The publication was carried out on the initiative and assistance of the Project “Green Decisions of Business - Unity for Sustainable Development”, which is implemented by the Dnipropetrovsk Regional Organization of Employers, in partnership with the Dnipropetrovsk Regional Council, the Dnipropetrovsk Investment Agency with the support of the Program for the Promotion of Green Modernization of the Ukrainian Economy, implemented by the German Society for International Cooperation (GIZ) GmbH. The article examines the possibilities of using the mechanisms of public-private partnership when implementing the projects on urban agglomerations development. Specific features of the urban agglomerations development are identified. They are based on combining the efforts of the territorial communities and aimed at implementing joint projects by attracting the appropriate resources, which allows to obtain an agglomeration effect and ensure the improvement of the quality of life of the population. It was proved that to implement joint projects on the basis (...) of using the mechanisms of public-private partnership it is necessary to attract private investors. The experience of using the mechanisms of public-private partnership in Ukraine is analyzed in two directions: by region and by type of activity. It was found that a significant part of projects with using public-private partnership mechanisms in the sphere of life support for large cities and agglomerations is carried out in the form of a concession. Concession allows to attract financial resources needed for the implementation of the development projects due to the ability to manage property over a long period of time, and also helps to prevent a monopolistic increase in the cost of services. The necessity of expanding the use of mechanisms of public-private partnership when implementing joint projects on the development of life support sphere for urban agglomerations was substantiated. Undoubtedly, it will be of great interest for private investors. In particular, it is the improvement of the tariff setting and tariff regulation policy, a strict control over the targeted use of funds, the transparency and economic certainty of costs, the balance of economic interests and the responsibility of those people who take part in the implementation of public-private partnership projects. Here, the scheme of the formation and implementation of joint projects on public-private partnership is presented that includes the observance of certain principles, the use of appropriate regulatory, economic and organizational methods, as well as the support of the economic security through risk management. Scientific approaches to improving the regulatory support for the use of public-private partnership mechanisms have been generalized, and the directions for making changes in the current legislation have been determined. The above measures will contribute to increased use of public-private partnership mechanisms when implementing joint projects aimed at developing the sphere of life support for urban agglomerations. У статті розглядаються проблеми просторового взаємозв'язку домашнього і політичного світів. Автор зупиняється на теоретико-методологічному підході Е. Гуссерля, який має евристичну цінність для дослідження феномену життєвого світу. Використовується феноменологічна інтерпретація типів історичності Е. Гуссерля в семантиці поділу соціального простору на своє і чуже. Аналізуються відмінності в утворенні домашнього і чужого світів. Показано, що кожна культурна група сформована на фундаменті стійкої культурної матриці. Симетричність культурних відмінностей у рамках "батьківського поля" дає основу для розуміння, розсуває кордони і розширює горизонти домашнього світу. Діалог подано (...) як продуктивну стратегію толерантної комунікації. Вивчення ідентичності необхідне для розуміння особливостей діалогу культур в умовах політичного конфлікту. (shrink)
The article is devoted to the research of the information service of open data in the context of influence on the development of the regional economy. The concepts of "ecosystem", "open data", their essence and significance as endogenous and exogenous factors are considered. The state of development of separate elements of the open data ecosystem formed in Ukraine is characterized. The foreign experience of organizing such information resources has been analyzed. The main problems are identified, such as weak integration of (...) regional information resources into a single open data system, insufficient use of the potential of domestic IT professionals. The paper looks into prospects of using mobile applications in the regional information market. It reviews global trends in their introduction rates, based on development of mobile devices and new information technologies. Mobile applications are classified, their most popular types for business and community described. The author provides rationale for some directions of market expansion owing to a growing share of smartphones in the total number of mobile phones and an increase in the number of Internet users. Some specific features (...) of the regional information market performance and its main participants are identified. The paper presents economic performances of companies by regions of Ukraine as a critical economic factor in using mobile applications. The banking sector and trade are defined as the most favorable lines of activity. The following bottlenecks in the use of mobile applications by domestic banks