Überwindet Technik das unheimlich Unbeherrschbare? Oder wird sie uns selbst unheimlich? Zwei scheinbar widersprüchliche Narrative prägen die Geschichte und auch die Theorie der Technik: Das Narrativ der Entzauberung beschreibt, wie eine als fremd und gefährlich erfahrene Natur durch Verwissenschaftlichung und Technisierung gezähmt wurde. Das Narrativ der Verzauberung schildert, wie uns Artefakte und technologische Möglichkeiten unheimlich werden, insbesondere wenn sie sich zu verselbständigen scheinen oder mit „autonomem“ Eigensinn gegenübertreten. In den heutigen Debatten um selbstlernende, ubiquitär verteilte, im Assistenzmodus unsichtbare, dabei opake (...) Techniken schwingt das unheimliche Moment einer „Verselbständigung“ von Technik mit – und trägt im Anschluss an die Mechanisierungs- und Automatisierungsdiskurse des 20. Jahrhunderts zur „Dämonisierung“ der Technik bei. Technik macht Welt einerseits vertraut und nachvollziehbar: Paradigmatisch wird dies in der Idee, dass etwas dann verstanden wird, wenn es technisch rekonstruiert werden kann. Andererseits wird die technische Reproduktion von Welt – oder deren radikale Umgestaltung zu einer entfremdeten – als etwas Verstörendes erlebt. Spätestens, wenn Artefakte zu tun scheinen, „was sie wollen“ oder technische Großsysteme die Lebenswelt nach ihren „Eigenlogiken“ prägen, ist eine schon von Freud benannte Grenze erreicht, an der wir verunsichert werden, ob wir überhaupt noch in der modernen Welt leben. The paper presents the philosophy of the French philosopher Michel Serres, with an accent on his working method and unusual methodology. Starting from the thesis that the empiricist trait of Serres? philosophy remains underexposed if one simply receives his work as that of a structuralist epistemologist, Serres? monograph The Five Senses is then discussed in more detail. Here we see both a radical empiricism all his own and a closeness to phenomenology. Nevertheless, perception and language are not opposed to each (...) other in Serres. Rather, his radical thinking of a world-relatedness of the bodily senses and an equally consistent understanding of a sensuality of language - and also of philosophical prose - are closely intertwined. After a brief explanation of my approach, this paper questions the foundations of a phenomenological theory of law, deploying the argument in three steps.In a first step I reconstruct the connection between Anspruchand Anrecht as developed in Waldenfels’ paradigm of responsiveness. Can law be characterised as an order that is able to ‘respond’ in this specific sense?The second step confronts the radical perspective of a phenomenology of the alien with the question of order. Can a theory of order characterise law (...) as ‘just,’ given that modern positive law is explicitly contained in and founded on itself? In a third step I review the boundaries of law. Would a phenomenology of law acknowledge law as a dimension that – inside the boundaries of law as order – is structurally able to react to the alien and to respond to alien appeals? The overall answer to these questions will be negative.A phenomenology of the alien will not surmount the boundaries inherent to the legal order as order – which push- es the question of justice to the outer limits of the law. The question of the alien, then, does not refer to questions within law; rather, it refers to the problem of juridification or to the sacrifices to be made to obtain access to rights. Decisive is the step into the realm of law, not a certain rule or a decision within thatrealm.If one is to pursue the phenomenological viewpoint of the alien and the dual theme of Anspruch and Antwort, legal phenomena should be considered from the problem of order – in a critical vein to be sure. The paper examines four key concepts of digital and AI ethics, which make normative (“ought”) claims: “transparency,” “explainability,”“interpretability,” and “trust.” The idea is that with the help of these concepts, digital transformation should be “responsibly” shaped, and there is even an aspiration to establish an independent digital ethics. The analysis in this paper questions approaches of this type. It elaborates differences between the tradition of philosophical appeals to responsibility and the digital-ethical buzzwords. The concept of responsibility may be a vague (...) concept and have traits of a mere moral-ethical signalling. However, its digital-ethical lookalikes are not even normative; they stand for technical quality criteria or product features of a descriptive nature. The phrase “digital ethics” is used misleadingly to suggest the existence of an ethical dimension. (shrink)

