Varieties of modern philosophies of mathematical and natural sciences are represented. Specific features of those sciences are analyzed on the basis of graph classifications of the respective philosophies. The importance of reconstructions of practical theories is emphasized for all kinds of philosophies of science used by them. The first part outlines the purpose of the article and considers subject and theoretical, the se- cond — evaluative, nominal, theoretical-reconstructive and linguistic-reconstructive classifica- tions of philosophies of science. Basic principles of development and introduction of corporate management informations are considered on domestic enterprises. Problem questions which arise up at introduction of the informative system are resulted. It is indicated on the lacks of domestic programmatic complexes by comparison to foreign decisions.

In the research investigated the present state, conditions and possibilities on introduction the free circulation of agricultural land in Ukraine, highlighted the main problems of its development, analyzed experience of sale and lease of agricultural land in European countries. It is demonstrated the survey results of shareholders and agricultural producers in the two districts - Bila Tserkva, Kyiv region and Uman, Cherkassy region. The model of the agricultural land market should meet not only economic efficiency and expediency, but also contribute (...) to the sustainable development of rural areas, where the circulation of agricultural land should be preceded by the introduction of fuses and restrictions. In order to prevent landlessness of peasants and the formation of latifundists, the free circulation of land can be implemented in two stages. 1 stage: land inventory, cadaster and land management system, which includes four subsystems: 1) land rights ; 3) land use ; 4) infrastructure development. Second stage of the market opening for state and communal property land. The priorities on purchase to be provided for the local communities, restriction on access the market for the legal entities, foreigners, introduction of other restrictions on the sale of agricultural land, the application the taxes differentiations on land sales, fees, etc. (shrink)

У статті аналізуються погляди ідеального державного устрою, яку розв’язували філософи античності. Вперше ця проблема була поставлена софістами, одні з яких вважали, що приписи законів є довільними (штучними), тоді як веління ж природи є необхідними, а інша група софістів робила висновок, що потрібно встановлювати такі закони, які відповідають користі людей, а саме – взаємній справедливості та іншим чеснотам. В творах Платона проблема співвідношення особистості й суспільства вирішується на користь суспільства, що є характерним для ідеалів традиційного суспільства. На противагу Платону Аристотель не (...) мислить ідеальне суспільство без приватної власності. З поглибленням і загостренням державної кризи вектор вирішення питання про суспільний ідеал повертався від пріоритету державності до людини, тобто до пріоритету особистісних свобод, інтересів і потреб. У формуванні елліністичного світогляду певну роль відіграла і та обставина, що ідеали Платона й Аристотеля залишилися нереалізованими на практиці. Показано, що вирішення питання про ідеальну соціальну організацію залежало від тих історичних умов і соціально-моральних позицій, в яких знаходився той чи інший автор. (shrink)

Опинившись на початку ХХІ століття у світовій глобальній кризі, яку політичні системи сучасності вирішити не здатні, у політичній філософії знову стало актуальним питання щодо того, якою насправді має бути політика. Усе виглядає так, що в конкуренції політичних систем модерну переможців немає, а лібералізм повторює історію своїх попередників. З іншого боку, одним із цікавих наслідків цих подій є зростання інтересу до політики античності, де власне і відбулася генеза вчення про державу і політику, а це, в свою чергу, приводить до відродження ідей (...) неоарістотелізму (неоплатонізму) у політичній філософії. Як наслідок, філософсько-політична спадщина Платона природньо потрапляє у фокус дискусій, а сам Платон стає однією з центральних її фігур. Кожна зі сторін дискусії апелює до Платона, намагаючись “скористатись” його спадщиною у власних цілях. З цієї причини, у Платона є як безліч послідовників, так і значна кількість критиків, голоси яких вже у ХХ столітті почали звучати все голосніше, серед яких найбільшу популярність набув Карл Поппер. Завданням цієї роботи є спроба проведення аналізу критики Поппером Платона, яку він переважно виклав у своїй книзі “Відкрите суспільство та його вороги”, а також представити альтернативну точку зору “захисників” Платона з подальшим порівнянням думок та підходів обох сторін з метою розкриття окремих елементів сучасного політичного неоарістотелізму та розуміння важливості платоново-арістотелівського підходу до політики у ХХI столітті. В цілому, думка Поппера стосовно “Держави” Платона багато в чому виявилась помилковою, а детальний аналіз цих помилок розкриває проблеми лібералізму. З іншого боку, проявляється політичне вчення античності в його новому розумінні. Сьогодні воно опосередковане знаннями всієї подальшої за античністю історією філософії та політичною практикою (пост)модерну, а розкриття окремих елементів цього вчення і є найважливішим результатом цієї роботи. This article involves a qualitative research undertaken to elucidate how Ukraine’s European identity is constructed by Carl Bildt, Sweden’s Minister for Foreign Affairs. Specifically, the paper’s aim is to identify conceptual metaphors used by Carl Bildt in his political online discourse concerning Ukraine within the timeframe from 1 April 2013 until 1 April 2014. In addition to this objective, the article explores whether or not concepts SELF as the EU and OTHER as non-EU respectively are embedded in conceptual metaphors identified (...) in Bildt’s discoursal space involving Ukraine’s European identity. Results of the data analysis reveal several types of conceptual metaphors which are present in the corpus of Bildt’s online discourse involving Ukraine: “EU as a Path”, “EU as a Nurturant Parent”, “EU as a House”, “Ukraine’s Politics towards EU as a Stock Market Crash”, “Ukraine’s Path to EU as Poland’s EU Path” and “The EU Flag as a Symbol of the Better Future”, respectively. These conceptual metaphors seem to be exacerbated by the presence of the concept SELF. (shrink)

