This paper aims to analyse the relationship that exists between state capture, party patronage, and the conduct of electoral processes in the settings of post-communist countries, of which Albania is one. A characteristic of the political developments of the transition period in many post-communist countries has been the phenomenon of state capture, which has occurred mainly through the endemic party patronage and politicization of state institutions. The phenomenon of state capture by the ruling political parties has (...) had a negative conditional impact on the conduct of competitive, free and fair elections in these countries, leading to distrust regarding the credibility and integrity of the process. This study argues that phenomena such as state capture and extensive party patronage as informal practices/mechanisms in the hands of the ruling political parties affect the creation of a skewed playing field and the production of hyper-incumbency advantages in holding electoral contests between political parties, making the possibility of political power rotations difficult. Albania, in the case of its last parliamentary elections, held on 25th April 2021, constitutes the case study (Section IV) to which the theoretical framework of the paper is applied, by identifying the informal practices and methods through state capture that the ruling political party used to provide structural, institutional, and financial advantages in its favour regarding elections. The paper aims to explore the relationships that exist between party structure, party system, patronage, and the appointments of the political elites. It is focused on the extent to which political parties can control the allocation of jobs as well as find out which are the institutions over whom the political parties can exercise power; the extent to which historical legacies influence patronage patterns; the extent to which party patronage is exercised in a ‘majoritarian’ (...) as opposed to a more ‘consensual’ manner across the spectrum of political parties; and the relationship that exist between the structure of the party, the appointment of political elites and patronage. The conclusion is that the party in public office and its allies in the coalition cabinet control the post of ministers and vice-ministers. While these last ones control the posts of their subordinates, it is hard to understand whether they select the employees from the party pool or from their personal networks. The other finding is that the structure of the party creates strong links between patronage and appointment, these last ones done with the scope of having control over government resources and distribution of resources. The present investigation looks at the recent success of ethnolinguistic politics as, largerly, the outcome of friction betweèn the existing -pattern of political integration and a set of relatively new · socio-economic conditions. The development of the latter is part of what may be implied in the phrase «post-industrial society». The Belgian pattern of political integration is characterized by very low levels of differentiation between the parties, the administration and the voluntary organizations. It implies a mode of political participation in (...) which the recent developments in the organization of labor, expansion of the tertiary sector, geographical mobility and urbanization lead to political marginality for the groupsconcerned. This marginality expresses itself in support for ethnolinguism which serves as an alternative route to political integration.This theory is evaluated and substantiated on the basis of an ecological analysis of the success of an ethnolinguistic party in the 1970 and 1976 communal elections. In lieu of an abstract, here is a brief excerpt of the content:The Senecan Moment:Patronage and Philosophy in the Eighteenth CenturyEdward AndrewThis piece examines the place of patronage in eighteenth-century thought and specifically Diderot's analysis of Seneca's philosophy of the art of graceful giving and grateful receiving.1 Patronage, in Burke's definition, is "the tribute which opulence owes to genius."2 However, the patronage of thought has been rarely discussed by political theorists, and when mentioned favorably by thinkers (...) such as Rousseau or Burke, their accounts were not a central theme of their work. When patronage was a central theme, such as Johnson's letter to Lord Chesterfield or D'Alembert's Essai sur la société des gens de lettres et des grands, the practice is deprecated as obsolete.3 Thinkers who pride themselves on their independence of thought have usually been reluctant to declare their dependence upon patrons. However, most of the thinkers of the eighteenth century who preached intellectual independence depended upon royal or aristocratic patronage.4 Indeed, one might say that the ideal of intellectual [End Page 277] autonomy was forged in conditions of intellectual dependence on royal or aristocratic patrons.Francis Bacon wrote that "books, such as are worthy of the name of books, ought to have no other patrons but truth and reason." In the same work Bacon denounced Seneca as a "Trencher Philosopher" who served and supped well at a royal court.5 Seneca's De Benefiis, the classic text on patronage, was often translated into English and French in the seventeenth and eighteenth centuries6 ; and it was highly regarded by eighteenth-century thinkers, such as La Mettrie, Lagrange, Rousseau, D'Holbach, Hume, Smith, and Diderot.7 Since Rousseau shared Hume's admiration for Seneca, Hume concluded his account of Rousseau's ingratitude for Hume's patronage, Exposé succinct de la contestation que s'est élevée entre M. The "Commentariolum Petitionis" has long served to demonstrate the validity of the theory that Republican electoral politics were founded on relationships of