The presence of vegetation on railway tracks threatens track safety and longevity. However, vegetation inspections in Sweden are currently being carried out manually. Manually inspecting vegetation is very slow and time consuming. Maintaining an even quality standard is also very difficult. A machine vision-based approach is therefore proposed to emulate the visual abilities of the human inspector. Work aimed at detecting vegetation on railway tracks has been split into two main phases. The first phase is aimed at detecting vegetation on (...) the tracks using appropriate image analysis techniques. The second phase is aimed at detecting the rails in the image to determine the cover of vegetation that is present between the rails as opposed to vegetation present outside the rails. Results achieved in the current work indicate that the machine vision approach has performed reasonably well in detecting the presence/absence of vegetation on railway tracks when compared with a human operator. Spatially and temporally restricted expression of Hox genes requires multiple mechanisms at both the transcriptional and the post-transcriptional levels. New insight into this precise expression mechanism comes from recent findings of a novel sense–antisense miRNA combination from the bithorax complex of Drosophila melanogaster.1-4 These two miRNAs encoded from the same locus target 3′ untranslated regions of anterior hox genes, Antp, Ubx and abd-A to establish the dominance of posterior hox gene Abd-B in its expression domain. . Speaker recognition has been an active research area for many years. Methods to represent and quantify information embedded in speech signal are termed as features of the signal. The features are obtained, modeled and stored for further reference when the system is to be tested. Decision whether to accept or reject speakers are taken based on parameters of the data modeling techniques. Real world offers various degradations to the signal that hamper the signal quality. The degradations may be due (...) to ambient background noise, reverberation or multispeaker scenario. This paper presents a survey of various feature extraction, data modeling methods, metrics that are used to take the decisions and methods that can be used to preprocess the degraded data that have been used to perform the task of speaker recognition. Serial analysis of gene expression (SAGE) is a powerful technique that can be used for global analysis of gene expression. Its chief advantage over other methods is that it does not require prior knowledge of the genes of interest and provides qualitative and quantitative data of potentially every transcribed sequence in a particular cell or tissue type. This is a technique of expression profiling, which permits simultaneous, comparative and quantitative analysis of gene‐specific, 9‐ to 13‐basepair sequences. These short sequences, called (...) SAGE tags, are linked together for efficient sequencing. The sequencing data are then analyzed to identify each gene expressed in the cell and the levels at which each gene is expressed. The main benefit of SAGE includes the digital output and the identification of novel genes. In this review, we present an outline of the method, various bioinformatics methods for data analysis and general applications of this important technology. Phosphatidylinositol 4,5‐bisphosphate (PI4,5P2) is a key lipid signaling molecule that regulates a vast array of biological activities. PI4,5P2 can act directly as a messenger or can be utilized as a precursor to generate other messengers: inositol trisphosphate, diacylglycerol, or phosphatidylinositol 3,4,5‐trisphosphate. PI4,5P2 interacts with hundreds of different effector proteins. The enormous diversity of PI4,5P2 effector proteins and the spatio‐temporal control of PI4,5P2 generation allow PI4,5P2 signaling to control a broad spectrum of cellular functions. PI4,5P2 is synthesized by phosphatidylinositol phosphate kinases (...) (PIPKs). The array of PIPKs in cells enables their targeting to specific subcellular compartments through interactions with targeting factors that are often PI4,5P2 effectors. These interactions are a mechanism to define spatial and temporal PI4,5P2 synthesis and the specificity of PI4,5P2 signaling. In turn, the regulation of PI4,5P2 effectors at specific cellular compartments has implications for understanding how PI4,5P2 controls cellular processes and its role in diseases. (shrink)

The affinities of antibodies (Abs) for their target antigens (Ags) gradually increase in vivo following an infection or vaccination, but reach saturation at values well below those realisable in vitro. This ‘affinity ceiling’ could in many cases restrict our ability to fight infections and compromise vaccines. What determines the affinity ceiling has been an unresolved question for decades. Here, we argue that it arises from the strength of the chain of protein complexes that is pulled by B cells during the (...) process of Ag acquisition. The affinity ceiling is determined by the strength of the weakest link in the chain. We identify the weakest link and show that the resulting affinity ceiling can explain the Ab affinities realized in vivo, providing a conceptual understanding of Ab affinity maturation. We explore plausible evolutionary underpinnings of the affinity ceiling, examine supporting evidence and alternative hypotheses and discuss implications for vaccination strategies. (shrink)

On the political thoughts of Narendra Deva, 1889-1956, socialist leader.

In this article, I will elucidate the Indian government’s two primary discourses concerning yoga since 2014 as right-wing Hindu Nationalist Prime Minister Narendra Modi and his Hindu Nationalist political party, the Bharatiya Janata Party, have interacted with both international and domestic audiences. These discourses can be broadly grouped into two categories, or what I refer to as Modi and the BJP’s “double discourse”: Yoga as a global soft power solution to counter the Global North’s climate change privilege on the (...) international stage and Yoga as biopower for the advancement of India’s depressed economy on the domestic front. Relying on yoga’s polyvalent character, Modi and the BJP are able to frame yoga in these two particular ways—which together signal their commitment to neoliberal economic ideology—by drawing from historical and contemporaneous precedents which I also outline in the article. I conclude with a brief visit to the preparations for the BJP’s 2019 International Day of Yoga, where this double discourse becomes most evident in the two divergent themes announced for the event. On the philosophical and educational ideas of Acharya Narendradeva, 1889-1956, Indian educationist and social reformer.

