In Mexico, the management of public resources has been questioned by the State, and mainly the results that the public administration at its three levels (federal, state and municipal), by the lack of transparency in the application and verification of public resources. The experience that gives us the operation of different emerging programs that focused on reducing social and economic inequality in the country, we can locate them as the first attempts in the search for a solution that is complex. (...) Moving from the role of the benefactor and welfare state to the promoter of the regions and in the recognition of the focalization of priority attention areas, the path that has been taken is not only the beginning. Recognizing the public nature of public finances as a promoter of social development, we must understand it as the one assumed by the State through social, political and economic co-responsibility to solve poverty and marginalization of its own public policy orientation and vision of solution has been made since the eighties. From the above, we can point out some preliminary conclusions including the study of the indigenous language-speaking population with a high level of social exclusion in the methodology for the definition of multidimensional poverty in Mexico, will allow the allocation of public resources in the fight against poverty to be effective since it will make it possible to identify to the target population that is subject to social exclusion and marginalization. This invites us to a final reflection: What to do to address the just social demands of the indigenous population that is immersed in poverty, marginalization and exclusion? What to do so that they do not leave their communities, and if they have already done so, how to attend to the needs of family groups that are due to the expense of a remittance that may never arrive? Mexico, with the commissioning of the "National Crusade Against Hunger Program" in 2013, aimed at serving the population that presents both extreme poverty and food deprivation. The article aims to analyze whether the criterion of the selection of the municipalities of the State of Veracruz incorporated in the National Crusade Against Hunger Program (PNCH) show complementarity with the efforts in the fight against poverty in the social expenditure strategy applied in the Priority Attention Zones Program (ZAP) and the Priority Areas (...) Development Program (PDZP) and, particularly, the indigenous municipalities that have a greater degree of social exclusion. The adjustment of a binary logistic regression model is presented, in order to assess the incidence of contextual factors to interpret the scope of the strategy adopted by the federal government in the fight against poverty and hunger. As a result, it is evident that there is no continuity in the fight against poverty, since the municipalities included in the strategy Priority Areas of Attention and Program of Development of Priority Zones are not considered in the selection of municipalities incorporated in the National Program of Crusade Against Hunger, a situation that identifies the relationship between programs is not complementary. Climate change is a threat to food system stability, with small islands particularly vulnerable to extreme weather events. In Puerto Rico, a diminished agricultural sector and resulting food import dependence have been implicated in reduced diet quality, rural impoverishment, and periodic food insecurity during natural disasters. In contrast, smallholder farmers in Puerto Rico serve as cultural emblems of self-sufficient food production, providing fresh foods to local communities in an informal economy and leveraging traditional knowledge systems to manage varying ecological and (...) climatic constraints. The current mixed methods study sought to document this expertise and employed a questionnaire and narrative interviewing in a purposeful sample of 30 smallholder farmers after Hurricane María to identify experiences in post-disaster food access and agricultural recovery and reveal underlying socioecological knowledge that may contribute to a more climate resilient food system in Puerto Rico. Although the hurricane resulted in significant damages, farmers contributed to post-disaster food access by sharing a variety of surviving fruits, vegetables, and root crops among community members. Practices such as crop diversification, seed banking, and soil conservation were identified as climate resilient farm management strategies, and smallholder farmer networks were discussed as a promising solution to amass resources and bolster agricultural productivity. These recommendations were shared in a narrative highlighting socioecological identity, self-sufficiency, community and cultural heritage, and collaborative agency as integral to agricultural resilience. Efforts to promote climate resilience in Puerto Rico must leverage smallholder farmers’ socioecological expertise to reclaim a more equitable, sustainable, and community-owned food system. (shrink)