У статті окреслено основні шляхи подолання соціальних проблем та їх відображення в соціальній політиці держави. Зосереджено увагу на методі соціологічної інтервенції та процедурі втручання в соціальну практику, зокрема в прикладних науках. Показано підхід раціонального вибору як методу ідентифікації соціальних проблем на індивідуальному рівні. Розглянуто особливості подолання соціальних проблем у межах конструкціонізму, зокрема охарактеризовано стратегії конструювання соціальних проблем. Важливе значення автор надає вирішенню соціальних проблем за допомогою соціальної роботи, присвяченої соціально зумовленим проблемам на мікрорівні.

The present paper addresses the issue of determining the best international practices for developing soft skills among students of different specialties through carrying out a theoretical review. Basing on literature on present-day theory the authors make an attempt to explain soft skills dichotomies, summarize existing approaches to classifying soft skills, consolidate and document best international practices for soft skills development among potential employees of different specialties including bachelor students, master students, doctoral and postdoctoral students. The data obtained in the theoretical (...) analysis reveal that the possible ambiguities in the interpretation of the concept of “soft skills” are caused, on the one hand, by the dichotomic perception of their nature by present-day researchers and educators and, on the other hand, by the absence of the common language which makes it difficult to provide a more unified definition most satisfactory to all concerned. The authors are convinced that soft skills have a cross-cutting nature and regard them as personal and interpersonal meta-qualities and meta-abilities that are vital to any potential employee who is going to make positive contributions not only to his/her professional development but to the development of a company he/she is going to work for. The results of the conducted theoretical review clearly indicate that the absence of the unified understanding of the concept of “soft skills” is reflected in the existence of different approaches to classifying soft skills, let alone, the selection of didactic tools for developing soft skills among potential employees. Such a statement of the question might seem a bit strange if it were a country with a long and continuous tradition of its own statehood and with the same tradition of state-church relations. One should emphasize the priority of the state tradition itself, since it forms the structure of the nation and the institution that manifests and organizes different aspects of social life.

Previous research showed that sensorimotor information affects the perception of properties associated with implied perceptual context during language comprehension. Three experiments addressed a novel question of whether perceptual context may contribute to a simulation of information about such out‐of‐sight objects as cast shadows. In Experiment 1, participants read a sentence that implied a particular shadow cast on a target (blinds vs. an open window) and then verified the picture of the object onto which a shadow was cast. Responses were faster (...) when the shadow of blinds cast on the object matched that implied by the sentence. However, the data did not show the same matching effect for pictures with cast shadows from an open window. In Experiments 2 and 3, we found that verification times for pictures with no cast shadows were faster when preceded by an “open window” sentence, thus suggesting that reading the sentence does not elicit a visual simulation of any specific shadow. Experiment 3 showed that the objects superimposed with a cast shadow of the blinds and blinds themselves were verified faster after reading a “blinds” sentence. However, the results of an order analysis showed the temporal stability of the “blinds shadows” effect, but the disappearance of the “blinds” effect in the second half of the data. We conclude that the results are compatible, to a lesser or greater extent, with multiple accounts, and discuss our findings in the context of a mental imagery view, a mental simulation view, and an amodal representation view. A free ultrafilter U on X is called G-selective if, for any G-invariant partition P of X, either one cell of P is a member of U, or there is a member of U which meets each cell of P in at most one point. We show that in ZFC with no additional set-theoretical assumptions there exists a G-selective ultrafilter on X. We describe all G-spaces X such (...) that each free ultrafilter on X is G-selective, and we prove that a free ultrafilter U on ω is selective if and only if U is G-selective with respect to the action of any countable group G of permutations of ω. A free ultrafilter U on X is called G-Ramsey if, for any G-invariant coloring χ:[X]2→{0,1}, there is U∈U such that [U]2 is χ-monochromatic. We show that each G-Ramsey ultrafilter on X is G-selective. Additional theorems give a lot of examples of ultrafilters on Z that are Z-selective but not Z-Ramsey. (shrink)

