The introduction of genomics and biobanking methodologies to the African research context has also introduced novel ways of doing science, based on values of sharing and reuse of data and samples. This shift raises ethical challenges that need to be considered when research is reviewed by ethics committees, relating for instance to broad consent, the feedback of individual genetic findings, and regulation of secondary sample access and use. Yet existing ethics guidelines and regulations in Africa do not successfully regulate research (...) based on sharing, causing confusion about what is allowed, where and when. In order to understand better the ethics regulatory landscape around genomic research and biobanking, we conducted a comprehensive analysis of existing ethics guidelines, policies and other similar sources. We sourced 30 ethics regulatory documents from 22 African countries. We used software that assists with qualitative data analysis to conduct a thematic analysis of these documents. Surprisingly considering how contentious broad consent is in Africa, we found that most countries allow the use of this consent model, with its use banned in only three of the countries we investigated. In a likely response to fears about exploitation, the export of samples outside of the continent is strictly regulated, sometimes in conjunction with regulations around international collaboration. We also found that whilst an essential and critical component of ensuring ethical best practice in genomics research relates to the governance framework that accompanies sample and data sharing, this was most sparingly covered in the guidelines. There is a need for ethics guidelines in African countries to be adapted to the changing science policy landscape, which increasingly supports principles of openness, storage, sharing and secondary use. Current guidelines are not pertinent to the ethical challenges that such a new orientation raises, and therefore fail to provide accurate guidance to ethics committees and researchers. (shrink)

Many ethical concerns surrounding human genetics studies remain unresolved. We report here the situation in Cameroon.Objectives: To describe the profile of human genetic studies that used Cameroonian DNA samples, with specific focus on i) the research centres that were involved, ii) authorship, iii) population studied, iv) research topics and v) ethics disclosure, with the aim of raising ethical issues that emerged from these studies.Method: Bibliometric Studies; we conducted a PubMed-based systematic review of all the studies on human genetics that used (...) Cameroonian DNA samples from 1989 to 2009.Results and Discussion: Fifty articles were identified, involving predominantly research centres from Europe (64%) and America (32%). Only 7 (14%) Cameroonian institutions and 14 (28%) Cameroonian authors were associated with these publications.At least 52% of publications were devoted to population genetics (variation/migration patterns) amongst 30 Cameroonian ethnic groups. Very few studies concerned public health related genetic issues and only 5 (10%) references were found for hemoglobinopathies like sickle cell anaemia. Almost all DNA samples are ‘banked’ outside of the African continent.Capacity building, rights to the genetic information and benefits to the individuals, communities and populations who contribute to these studies are addressed.Conclusions: 1) Our data suggests the need for a wider debate towards building capacity and addressing ethical issues related to human genomic research in sub-Saharan Africa and specifically in Cameroon; 2) National ethical guidelines and regulations concerning the collection, use and storage of human DNA are urgently needed in Cameroon. Background The rise in genomic and biobanking research worldwide has led to the development of different informed consent models for use in such research. This study analyses consent documents used by investigators in the H3Africa (Human Heredity and Health in Africa) Consortium. Methods A qualitative method for text analysis was used to analyse consent documents used in the collection of samples and data in H3Africa projects. Thematic domains included type of consent model, explanations of genetics/genomics, data sharing and feedback of (...) test results. Results Informed consent documents for 13 of the 19 H3Africa projects were analysed. Seven projects used broad consent, five projects used tiered consent and one used specific consent. Genetics was mostly explained in terms of inherited characteristics, heredity and health, genes and disease causation, or disease susceptibility. Only one project made provisions for the feedback of individual genetic results. Conclusion H3Africa research makes use of three consent models—specific, tiered and broad consent. We outlined different strategies used by H3Africa investigators to explain concepts in genomics to potential research participants. To further ensure that the decision to participate in genomic research is informed and meaningful, we recommend that innovative approaches to the informed consent process be developed, preferably in consultation with research participants, research ethics committees and researchers in Africa. Research ethics review is a critical aspect of the research governance framework for human subjects research. This usually requires that research protocols be submitted to a research ethics committee for review and approval. This has led to very rapid developments in the domain of research ethics, as RECs proliferate all over the globe in rhyme with the explosion in human subjects research. The work of RECs has increasingly become elaborate, complex, and in many cases urgent, necessitating supporting rules and procedures (...) of operation. Guidelines for elaborating standard operating procedures for the functioning of RECs have also been proposed. The SOPs of well-placed and well-resourced RECs have tended to pay much attention to details, resulting, as a consequence, in generally long, elaborate, intricate and complex SOPs; a model that can hardly be replicated by other committees, equally under ethics review pressures, but working under much more constraining conditions in resource-destitute environments. In this paper, we looked at the content and length of SOPs from African RECs and compared them to the World Health Organization ’s guidelines as the gold standard. We also looked at the SOPs from the Ethics Review and Consultancy Committee of the Cameroon Bioethics Initiative that we elaborated in a simplified way in 2013, and compared them to the WHO’s guidelines and to the other SOPs. Sixteen SOPs from 14 African countries were collected from various sources. Their average length was of 30 pages. By comparison to the guidance of the WHO, only six of them were found acceptable with more than 70 % of the criteria from the gold standard that were fully described. Among those six, two of them were very long and detailed, while the four remaining SOPs ranged from 16 to 24 pages. The ERCC SOPs are seven pages long but maintain all that is of essence for the rigorous, efficient and timely review of protocols. We are convinced that, because of their brevity, simplicity, clarity and user-friendliness, the ERCC SOPs recommend themselves as a model template to, at least, committees similarly situated and/or circumstanced as the ERCC of the Cameroon Bioethics Initiative is. In fact, brevity, clarity, simplicity and user-friendliness are recognized values. Whatever is brief and clear is better than what is not and saves time. What is simple and user-friendly is better than what is not even though the two have the same aims because it saves both time and mental energy. And if this be true in general, it is even truer of the context and its peculiar constraints that we are addressing. (shrink)

