Gene therapy approaches have great promise in the treatment of neurodegenerative disorders and malignant brain tumors. Neuwelt et al. review available viral-mediated gene therapy methods and their blood-brain-barrier (BBB) disruption delivery technique, briefly mentioning nonviral mediated gene therapy methods. This commentary discussed the BBB disruption delivery technique, viral and nonviral mediated gene therapy approaches to Parkinson's disease, and the potential use of antisense oligo to suppress malignant brain tumors.

The role of the Home Office in the Peterloo Massacre remains contentious. This article assesses the available evidence from the Home Office and the private correspondence of Home Secretary Viscount Sidmouth to contest E. P. Thompson’s claim that the Home Office ‘assented’ to the arrest of Henry Hunt at St Peter’s Fields. Peterloo is placed within the context of government’s response to political radicalism to show how the Tory ministry had no clear counter-radical strategy in the months leading up to (...) the August event. The article further argues that although the Home Office may not have assented to forceful intervention on the day, the event and its aftermath were needed to justify the Six Acts which would ultimately cripple the reform movement. Peter Abelard (1079–1142 ce) was the most wide‐ranging philosopher of the twelfth century. He quickly established himself as a leading teacher of logic in and near Paris shortly after 1100. After his affair with Heloise, and his subsequent castration, Abelard became a monk, but he returned to teaching in the Paris schools until 1140, when his work was condemned by a Church Council at Sens. His logical writings were based around discussion of the “Old Logic”: Porphyry's Isagoge, aristotle'S Categories and (...) On Interpretation and boethius'S textbook on topical inference. They comprise a freestanding Dialectica (“Logic”; probably c.1116), a set of commentaries (known as the Logica [Ingredientibus], c. 1119) and a later (c. 1125) commentary on the Isagoge (Logica Nostrorum Petititoni Sociorum or Glossulae). In a work Abelard called his Theologia, issued in three main versions (between 1120 and c.1134), he attempted a logical analysis of trinitarian relations and explored the philosophical problems surrounding God's claims to omnipotence and omniscience. The Collationes (“Debates,” also known as “Dialogue between a Christian, a Philosopher and a Jew”; probably c.1130) present a rational investigation into the nature of the highest good, in which the Christian and the Philosopher (who seems to be modeled on a philosopher of pagan antiquity) are remarkably in agreement. KyawI used to work as a medical doctor in a less developed state than many big cities in Burma1 that experienced prolonged civil wars and current similar atrocities decades before the urban areas of the country experienced them. Before everything started, I was responsible for the medical management of the most vulnerable communities and had been struggling (...) with pandemic-related medical activities. Those were the happiest years of my life. I was with one of the best international organizations, where every effort I made was directly delivered to the patients with no unnecessary paperwork. The system was efficient, my colleagues were supportive, and I had a good work-life balance. I supported my family and whoever needed temporary financial support, played music weekly, met good friends who I hung out with every weekend, and [End Page 164] found hobbies like gardening and crocheting. I was content and happy. I even postponed my plans to get registered as a doctor in the Western world.Before moving to this beautiful ethnic state in 2019, I previously worked as a government medical doctor in Yangon, the capital. As much as I loved working in those civilian hospitals, I could not support myself with a monthly pay of $100-$150 USD. It was a hard decision to leave the service because it meant I could not pursue the medical specialty that I had always longed for and had to leave like-minded supportive colleagues. In Myanmar, unless you are a civil servant, you cannot pursue further clinical specialties. However, after leaving the government’s service to work in humanitarian medical assistance in hard-to-reach areas of Burma, I learned that life is still beautiful outside my comfort zone, until February 2021 when the coup began. Democratically elected members of the country’s ruling party were overthrown by the military, which then bestowed power in a military junta.I expected the election prior to the coup in November 2020 to be an uphill battle for Burma, but nothing more. I was still in denial when I first heard the news from one of the town’s NGO staff. The person had to travel on a motorbike to inform everyone that the junta had staged the coup. No telephone or internet was working at that time. My colleagues and I cried in our office, saying, “We are