patronage that permeated the entire society, and that appeals to the voting citizenry were relatively unimportant for election. Yet the attention the author pays to the necessity of cultivating the popularis voluntas strongly implies that a successful canvasser cannot rely on the direct or indirect ties of patronage and amicitia but must win the electoral support of (...) the anonymous mass of voters. A consular campaign emerges as to a great extent a public performance before the populus in which the candidate seeks to demonstrate to those who do not know him personally that he is dignus consulatu. While the exploitation of personal connections is undeniably important, certain features of the treatment of the studia amicorum in the Commentariolum suggest that the traditional, Gelzerian emphasis on noble patronage is misplaced. Noble allies are particularly prized not for networks of clients but for the luster they shed on a candidate; on the other hand, the homines gratiosi whose electioneering activities are most suggestive of patronage tend to be of middle and lower rank. Nor can all the personal political relationships discussed in the Commentariolum be plausibly subsumed under the concept of patronage, which entails asymmetry between the parties and a connection of some duration; rather, the picture presented here is one of a relatively "free market" of political deal-making between candidates and vote-brokers. The "Commentariolum Petitionis" offers no obstacle to a new model of Republican politics that assigns a much greater role to symbolic appeals to a voting citizenry, and a less dominant role to personal patronage, than have until recently been accepted. The purpose of this article is to highlight the clientelistic strategies and informal practices that the ruling political parties in Albania use during the elections to ensure an unfair advantage in their favour over the opposition challengers. One of the main characteristics of the political developments of the transition period in Albania since 1991 has been the flourishing of informal practices and clientelist networks of political parties within state structures, which has produced an extreme politicization of these institutions. These strategies (...) that in general terms we label as “clientelistic” and that have been used to a large extent by the incumbent political parties have had a direct negative impact on the conduct of free and fair elections in Albania by distorting their main goal: to reflect the will of the people. This is because such clientelist strategies, together with the informal practices/mechanisms that accompany them, have influenced the creation of an unlevelled playing field, and have produced a hyperincumbency advantage in the electoral contests between political parties in Albania. The case of the recent elections held in Albania on 25 April 2021 will be the empirical case of this study, in which are evidenced the electoral containment strategies and practices that the ruling political party used to provide an unfair advantage in its favour and to secure its grip on power. This study is an attempt to analyze the factors that have contributed towards the success of the Democratic Party of Albania. It seeks to introduce new dimensions in measuring the success of a political party. The study rejects the elements of ‘office-holding’ and ‘policy – or performance-based’ measures of success, because they are determined by a complex array of economic, political, social and institutional factors. The concept of “party success” is defined in terms of: ‘breadth’ and ‘durability’. (...) At the same time the study aims at ‘emancipating’ the political parties from the past and macro-institutional factors, to which very often are ascribed the reasons for the perceived failure of politics in Albania. The approach used in this study has regarded the political parties as the real political actors that as such should assume the responsibility for the perceived failures. Neither the lack of political culture, nor the communist system, are the main factors to shape the activity and development of political parties in Albania. Both macro-institutional and historical structural approach has limited explanatory power for the success of the Democratic Party. Its success is a direct consequence of the decisions that the political parties themselves, including Democratic Party as one of the key actors, have taken. The research showed that the Democratic Party of Albania has been successful because and when its elite have been able to craft inclusive ideological programs and because of its extensive penetration in the country, which it owes to its structure as a mass party. The party has established patronage linkages with its sympathizers, the rank and file and militants and consequently has ensured their loyalty and maintained an extensive electoral penetration in country. One of the most striking features of the South African polity, as the 20th anniversary of democratization draws closer, is the intensity of public arguments about race that show no signs of abating any time soon. In the midst of worsening socio-economic inequality, it’s the economic question – of the terms of access to wealth, status and economic power, and of how to erase the residues of apartheid’s economic dispossession – that dominates these arguments. In recent years, the ANC Youth (...) League – a renewal of the Youth League originally created in 1944 and then banned in 1960 – effectively positioned itself at the forefront of this politicization of race. I argue in this essay that from 1994 to early 2012, the contemporary Youth League retained its predecessor’s political persona of precocious provocateur, particularly on matters of race – but differently styled, and deployed to different political ends in the new conjuncture. The repertoire