Background Universities in Cameroon are playing an active part in HIV/AIDS research and much of this research is carried out by students, usually for the purpose of a dissertation/thesis. Student theses/dissertations present research findings in a much more comprehensive manner and have been described as the stepping-stone of a budding scientist’s potential in becoming an independent researcher. It is therefore important to verify how students handle issues of research ethics. Method Theses/dissertations on HIV/AIDS that described research studies involving the use (...) of human research participants were screened to verify if research ethics approval and informed consent were obtained and documented. The contents of the consent forms were also qualitatively analyzed. Results Of 174 theses/dissertations on HIV, ethics approval was documented in 17 and informed consent in 77. Research ethics approval was first mentioned at all in 2002 and highly reported in the year 2007. Evidence of ethics approval was found for the first time in 2005 and informed consent first observed and evidenced in 1997. Ethics approval was mostly reported by students studying for an MD and was not reported in any Bachelors’ degree dissertation. Informed consent was also highly reported in MD theses followed by undergraduate theses. Voluntary participation and potential benefits of the study were some of the common aspects dealt with in most of the consent forms. The right to discontinue participation in the study and management of residual samples were scarcely ever mentioned. Conclusions Overall, and given the current state of the art of research ethics around the world, student-scientists in Cameroon would seem to be merely kidding with research ethics. It is thus essential that training in health research ethics be incorporated in the curriculum of universities in Cameroon in order that the next generation of scientists may be better equipped with thorough knowledge and practice of HRE. This, we believe, would be one way of fighting the occurrence of research scandals, which have not yet abated significantly, especially those arising from negligence or inexcusable ignorance. Although the world has experienced remarkable progress in health care since the last half of the 20th century, global health inequalities still persist. In some poor countries life expectancy is between 37-40 years lower than in rich countries; furthermore, maternal and infant mortality is high and there is lack of access to basic preventive and life-saving medicines, as well a high prevalence of neglected diseases, HIV/AIDS, tuberculosis, and malaria. Moreover, globalization has made the world more connected than before such that (...) health challenges today are no longer limited within national or regional boundaries, making all persons equally vulnerable. Because of this, diseases in the most affluent countries are closely connected with diseases in the poorest countries. In this paper, we argue that, because of global health inequalities, in a situation of equal vulnerability, there is need for global solidarity not only as a means of reducing health inequalities, but also as a way of putting up a united force against global health challenges. We argue for an African approach to solidarity in which the humanity of a person is not determined by his/her being human or rational capacity, but by his/her capacity to live a virtuous life. According to this view of solidarity, because no one is self-sufficient, no individual can survive alone. If we are to collectively flourish in a world where no individual, nation or region has all the health resources or protection needed for survival, we must engage in solidarity where we remain compassionate and available to one another at all times. The rise of genomic studies in Africa – not least due to projects funded under H3Africa – is associated with the development of a small number of biorepositories across Africa. For the ultimate success of these biorepositories, the creation of cell lines including those from selected H3Africa samples would be beneficial. In this paper, we map ethical challenges in the creation of cell lines.

