identify (...) circumstances of epistemic scarcity where underdetermination problems are particularly salient, and discuss cases where legacy data—data generated using differing technologies and systems of practice—are drawn upon to overcome underdetermination. This suggests that one source of overcoming underdetermination is our knowledge of science’s past. Further, data-time makes agnostic positions about the epistemic fortunes of scientists working under epistemic scarcity more plausible. But agnosticism seems to leave philosophers without much normative grip. So, I sketch an alternative approach: focusing on the strategies scientists adopt to maximize their epistemic power in light of the resources available to them. (shrink)

We critically engage two traditional views of scientific data and outline a novel philosophical view that we call the pragmatic-representational view of data. On the PR view, data are representations that are the product of a process of inquiry, and they should be evaluated in terms of their adequacy or fitness for particular purposes. Some important implications of the PR view for data assessment, related to misrepresentation, context-sensitivity, and complementary use, are highlighted. The PR view provides (...) insight into the common but little-discussed practices of iteratively reusing and repurposing data, which result in many datasets’ having a phylogeny—an origin and complex evolutionary history—that is relevant to their evaluation and future use. We relate these insights to the open-data and data-rescue movements, and highlight several future avenues of research that build on the PR view of data. (shrink)

The AI and Society discourse has previously drawn attention to the ways that digital systems embody the values of the technology development community from which they emerge through the development and deployment process. Research shows how this effect leads to a particular treatment of gender in computer systems development, a treatment which lags far behind the rich understanding of gender that social studies scholarship reveals and people across society experience. Many people do not relate to the narrow binary gender options (...) of male or female, and many people express their gender identity in much richer ways than the sex/gender binary female/woman and male/man Boolean terms will allow. We ask: are “born-digital” gendered datasets in digital systems experienced as marginalising by those who express their identity beyond the male/female binary? Case Study: Ireland. To answer this universal question, this paper presents the findings of an empirical case study of people in Ireland with diverse gender identities and expressions, and their experiences with public data systems and new technologies. In spite of great social changes in Ireland which have led to constitutional change in favour of LGBTQI + people, born-digital systems were experienced by respondents as embodying socio-cultural values which were no longer accepted in society at large. For many of the respondents, digital technologies routinely marginalise them in all kinds of ways. These systems keep alive violence and oppression long after civil rights have been enshrined in constitutional law. This study is just one example of the way assumptions about digital are disengaged from society-at-large. It is a call to arms to all who are passionate about socially-responsible technology. H. Arendt developed largely her hermeneutical interpretation of understanding in line with the rethinking of I. Kant’s philosophical heritage. Although she was able to offer a rather original interpretation of the theoretical views of the great German philosopher, her hermeneutic strategy was also influenced by the approaches to their understanding that were proposed by her teachers M. Heidegger and K. Jaspers. Arendt’s hermeneutical teaching proceeds from the need to realize the close unity of practical action and spiritual activity of the (...) human subject - Vita Activa and Vita Contemplativa. Accepting the initial position of Heidegger’s metaphysics of finiteness about the “abandonment” of man in the flow of time, Arendt simultaneously follows Jaspers’ call for the need for an existential-hermeneutic interpretation of practical action and the abilities of the spirit by their understanding on the basis of Kant’s legacy. Singling out thinking, will and judgement among the main vectors of self-realization of the spirit, she demonstrates their close relationship with the main types of practical human activity - work, work and action. Analyzing the abilities of the spirit, Arendt emphasizes the major role of thinking, which brings together the processes of knowledge acquisition and meaning creation. It highlights the primacy of the meaning-producing function of the reason in relation to the ability of the intellect to generate true knowledge on the basis of generalization of the data of contemplation. Describing thinking after Kant as a “thing in itself”, Arendt speaks of its involvement in eternity and time in the moment of the present, the ability to generalize the past and design the future. Thinking forms the core of practical reason, which Kant identified with the will, and opens a new horizon of meaning generation in its aspiration to the future. The ability to judge also turns out to be a product of thinking, referring to the past while relying on common sense and imagination. Arendt rightly argues that the “paralysis” of the faculty of judgement, indicating the significance of Kant’s categorical imperative, threatens not only to produce a distorted vision of history, but also the triumph of the “banality of evil” in the sphere of politics. Robert John Ackermann deals decisively with the problem of relativism that has plagued post-empiricist philosophy of science. Recognizing that theory and data are mediated by data domains (bordered data sets produced by scientific instruments), he argues that the use of instruments breaks the dependency of observation on theory and thus creates a reasoned basis for scientific objectivity. Originally published in 1985. The Princeton Legacy Library uses the latest print-on-demand technology to again make available previously out-of-print books (...) from the distinguished backlist of Princeton University Press. These editions preserve the original texts of these important books while presenting them in durable paperback and hardcover editions. In six experiments, we investigated the role of resource valence in intergenerational attitudes and allocations. We found that, compared to benefits, allocating burdens intergenerationally increased concern with one’s legacy, heightened ethical concerns, intensified moral emotions (e.g., guilt, shame), and led to feelings of greater responsibility for and affinity with future generations. We argue that, because of greater concern with legacies and the associated moral implications of one’s decisions, allocating burdens leads to greater intergenerational generosity as compared to benefits. Our (...) data provide support for this effect across a range of contexts. Our results also indicate that the differential effect of benefits versus burdens in intergenerational contexts depends on the presence of two important structural characteristics that help enact concerns about legacies, including (1) future impact of decisions, and (2) a self-other tradeoff. Overall, our findings highlight how considering resource valence brings to the fore a number of key psychological characteristics of intergenerational decisions—especially as they relate to legacies and ethics. This study explores the integration of data journalism within three European legacy news organisations through the lens of organisational structure and professional culture. Interviews with data journalists and editors suggest that professional routines resonate with established data journalism epistemologies, values, and norms that appear to be constitutional for an inter-organisational data journalism subculture. At the same time, organisational structure either integrates the journalistic subculture by increasing levels of complexity, formalisation, and centralisation or rejects it by (...) not accommodating it structurally or culturally. The three data teams work along epistemologies of computer-assisted reporting, investigative journalism, and data journalism but differentiate themselves through nuanced understandings of data journalism practice, driven by individual journalists. After a structureless episode, one team sets itself apart as it diverges from data-driven routines and orients itself towards technological and interdisciplinary interactive journalism. The findings show an interdependence of individual efforts, varying conceptualisations of data journalism practice, and interplay between organisational structure and professional culture. (shrink)