Many concerned citizens, including judges, bureaucrats, politicians, activists, journalists, and academics, have been claiming that Indian democracy has been imperilled under the premiership of Narendra Modi, which began in 2014. To examine this claim, the Article sets up an analytic framework for accountability mechanisms liberal democratic constitutions put in place to provide a check on the political executive. The assumption is that only if this framework is dismantled in a systemic manner can we claim that democracy itself is in (...) peril. This framework helps distinguish between actions that one may disagree with ideologically but are nonetheless permitted by an elected government, from actions that strike at the heart of liberal democratic constitutionalism. Liberal democratic constitutions typically adopt three ways of making accountability demands on the political executive: vertically, by demanding electoral accountability to the people; horizontally, by subjecting it to accountability demands of other state institutions like the judiciary and fourth branch institutions; and diagonally, by requiring discursive accountability by the media, the academy, and civil society. This framework assures democracy over time – i.e. it guarantees democratic governance not only to the people today, but to all future peoples of India. Each elected government has the mandate to implement its policies over a wide range of matters. However, seeking to entrench the ruling party’s stranglehold on power in ways that are inimical to the continued operation of democracy cannot be one of them. The Article finds that the first Modi government in power between 2014 and 2019 did indeed seek to undermine each of these three strands of executive accountability. Unlike the assault on democratic norms during India Gandhi’s Emergency in the 1970s, there is little evidence of a direct or full-frontal attack during this period. The Bharatiya Janata Party government’s mode of operation was subtle, indirect, and incremental, but also systemic. Hence, the Article characterizes the phenomenon as “killing a constitution by a thousand cuts.” The incremental assaults on democratic governance were typically justified by a combination of a managerial rhetoric of efficiency and good governance (made plausible by the undeniable imperfection of our institutions) and a divisive rhetoric of hyper-nationalism (which brands political opponents of the party as traitors of the state). Since its resounding victory in the 2019 general elections, the Modi government appears to have moved into consolidation mode. No longer constrained by the demands of coalition partners, early signs suggest that it may abandon the incrementalist approach for a more direct assault on democratic constitutionalism. (shrink)

Twitter played a dominant role during the 2014 general elections in India, ushering a right-wing party into power. Political leaders employed Twitter to augment their public image and push right-wing campaign agendas to millions of followers. A prominent and strategic use of Twitter was credited to Prime Ministerial candidate Narendra Modi, portrayed as a visionary leader supporting economic development, social empowerment and good governance. Within this narrative, women's empowerment debates underwent multiple transformations. Through this article, we aim to establish (...) the nature of discussions lying at the intersections of feminist thinking and internet technology. We study the discursive trajectory of women's empowerment against the backdrop of a right-wing political ideology playing out on Twitter. Utilising the qualitative methods of Thematic Analysis and Feminist Relational Discourse Analysis, we study two cases highlighting feminist campaigns beginning in 2014: instant triple talaq, and the Sabarimala verdict. We analyse tweets in relation to these incidents and highlight the rhetorical inconsistency of right-wing leaders and supporters. We further discuss the implications of this inconsistency for the simultaneous suppression of voices demanding empowerment and amplification of those justifying religious tradition. Finally, we conclude by introducing the idea of the ‘controlled empowerment’ of women in support of our analysis. (shrink)

This paper examines the neo-colonial project of Narendra Modi implemented in Kashmir after the revocation of special status on August 5, 2019. The neo-colonial infrastructure supported by the threads of re-classification of legal residents and land designations intends to significantly transform the demography of Muslim majority Kashmir into a Muslim minority, consequently destroying the Muslim identity of the state. The abrogation of Article 370 and enactment of new domicile law has extended the legal and administrative control of New Delhi, (...) making Kashmir indistinguishable from the Indian legal system and leaving no room for the local legislative assembly to make laws beneficial for the state residents. The paper asks how India is implementing the neo-colonial settler agenda in Kashmir. How and to what extent legal and military instruments are employed to disempower Kashmiris from territorial and cultural identity? The paper argues that Prime Minister Narendra Modi is pursuing a neo-colonial settler agenda in Kashmir through ‘destroy and replace,’ which is supported by the neo-liberal agenda, including; new land management policy, new domicile law, spatial planning and development, new settlements of Hindus, authoritative central control, and massive militarization to carry out gross human rights abuses and repression. On 28 October 2018 the far-right candidate Jair Bolsonaro won the presidential elections in Brazil with 55% of the vote. This result has been viewed by many as yet another instance of the global rise of authoritarian populist leaders, grouping Bolsonaro alongside the likes of Hungary’s Viktor Orbán, Turkey’s Recep Tayyip Erdoğan, India’s Narendra Modi, or Donald Trump in the USA – indeed, Bolsonaro has been dubbed the “Trump of the Tropics.” The focus on Bolsonaro himself reflects the strong (...) emphasis on executives in a rapidly expanding literature suggesting the emergence of a new form of would-be autocrat who is democratically elected but who hollows out democratic rule over time. However, this Article argues that, far beyond Bolsonaro, the Brazilian experience is an important case-study as it prompts reflection on three fundamental propositions. First, any analysis of liberal democracy as the perceived object of attack must be highly cognizant of the democratic “starting point” and history of a given state. Second, an excessive focus on executive-led assaults on democratic rule can impede fuller analysis of a broader suite of actors and factors relevant to the (declining) health of the democratic system. Third, authoritarianism is a more appropriate analytical lens than populism for identifying potential democratic threats, especially in the Brazilian context. (shrink)

The trajectory of yoga has been long and steady. It was only natural that it would become an official item in the global discourse on well-being and health, leading to an International Day of Yoga. Nevertheless, there are various preconceptions about the practice, as well as different political and social issues that are worth querying. What and whose is yoga? What sort of disputes does this bear in the religious arena within India? Does the novel international celebration bridge the gap (...) between different cultural and geopolitical worlds? Is there an implied political agenda? This paper will offer both a brief account of the International Day of Yoga, and a critical view on all these issues with a view to foster a wider debate.