are identified as compared to those in Europe, specifically in Poland: a low rate of activity in this field and insufficient number of Internet users. The author analyzes functional capabilities of active software in the most successful banks of Ukraine. Services of the most popular mobile applications offered by major companies with regional representatives are examined. There are some factors identified, which adversely affect the shaping of community demand for mobile applications, such as regional disproportions in the flow of income as well as high purchase costs of food commodities and extremely low purchase costs of household appliances. The author gives some positive examples of promoting mobile applications in local information markets in the field of public transport. It is established that prospects of further use of mobile applications in the regional information market depend on enhancement of financial stability of economic entities and an increase of the income level of the population. In the article, based on the scientific sources and empirical material analysis, the pedagogical conditions of future primary school teachers’ preparation for interaction with parents in terms of inclusive education have been described. They are: stimulation of future primary school teachers’ motivational-value and responsible attitude to the knowledge acquisition, skills and habits of interaction with parents in terms of inclusive education; the use of training facilities for higher educational institutions to acquire future primary school teachers’ appropriate competence through: improvement and (...) integration of the professional and professionally oriented academic disciplines content, application of innovative and traditional learning technologies in the context of preparation for interaction with parents in the context of inclusive education; direction of educational and pedagogical practice on experience improvement of future primary school teachers’ interaction with parents in terms of inclusive education. It has been specified that only the harmonized observance of all conditions will be a guarantee of qualitative future primary school teachers’ preparation to interacting with parents under inclusive education conditions. With the purpose of special teachers training to form future primary school teachers’ ability to interact with parents in terms of inclusive education it has been recommended to conduct not only tradi-tional educational and methodological or scientific-practical seminars, but also trainings, coaching, webinars, first of all, in online mode. It has been indicated that such forms of work nowadays become very popular because of their availability, dedication to production and innovation: extra-mural/distance participation; easy access to social networks and websites; the practical nature of the information: empirical material with confirmatory video stories; providing specific advice on decision making in pedagogical situations; the possibility of revising in case of indirect participation and in the situation of certain aspects additional clarification; constant information updating taking into account the most recent trends and so on. The article presents a theoretical review of state regulation of corporate social responsibility in China. The basic legislative acts regulating this sphere are defined. Obligatory social reporting for state-owned enterprises is indicated. It was noted that an important area of regulation of social responsibility of business by the state is the environment, due to the high level of pollution and industrial character of the country's economy. Globally, universities make use of peer physical examination in health professions students’ teaching of physical examination skills. PPE has many educational benefits, such as teaching normal anatomy and function, development of compassion and empathy, to feel what it is like to be examined from a patient’s perspective, improvement of communication skills, correcting errors in technique and improve confidence. The benefits for patients include protection from repeated examinations by unskilled students. The aim of the study was to investigate health sciences students’ (...) perceptions of the ethical aspects of PPE. A qualitative investigation, which included two focus group interviews with students and one with lecturers, was used for data collection. Most students and lecturers regarded PPE as beneficial, as it provides a safe environment for students in the health sciences to improve their clinical competence and confidence, without fear of embarrassment or failure. Students stated that PPE promoted the development of empathy with and respect for their patients. It was suggested that in a culturally diverse society, guidelines specifically related to religious customs and convictions should be provided to give students an indication of appropriate and acceptable behaviour towards fellow students when practising PPE. The use of PPE in the training of students in the health professions should support the ethical principles of Beauchamp and Childress, namely beneficence, non-maleficence, autonomy and justice/fairness. The article is devoted to the study of the borderland as a social and cultural phenomenon. The concept of borderline space can be realized in recruitment and solution of boundary and place. It is necessary to consider that the вorderlands may be considered as geographically and procedurally. It is outlines the history of the formation