New technologies from artificial intelligence to drones, and biomedical enhancement make the future of the human family increasingly hard to predict and protect. Thus far, the philosophical study of patenting has primarily focused on sociopolitical, legal, and ethical issues, such as the moral justifiability of patenting living organisms or the nature of (intellectual) property. In addition, however, the theory and practice of patenting entails many important problems that can be fruitfully studied from the perspective of the philosophy of science and technology. The principal aim of this article is to substantiate the latter claim. For this purpose, I first provide a concise review (...) of the main features of the theory and practice of the patenting of scientific and technological inventions. Second, I discuss several philosophical issues implied by these features and explore the possible contributions of the philosophy of science and technology to the clarification, or resolution, of these issues. The seven features discussed are: patents as commercial monopolies on scientific and technological inventions, the contrast between natural and non-natural subject matter, the distinction between inventions and discoveries, the reproducibility of inventions, the question of the sameness of two inventions, the distinction between the invented and the protected object, and the contrast between material objects versus concepts and theories. The term dual use technologies refers to research and technology with the potential both to yield valuable scientific knowledge and to be used for nefarious purposes with serious consequences for public health or the environment. There are two main approaches to assessing dual use technologies: pragmatic and metaphysical. A pragmatic approach relies on ethical principles and norms to generate specific guidance and policy for dual use technologies. A metaphysical approach exhorts us to the deeper study of human (...) nature, our intentions, goals, values ideals and social relations when considering dual use technology. Use of science and technology (S and T) is determined by two components of human nature: human intentions and choices. We have drawn a distinction between specific measures, goals and intentions with respect to technologies in order to show that moral judgment about technologies must precede their use. Understanding of our intentionality and values, and our moral ideals, as a measurable, tangible part of the real world is important for the prevention of any possible harm from S and T. In the context of dual use technologies, we stress the importance of three main understandings of human nature: vulnerability, responsibility and narrative identity. These can become a strong ontological “antidote” to technology’s poisoning of modern man. Each new technology can be measured and compared with man’s values, traditions and societal norms. This can be done bearing in mind the concept that human nature is not dualistic, but pluralistic. A system of ethical principles that includes the principles of good intentions, the correspondence of goals and means, the balancing of risks and benefits, simplicity, and contextuality, will help ensure that technologies are more humanistic and friendly to human beings. Philosophers have talked to each other about moral issues concerning technology, but few of them have talked about issues of technology and the good life, and even fewer have talked about technology and the good life with the public in the form of recommendation. In effect, recommendations for various technologies are often left to technologists and gurus. Given the potential benefits of informing the public on their impacts on the good life, however, this is a curious state of affairs. (...) In the present paper, I will examine why philosophers are seemingly reluctant to offer recommendations to the public. While there are many reasons for philosophers to refrain from offering recommendations, I shall focus on a specific normative reason. More specifically, it appears that, according to a particular definition, offering recommendations can be viewed as paternalistic, and therefore is prima facie wrong to do so. I will provide an argument to show that the worry about paternalism is unfounded, because a form of paternalism engendered by technology is inevitable. Given the inevitability of paternalism, I note that philosophers should accept the duty to offer recommendations to the public. I will then briefly turn to design ethics, which has reconceptualised the role of philosophers and, in my mind, fitted well with the inevitability of paternalism. Finally, I shall argue that design ethics has to be supplemented by the practice of recommendation if it is to sustain its objective. (shrink)

