We propose an expanded view of vulnerability that moves beyond a focus on consent and the intrinsic attributes of participants. Abstract The introduction of genetically modified plants into the environment has been marked by different positions, either in favor of or against their release. However, the problem goes well beyond such contradictory positions; it is necessary to take into account the legislation, ethics, biosafety, and the environment in the considerations related to the release of genetically modified organisms (GMOs). To this end, the Brazilian Committee of Biosafety (CTNBio), a consultative and deliberative multidisciplinary collegiate, provides technical and advisory support to the (...) Brazilian Federal Government. This committee consists of scientists and non-scientists who participate in evaluating the dossiers of companies that are requesting approval by the Brazilian Government; consequently, the aim of this study was to investigate whether commercial approvals of GMOs were associated with the profile of the CTNBio members. Research was based on the minutes taken at CTNBio meetings carried out from 2006 up to 2009, considering law 11.105/2005 and the Constitution of 1988 as legal frameworks, to determine the number of voters in favor of or against releasing genetically modified Bt-maize, Bt-cotton, and herbicide resistant soybeans to be used in Brazilian agriculture. Via the internet, we had access to the curriculum vitae of the CTNBio members through the Plataforma Lattes database of the National Council for Scientific and Technological Development (CNPq), where we found their area of expertise. CTNBio members were divided into expert-for, expert-against, non-expert-for, and non-expert-against. Results showed that CTNBio decisions could be based on technical criteria as well as on the policy of the institution that expert-members were representing. Research on moral cleansing and moral self-licensing has introduced dynamic considerations in the theory of moral behaviour. Past bad actions trigger negative feelings that make people more likely to engage in future moral behaviour to offset them. Symmetrically, past good deeds favour a positive self-perception that creates licensing effects, leading people to engage in behaviour that is less likely to be moral. In short, a deviation from a is balanced with a subsequent action that compensates the prior behaviour. We model (...) the decision of an individual trying to reach the optimal level of moral self-worth over time and show that under certain conditions the optimal sequence of actions follows a regular pattern which combines good and bad actions. To explore this phenomenon we conduct an economic experiment where subjects play a sequence of giving decisions (dictator games). We find that donations in the previous period affect present decisions and the sign is negative: participants' behaviour in every round is negatively correlated to what they did in the past. Hence donations over time seem to be the result of a regular pattern of self-regulation: moral licensing (being selfish after altruistic) and cleansing (altruistic after selfish). (shrink)

The deconstruction of stupidity [in French bêtise] plays a crucial role in Derrida’s The Beast and the Sovereign. Through the concept of stupidity/bêtise the violence of our relationship with others, as inseparable from our relation to animality comes into view. “Stupidity” is deeply political, but also directly connected to the trace and, thus, cannot be simply overcome. While Sartre claimed that there are no fools, but just wicked men, Derrida embraces an uncanny version of stupidity. In this paper, guided by (...) Derrida’s reflections, we will examine the many paradoxes that undermine the pseudo-concept of stupidity, as well as several key moments of its history in Schelling’s, Nietzsche’s, Sartre’s, and Deleuze’s philosophies. Eventually our purpose will be to display the ethical statements which can be extrapolated from Derrida’s perspective: when the world is gone, how can we carry stupidity? (shrink)

The public rejection of scientific claims is widely recognized by scientific and governmental institutions to be threatening to modern democratic societies. Intense conflict between science and the public over diverse health and environmental issues have invited speculation by concerned officials regarding both the source of and the solution to the problem of public resistance towards scientific and policy positions on such hot-button issues as global warming, genetically modified crops, environmental toxins, and nuclear waste disposal. The usefulness of machine learning algorithms has led to their widespread adoption prior to the development of a conceptual framework for making sense of them. One common response to this situation is to say that machine learning suffers from a “black box problem.” That is, machine learning algorithms are “opaque” to human users, failing to be “interpretable” or “explicable” in terms that would render categorization procedures “understandable.” The purpose of this paper is to challenge the widespread agreement about the existence (...) and importance of a black box problem. The first section argues that “interpretability” and cognates lack precise