Given that the Obama administration still relies on many strategies we would think of as sitting on the side of secrecy, it seems that the only lasting transparency legacy of the Obama administration will be data-driven or e-transparency as exemplified by the web interface ‘data.gov’. As the data-driven transparency model is exported and assumes an ascendant position around the globe, it is imperative that we ask what kind of publics, subjects, and indeed, politics it will produce. (...) Open government data is not just a matter concerning accountability but is seen as a necessary component of the new ‘data economy’. To participate and benefit from this info-capitalist-democracy, the data subject is called upon to be both auditor and entrepreneur. This article explores the implications of responsibilization, outsourcing, and commodification on the contract of representational democracy and asks if there are other forms of transparency that might better resist neoliberal formations and re-politicize the public sphere. The Tuskegee Syphilis Study is often cited as a major reason for low research participation rates among racial/ethnic minorities. We use data from a random-digit-dial telephone survey of 510 African Americans and 253 Latinos drawn from low income Los Angeles neighborhoods to investigate associations between knowledge of the study and endorsement of HIV/aids conspiracy theories. Results indicate African Americans were significantly more likely than Latinos to endorse HIV/aids conspiracy theories and were more aware of the study. Nevertheless, few Americans (...) and Latinos had ever heard of Syphilis Study suggesting that awareness is not a major factor in low participation rates. (shrink)

Raymaker offers an interdisciplinary approach to Bernard Lonergan’s work. He presents a series of five “feedback matrices” to situate his work within a historical context. One can best empower Lonergan’s legacy through a correct understanding and implementation of how the data of human consciousness affects all human knowledge and activities.