У статті підіймається проблема співвідношення системного та інтегрального підходів до дослідження складних систем. Актуальність досліджуваної проблеми зумовлена тим, що повноцінно зрозуміти феномен складності без системного підходу неможливо. Водночас, системний підхід лишає поза увагою будь-які психологічні та культурологічні фактори. Із метою осмислення піднятої проблематики було експліковано поняття складності, системного підходу та інтегрального підходу. У процесі здійснення філософського аналізу даної проблеми було осмислено феномен редукціонізму, виокремлено фізичний та системний типи редукціонізму. У результаті порівняльного аналізу системного та інтегрального підходів до дослідження складних систем (...) було виявлено, що інтегральний підхід за визначенням включає в себе системний підхід, долаючи не лише фізичний, а й системний редукціонізм. Power, informational equipment of industrial potential of human civilization, of course, thanks to the growing scientific and technical progress. At the same time its effects often cause the technological, ecological, anthropological disasters. All this actualize the role of ethics in its practical dimensions. It is very important to use the philosophical and heuristic potential of ethics, its sensitivity to humanistic sense of contemporary environmental and biomedical problems. Their solution depends largely the future of human life and fate of the planet. (...) According to this factors the aim of this article is to reflect the strategy of interpretation of the relationships between man and nature in a number of world religions. Also the aim of article is to model the parameters of interfaith dialogue for the invention of effective forms of religious communities' participation in the environmental initiatives intended to the optimizing of the balance between society and the natural environment. The novelty element of our study is that it not only covers the basic tenets of religious traditions on environmental issues, but also outlines the opportunities and heuristic potential of synergy between productive humanistic and socially relevant ideas of different faiths and philosophically-religious discourses for the invention of instruments for interdenominational cooperation in the practical environmental projects and initiatives. Only the declarations of concern about environmental problems, of course, are not enough. Value consciousness of religious communities and individuals must be transformed into the practical sphere. It means that religious organizations should be actively involved, including their financial, intellectual and organizational forces to the real environmental projects and initiatives that have applied out and can lead to tangible results. Many religions have the conceptual resources of a certain attitude to environmental issues. And the vector of this attitude can be returned ambivalently: either toward passivity and paralyzing the creative will of man, or in the direction of real activity-promoting. Under these conditions, the educational activities within religious communities is of paramount importance. Its key value postulate is the social and communicative harmony, health of human society and the preservation of human culture in its humane forms. Under another conditions the environmental initiatives of religions are only declaratory and little effective. The study is implemented on the disciplinary boundaries of ethics, social philosophy and religious studies. У статті розглядається трактат «Мир з Богом людині», автором якого вважають Інокентія Ґізеля. Цей твір, який вийшов друком у 1669 р., є відомою українською літературною пам’яткою середини XVII ст. Певним свідченням актуальності дослідження твору «Мир з Богом людині» є його перевидання в 2012 р. у перекладі українською мовою в зібранні творів Інокентія Ґізеля. Різні аспекти цього твору розглядали як українські, так і зарубіжні дослідники. «Мир з Богом людині» – перший значний твір з морального богослов’я у Православній Церкві України. Написаний церковнослов’янською (...) мовою, він був зорієнтований на православне духовенство України, а також Московії, Білої Русі й навіть, можливо, інших країн, де в богослужінні використовувалася церковнослов’янська мова. При написанні трактату «Мир з Богом людині» використовувалися західні, переважно католицькі, джерела, що було притаманним книжникам кола київського митрополита Петра Могили. Особливо відзначимо, що в творі маємо постійне звернення до українських реалій. Використовуючи їх, можемо реконструювати картину українського соціуму середини XVII ст. Варто відзначити, що Києво-Печерська лавра, у друкарні якої і вийшов друком трактат, була на той час одним з найбільших видавничих осередків України, а друковані в ній видання розходилися не лише в Україні, а й серед православного населення усієї Східної Європи й Балкан. Автор доходить висновку, що трактат «Мир з Богом людині» значно вплинув на розвиток моральних уявлень в Україні. Навіть сьогодні цей твір становить інтерес для українських православних теологів. Надано оцінку результативності діяльності банків України з іноземним капіталом, виявлено сильні й слабкі сторони їх функціонування в українських умовах.