of the Youth League during this period was shaped by a clientelist politics, informed by a version of freedom as a freedom to consume, and the concomitant spectacles of conspicuous consumption that infused the iconography of the ‘new’ South Africa. These tendencies were most dramatically illustrated during Julius Malema’s controversial tenure as Youth League president. Largely disconnected from discursive, deliberative notions of the political, the Youth League’s version of politics became an amalgamation of angry street protest, patronage, and lavish partying, which produced a racialized iconography of being well-heeled and down-trodden in a seamless narrative of black solidarity. The Belgian political system is of ten qualified as a particracy, this is a variation of the classical parliamentary democracy, in which political parties dominate the political decision-making process more than the other subsystems, such as parliament, the government, the public administration, the judiciary power, the broadcasting institutions, the written press etc. This preponderancy is achieved by the partypolitisation of the positions in and the functio ning of these subsystems.Partyleaders exert nowadays a major influence on the constellation of a new (...) government and the designation of its ministers. Through the governmental program and special extraparliamentary pacts they map out more and more government's future policies. The ministerial cabinets execute the control over the public administration on behalf of the parties of the majority and aften take over some of its peculiar functions. The recruitment of public servants and their promotion depend highly upon the institutionalized patronage of the governmental parties.The power to select the candidates for the general elections has shifted away from the rank-and-file member to the local and national partyleaders.Partydiscipline is one of the major causes of the shift of the government making function, the legislative and controlling functions of parliament to the party headquaters.The recruitment and the promotions of magistrates was already before World War II largely politicized.Although the structural integration between the newspapers and parties has decreased since 1945, the political parties have strengthened their control over the designation of the diree:tors and administrators of the Belgian broadcasting institutions. Intense debates about who will lead the Muslims after the death of the Prophet Muḥammad (PBUH) occurred among the Aṣḥāb (companions of the Prophet Muhammad). A group of Aṣḥāb claimed that the caliphate was the right of Ḥaḍrat ʿAlī and his descendants. This movement, which emerged as political advocacy supporting Ḥaḍrat ʿAlī (d. 40/661) and his children, took on a sectarian identity called Shīʿa by time, was divided into groups, and then spread to different places in the Islamic World. One (...) of these groups is the Ismāʿīliyya which took its name from Ismāʿīl b. Ḏj̲aʿfar al-Ṣādiḳ (d. 138/755). Ismāʿīliyya had believed that the Umayyads and the ʿAbbāsids usurped the right of Ḥaḍrat ʿAlī and his descendants; therefore, they struggled against these dynasties secretly under the leadership of ʿUbayd Allāh al-Mahdī (d. 322/934) and by means of callers. After establishing their first state Fāṭimids in the North Africa with the Berbers, the Ismāʿīlīs carried out their activities openly and seized a region from Barqa to the Atlantic Ocean. The Fāṭimid State based on sectarianism aimed to follow the Shīʿa belief rather than controlling an area since its establishment. In this respect, the Fāṭimids, who differed from the ʿAbbāsid and Umayyad states, made great efforts to capture Egypt and Andalus by increasing their propagandas through callers (dāī) from the end of the third century. Because of this effort and successful policy of al-Muʿizz li-Din Allah the third, they conquered Egypt. The callers played a key role in the Egypt. As the Sunni-Maliki sect had taken root in Andalusia, Ismāʿīlīs could not achieve the same success, and a limited number of people embraced their doctrine. However, they managed to direct some famous intellectual and literary men to their side. Undoubtedly, one of the most important achievements was Ibn Hāniʾ al-Andalusi (d. 362/973). Ibn Hāniʾ, who had to leave Andalusia, as he was a Shiite, went to Maghrib and came under the patronage of the governors of Masila, which depended on Fāṭimid. His poems about governors spread his fame and made him known until al-Qayrawan, the capital of Fāṭimid. One of the methods used by many of the caliphs and amīrs (ruler) to consolidate their rule within the borders of the state and to spread their influence abroad since the Jahiliyya (pre-Islamic period) is that they included poets who praised themselves and the state policies, in other words, made their advertisements in the palace. Ibn Hāniʾ was one of the poets Caliph Muʿizz invited to his palace in al-Mansuriyya as soon as he heard of the poet’s fame. Ibn Hāniʾ came to the presence of Caliph in 350/962 and named as al-Mutanabbī of Maghreb as he became famous than poets such as Abu'l-Qasim al-Fazari and ʿAlī b. Muḥammad al-Iyadi. In time, Ibn Hāniʾ who became one of the sincerest friends of Muʿizz, used all his creative potential to defend the Caliph and deliver the views of Ismāʿīliyya in return for the value and generosity he received from the Caliph. Thus, the poet, who became the most powerful defender and propagandist of the Fāṭimids who pursued an expansionist policy in the East and the West, introduced an innovation to his style of praise contrary to his classical style. Accordingly, he gained great reputation thanks to his poems that praised the Fāṭimid Imāms, especially Muʿizz using expressions attributing him superhuman properties. Naturally, the successful politics followed by Muizz and