In The Law of Peoples, John Rawls offers an idea of international public reason that governs the relationship between liberal and decent peoples. This article begins by considering the relationship between liberal peoples and the form of public reason that they would deem acceptable. It ultimately argues that there is an international public reason that is common to minimally just states that is different from what would be found in the law of peoples. The applicability and content of this version (...) of international public reason is governed by the possibility of states associating with one another in what I call an international friendship. Minimally just states would accept the importance of reasons for being attentive to how their actions can affect the just arrangements of other minimally just states. The reason of international friendship presents the possibility of competing international publics with their own form of reason. (shrink)

Digeser contends that our rich and varied practices of friendship multiply and moderate connections to politics. Along the way, she sets forth a series of ideals that appreciates friendship's many forms and its dynamic relationship to individuality, citizenship, political and legal institutions, and international relations.

I adopt a cladistic view of species, and explore the possibility that there exists an equally valuable cladistic view of organismic traits. This suggestion seems to run counter to the stress on functional views of biological traits in recent work in philosophy and psychology. I show how the tension between these two views can be defused with a multilevel view of biological explanation. Despite the attractions of this compromise, I conclude that we must reject it, and adopt an essentially cladistic (...) conception of biological traits. (shrink)

We analyse the relationship between applicability and effectiveness of legal norms from a philosophical perspective. In particular, we distinguish between two concepts of applicability. The external applicability of norms refers to institutional duties; a norm N is externally applicable if and only if a judge is legally obliged to apply N to some case c. Internal applicability refers instead to the sphere of validity of legal norms. A norm N is internally applicable to actions regulated by its sphere of validity. (...) We also explore the consequences of a thesis which maintains that applicability restricts the concept of effectiveness, so that only applicable norms can be considered effective. Our analysis illustrates that a proper reconstruction of the concept of applicability is of great importance not only for understanding the concept of effectiveness but also for providing insight into the nature of law. The widely cited Nuffield Council on Bioethics ‘Intervention Ladder’ structurally embodies the assumption that personal autonomy is maximized by non-intervention. Consequently, the Intervention Ladder encourages an extreme ‘negative liberty’ view of autonomy. Yet there are several alternative accounts of autonomy that are both arguably superior as accounts of autonomy and better suited to the issues facing public health ethics. We propose to replace the one-sided ladder, which has any intervention coming at a cost to autonomy, with a two-sided ‘Balanced Intervention (...) Ladder,’ where intervention can either enhance or diminish autonomy. We show that not only the alternative, richer accounts of autonomy but even Mill’s classic version of negative liberty puts some interventions on the positive side of the ladder. (shrink)

Modal interpretations take quantum mechanics as a theory which assigns at all times definite values to magnitudes of quantum systems. In the case of single systems, modal interpretations manage to do so without falling prey to the Kochen and Specker no-go theorem, because they assign values only to a limited set of magnitudes. In this paper I present two further no-go theorems which prove that two modal interpretations become nevertheless problematic when applied to more than one system. The first theorem (...) proves that the modal interpretation proposed by Kochen and by Dieks cannot correlate the values simultaneously assigned to three systems. The second and new theorem proves that the atomic modal interpretation proposed by Bacciagaluppi and Dickson and by Dieks cannot correlate the values simultaneously and sequentially assigned to two systems if one assumes that these correlations are uniquely related to the dynamics of the state of the systems. This volume ranges in time over a very long period and covers the Greeks' most original contributions to intellectual history. It begins and ends with philosophy, but it also includes major sections on historiography and oratory. Although each of these areas had functions which in the modern world would not be considered 'Literary', the ancients made a less sharp distinction between intellectual and artistic production, and the authors included in this volume are some of Europe's most powerful stylists: Plato, Herodotus, (...) The modal interpretation of quantum theory ascribes at each instant physical magnitudes with definite values to quantum systems. Starting from certain natural requirements, I determine unique solutions for the evolution of these possessed magnitudes in free systems and in special cases of interacting systems. The evolution is given in terms of transition probabilities that relate the values of the possessed magnitudes at one instant to the values at a second instant. I also determine a joint property ascription to a composite (...) system and its separate subsystems. Finally, I give a proof that the predictions of the modal interpretation with respect to measurement outcomes agree with the predictions of the standard interpretation. (shrink)

The global workspace architecture is examined from an evolutionary perspective. It is argued that certain aspects of the theory are difficult to account for in terms of a sequence of evolutionary elaborations. These notably include distinct actors and audience members, and the lingua franca by which they communicate. An alternative metaphor of a ‘global arena’ is suggested, along with speculation on how this bottleneck of behavioural competition may have evolved toward a more sophisticated architecture, perhaps even a theatre . . UK blood services, supported by the Health Protection Agency/Health Protection Scotland, carried out an exercise over the summer of 2005 to notify 110 donors whose blood was transfused to three recipients who later developed vCJD. These donors were to be informed that they were now considered 'at risk of vCJD for public health purposes'. The notification began on 20 July 2005 and was completed (barring follow-up) at the end of the first week of October 2005. Apart from two donors who (...) had died, contact was attempted with all donors, including four who were not currently registered with a GP. The lessons learnt about the conduct of such notification have been reviewed. The limited ad hoc feedback available suggests the process and content of this notification was acceptable to donors and their GPs. (shrink)

In his recently published book on Early Latin Verse Professor Lindsay says : ‘The MSS. of Terence have not yet been all collated; at least, collations have not yet been published. And for a critical edition there is as yet nothing better than Umpfenbach's pre-scientific volume…;’ . I therefore thought it not out of place to give an account of the better of two MSS. recently acquired by the Cambridge University Library. My attention was drawn to it by my father, (...) Dr. Postgate, who had noted its reading of exclusti in Eun. 98 , and he has helped me with the preparation of this paper. Elliott Sober''s selection for/selection of distinction has been widely used to clarify the idea that some properties of organisms are side-effects of selection processes. It has also been used, however, to choose between different descriptions of an evolutionary product when assigning biological functions to that product. We suggest that there is a characteristic error in these uses of the distinction. Complementary descriptions of function are misrepresented as mutually excluding one another. This error arises from a failure to appreciate that selection (...) processes can be described at several different theoretical levels. (shrink)
