Abstract: The Pull Bayesian Significance Test (FBST) for precise hy- potheses is applied to a Multivariate Normal Structure (MNS) model. In the FBST we compute the evidence against the precise hypothesis. This evi- dence is the probability of the Highest Relative Surprise Set (HRSS) tangent to the sub-manifold (of the parameter space) that defines the null hypothesis. The MNS model we present appears when testing equivalence conditions for genetic expression measurements, using micro-array technology.

O uso de argumentos igualmente convincentes tanto em prol quanto contra a veracidade de uma proposição era conhecido na Renascença como in utramque partem. Céticos do início da Modernidade utilizaram argumentos in utramque partem visando demonstrar que não se pode fundamentar a moralidade em um terreno sólido, já que os argumentos apresentados em favor da ideia de Justiça poderiam ser neutralizados por argumentos igualmente convincentes contra a ideia de Justiça. Nesse artigo, eu argumento que Hugo Grotius tentou refutar esse tipo (...) de ceticismo moral em seus principais escritos filosóficos, De jure bellic ac pacis e De jure praedae commentarius. Contra os céticos, Grotius procura estabelecer que as razões apresentadas a favor e contra a ideia de Justiça não são incompatíveis entre si. (shrink)

Democracy may well be the primary virtue of political systems. Yet European politics is marked by a democracy deficit that will not disappear spontaneously. While legal and political theory on this issue is dominated by supporters of civic institutionalism and constitutional republicanism, liberal nationalists seem to be split. They justify the civic nationhood of member states, but they shrink away from the idea of a European people. This essay claims that a quasi-national conception of European identity can be conducive to (...) the rise of a democratic political union of Europe. It discusses the mechanisms and rules for Europeanization of the sense of equal dignity and solidarity. This approach to supranational identity is explicitly instrumental and orientated towards the long run. However, the main liberal objections against it can be countered. (shrink)

Discuto aqui duas diferentes interpretações acerca do que seria uma teoria do direito natural. A primeira interpretação se caracteriza pela tese da “inseparabilidade” do direito e da moral, ao passo que a segunda se caracteriza pela tese segundo a qual existiriam “leis naturais”, i.e. leis cuja existência independeria da existência de instituições humanas. Tento mostrar que as duas teses são falsas. Procuro mostrar inicialmente que a confusão entre as duas teses se deve a uma má compreensão da distinção entre frases (...) do tipo “estar obrigado a”, e “ter a obrigação de”. Em seguida, mostro como a teoria moral contratualista nos permite resolver de modo satisfatório algumas questões que não são resolvidas adequadamente em nenhuma das duas versões do jusnaturalismo que apresento. Resumo: A superstição é definida por Bayle, em diversos momentos e diversas obras do filósofo francês, como: a) algo característico da corrupção natural humana; b) a prova da facilidade do homem em se ater às mais diversas crendices, logo, estando sujeito não só a uma, mas a todo tipo de superstições; c) o fenômeno que se instaurou e se disseminou na sociedade, perseguindo a todos e gerando ilusões por toda parte, através de presságios, profecias, prodígios, e sinais. Nesse quadro de (...) diversas e intangíveis absurdidades, a superstição ganha forma, indo para além dos domínios da razão e, assim, Bayle, em seus escritos, torna manifesta a oposição entre a filosofia e a ignorância supersticiosa, entre o entendimento e a imaginação e entre as explicações científicas e os relatos fantásticos.: Superstition is defined by Bayle at various times and in various works as: a) something characteristic of natural human corruption; b) proof of the ease of man in adhering to the most diverse beliefs, being subject not only to one but to all kinds of superstitions; c) a phenomenon which arose and spread in society, following everyone and creating illusions everywhere by means of omens, prophecies, miracles, and signs. In this context of the diverse and intangible absurdities in which superstition takes shape, going beyond the realms of reason, Bayle in his writings makes manifest the opposition between philosophy and superstitious ignorance, between understanding and imagination, and between scientific explanations and fantastic tales. We provide a model in which students must choose whether or not to cheat on a course exam. By assuming that the moral cost of acting dishonestly decreases as the number of other people who behave in the same way increases, our model explains one important channel by which unethical behavior of other individuals can influence observers’ behavior. Through the use of the Global Games approach of equilibrium selection, we build a framework that provides the micro-foundations of peer effects on (...) academic dishonesty and shows how better student technology of cheating and higher disutility of effort make the cheating equilibrium more likely to be selected. By extending the model, we find that the peer effect strength is not affected by the level of homogeneity of the cohort, but decreases in the size of the class. Our approach may be seen as an important step towards reduced-form models of peer effects on dishonest behavior. (shrink)