so young, and the future is still ahead. I don’t think this is going to last long. Maybe it will be over in a few days or, at most, a few weeks.” Once the peaceful protests started nationwide, my friends and I provided medical cover for the protesters, initially for minor medical problems such as low sugar, low blood pressure, injuries from accidental minor slips and falls, etc. Never in my life had I imagined that I would be taking care of bullet wounds and people injured by live rounds. While learning about gunshot wounds in forensic medicine, I thought, “Oh, this is not going to be very useful because Burma is not America, and I am not going there.” Then suddenly, it became too real and more useful than I would’ve liked it to be.I always think back to one especially bloody day when many people in the town were shot with live rounds. We assisted many patients. Usually, we would go around with the protest groups until they were over in the late afternoon. The protesters were always peaceful. There were no riots, no harmful acts, or vandalism. Only when the protesters were cruelly dispersed with tear gas, high-pressure pumps, rubber bullets, and live rounds (to the head) did they decide to defend themselves while still making their voices heard. The only defenses people had to counteract the live rounds were things like metal covers, firecrackers, and slingshots.One afternoon in March 2021, my team and I took an early break for lunch—unaware that some people would lose their lives that afternoon. Kerridge et al recently published a paper in the journal about organ transplantation and the diagnosis of death.1 Although I appreciate the authors’ efforts to present their arguments about such a controversial issue, I found some inconsistencies in this article that I would like to discussWhen Kerridge and his collaborators discussed the origins of the concept of brain death, they emphasised that after the report of the medical consultants on the diagnosis of death to the US President’s Commission was published (...) in 1981,2 clinicians equated the concept of BD with brainstem death. In fact, the brainstem criterion was first proposed by Mohandas and Chou in Minnesota, in 1971.3 The Minnesota criteria inspired the UK code, which was mainly adopted in UK commonwealth countries.4 This view was afterwards powerfully defended by Christopher Pallis.5 After the US President’s Commission report,2 a lot of countries, and most US states, accepted the whole brain, and not the brainstem, criterion.6Regarding the “dead donor rule”, with the advent of transplant surgery, interest in definitions and diagnosis of death based on brain formulations really acquired a new urgency. None the less, it is important to point out that the concept of BD as death of the individual, did not appear to benefit organ transplantation, but was a consequence of the development of intensive care. As Pallis emphasised, if organ transplant techniques had never been developed, intensive care procedures would have provided the possibility of supplying life support to those cases with destroyed brains and preserved heart function, and physicians would need to face the clinical syndrome called BD.5 When French neurophysiologists and neurologists described the death of the nervous system and coma dépassé, organ transplant techniques were only in the very early stages of development. …. John Heil's new book (Heil 2003) is remarkable in many ways. In a concise, lucid and accessible manner, it develops a complete system of ontology with many strikingly original features and then applies that ontology to fundamental issues in the philosophy of mind, with illuminating results. Although Heil acknowledges his intellectual debts to C. B. Martin (p. viii), he is unduly modest about his own contribution to the development and application of this novel metaphysical system. A full examination of the (...) position that Heil defends would require a book in itself, so I shall limit myself to discussing some of its central themes and to explaining a few doubts that I have concerning some aspects of it. Zen Masters of China presents more than 300 traditional Zen stories and koans, far more than any other collection. Retelling them in their proper place in Zen's historical journey, it also tells a larger story: how, in taking the first step east from India to China, Buddhism began to be Zen. He realized that, placed in chronological order, the stories tell the story of Zen itself, how it traveled from West to East but also how it was transformed in that journey, from an Indian practice to something different in China (Ch'an) and then more different still in Japan (Zen). The fact that its transmission was so human, from teacher to student in a long chain from West to East, meant that the cultures it passed through inevitably changed it. Zen Masters of China is first and foremost a collection of mind-bending Zen stories and their wisdom. The article shows