Winds of change, from the political perspective in Mexico, invite us to reformulate the methodological vision for the direction of public policy in the field of social development, directing their actions towards the construction of a methodological proposal that allows us to direct ourselves towards achieving higher levels of Well-being Social in our country, as a desirable objective of public policy and which is expected to be inclusive, participatory and democratic. -/- In this sense, it is important to recognize that (...) the current debate, in the academic and political sphere, questions what is being well? What is the life that is worth living? And that, additionally, the recognition of the satisfaction of life goals, at an individual and collective level, which invites us to reflect, if the current economic and social policy and strategy has produced results in what we envision as social welfare? Is a new approach necessary to solve the problem? What strategy should it be to consider the new methodological approach that seeks social welfare? And what components should be considered in the measurement of social welfare? This document is an invitation to review the concept of social welfare, as a proposal whose purpose is to correct the deficiencies or historical deficiencies suffered by the population, in the elemental enjoyment of social rights, a situation that causes social backwardness, marginalization, and that it is aimed at the impossibility of participating in the social decisions of the community and in collective decisions, such as: speaking, proposing, being heard and demanding compliance with fundamental human rights such as: health, food, housing, employment and security, among others. These deficiencies in the enjoyment of social and human rights are seen in the presence of social exclusion, and that together these social deficiencies explain the degree of multidimensional poverty suffered by the population in rural and urban areas. It is here that he invites us to reflect: what is the problem that social welfare seeks to solve? Multidimensional poverty, social exclusion, social backwardness or social inequality? And consequently, how to define the components to identify social welfare? -/- The document is made up of three sections: i) Social welfare: A retrospective look; ii) Social Welfare, an integrative view: The contribution of Sen, Naussbam, Rawls, Actis Di Pasquale and Keyes; and iii) Social Welfare: The recognition of limits in economic development -/- The first section presents a review of the proposals, which in the area of economic development have been presented since 1968 in the Human Condition Project, until the 2015 proposal of Sustainable Development Goals. -/- In the second section, the contributions of (Rawls, 1995), (Sen, 1982), (Nussbaum, 2011), (Keyes, 1998) , (Actis Di Pasquale, 2015) and (Actis Di Pasquale, 2017) are presented in order to present an integrative approach to the concept of social welfare. In Mexico, the Productive Organization Program for Indigenous Women (POPMI) seeks the empowerment of productive capacities in indigenous women. Our study analyzes POPMI outreach, focusing our attention on women beneficiaries who present a high degree of social exclusion and multidimensional poverty in the State of Veracruz. In the study area, the 542 indigenous women benefited in POPMI, presented a condition of multidimensional poverty and a degree of social exclusion: very high, high and medium, they represent only 22.19% of the total (...) beneficiaries of this program In 2010, since at the state level a total of 2,243 indigenous women were cared for. The results show that the localities where the condition of multidimensional poverty and very high, medium and high levels of social exclusion have been excluded in the coverage of POPMI. (shrink)

The present proposal is an approach to the vision, cosmogony and philosophy of the Totonacapan people, and particularly with the inhabitants of the Totonacapan region in Veracruz Mexico, a town whose wisdom is manifested to this day, in the conservation of customs and traditions , as well as the hierarchy of collective desire that seeks health, well-being and peace in the region, are guides in the evolution of their cultural processes, where a closeness, respectful and deep with Mother Nature stands (...) out. This wisdom by the Council of Elders, transmitted to the new generations, by the Supreme Council of Totonacapan who seek share the basis to understand and conceive the current world, from the ancestral vision and cosmogony to identify their space, thought, spirituality and in the building your social context. In the Totonacapan region, the first pre-hispanic population concentrations were located around 1259 to 1311. Already by the year 1450, there is a record of incursions and the conquest of Totonaca territory, by the Mexica, establishing a relationship of domain and subordination. As a result of the presence of "Mexica" in the Totonaco territory, there was an imposition of customs and language, since in some areas they begin to speak in Nahuatl, resulting in the presence of a bilingualism (Nahuatl-Totonac) , situation that persists, until the encounter with the Spaniards in the year of 1519. At present, the Totonacapan region includes the area that extends from the Cazones River to the north, to the towns of Gutiérrez Zamora and Tecolutla, in the State of Veracruz in Mexico. 