the doctrine and terms of the Shiite-Ismāʿīliyya party, which the poet advocated, had a distinct reflection on his odes. Moreover, the issue of Ahl al-Bayt (the family of the Prophet Muḥammad) and injustices they suffered, affected the poet’s feelings deeply, and he did not hesitated to express these injustices in his poems without worrying about any danger. These odes reported to be the first written documents including information about the Fāṭimid creed and the traits, which Fāṭimid Imāms were supposed to have, are important resources for researchers. Fāṭimids believed that the imām was innocent, knew everything, and he would intercede his friends on Judgment Day. They even saw him as superhuman and attributed holiness and glory to him that would make him the spirit of God. Furthermore, they regarded that the imām was the reason of life. Similar themes were very common in Ibn Hāniʾ’s poetry. His poems went beyond the borders of the states in the North Africa, spread to a large region extending from Andalusia to Baghdad, and provided recognition of the doctrine of Ismāʿīliyya. This study consists of an introduction and two parts. The introduction part includes brief information about the history of the Shīʿa-Ismāʿīliyya and Ibn Hāniʾ’s life and poetry. The other parts discuss reflections of the Shīʿa-Ismāʿīliyya belief in the poet’s odes and analyses of these poems. Finally, poems having historical and political value related to Karbala, which has profound effects on Shiite literature, are analyzed. (shrink)

China has for almost four decades been experiencing a market transition and an associated tax state transition, leading to the emergence of capitalists who increasingly control economic resources and serve as important sources of tax revenue. Some theories suggest that these changes should give capitalists political power. From the perspective of the taxation institution, using a mechanism-based case study, this article investigates whether China’s emerging capitalists have gained bargaining power with the party-state. Findings suggest that hidden bargaining, patron-clientelism, legislature (...) co-optation, and legal repression constrain their bargaining power. The underinstitutionalized taxation system has co-opted the capitalists through patronage and, more important, deterrence, thereby building an asymmetric mutual dependence between the local state and capital owners. The purpose of the study is to consider the advantages and disadvantages of pollster and sociological approaches to electoral research.The article shows that conducting electoral research in modern election campaigns is carried out equally by pollster (for purely political purposes) and sociological (for scientific and sociological purposes) technologies. It has been proven that optimal results can be achieved by combining pollster and sociological approaches to electoral research. It was determined that today the organization of an effective election campaign requires equally (...) sociologists-pollsters and sociologists-analysts, the result of whose work is respectively collected empirical data and an analytical product, scientific expertise.It has been demonstrated that pollster and sociological approaches to conducting electoral research differ not only in the concepts of public opinion and the styles of its research, but also in the subject field. The electorate as a subject of electoral research acquires different content for different approaches. The pollster approach is more likely to understand the electorate as a circle of voters who vote for one or another party or candidate for an elected position and, in fact, are supporters of a certain political force or personality, while representatives of the sociological approach mostly consider the electorate as a collection of all citizens who vested with the right to vote and who exercise or do not exercise it under specially created conditions. It is argued that the integration of the subject fields of electoral polling and electoral sociological research will allow more effective and productive use of analytical potential in the election campaign, since such an organization of patronage work will help not only to record the results of electoral research, but also to predict the trends of electoral choice, the flow of votes, the reactions of electoral groups to specific political events. The availability of systematic ideas about the types of voters and their personal profiles will help to meaningfully approach the understanding of the electorate. (shrink)

Political corruption is a contested concept. Both terms in the concept are the object of controversies in political theory, and concern what corruption is and how it is a politically relevant phenomenon. Political corruption has been contested across time, space, cultures, and philosophical traditions. Usually, political corruption is assumed to involve an exchange between a private corruptor and a public official who pursues her personal interest by abusing her power of office. While this account may be true with respect to (...) some such instances as bribery, some significant uncertainties affect its plausibility. Practices such as patronage or state capture might escape this account either because they do not involve a corruptor or because the corrupted officer does not pursue her personal interest but, say, that of her party or faction. Interestingly, despite or perhaps in reason of this semantic uncertainty, political corruption is generally perceived as a disease of the public function, something which any sensible political theory of the good state should want to avoid. Why is such a negative intuition about the nature of political corruption so widespread? A growing debate in political theory is now starting to inquire into the exact nature of the wrongness of political