The article recounts that against the background of globalization processes that swept the world in the late twentieth century and left an indelible mark on the further progress of mankind there was a need to adapt the educational and social systems of Ukraine to functioning in the new conditions of crucial transformations caused by the dynamic changes triggered by universal digitalization, which now penetrates all branches and spheres of public life. It has been noted that the educational sphere is in (...) a state of permanent change, trying to adapt to the new environment in order to ensure a decent level of training specialists of the relevant educational and qualification level capable of adapting to rapidly changing conditions, taking into account the competence acquired in the process of training. As a result, it is shown that in today’s globalized world, the need to master digital competence at an appropriate qualification level comes to the fore, taking into consideration the factors of stair stepping and succession, in response to requirements and challenges of today’s world, which even in a short period of time are able to significantly influence any sphere, transforming its further functioning. The content analysis of regulatory documents enabled to identify the main problematic aspects of the educational industry in the context of ensuring the compliance of the process of standardization of education at the relevant qualification levels, which is characterized by certain fragmentarity and inconsistency and requires further weighted and step-by-step transformative phases in the educational system of Ukraine ensuring its correlation with the European educational standards and guaranteeing its quality. An effective mechanism of personnel production behavior management in the system of enterprise's management to ensure the high performance indexes and enterprise's goals achievement is developed. The results obtained on the basic of: structural and logical analysis - to construct the general logic of staff's production behavior model; method of generalization - to develop the classification of employees' motivation and potential factors; methods of analysis and synthesis - to determine the ratio of factors of potential and motivation factors in the (...) employees' production behavior management. The implemented classification of motivate factors and of the potential as well as developed model of staff's production behavior management allows to determine the dependents between those variables and to propose the practical managerial tools that ensures attainment of company's goals. Based on the proposed model within further research it is advisable to develop a mechanism that takes into account the specific quantitative parameters of the components of the production behavior and is built on using identified at this stage dependencies. The model can be used in the formation of an effective personnel policy that will ensure the achievement of social and economic goals of the company. Implementation of the developed model in practice highlights the social responsibility of the enterprise, shifts the emphasis from a purely economic governance towards better integration of existing needs of employees. Until recently, the name of Metropolitan Alexy was mentioned by researchers, mainly historians and religious scholars, mostly in the context of the problem of the split of the Orthodox Church in the Ukrainian lands during the years of the Great Patriotic War of 1941-1943 as the head of the Autonomous Church. At the same time, he remains almost unknown as a religious thinker, and meanwhile, in his numerous theological-philosophical and historical-religious studies works, the bishop raised the most devastating religious and (...) spiritual problems of society and person, many of which have not lost their relevance to this day. Since Ukraine began to realize itself as a democratic country, the process of revising the relations of our state with various social institutions, including the Church, began to find a model that would ensure the harmonious development of both the state and the Church. The article substantiates the relevance of complex researches aimed at expert understanding of the humanistic potential of ethical ideas of different religious traditions and clarifying the conditions of their effectiveness in modern reality. Methodological guidelines for such studies are Kant's ethicotheology; ethical doctrine of N. Hartmann; Berdyaev's ethics of creativity; E.Fromm’s demarcation of the foundations of authoritarian and humanistic religiosity; D.Ikeda's ideas about the primacy of cultural dialogue of religions over their dogmatic or corporate isolationism. The author models the (...) possibilities of synthesis of comparative, dialectical, phenomenological, hermeneutic, synergetic methodological strategies in understanding of the value vectors of religious ethics. It is noted that the content of the term "religious ethics" is not limited to a system of canonized, "once and for all" formulations, norms and prohibitions of a particular religion. Religious ethics is a broad value and social space of human interaction and cultural creation. No less than canons and dogmas, it is also defined by practical patterns of forming relationships in a particular religious community as a hotbed of intense value exchange. The specificity of the principle of humanistic synergy of different traditions religious-ethical ideas is substantiated. It is proved that in the conditions of a globalized, post-information society there are many opportunities for constructive action of this principle. After all, religious meanings are penetrating to the consciousness of people not only within the confessional upbringing and “catechization”. Often they are mastered through individual, autonomous forms of socialization of the individual. That is, the level of cultural development, education and self-education, and involvement in one or another information "field of attraction" are important here. The author of the report identifies a specific vision of the value core of a number of religious traditions of the world, which can be productively used for the humanistic synergy of relevant religious and ethical ideas. He summarizes this core with the example of humanist ideas and practical examples of Hinduism, Jainism, Confucianism, Judaism, Christianity and Islam. At the same time, he identifies the value antipodes of humanistic virtues present in these religious traditions and analyzes the ways of their social cultivation preventing The emphasis of the study is extrapolated to the Ukrainian context of the functioning of religious and religious education, as well as to the issues of applied ethics and civil responsibility of religious communities, their leaders and activists. It is concluded that among the important conditions for the humanization of the functioning of religious structures in modern society – the optimization of the communicative "climate" of educational projects, the development of practical dialogue with respect to other religions and worldviews, the active introduction of philosophical and academic religious and religious studies, which educates future religious leaders. Accordingly, the prospects for further research in this methodological key lead to a detailed reflection on the educational, communicative, media, cultural and aesthetic, legal conditions of harmonizing the humanistic value orientations of the ethics of religions and the practice of living of confessions and religious communities. In the national historical science, despite the considerable number of publications, there is no comprehensive study of the charitable and cultural-educational activities of the Roman Catholic Church in Right-Bank Ukraine at the end of the eighteenth - early twentieth centuries. Modern Ukrainian historiography has a number of studies that have, to some extent, addressed the problem we have identified. In particular, G. In the socio-economic, social and political life of the Right-Bank Ukraine, Orthodox, Roman Catholic and Greek-Catholic denominations were involved in one or another way.