2 The importance of the document is that it constitutes an invitation to deepen and understand the vision of the inhabitants of Totonacapan, in the construction of their social context and their connection with nature, as part of an ancient culture, which creates and recreates their vision, in the search for the feeling of belonging and as an inheritance of the children of thunder (Tajin), as well as the need to preserve the benefits that nature itself offers them, seeking a peaceful and harmonious coexistence, in the social and environmental environment. However, the preservation of its history, tradition and philosophy of life, contrast with public policy strategies, particularly in the social sphere, and which are aimed at achieving economic development in the fight against multidimensional poverty and marginalization, all Once they have not incorporated into them, the feeling and living of the relationship between individual and nature, as the guiding axis, of the philosophy of the Totonacapan people. What is sustainability for the people of Totonacapan? What is social justice in the search for sustainability? And what is your concept of justice in sustainability and human development? From the vision and philosophy of the people of Totonacapan, as part of the history and tradition of the children of thunder "Tajin" and in whose worldview, he is responsible for regulating the rain, climate and life of the people of the region. This book explores the philosophical, legal, and theological roots of Western multiculturalism, that is, the encounter and coexistence of different cultures within a liberal society. What makes political power legitimate? Without legitimation, subjects will not accept power, and, since religion permeated medieval society, religion became foundational to philosophical legitimations of political power. In 2013, the XIX Annual Colloquium of the International Society for the Study of Medieval Philosophy took place in Alcalá de Henares, one of the medieval centers of political debate within and between Jewish, Christian and Muslim communities. The members of these communities all shared the common belief that God constitutes the remote or (...) proximate cause of legitimation. Yet, beyond this common belief, they differed significantly in their points of departure and how their arguments evolved. For instance, the debate among Western Christians in the conflict between secular power and Papal authority sowed the seeds for a secular basis of legitimacy. The volume reflects the results of the colloquium. Many contributions focus on key Christian thinkers such as Marsilius of Padua, Thomas Aquinas, John Quidort of Paris, Giles of Rome, Dante, and William of Ockham; other studies focus on major authors from the Jewish and Muslim traditions, such as Maimonides and Alfarabi. Finally, several papers focus on lesser-known but no less important figures for the history of political thought: Manegold of Lautenbach, Ptolemy of Lucca, Guido Terrena, John of Viterbo, Pierre de Ceffons, John Wyclif and Pierre de Plaoul. La philosophie tragique a eu comme lieu de naissance la pensée nietzschéenne. L'intention de Nietzsche fut d'extraire le terme du tragique du contexte du théâtre pour construire avec lui une réflexion au service de la vie. Notre intention dans cet ouvrage est de comprendre comment la pensée de Rosset suit celle de Nietzsche et à quel moment elle s'éloigne pour écrire sa propre version de la philosophie tragique. Sur ce point nous tentons de répondre : quel est l'apport de Rosset (...) à la lignée de la philosophie tragique? Ou bien quel est l'avantage de suivre une philosophie tragique sans tomber dans la simplicité de l'optimisme? On peut voir que ces questions lient complètement la philosophie et l'éthique et invitent à échapper au sens amer et fataliste qu'habituellement on concède au terme du tragique pour l'ouvrir à la célébration de la vie. Enfin, on insiste sur la question : Rosset est-il vraiment un continuateur de Nietzsche et parvient-il à resémantiser le terme de philosophie tragique pour l'enrichir et l'amplifier, pour le singulariser avec sa propre réflexion? Ignace Meyerson (1888-1983), juif polonais naturalise francais a 35 ans, medecin, licencie en sciences et en philosophie, est le fondateur de la psychologie historique et comparative. Prenant pour objet d'enquete tout ce que les hommes ont produit, conserve et transmis, il affirme que la variation de ces oeuvres dans l'espace et dans le temps suppose que l'esprit humain soit lui-meme le lieu d'une histoire. La methode de Meyerson consiste a construire, a partir des faits de civilisation documentes par les sciences (...) humaines, la genealogie des fonctions psychologiques - poles de l'activite mentale tels que la memoire, la perception de la couleur ou la personne elle-meme - et a montrer ainsi leur evolution et leur contingence. En etendant ce programme aux civilisations anciennes, Jean-Pierre Vernant et Marinette Dambuyant, disciples de Meyerson, ont confirme la pertinence de cette approche genetique et comparatiste. Refusant l'abstraction philosophique, le determinisme sociologique ou l'analyse structurale, la psychologie historique a ete l'une des voies du renouvellement des sciences humaines. Ce livre est le produit d’un colloque éponyme tenu en 2017 à l’université Lumière Lyon 2. Référence est faite, avec une ample chronologie allant de l’époque moderne au très contemporain, à diverses aires culturelles étudiées dans des langues et avec des supports très variés. Les auteurs sont essentiellement des littéraires et des linguistes et nombre de chapitres concernent les représentations de l’enfermement sous toutes ses formes dans des œuvres littéraires, des récits écrits, télévisuels...

