ABSTRACT Most pharmaceutical research carried out today is focused on the treatment and management of the lifestyle diseases of the developed world. Diseases that affect mainly poor people are neglected in research advancements in treatment because they cannot generate large financial returns on research and development costs. Benefit sharing arrangements for the use of indigenous resources and genetic research could only marginally address this gap in research and development in diseases that affect the poor. Benefit sharing as a strategy is (...) conceptually problematic, even if one, as we do, agrees that impoverished indigenous communities should not be exploited and that they should be assisted in improving their living conditions. The accepted concept of intellectual property protection envisages clearly defined originators and owners of knowledge, whereas the concept of community membership is fluid and indigenous knowledge is, by its very nature, open, with the originator(s) lost in the mists of time. The delineation of ‘community’ presents serious conceptual and practical difficulties as few communities form discrete, easily discernable groups, and most have problematic leadership structures. Benefit sharing is no substitute for governments’ responsibility to uplift impoverished communities. Benefit sharing arrangements may be fraught with difficulties but considerations of respect and equity demand that prior informed consent and consultation around commercialisation of knowledge take place with the source community and their government.1. The decolonization of African studies extends beyond content to ethical partnerships between the North and the African continent. One key component of realizing partnership is through publishing. African studies research published by Northern publishers is not often even minimally available in Africa; and this is despite scholars on the continent often being partners or facilitators in research undertaken by Northern scholars. Northern publishers have perceived no commercial gain, given small African markets, lack of purchasing power, and lack of distribution (...) systems. Conversely, African publishers have efficient distribution into the North through African Books Collective, owned and governed by them. But in suitable rare cases the African publisher can broker co-publications with Northern publishers who want the originating rights. In the light of these issues, African Books Collective launched an initiative to seek to break the deadlock. In partnership with the International African Institute, and with the active support of the African Studies Associations of the UK and the US, work is proceeding with publishers in the North and the South to broker co-publishing or co-editions to address this historic marginalization of Africa. This paper asks if there any hope today, in the midst of the pulls and tugs of current globalizing and counter-globalizing forces, of differing theological outlooks and intestine tensions, that the world Church can constitute a politics of reconciliation instead of one characterized by polarized confrontation. Employing the metaphor of “hands,” it proposes some needed steps towards the realization of that hope. Hands can join in reconciliation when they are open in confession and emptied of the manipulation of money, when (...) all hands are welcome at the table, wounded as they are, and when they are raised in communal praise and supplication. Previous studies on economic convergence have been handicapped by the lack of sufficient serial data. Real GDP per capita are now available for 56 states. With some interpolation, we create series from 1870 to 1992 for Northern (developed countries) and Southern (lesser developed countries) aggregates. The data are explored by extending the leadership-long cycle perspective to deal with convergence. We find that NorthSouth gap. We believe that convergence is unlikely any time soon without radical restructuring of global economic growth prospects.