Many studies showed that comprehenders monitor changes in protagonists’ emotions and actions. This article reports two experiments that explored how focusing comprehenders’ attention on a particular property of the protagonist dimension affects the accessibility of information about target objects mentioned in the sentence. Furthermore, the present research examined whether participants’ attitudes toward the issues described in the sentence can modulate comprehension processes. To this end, we asked participants to read sentences about environmental issues that focused comprehenders’ attention on different mental (...) and physical attributes of the same entities and then self-report their own thoughts on the topic of environment by responding to the items assessing their environmental awareness. Importantly, we manipulated the task requirements across two experiments by administering a self-report task, which required the participants to rate the seriousness and the frequency of the problem mentioned in a sentence; and administering a sentence-picture verification paradigm, which required the participants to merely indicate if the object depicted in the picture was mentioned in the preceding sentence. The results of these experiments suggest that the focus of a sentence on the environmental problem enhances the accessibility of information about environmental issues ; that the comprehender’s level of environmental awareness influences one’s attention during sentence processing; and that comprehender characteristics significantly modulate comprehension processes only when the measures tap into explicit processes. It is impossible to imagine any religious system without its inherent ritual component. At the same time, given the polysemy and contextuality of the concept of "ritual", I immediately propose a limitation, which is extremely important for the methodology of disclosure of the topic. It is an interpretation of the ritual in the light of W. Robertson Smith's research setting. Accordingly, this concept becomes an identifier of religious practice, or more precisely, a designation of traditionally established and authoritatively supported various (...) religious practices. Accordingly, we draw attention to the versatility of the term "ritual", which is used to fix religious practices, ceremonial activities and ceremonies. (shrink)

This statement is confined to the prose of the philosophy of religion, since it raises questions that concern both the conceptual status of the discipline and its definition in the substantive and formal aspects. The philosophy of religion is also considered in view of its structural completeness. I hope that the proposed interpretation of the above-mentioned questions will enable the researcher, who is interested in religious studies, to enter the realm of such autonomous disciplinary education as the philosophy of religion.