L’influence du corpus paulinien sur l’œuvre et la pensée d’Hilaire de Poitiers est évidente autant dans l’approche exégétique de l’évêque vis-à-vis des textes bibliques que dans les sujets qu’il traite. Parmi ceux-ci, la justification par la foi fait l’objet d’un développement remarquable dans ses œuvres principales, en particulier dans le Commentarium in Matthaeum, dans laquelle l’évêque de Poitiers souligne la capacité exclusive de la foi pour justifier l’être humain et l’impuissance des œuvres pour l’atteindre. Cette radicalité apparente de son approche (...) dans sa première œuvre connue a donné lieu à une compréhension partiale du traitement que fait Hilaire de la justification par la foi. Dans cet article nous analyserons la véritable nature du rôle que jouent la foi et le mérite pour le salut dans l’ensemble des écrits de l’évêque de Poitiers tout en mettant sa doctrine en contexte avec celle de l’Apôtre. L'A. de cette étude analyse des textes inédits d'Hilaire de Poitiers où ce dernier parle de la réciprocité des relations trinitaires et de la mutuelle «interdépendance» du Père et du Fils. Il montre que l'insistance sur les relations originaires et sur les processions divines ne signifient pas nécessairement l'infériorité du Fils, et que si celui-ci n'existe qu'en totale référence au Père, de même ce dernier se réfère au Fils et ne peut exister sans lui.

Tradicionalmente el discurso narrativo, poético o mítico ha servido de vehículo para trasmitir contenidos de orden teológico y metafísico. Es decir, el concepto necesita de la representación para un mejor y más profundo desarrollo temático. Un caso ejemplar de este fenómeno lo encontramos en el llamado swedenborgismo literario, esto es, en la utilización de la figura de Emanuel Swedenborg como motivo y argumento en poetas y novelistas. La pregunta es si el swerdenborgismo literario es tan solo un pretexto estilístico o (...) bien obedece a razones de mayor calado filosófico o religioso. J. L. Neoliberal ideology and exclusionary policies based on racialized identities characterize the current contexts in North America and Western Europe. Nursing knowledge cannot be abstracted from social, political and historical contexts; the task of examining the influence of race and racial ideologies on disciplinary knowledge and inquiry therefore remains an important task. Contemporary analyses of the role and responsibility of the discipline in addressing race‐based health and social inequities as a focus of nursing inquiry remain underdeveloped. In this article, we examine (...) nursing's engagement with ideas about race and racism and explore the ways in which nursing knowledge and inquiry have been influenced by race‐based ideological discourses. Drawing on Henry and Tator's framework of democratic racism, we consider how strategic discursive responses—the discourses of individualism, multiculturalism, colour‐blindness, political correctness and denial—have been deployed within nursing knowledge and inquiry to reinforce the belief in an essentially fair and just society while avoiding the need to acknowledge the persistence of racist discourses and ideologies. Greater theoretical, conceptual and methodological clarity regarding race, racialization and related concepts in nursing inquiry is needed to address health and social inequities. (shrink)

El desarrollo de la neurociencia ha permitido, en las últimas décadas, espectaculares avances en torno al mejor conocimiento de diferentes prácticas humanas desde las bases neurofisiológicas del funcionamiento cerebral. A pesar de que aún nos encontramos en la «prehistoria» del descifrado funcional del más complejo órgano que conocemos en el universo, es un momento adecuado para hacer un balance operativo, desterrando algunas falsedades y aprovechando algunos datos consolidados para su aplicación a la enseñanza y a la praxis de la escritura (...) creativa. De manera sintética, abordaremos algunas claves sobre la creatividad en general, para centrarnos en la creatividad verbal estética, tanto en su expresión oral como a través de los cambios cerebrales que se operan en el proceso de aprendizaje de la lectura. Reflexionaremos acerca de la complejidad de nuestras representaciones mentales vinculadas, por ejemplo, con el discurso poético verbal, ofreceremos algunas indicaciones sobre la importancia de la escritura como potenciador de nuestra reserva cognitiva, destacando algunas orientaciones prácticas para potenciar la creatividad en la experiencia de esa misma escritura. Insistiremos en la importancia de la emoción y la atención, así como en la interconexión entre inteligencia racional e inteligencia emocional en los ámbitos de la escritura