Background Bioethical debates about privacy, big data, and public health surveillance have not sufficiently engaged the perspectives of those being surveilled. The data justice framework suggests that big data applications have the potential to create disproportionate harm for socially marginalized groups. Using examples from our research on HIV surveillance for individuals incarcerated in jails, we analyze ethical issues in deploying big data in public health surveillance. -/- Methods We conducted qualitative, semi-structured interviews with 24 people living (...) with HIV who had been previously incarcerated in county jails about their perspectives on and experiences with HIV surveillance, as part of a larger study to characterize ethical considerations in leveraging big data techniques to enhance continuity of care for incarcerated people living with HIV. -/- Results Most participants expressed support for the state health department tracking HIV testing results and viral load data. Several viewed HIV surveillance as a violation of privacy, and several had actively avoided contact from state public health outreach workers. Participants were most likely to express reservations about surveillance when they viewed the state’s motives as self-interested. Perspectives highlight the mistrust that structurally vulnerable people may have in the state’s capacity to act as an agent of welfare. Findings suggest that adopting a nuanced, context-sensitive view on surveillance is essential. -/- Conclusions Establishing trustworthiness through interpersonal interactions with public health personnel is important to reversing historical legacies of harm to racial minorities and structurally vulnerable groups. Empowering stakeholders to participate in the design and implementation of data infrastructure and governance is critical for advancing a data justice agenda, and can offset privacy concerns. The next steps in advancing the data justice framework in public health surveillance will be to innovate ways to represent the voices of structurally vulnerable groups in the design and governance of big data initiatives. Archaeological data are shadowy in a number of senses. Not only are they notoriously fragmentary but the conceptual and technical scaffolding on which archaeologists rely to constitute these data as evidence can be as constraining as it is enabling. A recurrent theme in internal archaeological debate is that reliance on sedimented layers of interpretative scaffolding carries the risk that “preunderstandings” configure what archaeologists recognize and record as primary data, and how they interpret it as evidence. The selective (...) and destructive nature of data capture in archeology further suggests that there may be little scope for putting “legacy” data to work in new ways. And yet archaeologists have been strikingly successful in mining old datasets for new insights. I situate these concerns in the broader context of debate about the epistemic standing of the historical sciences, and then consider three strategies by which archaeologists address the challenges posed by legacy data. The first two – secondary retrieval and recontextualization – are a matter of reconfiguring the scaffolding that underpins evidential reasoning. The third turns on redeploying old data in the context of computational models that support the experimental simulation of the cultural systems and contexts under study. (shrink)

In the paper I consider how empirical material, from either history or sociology, features in Kuhn’s account of science in The Structure of Scientific Revolutions and argue that the study of scientific practice did not offer him data to be used as evidence for defending hypotheses but rather cultivated a sensitivity for detail and difference which helped him undermine an idealized conception of science. Recent attempts in the science studies literature, appealing to Wittgenstein’s philosophy, have aimed at reducing philosophy (...) to multifaceted empirical research in relation to science. I discuss how this turn which is at odds with Wittgenstein’s philosophy, cannot be a continuation of Kuhn’s project which bears similarities to Wittgenstein’s. (shrink)

This work offers an interdisciplinary approach to Lonergan'swork. It strives to establish foundations for an interdisciplinary ethics and a method for interreligious dialogue. It examines many historical precedents as to how the data of human consciousness affect all human knowledge and activities.

Previous research has found that news coverage on immigration is often biased in negative ways and that it inspires the formation of negative attitudes towards immigrants. However, academic research about this link between news consumption and attitudes towards immigrants among adolescents remains limited. The current study aims to test this association from a media-exposure and intergroup-contact perspective using survey data from 875 adolescents in Flanders, Belgium. The findings show that only television news consumption, thus no other types of news (...) consumption, was associated with adolescents’ attitudes towards immigrants. Intergroup contact within the friend group, outside the school context, was linked to more positive attitudes. This study nuances earlier findings that news consumption predicts attitudes towards immigrants. Implications for future research are discussed. (shrink)

This study is a continuation of the authors’ previous work entitled “Helmholtz and the geometry of color space: gestation and development of Helmholtz’s line element” (Peruzzi and Roberti in Arch Hist Exact Sci. https://doi.org/10.1007/s00407-023-00304-2, 2023), which provides an account of the first metrically significant model of color space proposed by the German polymath Hermann von Helmholtz in 1891–1892. Helmholtz’s Riemannian line element for three-dimensional color space laid the foundation for all subsequent studies in the field of color metrics, although it (...) was largely forgotten for almost three decades from the time of its first publication. The rediscovery of Helmholtz’s masterful work was due to one of the founders of quantum mechanics, Erwin Schrödinger. He established his color metric in three extended papers submitted in 1920 to the Annalen der Physik. Two memoirs were devoted to the so-called lower color metric, which laid the basis for the development of his higher color metric, exposed in the last paper. Schrödinger’s approach to the geometry of color space has been taken as a starting point for future elaborations of color metrics and allows a close examination of the current assumptions about the analysis of color-matching data. This paper presents an overall picture of Schrödinger’s works on color. His color theory developed a tradition first inaugurated by Newton and Young, and which acquired strong scientific ground with Grassmann’s, Maxwell’s, and Helmholtz’s contributions in the 1850s. Special focus will be given to Schrödinger’s account of color metric, which responded directly to Helmholtz’s hypothesis of a Riemannian line element for color space. (shrink)