that both the draft philosophy of mythology and the philosophy of revelation are a direct continuation of the (...) transcendentalist program given by Kant.Those projects bases on the thesis that the consciousness of freedom and consciousness of the law, justified in the “Critique of Practical Reason”, are related one another. Schelling following Kant’s theory, points to the law and to the unconditional imperative of freedom as the main principle which is not only theoretical or practical, but determines the separation of ontological and deontological modalities. At the same time, the formal structure of an imperative as a command has the specific character of “hiden opening”: what is themed in an imperative is not opened as a meaningful opportunity, it is only opened as theopportunity in its difference from necessity. I show in this article that interpreting the Schelling possibility relies on the teachings of I. Kant in his transcendental idealconception, connected with Kant's interpretation of the imagination’s productive ability. In the middle of Schelling’s theological interpretation of Kant's consciousness of lawdoctrine as the “fact of mind” lies the analogy between peacemaking and the ancestral sin of the first people. This concept is the main source of the theory of potency as ontological modalities, developed by Schelling in the 1830s - 1840s in lectures on the philosophy of mythology and the philosophy of revelation. Objects which philosophers have traditionally categorized as abstract are standardly referred to by complex noun phrases of certain canonical forms, such as ‘the set of Fs’, ‘the number of Fs’, ‘the proposition that P’, and ‘the property of being F’. It is no accident that such noun phrases are well-suited to appear in ‘Fregean’ identity-criteria, or ‘abstraction’ principles, for which Frege’s criterion of identity for cardinal numbers provides the paradigm. Notoriously, such principlesare apt to create paradoxes, and the most intuitively (...) plausible ‘Fregean’ identity-criterion for properties is afflicted by this problem. In this case, it may be possible to overcome the difficulty by modifying the criterion in a way which requires an independent account of the existence-conditions of properties, but it appears that such a strategy demands acceptance of the doctrine of immanent realism—the view that a property exists only if it is exemplified by some object. The use of the Quality Adjusted Life-Year (QALY) as a measure of the benefit obtained from health care expenditure has been attacked on the ground that it gives a lower value to preserving the lives of people with a permanent disability or illness than to preserving the lives of those who are healthy and not disabled. The reason for this is that the quality of life of those with illness or disability is ranked, on the QALY scale, below that of (...) someone without a disability or illness. Hence we can, other things being equal, gain more QALYs by saving the lives of those without a permanent disability or illness than by saving the lives of those who are disadvantaged in these ways. But to do so puts these disadvantaged people under a kind of double jeopardy. Not only do they suffer from the disability or illness, but because of it, a low priority is given to forms of health care that can preserve their lives. This, so the objection runs, is unjust or unfair. This article assesses this objection to the use of QALYs as a basis for allocating health care resources. It seeks to determine what is sound in the double jeopardy objection, and then to show that the defender of QALYs has an adequate response to it. (shrink)

A general hypothesis of atom size effects for G.P. zone formation is discussed in this paper and results are presented of precipitation in the systems Fe-Au and Fe-Mo. Techniques used are resistivity measurements and electron microscopy. In the Fe-Mo system it is shown that after initial cluster formation during the early stages of ageing after the quench, further growth ceases and vacancies anneal out into dislocation loops. The activation energy for the initial clustering was 1·3 ev whilst the excess vacancy (...) concentration estimated from the loop area gave a vacancy formation energy of ∼1·5 ev. These results confirm recent quenching results on pure iron. The refusal of Mo zones to grow confirms the general hypothesis of size effects.In the Fe-Au system precipitation of gold platelets after quenching is shown to be associated with the high density of dislocations formed during quenching through the phase transformation of the iron matrix. The effect of the dislocations is shown by the low value of ∼0·5 for the Johnson—Mehl kinetic parameter and by the activation energy for growth which is ∼0·8 of the equilibrium diffusion energy for Au in Fe. As the size-effect hypothesis does not apply to precipitation on dislocations the growth of zones in Fe—Au does not affect its validity. (shrink)