In this paper we examine some proposals to disprove the hypothesis that the interaction between mind and matter causes the collapse of the wave function, showing that such proposals are fundamentally flawed. We then describe a general experimental setup retaining the key features of the ones examined, and show that even a more general case is inadequate to disprove the mind-matter collapse hypothesis. Finally, we use our setup provided to argue that, under some reasonable assumptions about consciousness, such hypothesis is (...) unfalsifiable. (shrink)

The emergence of the hominids, more than five million years ago, marked the start of the human odyssey through space and time. This book deals with the last stage of this fascinating journey: the exploration of cyberspace and cybertime. Through the rapid global implementation of information and communication technologies, a new realm for human experience and imagination has been disclosed. Reversely, these postgeographical and posthistorical technologies have started to colonize our bodies and minds. Taking Homer's Odyssey and Kubrick's 2001: A (...) Space Odyssey as his starting point, the author investigates the 'informatization of the worldview', focusing on its implications for our culture-arts, religion, and science-and, ultimately, our form of life. Moving across a wide range of disciplines, varying from philosophical anthropology and palaeontology to information theory, and from astrophysics to literary, film and new media studies, the author discusses our 'cyberspace odyssey' from a reflective position beyond euphoria and nostalgia. His analysis is as profound as nuanced and deals with issues that will be high on the agenda for many decades to come. A contemporary orientation of the hospital experience model must encompass the clients’ religious-spiritual dimension. The objective of this paper is to share a previous experience, highlighting at least five reasons hospitals should invest in this direction, and an equal number of steps required to achieve it. In the first part, the text discourses about five reasons to invest in religious-spiritual support programs: 1. Religious-spiritual wellbeing is related to better health; 2. Religious-spiritual appreciation is a standard for hospital accreditation; 3. To (...) undo religious-spiritual misunderstandings that can affect treatment; 4. Patients demand a religious-spiritual outlook from the institution; and 5. Costs may be reduced with religious-spiritual support. In the second part, the text suggests five steps to implement religious-spiritual support programs: 1. Deep institutional involvement; 2. Formal staff training; 3. Infrastructure and resources; 4. Adjustment of institutional politics; and 5. Agreement with religious-spiritual leaders. The authors hope the information compiled here can inspire hospitals to adopt actions toward optimization of the healing experience. (shrink)