Current scientific research almost always requires collaboration among several (if not several hundred) specialized researchers. When scientists co-author a journal article, who deserves credit for discoveries or blame for errors? How should scientific institutions promote fruitful collaborations among scientists? In this book, leading philosophers of science address these critical questions.

It is pointed out that relativistic classical electron theory with classical electromagnetic zero-point radiation has a scaling symmetry which is suitable for understanding the equilibrium behavior of classical thermal radiation at a spectrum other than the Rayleigh-Jeans spectrum. In relativistic classical electron theory, the masses of the particles are the only scale-giving parameters associated with mechanics while the action-angle variables are scale invariant. The theory thus separates the interaction of the action variables of matter and radiation from the scale-giving parameters. (...) Due to this separation, classical zero-point radiation is invariant under scattering by the charged particles of relativistic classical electron theory. The basic ideas of the matter-radiation interaction are illustrated in a simple relativistic classical electromagnetic example. (shrink)

A fundamentally new understanding of the classical electromagnetic interaction of a point charge and a magnetic dipole moment through order v 2 /c 2 is suggested. This relativistic analysis connects together hidden momentum in magnets, Solem's strange polarization of the classical hydrogen atom, and the Aharonov–Bohm phase shift. First we review the predictions following from the traditional particle-on-a-frictionless-rigid-ring model for a magnetic moment. This model, which is not relativistic to order v 2 /c 2 , does reveal a connection between (...) the electric field of the point charge and hidden momentum in the magnetic moment; however, the electric field back at the point charge due to the Faraday-induced changing magnetic moment is of order 1/c 4 and hence is negligible in a 1/c 2 analysis. Next we use a relativistic magnetic moment model consisting of many superimposed classical hydrogen atoms (and anti-atoms) interacting through the Darwin Lagrangian with an external charge but not with each other. The analysis of Solem regarding the strange polarization of the classical hydrogen atom is seen to give a fundamentally different mechanism for the electric field of the passing charge to change the magnetic moment. The changing magnetic moment leads to an electric force back at the point charge which (i) is of order 1/c 2 , (ii) depends upon the magnetic dipole moment, changing sign with the dipole moment, (iii) is odd in the charge q of the passing charge, and (iv) reverses sign for charges passing on opposite sides of the magnetic moment. Using the insight gained from this relativistic model and the analogy of a point charge outside a conductor, we suggest that a realistic multi-particle magnetic moment involves a changing magnetic moment which keeps the electromagnetic field momentum constant. This means also that the magnetic moment does not allow a significant shift in its internal center of energy. This criterion also implies that the Lorentz forces on the charged particle and on the point charge are equal and opposite and that the center of energy of each moves according to Newton's second law F=Ma where F is exactly the Lorentz force. Finally, we note that the results and suggestion given here are precisely what are needed to explain both the Aharonov–Bohm phase shift and the Aharonov–Casher phase shift as arising from classical electromagnetic forces. Such an explanation reinstates the traditional semiclassical connection between classical and quantum phenomena for magnetic moment systems. (shrink)

