Like Einstein's general theory of relativity is concerned with explaining the basics of an observable experience – i.e., gravity – most people take for granted that Chomsky's theory of generative grammar (GG) is concerned with the basic nature of language. This chapter highlights a mere subset of central constructs in GG, showing how they have featured prominently and thus shaped formal linguistic studies in multilingualism. Because multilingualism includes a wide range of nonmonolingual populations, the constructs are divided across (...) child bilingualism and adult third language for greater coverage. In the case of the former, the chapter examines how poverty of the stimulus has been investigated. Using the nascent field of L3/Ln acquisition as the backdrop, it discusses how the GG constructs of I‐language versus E‐language sit at the core of debates regarding the very notion of what linguistic transfer and mental representations should be taken to be. This paper attempts to address the question of how multilingualism in the EU might affect the consistency of private enforcement of competition law. In the literature, there have been concerns raised about the consistency of public enforcement of competition law, so in this paper attention has shifted to concerns about consistency of private enforcement. For the purposes of this paper, a distinction is drawn between rule-making and the application of competition law. The latter falls outside the scope of this (...) paper. The article starts by going straight into aspects of public versus private enforcement of EU competition law and consistency of private enforcement of competition law. Next, by looking at examples of national rules implementing the EU Damages Directive, the author is going to discern what challenges for consistency of private enforcement of competition law are associated with the multilingualism in the EU. The paper analyses and evaluates the linguistic policy of the Court of Justice of the European Union against the background of other multilingual courts and in the light of theories of legal interpretation. Multilingualism has a direct impact upon legal interpretation at the Court, displacing traditional approaches with a hermeneutic paradigm. It also creates challenges to the acceptance of the Court’s case-law in the Member States, which seem to have been adequately tackled by the Court’s idiosyncratic translation policy.

Language is a critical tool for communication. This article uses the autoethnographic methodology to describe the author’s experience of language acquisition, which has influenced his understanding of multilingualism in incarnational ministry. He belongs to a missional order, InnerCHANGE, that uses an incarnational approach to ministry. InnerCHANGE understands incarnational ministry as a mission to meaningfully identify with people its members live among. InnerCHANGE’s membership is of diverse backgrounds culturally. Multilingualism within the order and in ministry contexts in a way (...) that makes communication smooth is still an ideal rather than a reality. This article asks how multilingualism could positively contribute to InnerCHANGE’s quest for a meaningful incarnational approach. It found out that multilingualism could be a tangible act of equity and justice. It could also be a way to affirm diversity in a world that is constantly on a quest for a lingua franca, a contradiction to the event of Pentecost found in Acts 2. Finally, it could be an act of solidarity towards the valorisation of languages that some people see as inferior. It concludes by stressing that black Africans should be at the forefront of valorising their native languages in proudly using them and producing knowledge that could be shared with fellow Africans and non-Africans.Contribution: This article intends to contribute to the ongoing debate on the relation of the gospel to culture. Specific historical and linguistic circumstances gave way to a Swiss original concept of a multilingual state as the nation of the will. The discussion concerns problems inherent to the unity-in-diversity philosophy and the proportional representation of national languages within the framework of the Swiss constitution, including the legislation protecting language and the language principles obtaining in Switzerland. Drawing on the language ideology studies, this paper shows how the linguistic diversity is designed on the administrative level and what provisions have been (...) made to maintain multilingualism. In a globalized world where the traditional, the modern, and the postmodern increasingly meet, there is a growing need for understanding, particularly of views different from our own. In this paper, I want to explore the concept of epistemological multilingualism and its value to scholarship, advancing the notion that epistemological multilingualism—the ability to respect and understand multiple epistemic standpoints—emerges out of a postmodern, integral perspective which sees the reality of several epistemological frameworks, as well as the ability to (...) understand, learn from, and even to contribute to the development of those frameworks. I examine the dialogical capacities that contribute to epistemological multilingualism, and conclude that epistemological multilingualism can play a vital role in a world of education where differing worldviews manifest within the same classroom and the lives of the learners with whom we work. Many countries throughout the globe function in a system that allows the usage of more than one language. Such a multilingual social reality’s construction, especially in societies like the one in which I am living, is perceived in many different ways: attempting thus to provide for the process of differentiating identity’s oneness and sameness into various cultural subcategories, which already represent new realities. Due to newly created social realities, semiotics naturally discusses the differences and/or oppositions that can contribute to various (...) cultures’ mutual exclusivity or inclusivity, in terms of various heterogeneous “transformations,” which would thus overcome dualities, and be viewed as single acts of signs, or as a result of a process of singularization of their constituent components. I shall also attempt using a semiotic style that may enact a semiotics of action, grounded on the semiotics of passions, through a way of producing semantic taxonomies as pride versus humiliation, hegemony versus subordination, etc., obtainable due to