Our ability to generate genomic data is currently well ahead of our ability to understand what they mean, raising challenges about how best to engage with them. This article considers ethical aspects of work with such data, focussing on research contexts that are intertwined with clinical care. We discuss the identifying nature of genomic data, the medical information intrinsic within them, and their linking of people within a biological family. We go on to consider what this means (...) for consent, the importance of thoughtful sharing of genomic data, the challenge of constructing meaningful findings, and the legacy of unequal representation in genomic datasets. We argue that the ongoing success of genomic data research relies on public trust in the enterprise: to justify this trust, we need to ensure robust stewarding, and wide engagement about the ethical issues inherent in such practices. Proponents of precision medicine envision that digital phenotyping can enable more individualized strategies to manage current and future health conditions. We problematize the interpretation of digital phenotypes as straightforward representations of individuals through examples of what we call data inheritance. Rather than being a digital copy of a presumed original, digital phenotypes are shaped by larger data collectives that precede and continuously change how the individual is represented. We contend that looking beyond the individual is crucial for understanding (...) the factors that can ‘bend’ digital mirrors in specific directions. Since algorithms used for digital profiling are based on historical data, their predictions often inherit and increase the values and perspectives of past data practices. Moreover, the data legacies we leave behind today may return as so-called ‘data phantoms’ that conflict with the interests of the individual and contest who and what the ‘original’ is. (shrink)

This paper empirically re(dis)covers a moment of conjuncture within Leicester when an opportunity opened up through multicultural/anti-racist education for schools and colleges to develop their ‘multicultural capital’. It does this through the thematic analysis of the key proximate document Report of the Working Party on Multicultural Education as well as drawing on interview data provided by two important agents who helped to implement Leicester’s/Leicestershire’s moment of multicultural education. This moment generated a symbolic, ideational, and conceptual shift within Leicester’s education (...) provision toward a more culturally inclusive position that began to recognise the cultural capital of non-white students. However, this moment was to be lost in the ‘neoliberal epoch’. It is argued in this paper that neoliberal education policy/practice has become an enabling mechanism for renascent colonial ideology. By re(dis)covering this vision for the official recognition of non-white cultural capital, this paper demonstrates the possibilities for alternative directions within Leicester’s schools and colleges that can challenge neoliberal and colonial conceptions of education. It suggests that there are still spaces and structures that can be re(dis)covered in order for this vision to be enabled. (shrink)