of the concepts of borderand and frontier. A boundary can be called the limited space, the time, the line of separation of a territory. The border (...) is a line that divides the earth or water of the neighbouring states. Frontier has its own characteristics compared with the border and the boundary. It is the territory of the movable boundary and it is characterized by specificity and complexity of intercultural interactions. The main features of the frontier are uncertainty and instability. He has a higher mobility than cultural heartland, creates new forms of cultural contacts, based on the values of individualism, freedom, respect for the individual, entrepreneurship. In an English-speaking environment there are some notions, that denote a limit, therefore, there are studies of different kinds of boundaries: вoundary studies, вorder studies, frontier studies. Conceptualization of the phenomenon of the borderland was analyzed, it was defined socio-cultural specifics and dynamics. The broadsemantics of the borderland contains inter-ethnic boundaries, the existence of small cultural groups, search of religious symbios is at interfaith space and linguistic diversity of the border of language forms. Its meaning may reflect the colonial character, the unrealizability and the incompleteness of the certain area surrounded by the dominant forces, but it can discover the potential of cultural interaction. It presents a socio-philosophical analysis of domestic and foreign research of the classification of the borderland. As the base of the typology it used classification based on the nature of intercultural communicative processes of borderareas. It is established that borderland is a region with social, cultural, economic, political specifics. It was found that the poly-variance frontier depends on the nature of the border. There is a significant integrating potential of the borderland as a territory of intercultural interaction. (shrink)
The article analyzes the scientific research on the coverage of aspects and the content of social education of student youth in Christian denominations in the Northern Azov region. The essence and structure of the peculiarities of the formation of social education of the student youth in the Christian confessions of the peoples of the North Azov region, in particular, in the global system of development of the inter-religious environment are determined. It is considered in the article, that there is a (...) great necessity to study the social environment, in which the social education of student youth is formed, and its interaction with various subjects of educational influence. The basic concepts that make up the conceptual sphere are identified and the strategies of interaction between the state and religious organizations on the issues of social education of student youth are considered, which should be taken into account in the development of social programs, which should be extended to the social education of students as a whole and its individual aspects, as well as to find new opportunities to improve the social education of students. У статті обґрунтовується логіка формування моделей медичної етики в контексті змін поглядів на природу людини та парадигм соціальності. Показано, що хвороби і лікування здавна виконували соціальні функції. З Осьового часу можна виокремити моделі медичної етики. У давньогрецькій медицині постає модель Гіппократа з принципом «не нашкодь», у якому відображається тогочасне природне бачення соціопорядку. Патерналістична модель Парацельса формується навколо принципу «роби добро» в ієрархічно структурованому суспільстві, порядок персоналізованих зв’язків у якому був укорінений у трансцендентному. В обох традиційних моделях лікар як інструмент у (...) руках Бога мав допомагати відновлювати встановлену Творцем гармонію. Індустріальне суспільство, як створене людьми, підносить деонтологічну модель «виконання обов’язку» людиною-творцем. Біоетичний принцип «поваги прав і гідності людини» переважає у мережевому інформаційному суспільстві, виходячи за межі медицини і поширюючись на всі сфери життя. У сучасній медицині сьогодні співіснують в індивідуальній лікарській практиці всі означені моделі медичної етики. (shrink)
The article analyzes the basic principles of state policy in the sphere of culture. The specific mission of cultural awareness is determined in the national socio-cultural context. The study highlights the key concepts of contemporary cultural policy in Ukraine, including "management culture" and "cultural support". The article discloses their role in the national public identity. У статті розглянуто досвід розвитку ринку послуг у житлово-комунальній сфері міста за кордоном. Узагальнено підходи до організації ринку житлово-комунальних послуг міста і практику його регулювання у країнах ЄС, а також досвід використання інструментів інноваційного розвитку та управління об'єктами у сфері життєзабезпечення міста. Визначено можливості впровадження зарубіжного досвіду в практику розвитку ринку житлово-комунальних послуг українських міст.
У статті досліджено різноманіття наративних методологій у сучасній українській протестантській теології, у результаті чого виявлено ті універсальні інструменти, які можуть бути використані при релігієзнавчому аналізі текстів. Запропоновано авторський підхід до поділу наративних джерел вітчизняного протестантизму, на підставі чого авторка визначає розбіжності між протестантською самопрезентацією власних наративних джерел та їх релігієзнавчим аналізом.