meanings when applied to algorithms. This makes the concepts difficult to use when trying to solve the problems that have motivated the call for interpretability. Furthermore, since there is no adequate account of the concepts themselves, it is not possible to assess whether particular technical features supply formal definitions of those concepts. The second section argues that there are ways of being a responsible user of these algorithms that do not require interpretability. In many cases in which a black box problem is cited, interpretability is a means to a further end such as justification or non-discrimination. Since addressing these problems need not involve something that looks like an “interpretation” of an algorithm, the focus on interpretability artificially constrains the solution space by characterizing one possible solution as the problem itself. Where possible, discussion should be reformulated in terms of the ends of interpretability. (shrink)

Este artículo analiza la fuerte tensión que existe en Métaphysique du (...) sentiment entre una línea plotiniana y otra opuesta, gnóstica. Muestra que esta tensión es una nueva expresión de un patrón fundamental y recurrente en la filosofía moderna y contemporánea, para el que he acuñado el nombre de complejo de Chandos. Este complejo se manifiesta en el intento de mantener unidas, de forma inevitablemente escenificada y engañosa, la narrativa de una supuesta continuidad dichosa entre lo humano y la naturaleza, y la del patético desarraigo que separa a los sujetos de la naturaleza. También encontramos este complejo en cierta ambigüedad de la teoría de la carne de Merleau-Ponty. En el Seminario de Buenos Aires, sin embargo, Barbaras esboza una vía alternativa, que será el eje de L’appartenance, y que nos permitirá superar esta moderna narrativa chandossiana. Nietzsche and Merleau-PontyDepth of Images and the Thought of the Eternal ReturnHere, we analyze the reasons for which it is possible to establish a connection between Nietzsche and Merleau-Ponty – a connection claimed by Merleau-Ponty – based on a “metaphysics” of the Dionysian and the Apollonian. All existence rests upon a cruel and violent depth; and the surface of the “real,” individualities and distinct ideas, is in fact solely constituted by Apollonian images. We show how Nietzsche and Merleau-Ponty surmount the (...) nihilism necessarily induced by this fi rst thesis by affirming the richness of images and their power of inspiration as well as the eternal recurrence of the world of appearances. In a world of images, salvation belongs to those who will know how to recognize images as such in any being and in any idea. No preexisting meaning confines us; each instant must be creative and the maximum amount of meaning will be exalted at the heart of a vivified imagination. But how can we, simultaneously, produce simple images, love and desire their subsequent destruction as well as be a creative genius, instituting and teaching? What is exactly our relationship to the Dionysian depth and to past images? Nietzsche’s position on this matter is ambiguous and, to a certain extent, double. Two tendencies coexist in his thought. On the one hand, we have an exhortation for rupture, for absolutely free creation as well as a condemnation of modern culture which has been invaded and ossified by the bric-a-brac of historical meaning. On the other hand, we have the claim for a heritage, the reference to the models of monumental history and the invocation of an inspiration drawn from nature and the elements. Merleau-Ponty’s solution to escape nihilism avoids such a duality and endeavors to reconcile our status of inheritors and our responsibility as creators. The United States’ ambitious Precision Medicine Initiative proposes to accelerate exponentially the adoption of precision medicine, an approach to health care that tailors disease diagnosis, treatment, and prevention to individual variability in genes, environment, and lifestyle. It aims to achieve this by creating a cohort of volunteers for precision medicine research, accelerating biomedical research innovation, and adopting policies geared toward patients’ empowerment. As strategies to implement the PMI are formulated, critical consideration of the initiative's ethical and sociopolitical dimensions is needed. (...) Drawing on scholarship of nationalism and democracy, we discuss the PMI's construction of what we term “genomic citizenship”; the possible normative obligations arising therefrom; and the ethical, legal, and social challenges that will ensue. Although the PMI is a work in progress, discussion of the existing and emerging issues can facilitate the development of policies, structures, and procedures that can maximize the initiative's ability to produce equitable and socially sensitive outcomes. Resemblances obtain not only between objects but between properties. Resemblances of the latter sort - in particular resemblances between quantitative properties - prove to be the downfall of a well-known theory of universals, namely the one presented by David Armstrong. This paper examines Armstrong's efforts to account for such resemblances within the framework of his theory and also explores several extensions of that theory. All of them fail.