The _Epic of Gilgamesh_, a 3600-year 12-tablet collection, was looted from an Iraqi museum during the 1991 Gulf War, and fraudulently imported into the United States. In September, 2021, UNESCO facilitated its repatriation to Iraq, which is seen as an occasion to consolidate Iraq’s efforts to rebuild its legacy, since the _Epic of Gilgamesh_ is of immense cultural, historical and religious value for Iraq The current study examines the _Epic of Gilgamesh_ in the light of the ancient Sumerian and (...) Akkadian traditions. This collection of tablets carries a great legacy of the contemporary Babylonian and Mesopotamian beliefs and socio-religious values, also evident in the use of cuneiform and clay tablets, being ancient forms of writings. The study made use of content analysis and historical and analytical approaches to retrieve data through a documentation research design. The study found that the _Epic of Gilgamesh_ is not only a work of religious literature, but a treatise on civilization. On one hand it narrates the stories engrained in the Mesopotamian mythology, such as those of Ninsun, Shamash and Utnapishtim; on the other hand, owing to its content, literary style and tone, characterization and symbolism, this study would be a great contribution to relive the story of Gilgamesh from current literary, and socio-religious perspective and provide a comprehensive account of the legacy and inheritance that it brings in for the modern generation. The Bermuda Principles for DNA sequence data sharing are an enduring legacy of the Human Genome Project. They were adopted by the HGP at a strategy meeting in Bermuda in February of 1996 and implemented in formal policies by early 1998, mandating daily release of HGP-funded DNA sequences into the public domain. The idea of daily sharing, we argue, emanated directly from strategies for large, goal-directed molecular biology projects first tested within the “community” of C. elegans researchers, and (...) were introduced and defended for the HGP by the nematode biologists John Sulston and Robert Waterston. In the C. elegans community, and subsequently in the HGP, daily sharing served the pragmatic goals of quality control and project coordination. Yet in the HGP human genome, we also argue, the Bermuda Principles addressed concerns about gene patents impeding scientific advancement, and were aspirational and flexible in implementation and justification. They endured as an archetype for how rapid data sharing could be realized and rationalized, and permitted adaptation to the needs of various scientific communities. Yet in addition to the support of Sulston and Waterston, their adoption also depended on the clout of administrators at the US National Institutes of Health and the UK nonprofit charity the Wellcome Trust, which together funded 90% of the HGP human sequencing effort. The other nations wishing to remain in the HGP consortium had to accommodate to the Bermuda Principles, requiring exceptions from incompatible existing or pending data access policies for publicly funded research in Germany, Japan, and France. We begin this story in 1963, with the biologist Sydney Brenner’s proposal for a nematode research program at the Laboratory of Molecular Biology at the University of Cambridge. We continue through 2003, with the completion of the HGP human reference genome, and conclude with observations about policy and the historiography of molecular biology. (shrink)