Spiel und Arbeit gelten oft als Gegensätze: Das Spiel als freie Betätigung menschlicher Vermögen, die Arbeit als deren Subordination unter einen äußeren Zweck. Die Festlegung des Spiels auf konsequenzlose Wiederholbarkeit hat ihm den Ruf des Unernsten eingetragen, während das Abzwecken der Arbeit auf die Nützlichkeit ihres Resultats im Bund mit der Sorge ums Dasein steht. Auf einen zweiten Blick scheint dieser Gegensatz jedoch, gerade in den hochentwickeltsten Ausprägungen beider Tätigkeitsformen, zu verschwinden. So kann eine hochgradige Rationalisierung von Spielpraktiken in Arbeit (...) umschlagen, wie etwa im Leistungssport, oder ein komplexer Arbeitsvorgang selbstzweckhafte Momente und Eigendynamiken gewinnen, die ihm Spielcharakter verleihen. Auch andere technologische Entwicklungen geben Anlass dazu, das Verhältnis von Spiel und Arbeit noch einmal grundsätzlich zu bedenken, etwa im Hinblick auf: adaptive Systeme in der Robotik, serious games, Kreativitätstechniken in Unternehmenskulturen, wissenschaftliche Experimentalanordnungen, Online-Rollenspiele oder die Kommodifizierung nicht-zweckrationaler Lebensvollzüge, die traditionell vom Begriff produktiver Arbeit ausgeschlossen waren – einschließlich der Spielräume, die durch neue Umwelt- und Biotechniken erschlossen werden. Die Beschaffenheit der jeweils zum Einsatz kommenden Mittel und Verfahren sowie die Setzung, Variation oder Preisgabe von Zwecken können den Charakter von Spiel und Arbeit sowie ihr Verhältnis zueinander bestimmen oder verändern. There is a relationship between time and technology which has been obvious since the classical philosophies of time. Even telling the time necessitates technologies relating to measuring and counting. Technological developments have changed the temporal state of our reality. The thematic focus of this yearbook is concerned with the various relations of „art“ and „technology“. It seeks to interrogate and reflect their conceptual filiations, their complementarities and mutual stimulations, and contrasts and tensions. The very notion of the „work“ challenges us to explode or triangulate the dichotomy of art and technology. This connects to further problems in and for the philosophy of technology, such as the relation of arts and crafts, the question of Kitsch or camp in art and (...) technology, or the role of play as a basic modality of artful technical production. Unter der Leitdifferenz „Steuern – Regeln“ werden in der herkömmlichen Technikphilosophie die beiden Operationsmodi „klassischer“ Technik gefasst und beschrieben. Dies geschieht in zweierlei Hinsicht: zum einen in der Absicht, die sich seit der neolithischen Revolution ausprägende menschliche Technik im Unterschied zur „Zufallstechnik“ höherer Spezies oder der Urmenschen zu spezifizieren; zum anderen mit dem Ziel, das Verhältnis von Technik und Wissenschaft genauer freizulegen. Indessen fordern aktuelle Technologien, historische Zustandsbeschreibungen einer „Technoscience“ sowie neue epistemische Praktiken die Zweiteilung von „Steuern“ und „Regeln“ heraus. (...) Mit Blick auf sogenannte „new emerging sciences and technologies“ und andere Entwicklungen in den Informations-, Kognitions-, Nano- und Biotechnologien fragt dieser Band danach, wer oder was als Subjekt von Steuerungs- und Regelungsprozessen konzeptualisiert werden kann. Im Kontext großtechnischer Systeme sowie der Organisation großer sozialer Gebilde werden die Steuerungsmöglichkeiten dabei zunehmend problematisch, denn insbesondere digitale Informationstechnologien eröffnen neue, vielfältige Optionen zur Manipulation und Regulation von Prozessen oder Zuständen, während gegenläufige Konsequenzen derselben Entwicklung die Möglichkeiten einer koordinierten Steuerung zunehmend in Frage stellen. Das Nichtwissen ist in aller Munde. Von Nichtwissenskulturen in der zweiten oder reflexiven Moderne ist die Rede, von Agnotologie als neuem Forschungszweig, von wicked problems und ihren clumsy solutions. Wo Nichtwissen sich durch Komplexitäts­steigerung unwiderruflich im zu Wissenden einnistet, fordert es als Grenze, Schranke und Kehrseite des Wissens die sogenannte Wissensgesellschaft heraus. Vor allem Risiko­poten­ziale und Gefahren kommen hier in den Blick, von denen wir gerade genug wissen, um Wissensansprüche zu formulieren, die sich womöglich nie einlösen lassen. Das klassisch erkenntnistheoretische (...) Problem: „Was können wir wissen?“ steht heute in einem Spannungsverhältnis zu der wissenspolitischen Frage: „Was müssen wir wissen?