The article highlights the features of Candidate Degree works of the Kyiv Theological Academy students of the 19th – the beginning of the 20th centuries as the most important element of their educational and scientific training. Based on a wide range of primary sources, the author refutes the false identification of works for obtaining of the degree of Candidate of Theology, written in the Orthodox theological academies of the Russian Empire, with the modern Candidate dissertations. Considering these works as qualifying (...) works for obtaining an academic degree of Candidate of Theology that are of similar status as the modern diploma works of higher education institution students, the author argues that such an approach does not diminish their importance and their great source potential in the study of scholarly work of the Orthodox theological academies of the 19th – early 20th centuries. Based on the example of the Kyiv Theological Academy, the article reveals the important role of independent research work of the students, their mastering of skills of academic reading and writing in creating Candidate Degree works of quality; explains the procedural moments associated with their preparation, review, and evaluation. Based on the preserved manuscripts of Candidate Degree works of the Kyiv Theological Academy students, the paper outlines their subjects related to Bible Studies, Patrology, Dogmatic, Comparative, Moral, Pastoral Theology, Liturgy, and Homiletics, which are considered chiefly on historical material. The author stresses the particular popularity of the studies in History of the Church at the Kyiv Theological Academy, as well as other theological academies, particularly the study of history of the Orthodox Church and its hierarchy in so-called Southewestern Krai of the Russian Empire, as well as the history of the Kyiv Theological Academy of the 17th – 19th centuries. The article clarifies that contrary to the requirements of the Most Holy Synod to offer and choose the topics of exclusively theological nature for the qualification works, The Kyiv Theological Academy found the opportunity to realize the interest of students in other humanities – first of all, philosophy, the evidence of which is more than one hundred remaining manuscripts of Candidate Degree works on philosophical issues. This article is devoted to determining the source potential of the so-called dissertations collection of the Kyiv Theological Academy in the study of its philosophical heritage. The author draws attention to the distinction of the hierarchy of educational and academic degrees in the Russian Empire the first, candidate’s degree, not being a research degree, from today’s hierarchy. The candidate’s degree at that time was awarded to graduates of higher education institutions on the basis of their academic achievements and a final (...) work, which should be considered analogous to a diploma work, not to dissertations intended for public defense for a PhD degree. The article reveals that the collection of candidate papers from the Manuscript Institute contains important sources for researchers of biographies of the graduates of the Kyiv Theological Academy, its history, and academic heritage. Out of more than two thousand manuscripts stored in the Funds no. 304, the author has for the first time selected and systematized an array of candidate works on philosophical subjects, substantiating their important role in the research of the philosophical heritage of the Kyiv Theological Academy. The article for the first time presents the powerful historical and philosophical potential of the collection of handwritten candidate works of Kyiv Theological Academy (КТА) students, which is kept at Manuscript Institute, V. I. Vernadskyi National Library of Ukraine. According to the analyzed manuscripts, despite the church-confessional and specialized theological orientation of the theological academies, as well as the system of rigid regulations and control by the Most Holy Synod in the subject matters and content of the final works, the (...) students showed a persistent research interest in philosophy. The author identifies more than 150 candidate works of KTA students that are directly relevant to philosophical topics and issues. Most of them are research on the history of Western (from Classical antiquity to the beginning of the 20th century), Eastern and Russian philosophy. At the same time, the handwritten works available in the collection express the interest of students in the problems of epistemology, philosophy of history, social philosophy, axiology, ethics and aesthetics, philosophy of religion, as well as their attraction to complex interdisciplinary studies, combining the issues of philosophy and history of philosophy with theology, psychology, pedagogy and literary studies. Analysis of scientific literature and documental sources testifies to actualization of problem of professional preparation of the future fitness trainers at educational level “bachelor” in different countries. The special features of professional education of these specialists in Great Britain and Australia were determined. To the advantages of preparation can be assigned the flexible character of stage education and possibility to work as a fitness-trainer, having the second, third, fourth and fifth levels according to Qualification Credit Framework – QCF. The sixth (...) level is equal to educational level “bachelor”. Educational institution that realizes preparation at sixth level on specialization "Personal Fitness Training" is University of Central Lancashire. The content of