The metaphor of a border has also been employed to demonstrate this transformation, which may be liberating, oppressive, or some complex combination thereof (Weir 2006; Martinez 2004). (...) What happens, in psychic and sociopolitical terms, in the journey across this border? Can a woman, as an independent, autonomous being, preserve her identity, her selfhood as a mother? Is the transition to motherhood an expression of culture or nature? The answers to these questions are infinitely complex, yet are at the core of philosophical, political, and personal explorations of the maternal. Central to these explorations are academic critiques and personal responses to the biomedical mediation of the transition to motherhood. For some women, medical intervention in pregnancy and childbirth is inherently oppressive, whereas for other women such intervention is a marker of privilege. In a groundbreaking volume published in 1998, Margaret Lock and Patricia Kaufert argue that women respond to different biomedical interventions in pragmatic ways, which reflect their lived experiences. They claim that “it is more appropriate to understand women’s responses in medical settings as reflecting their daily experiences as part of a domestic group, a community, or a society” (19). [End Page 65]I would like to advance this analysis by suggesting that women respond to biomedical intervention in pregnancy and childbirth in ways that reflect not simply their practical needs and realities, but important details about inequality and identity. Women’s relative degrees of power and agency in society are expressed through their preferences for care during pregnancy and childbirth. In addition, and in connection with the (structural) dynamics of inequality, these preferences reflect the complexities of shifting, negotiated, maternal identities. In order to consider the ways in which women negotiate maternal identity through their preferences concerning care during pregnancy and childbirth, I will examine the contributions of Adrienne Rich, which effectively serve as the foundation for this and countless other areas of women’s and gender studies. In Of Woman Born, Rich dedicates two full chapters to childbirth, and explains in these chapters that the institution of childbirth has come to dominate and eclipse women’s experiences. Moreover, the patriarchal circumscription of childbirth is reinforced by the isolation of childbirth (and motherhood) from other life events. Rich demonstrates these problems through the metaphor of “giving birth to oneself ” (29), which has (at least) two distinct meanings: self actualization and self replacement.My investigation into these meanings will include an examination of Rich’s philosophical treatment of pregnancy and childbirth and an assessment of the sociopolitical implications of both conceptions of “giving birth to oneself.” I will then subject these conceptions to empirical testing, as Rich insists. Such empirical testing is crucial because the social and political dimensions of the institutions of childbirth and motherhood are complex and differ from one context to the next. Rich explains that[t]o hold power over others means that the powerful is permitted a kind of short-cut through the complexity of human personality. He does not have to enter intuitively into the souls of the powerless, or to hear what they are saying in their many languages, including the language of silence. Colonialism exists by virtue of this short-cut—how else could so few live among so many and understand so little?(65)This essay will avoid a similar shortcut often taken by theorists, which builds philosophical arguments without empirical support. Containing the spread of pandemic transmission tends to go hand in hand with a surveillance regime that tracks movement, transmission and those who contract the virus or disease. An enduring legacy of the COVID-19 crisis will be the incremental development of surveillance technologies, ostensibly purposed to identify the threat and spread of a pandemic, giving birth to what amounts to the pandemic surveillance state. Whether this is seen as an undesirable outcome depends very much on the field of expertise (...) and the relevant slant. Health professionals and epidemiologists favor more surveillance; privacy and data security advocates fear a further denuding of protections. This paper examines the dangers of such technologies and efforts to seek a middle ground on app technologies designed to protect privacy. Such designs may, in time, seem more hopeful than actual. The automatic integration of rapidly expanding information resources in the life sciences is one of the most challenging goals facing biomedical research today. Controlled vocabularies, terminologies, and coding systems play an important role in realizing this goal, by making it possible to draw together information from heterogeneous sources – for example pertaining to genes and proteins, drugs and diseases – secure in the knowledge that the same terms will also represent the same entities on all occasions of use. In the (...) naming of genes, proteins, and other molecular structures, considerable efforts are under way to reduce the effects of the different naming conventions which have been spawned by different groups of researchers. Electronic patient records, too, increasingly involve the use of standardized terminologies, and tremendous efforts are currently being devoted to the creation of terminology resources that can meet the needs of a future era of personalized medicine, in which genomic and clinical data can be aligned in such a way that the corresponding information systems become interoperable. In this paper, we document the counter-data action and data activism of a grassroots affordable housing advocacy group in Atlanta. Our observation and insight into these data activities and strategies are achieved through ethnographic and engaged research and participatory design. We find that counter-data action through community-collected data is rooted in a legacy of Atlanta’s black activism and black scholarship; that this data activism enabled resource mobilization and critical conscious making; and that design (...) and media production are essential post counter-data action activities in data activism. Based on these findings, we urge the field of open government data to broaden their concept of social impact of data to include the use data to mobilize resources within oppressed communities not to influence policy and government but to build capacities within community in order to transform, not join, political structures. We also advocate that scholars within the fields of open government data, critical data studies, and data activism recognize the legacy and historic practice of data activism by black communities working towards social change. Frequent public uproar over forms of data science that rely on information about people demonstrates the challenges of defining and demonstrating trustworthy digital data research practices. This paper reviews problems of trustworthiness in what we term pervasive data research: scholarship that relies on the rich information generated about people through digital interaction. We highlight the entwined problems of participant unawareness of such research and the relationship of pervasive data research to corporate datafication and surveillance. We suggest (...) a way forward by drawing from the history of a different methodological approach in which researchers have struggled with trustworthy practice: ethnography. To grapple with the colonial legacy of their methods, ethnographers have developed analytic lenses and researcher practices that foreground relations of awareness and power. These lenses are inspiring but also challenging for pervasive data research, given the flattening of contexts inherent in digital data collection. We propose ways that pervasive data researchers can incorporate reflection on awareness and power within their research to support the development of trustworthy data science. (shrink)

The growth of European colonial empires occurred during a period of intense international conflict. This article examines how the international position of colonial states altered the distribution of wealth within indigenous societies. Colonial administrators favored precolonial elites only if they were militarily and financially secure, a pattern that stems from balancing the advantages of working with these groups against their higher probability of revolt. This theory is tested using data on the wealth of Indian caste groups. In areas annexed (...) at times of European war, precolonial elites are poorer than other groups, whereas they remain richer in areas annexed at other times and in indirectly ruled areas. These results appear not to stem from preexisting differences between regions. The results highlight the variable impact of colonialism within societies, and the importance of the international system in shaping colonial and postcolonial outcomes. (shrink)