How do tweets reflect the long-standing disparities between the northern and southern regions of Nigeria? This study presents a qualitative analysis of Twitter users' responses (n = 101,518) to the tweets of the Economic and Financial Crimes Commission (EFCC) regarding the production and prosecution of cybercrime. The article uses postcolonial perspectives to shed light on the legacies of British colonial efforts in Nigeria, such as the amalgamation of the northern and southern protectorates in 1914. The results revealed significant discrepancies between (...) Nigeria's northern and southern regions regarding cybercriminal arrest, conviction, and sentencing. Specifically, the results showed that the EFCC's criminalization of Southerners differs substantially from that of Northerners. The contemporary manifestation of inequalities concerning the production and prosecution of cybercrime on Twitter reflects long-standing contestations (e.g., economic, political, cultural, geological) between the northern and southern parts of Nigerian society. Therefore, since the North-South divide in present-day Nigeria originated from British colonization, colonialism is the base that shaped the superstructure comprising political, religious, historical, geological (e.g., crude oil), and economic factors. In turn, the article spotlights that regional differences in educational attainment, originating from differing experiences of Christianization and colonization, interact with regional disparities in the production of cybercrime. More research is required to better understand how these contextual disparities in society interact with the production and prosecution of cybercrime, given that Nigerian cybercriminals defraud victims all over the world. Western representation of countries from the Global South implies a dichotomist view of business ethics: on the one hand, universal ethics largely reproduces commonsensical views of the South as ‘less ethical’, and on the other hand, voices from the South are often conditioned to present themselves as substantially indigenous and unambiguous to be accepted as legitimate ethical subjects. We join the growing interest in bridging this gap by drawing on studies from human geography, and ask to what (...) extent the materiality of moral dilemmas bespeaks the disputed underpinning ethical values of a given space. Drawing on Henri Lefebvre’s perspective of the production of social space, we outline and apply the idea of ‘spatial ethics’ to organizations, in order to approach the entanglement between center and periphery. We analyze organizations in favelas, which are, for many authors, territories where experiences are extreme, and poverty and violence mix with vibrant culture and ingenuity. We critically approach the field of business ethics and suggest that one way of moving beyond the North–South debate is to consider that ethics cannot be transmitted or represented in empty milieus. Nanomedicine applications are an extension of traditional pharmaceutical drug development that are targeting the most pressing health concerns through improvements to diagnostics, drug delivery systems, therapeutics, equipment, surgery and prosthetics. The benefits and risks to the individual have been extrapolated to include broader societal impacts of nanomedicine with concerns extending to inequitable distribution of benefits accruing to developed, or North countries, rather than developing, or South countries. Analysis reveals a great deal of overlap between the North and (...) South's most serious health priorities which kill millions each year. A significant amount of nanomedicine research activity is also underway for the most pressing South country-specific health concerns. Nanomedicine development promises profound breakthroughs for both North and South countries; however, the existing inequities in pharmaceutical drug development, patenting, access and delivery remain significant barriers for South countries. It sheds light on the ways in which selected global institutional contexts have played vital roles in shaping telecommunications and internet policy agendas as well as the resulting implications. In doing so, the paper explores a number (...) of key junctures in the evolution of policy at the international level, highlighting the positions of ‘Northern’ and ‘Southern’ hemisphere states at critical moments of change. The article contends that sectoral internationalization in telecommunications and the internet has reinforced – rather than created a context for positive change in – the traditional order of North-South relations in these parts of the global information economy and society. This open access book provides original, up-to-date case studies of “ethics dumping” that were largely facilitated by loopholes in the ethics governance of low and middle-income countries. It is instructive even to experienced researchers since it provides a voice to vulnerable populations from the fore mentioned countries. Ensuring the ethical conduct of North-South collaborations in research is a process fraught with difficulties. The background conditions under which such collaborations take place include extreme differentials in available income and power, (...) as well as a past history of colonialism, while differences in culture can add a new layer of complications. This paper looks at the changes that have taken place during the past three decades in developing countries as reported in the 2013 UN Human Development Report and how they affect the obligations of multinationals from developed countries. It argues that the changes call for greater attention to the growing North-South paradigm and its implicit Respect-cooperation model rather than the still dominant Developed/Developing Nations paradigm and its Dependency-victim model. How to communicate with "the other" who is culturally different from oneself is one of the greatest challenges facing North-South relations. This paper builds on existential-phenomenological and poststructuralist concepts of alterity and difference to strengthen the position of Latina and other subaltern speakers in North-South dialogue. It defends a postcolonial approach to feminist theory as a basis for negotiating culturally differentiated feminist positions in this age of accelerated globalization, migration, and displacement.