While most of healthcare research and practice fully endorses evidence-based healthcare, a minority view borrows popular themes from philosophy of science like underdetermination and value-ladenness to question the legitimacy of the evidence-based movement’s philosophical underpinnings. While the feminist origins go unacknowledged, those critics adopt a feminist reading of the “gap argument” to challenge the perceived objectivism of evidence-based practice. From there, the critics seem to despair over the “subjective elements” that values introduce to clinical reasoning, demonstrating that they do not (...) subscribe to feminist science studies’ normative program——where contextual values can enable good science and justified decisions. In this paper, I investigate why it is that the critics of evidence-based medicine adopt feminist science’s characterization of the problem but resist the productive solutions offered by those same theorists. I suggest that the common feminist empiricist appeal to idealized epistemic communities is impractical for those working within the current biomedical context and instead offer an alternate stream of feminist research into the empirical content of values (found in the work of Elizabeth Anderson and Sharyn Clough) as a more helpful recourse for facilitating the important task of legitimate and justified clinical decision-making. The standard counterexamples to David Lewis’s account of intrinsicality involve two sorts of properties: identity properties and necessary properties. Proponents of the account have attempted to deflect these counterexamples in a number of ways. This paper argues that none of these moves are legitimate. Furthermore, this paper argues that no account along the lines of Lewis’s can succeed, for an adequate account of intrinsicality must be sensitive to hyperintensional distinctions among properties.

The evidence-based medicine (EBM) movement is touted as a new paradigm in medical education and practice, a description that carries with it an enthusiasm for science that has not been seen since logical positivism flourished (circa 1920–1950). At the same time, the term ‘‘evidence-based medicine’’ has a ring of obviousness to it, as few physicians, one suspects, would claim that they do not attempt to base their clinical decision-making on available evidence. However, the apparent obviousness of EBM can and should (...) be challenged on the grounds of how ‘evidence’ has been problematised in the philosophy of science. EBM enthusiasm, it follows, ought to be tempered. The post-positivist, feminist, and phenomenological philosophies of science that are examined in this paper contest the seemingly unproblematic nature of evidence that underlies EBM by emphasizing different features of the social nature of science. The appeal to the authority of evidence that characterizes evidence-based practices does not increase objectivity but rather obscures the subjective elements that inescapably enter all forms of human inquiry. The seeming common sense of EBM only occurs because of its assumed removal from the social context of medical practice. In the current age where the institutional power of medicine is suspect, a model that represents biomedicine as politically disinterested or merely scientific should give pause. (shrink)

The exponential growth of genetic knowledge and precision medicine research raises hopes for improved prevention, diagnosis, and treatment options for children with behavioral and psychiatric conditions. Although well-intended, this prospect also raise the possibility — and concern — that behavioral, including psychiatric genetic data would be increasingly used — or misused — outside the clinical context, such as educational settings. Indeed, there are ongoing calls to endorse a “personalized education” model that would tailor educational interventions to children's behavioral and psychiatric (...) genetic makeup. This article explores the justifications for, and prospects and pitfalls of such endeavors. It considers the scientific challenges and highlights the ethical, legal, and social issues that will likely arise should behavioral genetic data become available and are routinely incorporated in student education records. These include: when to disclose students' behavioral and psychiatric genetic profile; whose genomic privacy is protected and by whom; and how students' genetic data may affect education-related decisions. I argue that the introduction of behavioral genetics in schools may overshadow the need to address underlying structural and environmental factors that increase the risk for psychiatric conditions of all students, and that the unregulated use of student behavioral genetic profiles may lead to unintended consequences that are detrimental for individuals, families and communities. Relevant stakeholders — from parents and students to health professionals, educators, and policy-makers — ought to consider these issues before we forge ahead with a genomically informed education system. Both practitioners and scholars are increasingly interested in the idea of the human-centered organization. This term first appeared in the late 1950s and has gained attention in the last ten years. Awareness of the need for human-centeredness grew during the COVID-19 pandemic, in which many organizational leaders were compelled to focus on employee health, safety, and well-being. In this paper, we review and synthesize the rather fragmented scholarly and practitioner literature on human-centered organization (HCO) to develop an integrated definition and (...) framework. The 26 sources reviewed in depth indicate that the HCO construct is primarily utilized in two ways. First, human-centered