Contemporary philosophy of technology, in particular mediation theory, has largely neglected language and has paid little attention to the social-linguistic environment in which technologies are used. In order to reintroduce and strengthen these two missing aspects we turn towards Ricoeur’s narrative theory. We argue that technologies have a narrative capacity: not only do humans make sense of technologies by means of narratives but technologies themselves co-constitute narratives and our understanding of these narratives by configuring characters and (...) events in a meaningful temporal whole. We propose a hermeneutic framework that enables us to categorise and interpret technologies according to two hermeneutic distinctions. Firstly, we consider the extent to which technologies close in on the paradigm of the written text by assessing their capacity to actively configure characters and events into a meaningful whole; thereby introducing a linguistic aspect in the theory of technological mediation. Secondly, we consider the extent to which technologieshave the capacity to abstract from the public narrative time of actual characters and events by constructing quasi-characters and quasi-events, thereby introducing the social in our conception of technological mediation. This leads us to the outlines of a theory of narrative technologies that revolves around four hermeneutic categories. In order to show the merits of this theory, we discuss the categories by analysing paradigmatic examples of narrative technologies: the bridge, the hydroelectric power plant, video games, and electronic money. In this article, we distinguish between three approaches to ethics in school, each giving an interpretation of the expression ‘ethics in school’: the descriptive facts about ethics approach, roughly consisting of teaching empirical facts about moral matters to students; the moral fostering approach, consisting of mediating a set of given values to students; and the philosophical ethics (PE) approach, consisting of critically discussing and evaluating moral issues with students. Thereafter, three influential arguments for why there ought to be ethics (...) in school are discussed, and each argument is interpreted given each approach to ethics in school, respectively. Thereby, we evaluate which interpretation of ‘ethics in school’ produces the strongest arguments, and thus, which approach is best supported by these arguments. The use of modern medical technologies and interventions involves ethical and legal dilemmas which are yet to be solved. For the religious Jews the answer lies in Halakhah. The objective of this paper is to unscramble the difficult conundrum possessed by the halakhalic standing concerning the use of human embryonic cell for research. It also aims to take contemporary ethical issues arising from the use of technologies and medical advances made in human reproduction and study them from an (...) abstract philosophical perspective. Instead of providing any Jewish practical ruling the paper have tried to incite, stimulate and encourage philosophical thoughts about the issue through the intensive understanding of traditional Jewish thoughts. In this paper, an objective as well as a deep-rooted study has been adopted about the use of human embryos for research and the Jewish adoption of assisted reproductive technologies through the prism of the knowledge of Halakhah, Torah and Talmud. The paper finds that the embryo research sits at the crossroads of many halakhalic issues. Judaism adopts the belief that God has created man in his own image. The Jews not being dogmatic decipher “the image” of the creator as the ability to discern and reason. It follows that Judaism does not subscribe to the notion that tampering with nature is prohibited. To the Jews the mitzvah for procreation is so great that they are open to reason and adopt newer medical advancement in procreation. The Jewish laws are not only for engagement in intellectual exercise or academic pursuit but subscribe to a higher order of moral conduct. The Jewish approach is not situational but also casuistic in resolving conflicting medical issues. (shrink)

The UK Government’s Code of Conduct for data-driven health and care technologies, specifically artificial intelligence -driven technologies, comprises 10 principles that outline a gold-standard of ethical conduct for AI developers and implementers within the National Health Service. Considering the importance of trust in medicine, in this essay I aim to evaluate the conceptualisation of trust within this piece of ethical governance. I examine the Code of Conduct, specifically Principle 7, and extract two positions: a principle of rationally justified (...) trust that posits trust should be made on sound epistemological bases and a principle of value-based trust that views trust in an all-things-considered manner. I argue rationally justified trust is largely infeasible in trusting AI due to AI’s complexity and inexplicability. Contrarily, I show how value-based trust is more feasible as it is intuitively used by individuals. Furthermore, it better complies with Principle 1. I therefore conclude this essay by suggesting the Code of Conduct to hold the principle of value-based trust more explicitly. (shrink)