In recent years many textbooks and manuals on religious studies have been published in Ukraine. However, one of them deserves special attention because of the frank and even brazen appropriation of the author by the author of the meaningful potential not only of national scholars but also of the classics of world religious studies. It is a textbook of Ya.Chernenko's "Religious Studies: A Theoretical and Practical Course", which was published in 2005 in the Kiev publishing house "Professional" with a circulation (...) of 800 copies. I would like to point out that this guide was recommended by the Ministry of Education and Science of Ukraine for higher education students. (shrink)

Review of Smith, P. (2022). Sextus Empiricus’ Neo-Pyrrhonism: Skepticism as a Rationally Ordered Experience. Cham: Springer.

The article by Alexander Soldatov contains a new view to solving the problem of autocephaly in the context of the desire of the Orthodox Churches in Ukraine to the attainment of the autocephalous status. Analyzing the canon law, the statements of the Holy Fathers of the Orthodox Church and the historical experience of Orthodoxy, the author comes to the conclusion that there are two types of autocephaly in the Orthodox tradition - old and new one. These types are different in (...) the scope of authority of the church authorities and in the mode of origin. Author's concept is related to the ancient principle Pentarchy, i.e. the primacy in the Universal Orthodoxy five ancient patriarchates that are exclusive carriers autocephaly completeness. Only they, with certain reservations and limitations, have the right to grant autocephalous status of the other local Churches. The Moscow Patriarchate is not a member of Pentarchy, this right it does not have, which removes from the agenda the question of the very possibility of obtaining autocephaly of the Ukrainian Orthodox Church from Moscow. The relevance of the research is in dynamism and information globalism in all life spheres of a modern post-industrial society, rises to the information one, necessitates multi-dimensional and multidimensional scientific discussions of information, high technologies and innovative breakthroughs in the plane of existing and necessary legal norms in conditions of formation technologies for introducing knowledge and rules for handling information as a resource for the development of modern man, societies and the state. This is actually began in the pre-election program (...) of the President of Ukraine Vladimir Zelensky, which aims to perceive possibilities of modern information and communication technologies in the administration of the state and the organization of public and politic life of the country in a qualitative and new way. Purpose of the research is the end-epitualization of the electronic paradigm of Ukraine in the context of the formation of information legislation for the innovative development of the state. Objectives of the research: 1) to identify new problems of information of the state to achieve a more active implementation of innovative ICT in the coordinates of the requirements for creating an e-government system in the country; 2) analysis of the implementation of the state information and communication functions, in a broader sense of the understanding of the concept of "state information policy"; 3) analysis of the role of high technology and the scientific and educational sphere in the conditions of the information civilization; 4) identification of the goal of the country's existence in the global world as an electronic state. The research methodology is a systematic and structural-functional analysis of the problem of the electronic paradigm of Ukraine in the context of the formation of information legislation for the innovative development of the state. The scientific novelty of the research is in structuring the problems of the electronic paradigm of Ukraine and finding ways to solve them. Conclusions - the practical implementation of the tasks of the electoral program of the new President of Ukraine V. Zelensky and the tasks of forming the information society in Ukraine raises many questions regarding citizens' access to information accumulated by humanity and the state, and especially in the field of national security and the formation of information legislation. The urgency of the study is that today the creation of a well-balanced information and communication infrastructure for the management of a state capable of ensuring the formation, distribution, efficient use and protection of resources, largely depends on a clear legal definition of the system of views on the implementation the government of information and communication function. The purpose of the research - the theoretical and practical aspects of new approaches to the analysis of information and communication activities in the (...) context of modern globalization challenges. Objectives of the study: using the methodology of system analysis and system synthesis to determine the problem of the need for a clear legislative definition of the purpose of further action; analyze the problems of forming of global information and communication space. The scientific novelty of the research is the identification of the problems of information and communication activities in the context of modern globalization challenges and the achievement of sustainable development of society. The results of the study: the problems of the legal language were explored and new approaches to the issues of information and communication activities were revealed; also were revealed the human rights problems and the need to systematize the law; information activity of modern Ukraine in the context of globalization challenges is disclosed; the alternatives to innovation and identify ways to achieve information and communication security are researched. Conclusion - the modern state should respond timely to the challenges of scientific and technological progress, adequately respond to key issues of identifying the problems of information and communication activities in the context of modern globalization challenges. The main idea, of course, is to define the purpose, the basic principles and methods of the state's implementation of the information and communication function. It should be aimed at safeguarding national interests and protecting the natural rights and legitimate interests of citizens, organizations and society as a whole due to the effective use of the accumulated information, modern information and communication complexes and specialists, noblemen to work effectively in conditions of global challenges.