design scholars and practitioners conceive of HCOs as employing human-centered design practices. The second discourse involves the humanistic management and culture literature, which conceives of HCOs as embodying humanistic values and cultures. After reviewing these separate discourses, we synthesize them in an integrated definition as well as framework of HCO. The framework starts from humanistic values such as dignity, well-being, and justice, which are pivotal in creating organizational practices characterized by a common good purpose, positive human experiences on the job, team structures to coordinate work, and participatory tools and approaches. Medical discourse currently manages two broad visionary movements: "evidence-based medicine," the effort to make clinical medicine more responsive to the medical research, and "patient-centered care," the platform for a more humane health-care encounter. Because few would object to evidence-based medicine’s (EBM) principal task of basing medical decisionmaking on the most judicious and up-to-date evidence, the debate over this prolific movement may seem puzzling. Who, one may ask, could be against evidence (Carr-Hill, 2006)? Yet this question belies the sophistication of the evidence-based movement. This chapter presents the evidence-based approach as a socio-medical phenomenon and seeks to explain and negotiate the points of disagreement between supporters and detractors. This is done by casting EBM as (...) more than the simple application of research findings to clinical care and improved health outcomes, but rather an umbrella term that harnesses a specific set of pedagogical objectives (some rather radical) under a name that makes it difficult to argue against. With twentieth- and twenty-first-century philosophy of science’s unfolding acceptance of the nature of scientific inquiry being value-laden, the persistent worry has been that there are no means for legitimate negotiation of the social or non-epistemic values that enter into science. The rejection of the value-free ideal in science has thereby been coupled with the spectres of indiscriminate relativism and bias in scientific inquiry. I challenge this view in the context of recently expressed concerns regarding Canada's death of evidence controversy. The (...) worry, raised by Stathis Psillos, is that as constructivist accounts of science demoted the previously secure status of evidence for drawing justified conclusions in science, we were left with no rational delineation between the right and wrong values for science. The implication for the death of evidence controversy is that we may have no rational grounds for claiming that the Canadian Government is wrong to interfere with scientific enterprise. But he does offer another avenue for reaching the conclusion that the wrong social values are directing the current stifling of some sectors of Canadian science. Psillos draws from standpoint epistemologies to devise a salient defence of ‘valuing evidence’ as a universalizable social value. That is, government bodies ought to enable scientific research via adequate funding as well as political non-interference. In this paper, I counter that non-epistemic values can be rationally evaluated and that standpoint epistemology’s universalizable standpoint provides an inadequate framework for negotiating social values in science. Regarding, I draw from the evidence-based medicine debate in philosophy of medicine and from feminist empiricist investigations into the science–values relationship in order to make the argument for empirically driven value arbitration. If social values can be rationally chosen in the context of justification, then we can have grounds for charging the Canadian leadership with being ‘at war with science’. I further argue that my recommended empiricist methodology is preferable to Psillos’s search for universalizable perspectives for negotiating social values in science because the latter method permits little more than the trivial conclusion that evidence is valuable to science. Estos mecanismos de cibervigilancia fueron criticados por los ciudadanos, los pensadores y los dirigentes de Europa y América argumentando, principalmente, que el “modelo chino” encarna una violación (...) de los derechos humanos. La cibervigilancia y la transferencia de datos son ya utilizados en los países occidentales, sin embargo, su uso no viola ningún derecho humano pues se emplea para rastrear, vigilar y expulsar a los “migrantes clandestinos”. El presente trabajo busca demostrar cómo el desarrollo tecnológico actual está vinculado a la experimentación con figuras no-humanas, como es el caso de los migrantes clandestinos quienes personifican una especie de conejillos de Indias para los experimentos digitales de las potencias europeas. In the last decades, the exponential use of the Internet has stimulated in the world population the fear of being watched by local or foreign governments. Countries like South Korea and China already use a powerful data network and multiple facial recognition cameras to track their populations. These cyber surveillance mechanisms were criticized by citizens, thinkers and various leaders from Europe and America, arguing mainly that the “Chinese model” embodies a violation of human rights. Cyber surveillance and data transfer are already used in Western countries; however, its use does not violate any human right because it is used to track, monitor and expel "clandestine migrants". The present work seeks to demonstrate how current technological development is linked to experimentation with non-human figures, as is the case of clandestine migrants who personify a kind of guinea pig for digital experiments by European powers.