corruption. Yet, this liberal (feminist) agenda is also vastly disputed by critical, intersectional and decolonial voices on the one hand, and by anti-gender movements around the world on the other. Indeed, while opposition to 'gender ideology' is mounting (...) from reactionary, religious and secular forces, feminist policymaking is also being challenged in important ways from within. Thus, this book situates feminist policymaking in a challenging and 'turbulent', global context. This book explores feminist policymaking in multiple areas of policy, examining various gender-focused programmes that states and international organisations have undertaken in the last decade, offering critical interventions and rethinking the relationship between feminism and policy. The book not only reflects on the advances of feminist policymaking globally, but also critically assesses the intersectional challenges embedded within it and lying ahead. It moves the field forward by creating opportunities, based on lived experiences, for re-imagining the transformative potential of the nexus between feminism and policymaking. Interdisciplinary in scope and bringing to the fore the voices of both academics and practitioners, the book is the product of an international collaboration, forging links and dialogue that are increasingly necessary to question some of the exclusionary, militaristic and hierarchical assumptions of policymaking which is labelled as feminist. Satirical cartooning in Vietnam is subject to a complex dynamic: an increasingly liberalised and internationalised economy, and the rise of social media in a one-party state. This article examines what state-sanctioned satirical cartoons can reveal about the representation and management of political criticism in such a context. We find a growing trend of depicting corruption as a systemic problem, which is present in 45 per cent of the sample and in 70 per cent of the 20 most-viral cartoons in (...) one of Vietnam’s most popular magazines, Tuoi Tre Cuoi (Youth Humour). This trend can be interpreted as a change in the sensibility of audiences and a shift toward a more tolerant media landscape. The trend, however, may also be a worrying sign of the dual dangers of cynicism in Vietnamese politics: the development of apathy among audiences and the cynical use of art by authorities. Despite these concerns, we argue, political cartoons in Vietnam provide an important public avenue for collective political reflection and everyday social solidarity. (shrink)

Coercion by the recipient of consent renders that consent invalid. But what about when the coercive force comes from a third party, not from the person to whom consent would be proffered? In this paper I analyze how threats from a third party affect consent. I argue that, as with other cases of coercion, we should distinguish threats that render consent invalid from threats whose force is too weak to invalidate consent and threats that are legitimate. Illegitimate controlling (...) third party threats render consent invalid just as they do in two party cases. However, knowing that the consent is invalid is not sufficient to tell the recipient of consent what she may or should do. I argue that when presented with a token of consent from someone whom she thinks is experiencing an illegitimate controlling threat, the recipient may act on that token if and only if doing so represents a reasonable joint decision for her and the victim of coercion. The appropriate action for someone faced with third party coercion therefore depends on the other options open to her and those open to the victim of coercion. (shrink)

Is there a political philosophy of conservatism? A history of the phenomenon written along sceptical lines casts doubt on the existence of a transhistorical doctrine, or even an enduring conservative outlook. The main typologies of conservatism uniformly trace its origins to opposition to the French Revolution. Accordingly, Edmund Burke is standardly singled out as the ‘father’ of this style of politics. Yet Burke was de facto an opposition Whig who devoted his career to assorted programmes of reform. In restoring Burke (...) to his original milieu, the argument presented here takes issue with 20th-century accounts of conservative ideology developed by such figures as Karl Mannheim, Klaus Epstein and Samuel Huntington. It argues that the idea of a conservative tradition is best seen as a belated construction, and that the notion of a univocal philosophy of conservatism is basically misconceived. (shrink)

This article analyzes a series of encounters between the Black Panther Party and the U.S. government’s War on Poverty, beginning with the Party’s foundation in a North Oakland anti-poverty office in 1966, and culminating with the resignation of six Party members from elected positions on a West Oakland anti-poverty board in 1973. The essay theorizes these encounters as moments in an antagonistic process whereby the Party sought to separate from and launch incursions into the state’s anti-poverty (...) apparatus, which had been established in the mid-1960s by a discrete stratum of state managers who sought to transform riotous energy into labor-power. This essay understands articles published in the Party’s newspaper, documents from its archive, and records of its community service practice as components of an ideological struggle which sought to reproduce anti-capitalist social relations on an extended scale. On the basis of this historical case study, the essay argues that the autonomy of radical social movement organizations from the state should be understood as a process rather than a status. It shows how social movements which view the state as an enemy can struggle in “close-quarters antagonism” within and against it. It situates this argument in relation to debates within the