Our lives are dominated by technology. We live with and through the achievements of technology. What is true of the rest of life is of course true of medicine. Many of us owe our existence and our continued vigour to some achievement of medical technology. And what is true in a major way of general medicine is to a significant degree true of psychiatry. Prozac has long since arrived, and in its wake an ever-growing armamentarium of new psychotropics; beyond that, (...) neuroscience promises ever more technological advances for the field. -/- However, the effect of technology on the field of psychiatry remains highly ambiguous. On the one hand there are the achievements, both in the science and practice of psychiatry; on the other hand technology's influence on the field threatens its identity as a humanistic practice. In this ambiguity psychiatry is not unique - major thinkers have for a long time been highly ambivalent and concerned about the technological order that now defines modern society. For the future, the danger is that the psychiatrically real becomes that which can be seen, the symptom, and especially that which can be measured. Disorders and treatments might become reduced to what can be defined by diagnostic criteria and what can be mapped out on a scale. -/- This book exams how technology has come to influence and drive psychiatry forward, and considers at just what cost these developments have been made. The purpose of this paper is to shed some light on the Philosophical relationship between humanities and technology. It will be explained that most disciplines in humanities are Janus-faced: they are part science/knowledge and part technology. The thesis of the paper is that the relationship between the technological aspect of humanities and other technologies is positive and synergetic, while the relationship between their scientific aspect and technologies is almost entirely critical and negative. The argument of the paper (...) is not that the scientific aspect of humanities has nothing positive to offer to the development of technologies, but rather to clarify the nature of this assistance. The articles discusses the philosophical foundations and the traditions of the theory of the humanitarian and technological revolution. The subject-matter of HTR theory is the description and forecast of the transition from the industrial to the post-industrial phase of civilization development as well as the strategy and the most effective methods of management of various socio-economic systems. This theory, actively developing in recent years, focuses on goal setting and on determining priorities and development criteria in the field of technology, (...) science and education. The current revolution largely justifies the forecast of D. Bell, an author of the theory of post-industrial development, about the transition from the world of technology to the world of people. The human is the main subject and object of the changes. In this regard, we review an interdisciplinary program on human research, initiated in the 1980s by I.T. Frolov. The ongoing scientific revolution in genetics and the transition to autoevolution make these ideas even more relevant. The concept of universal evolutionism proposed by N.N. Moiseev is fundamental. This concept originates from philosophical and methodological generalizations based on the vast experience of computer modeling of “human-dimensional” systems. The principles of co-evolution of man and biosphere, the strategies for finding compromises are very close to the ecology of technologies, developed by the theory of HTR. It is difficult to overestimate the importance of the interdisciplinary concept of self-organization for many scientific fields and, in particular, for the theory of HTR. In our days, proposed by an outstanding mathematician, methodologist and thinker S.P. Kurdyumov, the interpretation of synergetics as a bridge between humanities and natural science, as a common language of natural scientists, mathematicians, scholars has become generally accepted. Kurdyumov predicted that many concepts and ideas of synergetics, through their philosophical understanding, would change the outlook and become an element of scientific culture. We show that this forecast turns into reality and in the process of HTR the ideas of synergetics begin to change our world. We pay special attention to the concept of self-developing systems, the theory of global scientific revolutions and the types of scientific rationality proposed by V.S. Stepin. In this regard, we can say that the HTR brings even more large-scale changes, covering not only science but also technology, society, the inner world of man. Identifying the philosophical foundations of HTR, we contribute to the development of methodology of this approach, enhance intra-scientific reflection and make possible to formulate unsolved problems more accurately. Overview of challenges facing philosophical analyses of experience in the face of life with constant connection, social media, and data mining.

Infinite scroll as a digital technology feature was introduced in 2006 and instantly gained momentum in a variety of platforms. The efficient and engaging technology experience brought by infinite scroll aligns well with the French sociologist Jacques Ellul’s concept of technique. Ellul does not perceive technique as technology, instead, he views it as a phenomenon of efficiency, permeating the societal, political and economic fields of human activity. By applying the characteristics of Ellul’s technique to the infinite scroll feature within social (...) media, this paper uncovers insights into how it aligns with Ellul’s concept. In such a way, the Ellulian perspective allows an understanding of infinite scroll as part of a broader sociotechnical phenomenon. The article does not aim to spread a negative approach towards technology but rather to provide another perspective upon which digital technology might be analysed. (shrink)

Life-philosophical lecturing is explicated as a systems-intelligent technology of the self.

