: Understanding Helmholtz's philosophy of science requires attention to his experimental practice. I sketch out such a project by showing how experiment shapes his theory of perception in three ways. One, the theory emerged out of empirical and experimental research. Two, the concept of experiment fills a critical conceptual gap in his theory of perception. Experiment functions not merely as a scientific technique, but also as a general epistemological strategy. Three, Helmholtz's experimental practice provides essential clues to the interpretation of (...) his theory of perception. A case study from experimental investigation of hearing shows how he designed such studies in accordance with the epistemological commitments of the theory of perception. Yet, while the theory was important to his experiments, the soundness of the experimental strategy was epistemically independent of those commitments. Secondly, the case study illustrates how Helmholtz consistently held that causal inferences underwrite reference to a real, but indirectly experienced external world. (shrink)
Neurosurgery for psychiatric disorders, also sometimes referred to as psychosurgery, is rapidly evolving, with new techniques and indications being investigated actively. Many within the field have suggested that some form of guidelines or regulations are needed to help ensure that a promising field develops safely. Multiple countries have enacted specific laws regulating NPD. This article reviews NPD-specific laws drawn from North and South America, Asia and Europe, in order to identify the typical form and contents of these laws and to (...) set the groundwork for the design of an optimal regulation for the field. Key challenges for this design that are revealed by the review are how to define the scope of the law, what types of regulations are required, and how to approach international harmonization given the potential migration of researchers and patients. For several decades, public political discourses on ‘welfare dependency’ have failed to recognise that welfare states are not the source of economic dependence, but rather reconfigure economic dependencies in a specific way. This article distinguishes four senses of ‘economic dependence’ that can help to clarify what is missing from these discourses, and what is at stake in political and legal decisions about how we may economically depend upon one another. While feminist, republican and egalitarian philosophical work has examined the problems (...) of dependence on states, in families and in markets, the present approach adds a further dimension to our cultural and political concerns with economic dependence: it argues that it is reasonable and useful to consider the economic dependence of the economically powerful. Doing so requires a clarification of the ‘varieties of dependence’ that exist in contemporary societies and economies, and the recognition that legal and political choices regarding social and economic justice are often about choosing between varieties of dependence, not about escaping dependence entirely. Exploratory research was undertaken in four locations in the Asia Pacific Rim to investigate the cognitive frameworks used by managers when considering ethical business dilemmas. In addition to culture, gender and organisational dimensions were also studied. Aggregate analysis revealed no significant differences in the cognitive frameworks used by business managers in Hong Kong, Malaysia, New Zealand, and Canada. Of the eight frameworks used in the study four cognitive frameworks appeared to feature predominantly. Utilising the results of regression analysis the most (...) salient cognitive frameworks utilised by managers were identified as; Self Interest, Neutralisation, Justice and Categorial Imperative, with Neutralisation and Self Interest being the most significant among all managers. Religious Conviction and the Light of Day framework (which relates to fear of being exposed) did not feature prominently in the analysis. A few significant differences in the ethical frameworks used by males and females were identified. For males in all four locations Self Interest, Neutralisation and Justice appeared to be dominant frameworks, while considerable variability was seen in the frameworks used by females. Marginally significant differences were observed in the cognitive frameworks used by managers with differing functional responsibilities. Across all locations respondents with general management responsibilities relied predominately on Self Interest, while those with marketing responsibilities utilised Neutralisation. Respondents with an accounting orientation also relied predominately on Neutralisation and Categorial Imperative frameworks. (shrink)
There is a need for empirically based research on social and ethical challenges related to informed consent processes, particularly in studies focusing on adolescent sexual and reproductive health. In a pilot study of a school-based pregnancy prevention intervention in rural Zambia, the majority of the guardians who were asked to consent to their daughters’ participation, refused. In this paper we explore the reasons behind the low participation in the pilot with particular attention to challenges related to the community engagement and (...) informed consent process. The pilot was implemented in two schools and examined the acceptability of a package of interventions including economic support to families to keep their girls in school, pocket money for girls, youth club meetings on reproductive health, and community meetings to sensitize the community. Focus group discussions were conducted with girls who participated in the pilot, boys in their class and with parents. Individual semi-structured interviews were conducted with teachers, peer educators and community health workers involved in the coordination of the intervention as well as with religious and traditional leaders. Data were analyzed through thematic analysis. The findings indicate that inadequate use of recognized community communication channels during the community engagement process and dissemination of information about the pilot resulted in limited understanding of the pilot concept by the community. This surfaced through uncertainty and fear that the intervention may result in loss of control over daughters, worries about why money was provided unconditionally to girls, and suspicion of links to satanism. The sense of insecurity appeared to be exacerbated by low literacy levels, poverty, fear of loss of bride wealth, perceived