“ Was wir wissen müssen, ist einerseits so viel wie nötig, wenn es um Fragen von Sicherheit und Gesundheit geht – andererseits aber so wenig wie möglich, wenn es in Alltag, Wirtschaft oder Wissen­schaft darauf ankommt, Wissen an technische Systeme oder Expertenkulturen zu delegieren. Bezeichnet politisch handlungsorientiertes und wissenschaftliches Nichtwissen zunächst ein Defizit, ist technisches Nichtwissen gleichermaßen erstrebenswert und problematisch. Einige, die Technik für angewandtes Wissen halten, mögen darin eine contradictio in adjecto sehen, manche sich um eine dem technischen Nichtwissen geschuldeten Technik­feindlichkeit sorgen, andere daraus die nötige Demut gegen verstiegene Allmachts­fantasien beziehen, während ihre Gegenspieler von Maschinen träumen, die über den Horizont intellektueller Nachvollziehbarkeit immer weiter hinauseilen. In the historical, literary, and philosophical history of concepts, large-scale concepts or, more precisely, »Kollektivsingulare« [collective singular concepts] – as Koselleck described them with considerable effect on the practice of social history – are regarded as metaphysical, ideological, or at least as simplifications. The essay does not deny that this is justified, but with a certain melancholy it pleads for a careful archiving and also for the ongoing use of the terms in question including their multifaceted historical semantology. This even (...) applies to the term »Geist.« To reject this concept cannot really mean replacing it or – more drastically – erasing it altogether. (shrink)

This essay attempts to characterize the “strict” methodology of Michel Serres, a structuralist philosopher of knowledge, science and culture. On the one hand his works seem to be playful, even literary. On the other hand – and above all, so the author’s thesis – in its consequence they are quite uncompromising: Serres follows a structuralist, if not mathematical, paradigm. Methodically important leitmotifs of Serres’ thinking – for the epistemic context, these are, e. g. the detour, the wandering, the journey, the (...) creation of connections – appear as micrological scenes or narrations. They offer small phenomenologies and at the same time explore and expose structures: the interplay between disorder and order. In recent years, Serres has become known for his writings on Internet and digitization. But there is also something like Serres’ legal, social, and ecological philosophy – which is well worth looking into. (shrink)

"Der Beitrag repliziert auf Bernhard Siegerts Programmtext zu »Operativen Ontologien«, hinterfragt einige grundbegriffliche Voreinstellungen des Siegertschen Technikmaterialismus und setzt sich kritisch mit dessen auf Ontologie(n) abzielenden Anspruch aus- einander – wie er sich nun am Thema des technischen Mediums als »Ding« explizit festmacht. Dabei wird nicht zuletzt das Fehlen eines Technikbegriffs vermerkt, der zwischen den Polen Medium, Praxis/Operation und »Ding« (sowie dann auch »Artikulation« und »Kultur« im Kompositum »Kulturtechnik«) in hinreichend klarer Weise vermittelt. Vor allem aber rät die Verfasserin zum (...) Verzicht auf die ontologische Perspektive, weil diese weder für medien- oder technikorientierte mikrologische Analysen noch für einen Technikmaterialismus erforderlich ist. The article responds to Bernhard Siegert’s programmatic text on “operative ontologies,” questions some fundamental preconceptions of Siegert’s “Technikmaterialismus,” and critically deals with his ontological aims as manifested in the theme of the technical medium as “thing.” Not least, the lack of a precise concept of technique is noted that would mediate between media, practice/operation and “thing” (as well as “articulation” and “culture” in the composite term “cultural tech- nique”) in a sufficiently clear manner. Above all, however, the author advocates to abandon the ontological perspective as it is necessary neither for media or technology-oriented micrological analyses nor for “Technikmaterialismus.” ". The essay examines the topology associated with the figurative semantics of the »outsider« – it is one of boundaries and exclusion or even exclusion. However, after a period of booming use of the pejorative term »outsider« (as well as the positively connoted figure of the »dropout«) in social philosophy, the use of these terms is waning. Likewise, the associated idea of the social as a large and homogeneous »interior (space)« seems to be fading. Socio-philosophical topologies of the present time have (...) become more complex – so the author’s thesis. Perhaps our models of the social are even no topologies at all, namely no more spatial figures. (shrink)

Panopticism is commonly taken to rely on something like a panoptic gaze – a reading of Foucault which still prevails in the discussion of today’s surveillance technologies in the wake of Surveiller et punir. In my re-reading of the relevant chapters of Foucault’s book I argue that the gaze does not occupy a central role in the techniques of discipline and power that Foucault describes. Quite to the contrary, Foucault analyses virtualization and automatization procedures that – after cutting off of (...) the King’s head – invert and eliminate the sovereignty of the gaze as well: they also rip out the sovereign’s eye. Surveiller et punir thus should be read as a book about a certain eyelessness of the modern political. Where truly modern power is assumed to be, there is nothing to be seen. This also means that panopticism does not provide a master key to understand digital technologies of power. (shrink)