university curriculum provides mastering by students of competences on psychology of communication, motivation, leadership, nutritiology, management, medical rehabilitation and so on. From our point of view, disadvantage of professional preparation of the future fitness-trainers in Great Britain and Australia is the excessive applied orientation of teaching and absence of cultural disciplines. The article considers the problem of estimating the professional competence of future fitness-trainers in higher educational institutions. There was determined the ambiguity of scientific views on the structure of the professional competence of a graduate, considered in the aspect of functional components of activity, management functions, psychic functions and psychological content of activity. There was elaborated the structure of professional competence of future fitness-trainers that includes: motivational, axiological, gnoseological, praxeological and personal components. There were separated the criteria of estimating of (...) professional competence formation of future fitness-trainers: motivational-volitional, value-sense, cognitive-intellectual, operational-technological and socio-psychological ones. The correspondent indicators included: manifestations of volitional self-regulation and professional directionality of a person; striving for self-actualization; volume of knowledge from the cycle of professional subjects and research abilities; degree of didactic-motor, projecting-designing, control-analytic, organizational-regulative, motivational-communicative and marketing-commercial subcompetences; formation of empathy, communicative, organizational, leader abilities and conflict-resistance of a person. There were characterized the high, middle and low levels of the professional competence formation of future fitness-trainers in higher educational institutions. (shrink)
This article concerns the problem of assessing selected body compo- sition parameters after completion of antitumor therapy and comparing them with the same parameters of healthy children. A high percentage of overweight and obesity, as well as abnormal fat distribution in convalescents with cancer shows a significant adverse effect of therapy on body composition and suggests the need for early intervention in terms of diet and exercise, which would help patients to quickly achieve the proper parameters of body composition. Two (...) main problems will be mentioned during the presented data analysis. Firstly, in each group there was a small number of observations. Because of this, the real differences between examined subgroups may have been omitted. Secondarily, many variables are correlated and are not normally distributed. Therefore, be- side the standard statistical tests to compare two groups, principal component analysis was applied to reduce the dimensions of the attribute space and to attempt to classify two groups of patients. The article analyzes hate speech definitions as linguistic and cultural phenomena in the context of an interdisciplinary approach, and describes features of linguistic resources distribution in the texts with the hate speech. The paper deals with the functioning of the concept “hate speech” in the regional media space of Ukraine and Bulgaria. The authors define the causes of the hate speech usage in the media texts and study the hate speech as the source of the modern vocabulary. The article gives (...) deeper understanding of the essence of the concept “hate speech”, more clearly defining its boundaries, reasons for distribution and the main features of the functioning, considering the interdisciplinary approach to its interpretation. The research describes the features of an editor's work on the texts with the hate speech and methods of its neutralization, as well as proven discriminatory manifestation of hate speech in political neologisms as “refugee”, “migrant”, “internally displaced person”. For implementing the goals and objectives of the study, the complex of methods has been used: system approach, monitoring and analysis of the media texts in the regional media, summarizing the results of the analysis. The article deals with the public debt security in accordance with the realities of fiscal policy in Ukraine. There were identified the main disadvantages of the Ukrainian public debt risk assessment system. There was investigated world experience the debt security estimation indicators. Recently the debt security estimation in the conditions of financial and economic stagnation shows the rapid growth of debt burden, its indicators exceeded the maximum allowable parameters, primarily, due to externalities under the influence of budgetary and currency risksexacerbation. There were offered the main direction of improving the debtmanagement in Ukraine, in particular, to extend and legislate debt security indicators; to develop a unified methodology for assessing debt risk by systematizing a list of debt risk indicators for weighting coefficients, a ball scale, such as a "temperature matrix"; to use indicators of elasticity in calculating the level of debt security, debt risks; to develop а unified methodology for evaluating and implementing a medium- and long-term risk strategy for managing sovereign debt with the targeting of financial and debt sustainability determinants and the possible to use the model of "financial suppression". The article presents the results of analysis of nine wooden utensils of the Bronze and Early Iron Ages in comparison with previous analysis of different authors. In eight cases remains were represented by deciduous