Background Biomedicine, i.e. the application of basic sciences to medicine, has become the cornerstone for the study of etiopathogenesis and treatment of diseases. Biomedicine has enormously contributed to the progress of medicine and healthcare and has become the preferred approach to medical problems in the West. The developments in statistical inference and machine learning techniques have provided the foundation for personalised medicine where clinical management can be fully informed by biomedicine. The deployment of precision medicine may impact the autonomy and (...) self-normativity of the patients. Understanding the relationship between biomedicine and medical practice can help navigate the benefits and challenges offered by precision medicine. Methods Conventional content analysis was applied to “Le Normal and le Pathologique” (Canguilhem G. The Normal and the Pathological. Princeton: Princeton University Press; 1991) and further investigated with respect to its relationship with techne and precision medicine using PubMed and Google Scholar and the Standford Encyclopedia of Philosophy to search for the following keywords singularly or in combination: “Canguilhem”, “techne”, “episteme”, “precision medicine”, “machine learning AND medicine”. Results The Hippocratic concept of techne accounts for many characteristics of medical knowledge and practice. The advances of biomedicine, experimental medicine and, more recently, machine learning offer, in contrast, the model of a medicine based purely on episteme. I argue that Canguilhem medical epistemology establishes a framework where episteme and data-driven medicine is compatible with the promotion of patient’s autonomy and self-normativity. Conclusions Canguilhem’s medical epistemology orders the relationship of applied medicine with experimental sciences, ethics and social sciences. It provides guidance to define the scope of medicine and the boundaries of medicalization of healthy life. Finally, it sets an agenda for a safe implementation of machine learning in medicine. TheCatalogue of Scientific Papers, published by the Royal Society of London beginning in 1867, projected back to the beginning of the nineteenth century a novel vision of the history of science in which knowledge was built up out of discrete papers each connected to an author. Its construction was an act of canon formation that helped naturalize the idea that scientific publishing consisted of special kinds of texts and authors that were set apart from the wider landscape of publishing. By (...) recovering the decisions and struggles through which theCataloguewas assembled, this essay aims to contribute to current efforts to denaturalize the scientific paper as the dominant genre of scientific life. By privileging a specific representation of the course of a scientific life as a list of papers, theCataloguehelped shape underlying assumptions about the most valuable fruits of a scientific career. Its enumerated lists of authors’ periodical publications were quickly put to use as a means of measuring scientific productivity and reputation, as well as by writers of biography and history. Although it was first conceived as a search technology, this essay locates theCatalogue’s most consequential legacy in its uses as a technology of valuation. (shrink)

In this review we highlight the importance of defining the untranslated parts of transcripts, and present a number of computational approaches for the discovery and quantification of alternative transcription start and poly-adenylation events in high-throughput transcriptomic data. The fate of eukaryotic transcripts is closely linked to their untranslated regions, which are determined by the position at which transcription starts and ends at a genomic locus. Although the extent of alternative transcription starts and alternative poly-adenylation sites has been revealed by (...) sequencing methods focused on the ends of transcripts, the application of these methods is not yet widely adopted by the community. We suggest that computational methods applied to standard high-throughput technologies are a useful, albeit less accurate, alternative to the expertise-demanding 5′ and 3′ sequencing and they are the only option for analysing legacy transcriptomic data. We review these methods here, focusing on technical challenges and arguing for the need to include better normalization of the data and more appropriate statistical models of the expected variation in the signal. We highlight the importance of defining the untranslated parts of transcripts, and present a number of computational approaches for the discovery and quantification of alternative transcription start site and alternative poly-adenylation events from standard high-throughput transcriptomic data. In July 2020, the H3Africa Ethics and Community Engagement (E&CE) Working Group organised a webinar with ethics committee members and biomedical researchers from various African institutions throughout the Continent to discuss the issue of whether and how biological samples for scientific research may be accessed by commercial entities when broad consents obtained for the samples are silent. 128 people including Research Ethics Committee members (10), H3Africa researchers (46) including members of the E&CE working group, biomedical researchers not associated with H3Africa (...) (27), representatives from the National Institutes of Health (16) and 10 other participants attended the webinar and shared their views. Several major themes emerged during the webinar, with the topics of broad versus explicit informed consent, defining commercial use, legacy samples and benefit sharing prevailing in the discussion. This report describes the consensus concerns and recommendations raised during the meeting and will be informative for future research on ethical considerations for genomic research in the African research context. In 2012, the Geological Time Scale, which sets the temporal framework for studying the timing and tempo of all major geological, biological, and climatic events in Earth’s history, had one-quarter of its boundaries moved in a widespread revision of radiometric dates. The philosophy of metrology helps us understand this episode, and it, in turn, elucidates the notions of calibration, coherence, and consilience. I argue that coherence testing is a distinct activity preceding calibration and consilience, and I highlight the value of (...) discordant evidence and trade-offs scientists face in calibration.