disregard for local perceptions of social status, and scanty trust in the actors implementing the pilot. Inadequate use of locally appropriate channels in the dissemination of information created room for interpretation and facilitated development of mistrust, undermining the conditions for community engagement and actual informed consent. A key lesson learnt is the importance of taking seriously the complexity of local values and structures that may impact people’s capability to consent or not consent to a study in an informed manner. :Open neural tube defects or myelomeningoceles are a common congenital condition caused by failure of closure of the neural tube early in gestation, leading to a number of neurologic sequelae including paralysis, hindbrain herniation, hydrocephalus and neurogenic bowel and bladder dysfunction. Traditionally, the condition was treated by closure of the defect postnatally but a recently completed randomized controlled trial of prenatal versus postnatal closure demonstrated improved neurologic outcomes in the prenatal closure group. Fetal surgery, or more precisely maternal-fetal surgery, raises (...) a number of ethical issues that we address including who the patient is, informed consent, surgical innovation and equipoise as well maternal assumption of risk. As the procedure becomes more widely adopted into practice, we suggest close monitoring of new fetal surgery centers, in order to ensure that the positive results of the trial are maintained without increased risk to both the mother and fetus. While it was not a main focus of his work, Ernan McMullin contributed to reflection on being human in the context of human evolutionary history. His work developed multiple strands for the formation of a systematic Christian evolutionary theism regarding human beings. The first theme concerns St. Augustine’sexplorations of “seed-like” principles in developing the idea that God brought forth humans in part through a natural process. Secondly, the paper discussesMcMullin’s response to the claim that evolutionary theory suggests humans to be (...) the result of radical contingency, calling into question the Providential natureof human evolution. McMullin invokes Augustinian sensibilities about God’s eternality in his reply. Next, Fr. Ernan reflected on the concept of matter and howit can inform a response to dualistic conceptions of human being. Finally, in a characteristically even-handed tone, he defended emergentism as a viable optionto dualism, recognizing there to be serious philosophical and theological concerns about the emergentist picture. While McMullin did not solve the problems thatchallenge a synthesis of evolutionary theory and Christian anthropology, he offered a number of very helpful clues. (shrink)
The development of a methodologically naturalistic approach to physiological and experimental psychology in the nineteenth century was not primarily driven by a naturalistic agenda. The work of R. Hermann Lotze and G. T. Fechner help to illustrate this claim. I examine a selected set of central commitments in each thinkers philosophical outlook, particularly regarding the human soul and the nature of God, that departed strongly from a reductionist materialism. Yet, each contributed significantly to the formation of experimental and physiological psychology. (...) Their work was influenced substantively by their respective philosophical commitments. Nevertheless, the evaluation of the merits of their specific proposals, Fechner's psychophysics and Lotze's local sign hypothesis respectively, did not depend upon sharing their metaphysical views regarding the human soul or the nature of God. A moderate, but significant, distinction between the contexts of discovery and of justification aids in understanding this balancing act. (shrink)

In his recent book Where the Conflict Really Lies, Alvin Plantinga articulates a number of arguments about the conceptual relationship between science and faith, especially Christian faith. He uses Herbert Simon’s evolutionary account of altruism and David Sloan Wilson’s evolutionary account of religion as exemplars of theories that are in genuine but superficial conflict with Christian faith. This paper argues that any conflict between Christian faith and evolutionary psychology or Simonian science is even more superficial than Plantinga himself admits. We (...) argue that apparent conflicts between Christian control beliefs and social scientific theorizing are due predominantly to misunderstanding the scope of a theory or metatheoretical overreaching on the part of one side or the other. Specifically, the apparent conflict between Simon’s account and Christian faith is rooted in a misunderstanding of Simon’s limited definitions of rationality and altruism. The apparent conflict between Wilson’s account and Christian faith is a result of failing to distinguish Wilson’s broader metatheoretical commitments from the more limited scope of his scientific theory of religion. We situate Henrich’s book in the larger research tradition of which it is a part and show how he presents a wide array of recent psychological, physiological, and neurological data as supporting the view that two related but distinct processes have shaped human nature and made us unique: cumulative cultural evolution and culture-driven genetic evolution. We briefly sketch out several ways philosophers might fruitfully engage with this view and note some implications it may have for current philosophic debates in moral (...) and political theory and over the nature of extended cognition. We end by noting how Henrich’s view of the source of cultural design and innovation, and the prominence of place he gives to the extended process of cultural evolution, cuts against a cluster of broad but common views about human minds, recasting putative bugs as features and indicating that many of the distinctive features of our individual minds evolved to allow them to be effective cogs in the larger, more productive cultural machine. Scheduling surgical procedures among operating rooms is mistakenly regarded as merely a tedious administrative task. However, the growing demand for surgical care and finite hours in a day qualify OR time as a limited resource. Accordingly, the objective of this manuscript is to reframe the process of OR scheduling as an ethical dilemma of allocating scarce medical resources. Recommendations for ethical allocation of OR time—based on both familiar and novel ethical values—are provided for healthcare institutions and individual surgeons.