disjunctive and/or conjunctive semiotic relations such as contextualization versus de-contextualization. Can we find different means of communicative visual solutions to aid societies in the development of multicultural global communities? This means not revolving only around a particular language or even human language, but rather the concept and structure of communication. This transforms any kind of sign, body gesture or visual element into a method of communication, not simple phenomena. The aim of the research is to use media art and new technology to establish a better (wide) visual communicative language in (...) multicultural societies and provide a solid bridge between east and west, through in-depth visual/technological experimentation, seeking a transcultural visual solution to the problem of visual integration. Can any perceivable phenomenon become a conveyor of meaning? While language is based very much on common agreements, the way each of us responds to a message can be entirely different. Communication therefore creates diversity from uniformity: the idea of mixing setups of humans and machines (robots, computers, etc.) that are somehow able to communicate. The communication would give rise to some sort of choreography of movements that is synchronized because of the communication but diverse because of different responses to the communication. Medium-sized language communities face competition between local and global languages such as Spanish, Russian, French and, above all, English. The various regions of Spain where Catalan is spoken, Denmark, the Czech Republic, and Lithuania show how their medium-sized languages (a term used to distinguish them as much from minority codes as from more widely-spoken codes) coexist alongside or struggle with their big brothers in multilingual families. This comparative analysis offers unique insight into language contact in present-day Europe.

This paper investigates family multilingualism in a polymedia perspective, presenting results from a study of transnational communication among four families with Senegalese background, living in Norway. Ethnographic interview data collected in 2017 and 2018, including mediagrams, are analysed to get insight into the families’ uses of media and language. Furthermore, the moment-by-moment language practices through which family relationships are managed and sustained are examined through fine-grained analysis of interpersonal interaction. The paper thus both draws on and goes beyond polymedia (...) to investigate how linguistic repertoires are developed in digital communication. This paper discusses how Switzerland is branded by the Swiss state under late capitalism. Drawing on discursive data collected in the framework of a research project investigating the international promotion of Switzerland, I particularly focus on how multilingualism and cultural diversity are constructed by the Swiss government as a capital belonging to Switzerland and its history and on how and why this imagined historical capital is reframed in promotional terms. In doing so, I question the function of the historicity (...) of Swiss multilingualism and cultural diversity in nation branding practices and analyze the logics causing specific tokens of multilingualism and cultural diversity to emerge as desirable promotional features. The purpose of this study was to explore teachers’ beliefs about multilingualism at universities in North Macedonia. Multilingualism as a concept is related to an individual’s ability to speak three or more languages. Given the educational and cultural globalization, multilingualism is crucial in many countries in the world. North Macedonia is an excellent example of multilingualism where different cultures live together and learn the languages of each other. At Universities across the country, teachers face different challenges (...) while teaching multilingual classes. Linguistic competence in many local languages allows students to learn foreign languages easily and thus raises students’ global awareness and deepens knowledge about their future teaching career. The study analysed data collected from thirty EFL teachers from four different universities, Southeast European University, University of Tetova, Mother Teresa University and International Balkan University in North Macedonia. The research instrument used was the teacher survey which contained five domains: Teachers’ perspective on multilingualism; Students’ language learning knowledge; Language teacher collaboration; Learning materials, and other topics related to L2 learning and teaching. The study results revealed that teachers view multilingualism as a positive asset for the students, and they expressed that they have developed an approach which helps multilinguals to achieve their learning goals. One area which needs improvement is teacher collaboration, as they tend to collaborate regarding materials and textbooks, however, not willing to share their experience on teaching methods/strategies and challenges faced. In this paper we introduce a new generation of language trainers: intelligent virtual agents (IVAs) with human appearance and the capability to teach foreign language vocabulary. We report results from studies that we have conducted with Billie, an IVA employed as a vocabulary trainer, as well as research findings on the acceptance of the agent as a trainer by adults and children. The results show that Billie can train humans as well as a human teacher can and that both adults (...) and children accept the IVA as a trainer. The advantages of IVAs are multiple. First, their teaching methods can be based on neuropsychological research findings concerning memory and learning practice. Second, virtual teachers can provide individualized training. Third, they coach users during training, are always supportive, and motivate learners to train. Fourth, agents will reside in the user’s mobile devices and thus be at the user’s disposal everywhere and anytime. Agents in apps will make foreign language training accessible to anybody at low cost. This will enable people around the world, including physically, financially and geographically disadvantaged persons, to learn a foreign language and help to facilitate multilingualism. (shrink)

As the last century of the present millennium is drawing to a close and the first century of the next one is looming on the horizon, linguistics and the fate of many of the 6000 languages on our planet is poised on a watershed, looking at a changing future.