At the same time as fair trade certified products are capturing an increasing market share, a growing number of scholars and practitioners are raising serious questions about who benefits from certification. Through a critique of north–south narratives, this paper draws on contemporary themes in fair trade scholarship to draw out different ways of thinking about fair trade outside of the dichotomous north–south framing. I argue that, through the creation of fair trade subjects of the “global (...) class='Hi'>north” and “global south,” certification has normalized and naturalized dichotomous power relations. The primary concern of this paper is to demonstrate the problems with situating certification and scholarship in the north–south binary and to push examination toward a more nuanced analysis of how certification and development are shaped in-place. This intervention is important for assisting with stepping away from long-standing debates regarding the effectiveness of certification, and additionally in contributing to critical thinking on economic development more broadly. Scientific collaboration between Northern and Southern researchers and development programs for research capacity-building have received new attention of practitioners and scholars during the last decades. This essay review takes four recent publications on North-South research cooperation and development politics as a starting point to ask for possible links between macro-, meso-, and micro-levels of social analysis that has found renewed interest in the sociology of science literature. The approach has the advantage to heuristically systematize the anthropological, sociological and (...) policy-driven approaches chosen by the editors and authors of the books under review. Moreover, the focus on links between the three levels adds to the conceptual interaction of sociology of science and the science policy fields to estimate the effects of science governance in international and especially in asymmetrical relations with different access to resources. In this article, we query binaries of mobility and immobility in language studies via an empirical focus on language/social practices in a site that bridges the global North and global South. To do so, we work from a Southern praxis perspective to analyze discourses/knowledges informing the performance of accounts from Cambodian men, interviewed about transactional same-sex relationship practices between (ostensibly immobile) local men and (ostensibly mobile) male tourists to Cambodia from the global North. The analysis focuses on (...) a process in which participants’ chronotopic awareness of language shapes a negotiation of power, knowledge, and action with respect to these relationships. Encompassing the discursive positioning of selves and others through the deployment of relevant and affective chronotopes, the talk from these Cambodian men allows us to challenge assumptions about (im)mobility, awareness, agency, sexuality, and power, and demonstrate how these are accessed in multiple ways at this site of North/South contact. Focusing on the tradition of Roman Catholic social teaching, this dissertation examines and compares two contemporary models of theological-ethical reflection: the neoliberal model represented by the United States bishops' conference, and the structuralist model espoused by the Latin American bishops' conference, both focusing on their understanding of political economy in the context of North-South American relations. ;The thrust of this dissertation is that the study of theological ethics in general, and in this particular case of the tradition of (...) Catholic social teaching on political economy, constitute a valuable contribution to understanding of the profound human dimensions implied in the North-South relations. ;Building on the comparison of these two Catholic traditions, I propose a model of Christian social ethics which, at the normative level, attempts to retrieve the ethical claims of the option for the poor within the tradition of human rights, and at the practical level seeks to provide--in dialogue with the discipline of international Relations--a more suitable framework for addressing problems of international political economy. ;This study proposes two elements for the construction of a new model of social ethics. First, it offers an original approach method that combines the strengths of the hermeneutical and correlational methods in order to evaluate the intelligibility, coherence and adequacy of these two models, not only within their own system, but in relations to the social issues that they intend to assess. Second, it presents an alternative view to those of the structuralist and neoliberal theories of international political economy through the contribution of the newly emerging theories of neostructuralism and institutionalism. ;In light of the changes and new prospects emerging in the area of North-South relations in the post-Cold War era, this study suggests a model of social ethics based on a post-hegemonic understanding of North-South cooperation. This research indicates that the increasing number of mutual agreements among states, rather than asymmetric relations built on hegemonic power and dependency, constitute an area of international institutions that is indicative of a transformation of North-South American states. As part of the special issue on “The United Nations at Seventy-Five: Looking Back to Look Forward,” this essay