trees. Comparison of this results with data from other investigators allowed to conclude that for making objects from wood used mainly local breeds. When selecting trees for making utensils, old masters have used certain principles such as ease of cutting and aesthetic preferences. For the manufacture of (...) wooden utensils, pastoral nomads used mostly local wood that grew in gullies and floodplains. Most often for the manufacture of wooden utensils used maple, which is recorded in the Catacomb monuments, Zrubna, Scythian and Sarmatian burials. The generally accepted view is of the greatest accessibility of oak as a material for the manufacture of wooden utensils. However, our analysis and findings of other studies suggest limited use of wood for making utensils. Only in one case, for making fixed tray was used oak bark. However, generally we have to assume that the old masters avoided the use of oak wood for cutting wooden utensils due to its physical properties and considering that the tools were quite simple for working with brittle kinds of wood. In two cases the data shows that for producing of the bowl chestnut wood was utilized. In the Steppe zone the willow and birch bark were broadly widespread. They could be used to make baskets and birch products, however, we do not have the results of relevant analyzes to talk about it with confidence. (shrink)
This report presents the activities of the Oriental Studies Circle, which was founded in 1993 and reborn in 2012 as a scientific and educational organization. Its aim is to do research in such areas as philosophy, culture, and religion of the countries of the Middle and Far East. The leading type of the circle’s work is the lectures made by specialists in Oriental studies, philosophers, representatives of various religious traditions, and travelers.
In the article the essence of the public- private partnership is defined; on the basis of the experience of European countries priority areas for the implementation of PPP projects are identified. They are transport and utilities infrastructure. Generalized approach to evaluating the effectiveness of investment projects help to highlight two areas: economic and social efficiency. The indexes of social efficiency of PPP projects and efficiency indicators for projects of public and private partners and services consumer are defined. The main stages (...) of the analysis of public- private partnerships are defined. Key factors in choosing the best investment proposal are the minimization of utility rates, terms and government involvement in the financing of projects. Economic evaluation of PPP projects is based on an analysis of four major factors: profitability index, net present value, internal rate of return, discounted payback period. Assessing the economic efficiency of PPP projects take into account the index of riskiness of the project is proposed. This index is calculated by determining the list of major risks for the private partner, dividing them into groups by priority, assessing the probability of occurrence of each event using the method of expert estimates, the calculation point scoring system for the project. The resulting score is a general indicator of the riskiness of the project. This index allows to estimate the minimum possible economic benefit to which an investor can expect a high probability of a specified list of risks. (shrink)
The article is devoted to analysing political ideas presented by leaders of Ukrainian communities of the International New Religious Movement “New Generation” related to the aggravation of conflict in the Ukrainian community’s public life within deepening post-secular trends. The negative attitude of a particular part of the Ukrainian student community towards charismatic leaders’ political strategies was identified in the analysis process. It was based on the criticism of personal qualities and manipulating practices employed by the movement leaders. The term “political (...) theology” is used by the Ukrainian “New Generation” charismatic leaders to outline and describe the nature of the movement’s political ideology. It is based on ideas of the “New World Order” by O. Lediaev and some Christian extremism features. Criticizing the “New Generation” leaders’ theocratic ideas, the authors focused on their influence on the formation of strategies for developing Ukrainian communities of new generations. It was noted that most leaders of Ukrainian communities are aware of the utopian and conflict-generating nature of the idea of creating a theocratic state in modern Ukraine. (shrink)
This study concerns the problem of late complications of antineo-plastic therapy. Reduced parameters of the cardiorespiratory system in childhood may have a tremendous impact on health. In order to assess the selected parameters, to evaluate physical endurance, and compare the results with those obtained for healthy children, a test was carried out on a treadmill, until 80% of maximum pulse rate was reached. To compare the differences between the treatment group and the control group, three approaches were used. The first (...) one was the classical statistical inference, the second consisted in forming a multidimensional normal model and also involved modelling of the correlation between variables. The unstructured type of the working correlation matrix was chosen to obtain the results and correct standard errors. In the last approach, logistic regression was used to model the relationship between binary outcome and covariates, and to differentiate between the groups of patients on the basis of their cardiovascular parameters.