Given the predominance of multilingualism in many countries there is great need for a new, interdisciplinary approach to the problem. Sociolinguistics—or the sociology of language—provides such an approach and can help to shed new light on a phenomenon which is often discussed in terms that tend to create more problems than they solve. In order to demonstrate how sociolinguistic theory and practice can contribute to the study of multilingualism this paper will attempt to outline briefly some of the (...) basic premises of sociolinguistic theory which appear relevant to the understanding of the phenomenon of multilingualism and also to define multilingualism as a social behaviour in response to a contact situation. In the literature, the term code-mixing/switching refers to instances of language mixing in which speakers/signers combine properties of two or more languages in their utterances. Such a linguistic behavior is typically discussed in the context of multilinguals, and experts commonly focus on the form of language mixing/switching and its cross-linguistic commonalities. Not much is known, however, about how the knowledge of code-mixing comes about. How come any speaker/signer having access to more than one externalization channel (spoken or signed) code-mixes spontaneously? (...) Likewise, why do both neurotypical speakers/signers and certain neuro-atypical speakers/signers produce structurally similar mixing types? This paper offers some answers to these questions arguing that the cognitive process underlying code-mixing is a basic property of the human learning device: recombination, a fully automated cognitive process. Recombination is innate: it allows learners to select relevant linguistic features from heterogeneous inputs, and recombine then into new syntactic objects as part of their mental grammars whose extensions, arguably individual idiolects, represents what Aboh (2015a, 2019a, b) characterizes as hybrid grammars. The article presents the definition of polylingual education, aсcepted in the scientific and expert community abroad. The positive practices of multilingual education in Europe are summarized on the basis of the analysis of the project of European centre for modern languages of the Council of Europe, allowing to assess adequately the significance of the transformation of the language policy of the Russian Federation, using the experience of European countries in the development of polylingual personality. The work is carried out in line with the Russian dialectology of the German language. Its relevance comes from the fact that it is devoted to one of the territorial forms of German, which was never before linguistically studied. The authors of the paper conducted the field work in the territory of Novosibirsk region and collected data that allow analyzing the language situation of the Germans residing there. In the proposed article, the first results of this analysis are presented, which (...) give an idea of the main social and linguistic characteristics of the native forms of the German language in Novosibirsk region. In particular, the main components of the linguistic situation of the ethnoterritorial community under consideration are identified, the communicative power of each component is described, and the dialect identification of the native forms of the German language in the surveyed region is carried out. When modeling the language situation of the Germans of Novosibirsk region, the phenomena caused by interlingual contacting are emphasized. The authors show that on the territory of Novosibirsk region there are German idioms long staying outside the main continuum of German language and representing unique language formations. These language formations show signs of West Central German, and also includes phenomena caused by language interference. The simulated language situation is characterized as unbalanced - the demographic and communicative capacities of German dialects in the region under consideration are much lower than those of languages with majority status. It is noted that the demographic and communicative capacities of the described territorial forms of German language are in the process of a rapid decline. (shrink)

The European Union and its member-states’ involvement in the economic sphere, manifesting itself in establishing the rules of entrepreneurs’ functioning – their responsibilities and entitlements – requires a precise determination of the addressees of these standards. Proper identification of an entrepreneur is a condition of proper legislation, interpretation, application, control and execution of the law. In this context it is surprising that understanding the term entrepreneur in Polish law and in EU law is not the same, and divergences and differences (...) in identification are fundamental. This fact formed the objective of this article. It is aimed at pointing at key differences in the identification of an entrepreneur between Polish and EU law, explaining the reasons for different concepts, and also the answer to the question: May Poland, as an EU member-state, identify the entrepreneur in a different way than the EU? Within