This is the second of the four essays in Part II of the book on liberalism and traditionalist education; all four are by authors who would like to find ways for the liberal state to honour the self-definitions of traditional cultures and to find ways of avoiding a confrontation with differences. Melissa Williams examines citizenship as identity in relation to the project of nation-building, the shifting boundaries of citizenship in relation to globalization, citizenship as shared fate, and the role of (...) multicultural education within the view of citizenship-as-shared-fate. She argues the other side of the same coin to that presented by Shelley Burtt in the previous chapter: according to Williams, the liberal state often demands too much in the way of loyalty from traditional groups, and when it does, it runs a strong risk of becoming oppressive and illiberal. Moreover, she holds that there is no need for a single shared identity among citizens of the liberal state. Her conception of people tied together by a shared fate is to this extent compatible with Burtt’s attempt to make liberalism’s commitment to autonomy more hospitable to groups of individuals encumbered by unchosen attachments, but her notion of citizenship as shared fate also goes further than that, and possibly stands in some tension with, Burtt’s view, since it allows and even encourages people to develop primary affiliation to all kind of groups – traditional as well as global. Globalization generates new structures of human interdependence and vulnerability while also posing challenges for models of democracy rooted in territorially bounded states. The diverse phenomena of globalization have stimulated two relatively new branches of political theory: theoretical accounts of the possibilities of democracy beyond the state; and comparative political theory, which aims at bringing non-Western political thought into conversation with the Western traditions that remain dominant in the political theory academy. This article links these two theoretical responses to globalization by (...) showing how comparative political theory can contribute to the emergence of new global “publics” around the common fates that globalization forges across borders. Building on the pragmatist foundations of deliberative democratic theory, it makes a democratic case for comparative political theory as an architecture of translation that helps deliberative publics grow across boundaries of culture. Somalia, Haiti, Bosnia, and Kosovo. All are examples where humanitarian intervention has been called into action. This timely and important new volume explores the legal and moral issues which emerge when a state uses military force in order to protect innocent people from violence perpetrated or permitted by the government of that state. Humanitarian intervention can be seen as a moral duty to protect but it is also subject to misuse as a front for imperialism without regard to international law. (...) In a world no longer centered on the West, what should political theory become? Although Western intellectual traditions continue to dominate academic journals and course syllabi in political theory, up-and-coming contributions of 'comparative political theory' are rapidly transforming the field. Deparochializing Political Theory creates a space for conversation amongst leading scholars who differ widely in their approaches to political theory. These scholars converge on the belief that we bear a collective responsibility to engage and support the transformation of political theory. (...) Cet article examine la place du concept d’impartialité dans les théories délibératives de la démocratie. C’est à partir de certaines critiques féministes que sont discutés deux défis lancés à la théorie délibérative et qui sont étroitement liés : le premier porte essentiellement sur le critère du raisonnable et l’idée d’offre de raisons ; le second concerne les circonstances sociales et politiques contingentes dans lesquelles les perspectives des groupes marginalisés peuvent influencer le jugement des autres citoyens. Certains des changements qui devraient (...) être apportés à la théorie délibérative afin qu’elle puisse tenir compte de ces préoccupations sont ensuite proposés. Finalement, les implications de tels changements pour nos notions plus générales de vertu et de responsabilité de la citoyenneté sont examinées.This article examines the place of the concept of impartiality in theories of deliberative democracy. Drawing on and extending recent feminist critiques of deliberative democracy, it explores two interrelated challenges to deliberative theory, one focused on the standard of reasonableness and the idea of reason-giving and the other on the contingent social and political circumstances under which marginalized-groups perspectives may sway the judgment of other citizens. Finally, some of the changes required of deliberative theory to address these concerns are discussed, and the implications of these changes for our more general notions of the virtues and responsibilities of citizenship are explored.