Helmuth Plessner’s Levels of Organic Life and the Human [Die Stufen des Organischen und der Mensch, 1928] is one of the founding texts of twentieth century philosophical anthropology. It is argued that Plessner’s work demonstrates the fundamental indispensability of the qualitative humanities vis-à-vis the natural-scientific study of man. Plessner’s non-reductionist, emergentist naturalism allots complementary roles to the causal and functional investigations of the life sciences and the phenomenological and hermeneutic interpretation of the phenomenon of life in its successive levels and (...) stages. Within this context, human agency can be understood as a higher-order property of organic life, which act by the selective activation of lower-level psychophysical powers. Plessner’s three ‘anthropological laws’ are used to situate the notion of practical self-understanding in between two extremes: deterministic views that deny human freedom and responsibility and views that ascribe an unrealistic amount of autonomy to human beings. Circunscrevendo o âmbito no qual o ateísmo pode ser compreendido, a saber, na esfera dos costumes, convenções religiosas, políticas e teológicas, e até mesmo no campo dos temperamentos e caracteres, desde os Pensées diverses sur la comète até a Continuation des Pensées sur la comète e a Réponse aux quéstions d’un Provincial Bayle erige, fundamenta e radicaliza o vínculo entre ateísmo e virtude, entendendo aqui ateísmo sob um enfoque de caráter prático, ou seja, em relação à atitude daqueles que vivem (...) como se um deus não existisse, minimizando o valor de sua eficácia sobre a conduta humana. Porém, tal postura não é menos dotada de virtude, uma vez que se entenda tal termo como uma perpétua disposição para cumprir determinados atos morais e tendo como objeto os atos da vida prática, como por exemplo, justiça, honestidade, coragem, amizade, entre outros. The aim of this article is to characterize the concept of justice as an indispensable social convention for the emergence of moral duties in the context of groups that surpass the so-called “Dunbar’s number”. The article resumes, on the one hand, David Hume’s theory of justice, as it is discussed in the third section of An Enquiry Concerning the Principles of Morals, and on the other hand it resumes Robin Dunbar’s hypothesis relative to the maximum number of individuals with whom (...) a person may keep stable social relationships that comprise kinship, fellowship, and a sense of shared personal histories. Minha intenção é mostrar, contra o realismo em relações internacionais, que, ao abordarmos os conceitos de justiça internacional e de direitos humanos, a partir de uma perspectiva contratualista, o denominado conflito entre o interesse nacional e as exigências da moralidade se mostra bem menos problemático. Apresento os principais argumentos em favor do contratualismo através de uma reconstrução da teoria moral de David Gauthier. Em seguida, procuro mostrar que o tipo de contratualismo defendido por Rawls e seus seguidores não é capaz (...) de evitar as críticas feitas pelo realismo à tentativa de defendermos uma concepção de justiça e de direitos humanos no âmbito das relações internacionais. ABSTRACT In this paper I argue against realism in international relations by showing that a contractarian approach to the concepts of international justice and human rights renders the socalled conflict between national interest and morality far less pressing than it seems to be. I discuss the thrust of the contractarian approach by means of a presentation of David Gauthier’s moral theory. Then, I show that the kind of contractarian approach advanced by Rawls and his followers is not able to counter the realist contention against the ideas of justice and human rights in the context of international relations. The author argues that the reductionist illusions of the Modern Synthesis, which Noble criticizes in his target article, are to a large extent resulting from a mere syntactical notion of biological information, neglecting the pragmatic and semantic dimension of information. Although the syntactical notion, introduced by Shannon, has been applied with much success in information theory and computer technologies, it is too narrow to understand biological reality. Biosemiotics can help to clarify the problems identified by Noble, and offers a more (...) adequate biological information concept, which not only may help to overcome these problems in the life sciences, but may also serve to integrate natural-scientific and humanities approaches to life. Se o filósofo de Carla se pronuncia a favor do ateísmo especulativo, ele vai mais além e afirma uma moral natural, a qual, apoiada em princípios comuns a todos os homens, permite vislumbrar e dar solidez a sua tese fundamental (...) desde os Pensées diverses sur la comète: a associação entre ateísmo e virtude. Defendemos a necessidade de que se atue com rigor ético durante a pandemia do novo coronavírus e que não se afrouxem os padrões científicos e normativos nas pesquisas sobre possíveis medicamentos, em especial a Cloroquina, para a COVID-19. Argumentamos que, excepcionalmente, seria justificado pular algumas etapas na realização de testes clínicos ou tratamentos experimentais, mas que é inadequado fazer um uso indiscriminado de medicamentos off label para tratar pacientes enquanto os resultados das pesquisas não forem publicados em veículos de comprovada (...) reputação científica. Para sustentar essa posição, aplicamos princípios bioéticos e da ética médica. Defendemos que políticas públicas para o uso de Cloroquina durante a pandemia não devem ser implementadas até que sejam divulgados os resultados das pesquisas realizadas pela “Coalizão COVID Brasil” e pela Solidarity da OMS. In spite of the popularity of computer ethics, ICTs appear to undermine our moral autonomy in several ways. This article focuses on the ‘delegation’ of our moral agency to machines. Three stages of delegation are distinguished: implementation of moral values and norms in the design of artefacts, delegation of moral means to machines, and delegation of both moral means and goals to machines. Second, it is argued that the ‘outsourcing’ of moral agency does not necessarily lead to the undermining of (...) our moral autonomy, but might enhance it as well. (shrink)