y la lectura. Finalizaremos con un análisis de las nuevas prácticas de lectura y escritura desarrolladas en el tercer entorno, nuevas narrativas construidas en el nuevo paradigma tecnológico que han posibilitado nuevos ámbitos creativos para la escritura, insistiendo en los conceptos de ‘transmedialidad’, ‘literacidad digital’, ‘hipertextualidad’, ‘multimodalidad’ y su incidencia en nuestra actividad cerebral. Recent Canadian and international events have sparked dialogue and action to address racism within the nursing discipline. While the urgency to seek and implement antiracist solutions demands the attention of nurses, we contend that a contemporary analysis of the mechanisms that continue to perpetuate racism within nursing's theoretical foundation is required first. This study reconsiders the perceived functions of racism within the current state of nursing concepts and theories. In particular, we expose the role that covert racism plays by inadvertently (...) sustaining racism through nursing's theoretical foundation, and how this process strengthens white supremacy. We argue that, in the absence of exposing these covert mechanisms, the development of solutions will be futile in dismantling racism. By making visible the covert mechanisms of racism within nursing's theoretical foundation, we attempt to establish an opportunity for the nursing discipline to dismantle its racist foundation and engage in sustained antiracist action. Lastly, this study demonstrates the need to equip the discipline with a moral commitment to antiracism in an effort to emancipate nursing from its racist legacies. (shrink)

Critique has been a central theme in the German philosophical tradition since the publication of Immanuel Kant's Critique of Pure Reason. Some successors turned Kant's critique against itself and used it to challenge the authority of his system. Others extended his critique, applying it to aesthetics, epistemology, ethics, metaphysics, and political philosophy and generating new forms of criticism that were then taken up by Idealism, Romanticism, Marxism, Neo-Kantianism, Phenomenology, and Critical Theory. Yet these various legacies of Kantian critique are rarely (...) brought into dialogue. Critique in German Philosophy seeks to address this problem by exploring the figures, works, movements, and philosophical subfields that have contributed to the development of the concept of critique in German philosophy, as well as their relation to one another. In so doing, it also challenges the standard ways philosophers have understood the task of philosophical critique. Attending to both canonical and previously overlooked texts and thinkers, the contributors bring to light alternative conceptions of critique in the German philosophical tradition with profound implications. In offering a critical revision of the history of modern European philosophy, the volume also raises new questions about what it means for philosophy to be "critical" today. (shrink)

En noviembre de 2010 se celebró la 100a Asamblea Plenaria de la Conferencia Episcopal de Chile. Con ocasión de este simbólico acontecimiento, el presente texto ofrece los resultados de un estudio sobre el contenido de las declaraciones emanadas de estas asambleas episcopales. Primero se da una mirada histórica de conjunto a los textos, ordenados por décadas, para en un segundo momento destacar y analizar brevemente sus principales claves teológicas. Este artigo procura refletir acerca do ponto a partir do qual Habermas afirma a inatualidade da crítica social da primeira geração frankfurtiana, em específico Adorno, a saber, a ideia de que a crítica radical da racionalidade articulada com a análise social conduziria inevitavelmente a uma aporia analítica, a qual só poderia ser superada pela mudança de paradigma no interior da teoria crítica. Focalizando como Adorno busca manter a situação aporética da crítica social, busco redimensionar a aporia tirando-a do registro de (...) obstáculo inultrapassável em direção à condição de possibilidade do exercício crítico. This article seeks to reflect on the point from which Habermas argues on the obsolescence of social criticism of the first generation from the Frankfurt School, especially Adorno, from the idea that the radical critique of rationality articulated with social analysis would inevitably lead to an analytic aporia, which could only be overcome by the paradigm shift within the critical theory. Focusing as Adorno tries to keep the aporetic situation of social critique, we sought to re-dimension the idea of the obstacle of aporia by removing it from the unsurpassable obstacle towards the condition of possibility of the critical exercise.