the Caribbean literature, the imaginary—a very often defined notion—is presented in a new light by the fictional and theoretic thought of Patrick Chamoiseau. The imaginary dimension can’t remain something abstract and essential full of invariants. Chamoiseau is mistrustful of the mythical imaginary, however he doesn’t put an end to it but he opens a literary space where everything has to be created. In Chamoiseau’s works, the imaginary dimension is of the highest importance in an ideological battle-field where the main (...) character is the Warrior of the imaginary. His ambition is to switch from monolingualism to multilingualism, therefore the French and the Creole languages—we can read in his writing—crystallize the new and always changing definitions of the imaginary. Purpose. This article clarifies the significance of the person’s social self-identification as a basis for civilization and institutional explanation of national self-identification in Ukraine. Theoretical basis. The authors found that the analysis of the cultural and anthropological principles of national self-identity reveals two main opposed concepts: the concept of "eastern" cultural and social self-identity of Ukraine, which correlates with the metaphor of the split between "East" and "West", and the concept of "western" projection of the European future of Ukraine, which (...) correlates with the metaphor of the bridge between "East" and "West". These concepts reflect the options for the citizens of Ukraine to make a personal choice of the way in achieving social self-identity. Douglas North’s concept of "open-access order" states and "limited access order" states can be used as a basis for an alternative, pragmatic approach to choice the criteria of national self-identity. Originality. National self-identification is a result of the choice of the person’s self-identification: still the person takes into account the history of the nation, the ethnic diversity of the nation, its cultural and civilizational characteristics. The philosophical-anthropological approach contributes to the demystification of the grounds of social self-identification, revealing the decisive role of the personal choice in shaping the new institutional foundations of national self-identity. Harmonization of the social institutions of Ukraine with the institutions of the European Union and the international community institutions opens wide opportunities for Ukraine’s successful integration into the "open-access order" societies. The clarification of the value and symbolic aspects of national self-identity in Ukraine contributes to the successful functioning of these institutions. Multilingualism is an adequate response to the global challenge of the reconstruction of Ukraine’s national self-identity. The education system is a key area for introducing multilingualism. Conclusions. The development, justification and systematization of cultural and institutional criteria for choosing the best ways to strengthen of national self-identity in Ukraine are a prerequisite for the successful self-identification of Ukrainian citizens in a complex and ever-changing global world. But this is only the visible part of the iceberg: some 60 other languages, spoken in certain regions or by particular groups, are also part of its common heritage. To these are added a wide range of other languages introduced by migrants: it is estimated that at least 175 nationalities are represented within the EU. Le français est, par définition, le vecteur d’une des plus grandes aires culturelles du monde contemporain, celui de la francophonie, mais il est inséparable de sa coexistence avec les 2 000 langues de l’espace francophone. C’est dire à quel point une vision purement hexagonale de la francophonie est en totale contradiction avec les données du monde d’aujourd’hui. On pourrait en dire autant des autres espaces linguistiques : le cloisonnement des langues et des cultures est incompatible avec les développements actuels de (...) la mondialisation. Autrefois essentiellement instruments de pouvoir et de domination, les aires culturelles et linguistiques se transforment en instruments de cohabitation et de diversité, ce qui place la question du plurilinguisme et de la traduction aux centre des enjeux majeurs du monde contemporain.The French language, by definition, is the vehicle for the Francophone world, one of the largest cultural areas in the world of today. But French cannot be considered in isolation from the 2 000 languages with which it coexists in the Francophone sphere. This underlines how completely the Francophone concept, when seen from the perspective of France alone, contradicts the realities of today’s world. The same could also be said of other linguistic areas : dividing up the world in terms of languages and cultures is fundamentally incompatible with current trends in globalisation. While cultural and linguistic spheres were, in the past, essentially instruments of power and domination, they are now becoming instruments of cohabitation and diversity, and this brings the issues of multilingualism and translation to the very heart of the major global issues of today.