Introduction. The human world is presented as an integrity — an organic unity of many inter- connected and interdependent centers (parts, sides, elements): natural and cultural, natural and artificial, animate and inanimate. When any center dominates over others (for example, technical and technological) and / or attempts to realize its claim to the status of a whole, the agreed and optimal ra- tio in the coexistence and synergistic development of all centers, and, consequently, of the whole, is violated. There arises (...) an ecosystem problem. The purpose of the study is to present and analyze the techno-technologized world in the context of current philosophical and scientific methodologi- cal principles: polycentricity, complexity, network- centricity, and ecosystem; to designate their theoretical and practical significance, interdepend- ence; to substantiate the principle of ecosystems as more general and fundamental and to present its effectiveness in preserving the integrity of man, his world and the full value of human being-in-the- world. Methods. The author uses methods of dialectics, synergetics and systemic approach in the philo- sophical understanding of the specifics of the modern techno-technological world and a person’s existence in it. The author also uses the methods of extrapolation and interpretation, the ideas of B. Latour’s actor-network theory, and ecosystem approach. Scientific novelty of the research. The author projects the key attitudes and concepts of the actual conceptual and paradigm principles on the techno-technological world, and formulates the main advantages and disadvantages. The author substantially justifies that the principle of ecosys- tem is the most effective in solving the problem of preserving and reproducing the integrity of the human world, the person himself and his being. Results. The author carries out theoretical and methodological analysis of the techno-technolo- gized world and a person’s existence in it. It has been determined that when solving the problem of preserving and reproducing the integrity of a person and his world, the principle of ecosystems is the most effective and preferable. The ecosystem principle implies the synergistic unity of all centers of human existence, their interdependence and interconnection, ensures the priority of the whole for the benefit of each center, expressed in mutual strengthening and expansion of their potential. Conclusions. The author comes to the conclusion that the application of relevant paradigm principles in studying and analyzing the techno-technological world will make it possible to obtain a more mul- tidimensional and accurate interpretation of the ways and means of achieving a full-fledged human being, with a focus on preserving his identity, origi- nality, subjectivity and integrity. Teaching about technology, at all levels of education, can only be done properly when those who teach have a clear idea about what it is that they teach. In other words: they should be able to give a decent answer to the question: what is technology? In the philosophy of technology that question is explored. Therefore the philosophy of technology is a discipline with a high relevance for those who teach about technology. Literature in this field, though, is not always (...) easy to access for non-philosophers. This book provides an introduction to the philosophy of technology for such people. It offers a survey of the current state-of-affairs in the philosophy of technology, and also discusses the relevance of that for teaching about technology. The book can be used in introductory courses on the philosophy of technology in teacher education programs, engineering education programs, and by individual educators that are interested in the intriguing phenomenon of technology that is so important in our contemporary society. This article is an overview and introduction of the current issue of Filosofija. Sociologija, thematically divided into five chapters. The topics cover various aspects of contemporary world: from the challenges related to technology and democracy to researches on youth values and worldview. What seems to unite all these articles (in spite of their plurality of themes, views and approaches) is the idea of an ever-changing world in which philosophy is interconnected with other sciences and disciplines, in order to provide more (...) consistent and perhaps universal interpretations to the challenges that human beings must face in the contemporary world. Some books can be said to represent ‘new beginnings’, opening up new spaces for academic discourse and new methods and perspectives. Shannon Vallor’s Technology and the Virtues can rightfully be claimed to be one of those books. There is much about this book that is not only laudable but also urgent. First, it has managed to firmly establish virtue ethics as a tradition worthy of consideration in the field of ethics of technology. New technological developments have fundamentally transformed human life. Throughout this process, fundamental questions about human beings have once again been posed. The paper examines how technological change affects understandings of human beings and their bodies, thereby requiring new approaches to anthropology. First, Section 2 illustrates how the use of technology has changed the understanding of human beings and their bodies. A new connection between the human being or the body and technology has emerged. Section 3 then moves onto considering the (...) increasing blurring of the boundaries between organisms and machines, showing how the understanding of humans and bodies is constantly being renegotiated in relation to machines. Based on this, Section 4 explores how the understanding of the human being and the body can be redesigned in the context of modern technology. To this end, approaches for a contemporary anthropology can be derived from critical posthumanism. Section 5 addresses concrete practice and examines the construction of identity in social media platforms such as Instagram. The paper argues that technological processes and social media are places where theology is constructed and appeals for a responsible theological co-creation of these places. The author presents a schematic outline of two approaches in contemporary philosophy of technology, the first of which is rather pessimistic, with technological progress seen as a rising force which subjugates humans and, to use Martin Heidegger’s words, “hampers, oppresses and drags them along in its tracks.” Also underscored is the failing relation between scientific and technological progress and moral development. The second approach, presented in reference to the thoughts of Pierre Teilhard de Chardin, interprets scientific and technological progress as (...) the creation of tools enabling the unity of mankind and further evolution.