connects the past of the United Nations to its future from the perspective of the Global South. When the UN was created, most developing countries were colonies that played no role in writing the rules and designing the architecture of the post-1945 UN-centric global multilateral order. Today, countries in the Global South command a majority of the UN membership, but (...) still mostly function as norm takers and are severely underrepresented in the UN Security Council—which functions as the geopolitical cockpit—and also in the senior ranks of the UN system, in the key posts in the Secretariat, and in the UN's funds and agencies. Gradually, however, these countries are using their numerical strength to give voice to their distinctive preferences, priorities, and values. This essay provides a broad-brush sketch of the changing nature of the North-South partnership on the UN's four overarching normative mandates of security, development, environment, and human rights. It includes a brief comment on the coronavirus pandemic within the framework of its main narrative of the continuing need for a UN-centric North-South partnership. (shrink)

Based on an analysis of 44 cases in Canada, Tunisia, and Cameroon, this research attempts to determine the fundaments of sustainable entrepreneurship (SE) in an international perspective and to shed the light on the potential impact of economic, institutional, and cultural dimensions upon diverse levels of sustainability in smalland medium-size firms (SMEs). Neo-institutional and entrepreneurship theories were combined in an integrative conceptual model to fully embrace the meanings and practices of SE and to question the "culture free" argument of some (...) prescriptions as well as some international programs. The analysis of the rationale behind entrepreneurs committed to sustainability in the three countries compared to less engaged firms shows that entrepreneurs' individual values are crucial in all cases. Socio-cultural specificities and institutional realities can, however, be more or less inductive to the adoption of sustainable practices in SMEs. This study also demonstrates that external stimuli are needed in Tunisia and Cameroon to reach the same environmental involvement as found in Canada. Moreover, support programs to assist SMEs with the adoption of sustainable practices and communication about the issue have to be tailored to the entrepreneur's motives, the firms' levels of openness to sustainability, the socio-cultural practices already embedded, and the countries' priorities. Book review of Complicit Sisters: Gender and Women’s Issues across North-South Divides, by Sara de Jong.

South Korean cultivators share features with counterparts in both the global south and north. This combination of traits has produced a diversity of sources that underpin a food sovereignty movement. A case study of t’ojong, or native, seed activism illustrates how local systems of meaning and particular constellations of interests make food sovereignty appealing to a broad coalition of farmers, consumers, part-time cultivators, agricultural scientists, and activists for farmers and for women. The buzzword is globalization and the key problem is uneven development. Perceptions and representations of globalization are profoundly different in North and South. Existing analytics - such as dependency, imperialism, exclusion and conspiracy theories - are not adequate for dealing with uneven globalization. There are profound differences between globalization and imperialism. Although a sense of powerlessness and frustration is common to both, the dynamics of deprivation are different. It is one thing to diagnose different conditions North and (...) South. But what matters is not merely difference, but the relationship that exists between these differences, the articulations across different conditions. Contemporary accelerated globalization refers to a new distribution of power that comes in a package together with informalization, informatization and flexibilization. Can investing in women’s agriculture increase productivity? This paper argues that it can. We assess climate and gender bias impacts on women’s production in the global South and North and challenge the male model of agricultural development to argue further that women’s farming approaches can be more sustainable. Level-based analysis (global, regional, local) draws on a literature review, including the authors’ published longitudinal field research in Ghana and the United States. Women farmers are shown to be undervalued and (...) to work harder, with fewer resources, for less compensation; gender bias challenges are shared globally while economic disparities differentiate; breaches of distributive, gender, and intergenerational justices as well as compromise of food sovereignty affect women everywhere. We conclude that investing in women’s agriculture needs more than standard approaches of capital and technology investment. Effective ‘investment’ would include systemic interventions into agricultural policy, governance, education, and industry; be directed at men as well as women; and use gender metrics, for example, quotas, budgets, vulnerability and impacts assessments, to generate assessment reports and track gender parity in agriculture. Increasing women’s access, capacity, and productivity cannot succeed without men’s awareness and proactivity. Systemic change can increase productivity and sustainability. (shrink)