Starting from the often-used metaphor of the “horizon of experience” this article discusses three different types of intercultural hermeneutics, which respectively conceive hermeneutic interpretation as a _widening_ of horizons, a _fusion_ of horizons, and a _dissemination_ of horizons. It is argued that these subsequent stages in the history of hermeneutics have their origin in—but are not fully restricted to—respectively premodern, modern and postmodern stages of globalization. Taking some striking moments of the encounter between Western and Chinese language and philosophy as (...) example, the particular merits and flaws of these three types of hermeneutics are being discussed. The claim defended is that although these different types of hermeneutics are mutually exclusive from a theoretical point of view, as interpreting beings in the current era we depend on each of these distinct hermeneutic practices and cannot avoid living them simultaneously. O presente estudo pretende investigar a concepção nietzscheana da Tragédia Clássica. Intui, portanto, apresentar as formas de experiências por ela engendradas, assim como as formas que ela engendra de pensamento e experiência. Essas formas remetem, por certo, a um universo de pensamento e experimentação (ética e estética) qualitativamente distinto do nosso. Servem-nos, entretanto, como fonte para se problematizar a prática educativa contemporânea em face da dimensão estética do viver e do próprio pensar. Partiremos assim, da hipótese de que Nietzsche postula (...) nas noções de dionisíaco e apolíneo as formas de configuração da experiência no pensamento e do pensamento na experiência. Em outras palavras, buscaremos explicitar o enlace entre a experiência e o pensamento naquela que segundo Nietzsche seria a grande obra de arte grega, a tragédia. (shrink)

In his essay ‘The Idea of Europe’ George Steiner claims that European culture derives from “a primordial duality, the twofold inheritance of Athens and Jerusalem.” For Steiner, the relationship between Greek rationalism and Jewish religion, which is at once conflictual and syncretic, has engaged the entire history of European philosophy, morality, and politics. However, given this definition, at present the United States of America seem to be more European than ‘the old Europe’ itself. Against Steiner, it will be argued that (...) in order to fathom the distinctive characteristic of European culture, we have to take a third European tradition into account, which is inextricably bound up with Athens: the tradition of Greek tragedy. If we may call Europe a tragic continent, it is not only because its history is characterised by an abundance of real political tragedies, but also because it embodies, as an idea and an ideal, a tragic awareness of the fragility of human life. Instead of reducing the ‘idea of Europe’ to a financial and economic issue, Europe should remain faithful to this idea and ideal. (shrink)

Much forensic inference based upon DNA evidence is made assuming Hardy-Weinberg Equilibrium (HWE) for the genetic loci being used. Several statistical tests to detect and measure deviation from HWE have been devised, and their limitations become more obvious when testing for deviation within multiallelic DNA loci. The most popular methods-Chi-square and Likelihood-ratio tests-are based on asymptotic results and cannot guarantee a good performance in the presence of low frequency genotypes. Since the parameter space dimension increases at a quadratic rate on (...) the number of alleles, some authors suggest applying sequential methods, where the multiallelic case is reformulated as a sequence of “biallelic” tests. However, in this approach it is not obvious how to assess the general evidence of the original hypothesis; nor is it clear how to establish the significance level for its acceptance/rejection. In this work, we introduce a straightforward method for the multiallelic HWE test, which overcomes the aforementioned issues of sequential methods. The core theory for the proposed method is given by the Full Bayesian Significance Test (FBST), an intuitive Bayesian approach which does not assign positive probabilities to zero measure sets when testing sharp hypotheses. We compare FBST performance to Chi-square, Likelihood-ratio and Markov chain tests, in three numerical experiments. The results suggest that FBST is a robust and high performance method for the HWE test, even in the presence of several alleles and small sample sizes. (shrink)

No debate filosófico contemporâneo denomina-se “aprimoramento humano” a tentativa de se elevar nosso rendimento, no exercício de certas capacidades físicas ou cognitivas, a um patamar superior àquele considerado normal. O “aprimoramento humano” suscita uma série de questões éticas acerca das implicações sociais decorrentes do uso de tecnologias, não para se tratar uma doença ou restabelecer capacidades físicas perdidas em acidentes, mas para ampliar as capacidades físicas ou cognitivas de uma pessoa saudável. O objetivo deste artigo é mostrar que esse debate (...) não é novo. Ele surgiu no período entreguerras, no contexto de uma ampla discussão sobre quais tipos de próteses permitiriam aos ex-combatentes, mutilados durante a guerra, serem reintegrados à força de trabalho.