The Aharonov–Bohm phase shift in a particle interference pattern when electrons pass a long solenoid is identical in form with the optical interference pattern shift when a piece of retarding glass is introduced into one path of a two-beam optical interference pattern. The particle interference-pattern deflection is a relativistic effect of order $$1/c^{2}$$, though this relativity aspect is rarely mentioned in the literature. Here we give a thorough analysis of the classical electromagnetic aspects of the interaction between a solenoid or (...) toroid and a charged particle. We point out the magnetic Lorentz force which the solenoid or toroid experiences due to a passing charge. Although analysis in the rest frame of the solenoid or toroid will involve back Faraday fields on the charge, the analysis in the inertial frame in which the charge is initially at rest involves forces due to only electric fields where forces are equal in magnitude and opposite in direction. The classical analysis is made using the Darwin Lagrangian. We point out that the classical analysis suggests an angular deflection independent of Planck’s constant $$\hbar $$, where the deflection magnitude is identical with that given by the traditional quantum analysis, but where the deflection direction is unambiguous. This study of contemporary art and culture brings together Boyers's sharply focused essays on writers, filmmakers, painters, and critics, first published in the _TLS_, _The American Scholar_, _Granta_, _The_ _American Poetry Review, and Salmagundi. The essays respond to the diversity of "events" that make up our cultural life, and take as their central theme what Boyers calls "object loss" in the art and writing of some prominent contemporaries. The term designates a radical incapacity to think clearly about the objects—actual or (...) imagined—that give a work point or focus. He argues that this incapacity has produced various kinds of irrelevance and dishonesty, not so much in the art of our day as in the various critical theories and response patterns which are dominant among us._ Dwelling on such figures as Jean-Luc Godard, Mario Vargas Llosa, Marcel Duchamp, John Ashbery, and William Styron, Boyers frequently casts his reflections as responses to theories that have gained—especially among contemporary literary intellectuals—an indisputable currency. His essays constitute a negative aesthetic, a "definition by recoil" of postmodernist art and the ideology that promotes or defends it. (shrink)

Folk-sociology is a set of intuitive assumptions that organize our spontaneous theories about society, including the notion that social groups are agent-like. Pietraszewski's model may explain this folk-sociological assumption in an elegant way. However, large-scale group dynamics include features that seem to escape agent-like descriptions. Therefore, one may want to find out whether the “event-grammar” proposed here can account for these features.

Meta-level reasoning was added to the Boyer-Moore theorem prover by 1979. We have recently re-implemented and, we think, slightly improved our approach to meta-theoretic reasoning in the Acl2 theorem prover. However, there is lots of room for much more substantial improvement. Our talk will consist of 3 parts: review, recent results, and general remarks.

How are the properties of computer programs proved? We discuss three approaches in this article: inductive invariants, functional semantics, and explicit semantics. Because the first approach has received by far the most attention, it has produced the most impressive results to date. However, the field is now moving away from the inductive invariant approach.

Karl Popper a toujours exprimé une grande admiration à l'égard de l'Allgemeine Erkenntnislehre de Moritz Schlick. En revanche, les positions adoptées par Schlick au cours de son séjour à Vienne ont surtout suscité la critique de l'auteur de la Logique de la découverte scientifique. Le désaccord porte sur la réduction schlickienne de la valeur des théories à des instruments de prédiction, sur la portée du Tractatus de Wittgenstein, sur la théorie du sens et sur la vérité. Popper, dès 1931, refuse (...) absolument le positivisme anti-métaphysique, le « tournant » linguistique et le « principe de vérification ». Le débat sur la base empirique au sein du Wiener Kreis à partir de 1931 est complexe, et l'intervention de Popper comme celle de Schlick sont cruciales. Within anthropology, as elsewhere in the human sciences, there is a tendency to divide knowledge making into two separate poles: conceptual (theory) vs. empirical (ethnography). In Theory Can Be More than It Used to Be, Dominic Boyer, James D. Faubion, and George E. Marcus argue that we need to take a step back from the assumption that we know what theory is to investigate how theory—a matter of concepts, of analytic practice, of medium of value, of professional ideology—operates in (...) anthropology and related fields today. They have assembled a distinguished group of scholars to diagnose the state of the theory-ethnography divide in anthropology today and to explore alternative modes of analytical and pedagogical practice. Continuing the methodological insights provided in Fieldwork Is Not What It Used to Be, the contributors to this volume find that now is an optimal time to reflect on the status of theory in relation to ethnographic research in anthropology and kindred disciplines. Together they engage with questions such as, What passes for theory in anthropology and the human sciences today and why? What is theory's relation to ethnography? How are students trained to identify and respect anthropological theorization and how do they practice theoretical work in their later career stages? What theoretical experiments, languages, and institutions are available to the human sciences? Throughout, the editors and authors consider theory in practical terms, rather than as an amorphous set of ideas, an esoteric discourse of power, a norm of intellectual life, or an infinitely contestable canon of texts. A short editorial afterword explores alternative ethics and institutions of pedagogy and training in theory.