critical social sciences and state theory, and it considers the political and theoretical repercussions of this hypothesis for radical movements which confront the state apparatus of non-profit organizations today. This paper has aimed to remedy a neglect of multi-party disputes by addressing how those involved in a two-party argument may collaborate with others who are co-present. Collaboration is a complex phenomenon. In the first place, we have seen that disputes, although initially produced by two parties, do not consist simply of two sides. Rather, given one party's displayed position, stance, or claim, another party can produce opposition by simply aligning against that position or by aligning (...) with a counterposition. This means that parties can dispute a particular position for different reasons and by different means. It is therefore possible for several parties to serially oppose another's claim without achieving collaboration. A second complexity, then, is just that collaboration is a negotiated phenomenon. For example, while it is possible for an outside party to produce an uninvited alignment display that is sympathetic to an already-stated position in a two-party dispute, the party whose position it supports can agree or disagree with that display. Thus, outsiders' uninvited alignment displays that occur subsequent to those of the insiders or principals in a two-party dispute must be considered as collaboration offers, which can be accepted or rejected. But that is not the end of it, for an outside party can offer alignments that now align with a principal party's position and then, addressing a different aspect of the principal's talk, align against it. Finally, in addition to being offered, collaboration can also be solicited. A principal in a two-party dispute solicits collaboration by inviting an outsider to display an alignment favorable to inviter's own position or to participate in a joint activity that supports that stance. Such solicits can be accepted, rejected, or, again, handled in such a way as to exhibit neutrality. Argumentative collaboration, in short, is a specific, momentary, and delicate state of affairs that is also an organized, technical achievement.The fact that the subjects for this study were children has become submerged in the formal analysis of alignment structures and collaboration. Thus, following this research, two directions can be pursued. One would be to ask how children's arguments differ from those occurring among adults. A reasoned answer would be that matters of substance or content may distinguish disputes among youthful persons from those occurring among older ones, while the forms of disputing remain relatively invariant (Maynard, 1985a, 1985b). In other words, by studying multi-party disputes among first-grade children, we learn about the structure of collaboration as a generic phenomenon among at least practitioners of standard English no matter what their age. This claim can be sustained in part because the analysis presented here depends upon deriving a priori conventional relations between utterances, rather than statistical relations between variables (Coulter, 1983). We have not examined exogenous influences — which would include the age characteristics of participants — on disputes, but rather the endogenously-produced structure of argumentative discourse. Still, the claim that patterns of collaboration are generic to children and adults can be examined with further research on multi-party disputes among different age groups.Another, more radical, research orientation, would be to consider, in any social arena where the members are identified as children, how it is that such a ‘membership category’ (Sacks, 1972) is relevant. If that query is made, then research on ‘children's arguments’ would involve investigating formal practices for exhibiting the accountable category ‘children’ as much as it would mean describing the ways that disputing is done. Those who have studied children's arguments, in Pollner's (1979) terms, have treated ‘children’ as a social fact, a ‘thing,’ rather than as a socially organized meaning, or ‘ing.’To attend to the -ing of things involves a radical modification of the attitude of daily life, for it requires attending to the processes of constitution in lieu of the product thus constituted (Pollner, 1979: 253, fn. 11).In short, we have treated arguments as the important event without also seeing how it is that the category ‘children’ is constituted as a recognizable feature of and within the research setting. We report the results of a vignette study with an online sample of the German adult population in which we analyze the interplay between need, equity, and accountability in third-party distribution decisions. We asked participants to divide firewood between two hypothetical persons who either differ in their need for heat or in their productivity in terms of their ability to chop wood. The study systematically varies the persons’ accountability for their neediness as well as for their productivity. We find (...) that participants distribute significantly fewer logs of wood to persons who are held accountable for their disadvantage. Independently of being held accountable or not, the needier person is partially compensated with a share of logs that exceeds her contribution, while the person who contributes less is given a share of logs smaller than her need share. Moreover, there is a domain effect in terms of participants being more sensitive to lower contributions than to greater need. (shrink)

Except for Ch'ü Ch'iu-pai's comments on the Comintern Theses, other Chinese delegates seem to have expressed no public disagreement with Bukharin. The following speech, made by one "Tschang-Bio" (Chang Kuo-t'ao?) at the fourteenth session, may serve to illustrate this tactful attitude.
