Human services planning for crews who go to Mars is in its earliest phase, but the modalities for service delivery are well worth anticipating because they could involve some of the first innovations that merge physical, biological, and digital capacities on the new planet. This chapter examines the constraints of the planet Mars, itself, on all humans. It anticipates how “exogenous stressors” might affect the psychological, social, and cultural capacities and conflicts of the earliest crews. Several types of service (...) modalities are explored: hibernation; medication management; traditional psychotherapy; long-distance modalities to approximate the “talking cure”; digitized, keyed psychology workbooks; robotics, or service delivery without verbal feedback; AI technologies, or service delivery with verbal feedback; problem-solving at the cultural level; digital bulletin boards to substitute for journaling; and a special section on the issue of privacy. The chapter rounds out with a section, on types of spiritual services that may be beneficial even for those who profess no faith. We focus on “sacred space,” and on death and burial ritual on Mars. Factors explored here reflect the backgrounds of the two authors: one, a cultural anthropologist and biologist, and the other, an astronomer who is also a Catholic priest. (shrink)

This trilogy deals with an epistemology of economics, arguing for a radical overturning of conventional analysis and providing an alternative to political economy and social sciences, based not on positivism, but on a normative and programming paradigm. Volume III furthers and concludes work presented in Volume I and Volume II, and introduces a concrete and practical example of how to build a Planning Accounting Framework, as associated with Frisch's 'plan-frame', to demonstrate the extent to which decisions and negotiations can (...) be routed in the social sciences. The PAF is an instrument of the programming approach that can be used to verify the compatibility of decisions and their effects. Experimentation is at the heart of scientific inquiry. In the behavioral and neural sciences, where only a limited number of observations can often be made, it is ideal to design an experiment that leads to the rapid accumulation of information about the phenomenon under study. Adaptive experimentation has the potential to accelerate scientific progress by maximizing inferential gain in such research settings. To date, most adaptive experiments have relied on myopic, one-step-ahead strategies in which the stimulus on each trial is (...) selected to maximize inference on the next trial only. A lingering question in the field has been how much additional benefit would be gained by optimizing beyond the next trial. A range of technical challenges has prevented this important question from being addressed adequately. This study applies dynamic programming, a technique applicable for such full-horizon, “global” optimization, to model-based perceptual threshold estimation, a domain that has been a major beneficiary of adaptive methods. The results provide insight into conditions that will benefit from optimizing beyond the next trial. Implications for the use of adaptive methods in cognitive science are discussed. (shrink)

Unethical behavior on the part of business corporations and their leaders has led many business executives and university administrators to call for the inclusion of ethics in MBA programs. This paper reviewed studies and commentary relating to the teaching of ethics in MBA programs in the United States. The results showed that ethics has not yet gained an integral place in the curricula of business schools. A plan of action for the systematic incorporation of ethics into the MBA curriculum was (...) proposed based on the system model of training commonly used in the training field. In concluding, a question about the total responsibility of the business schools toward the promotion of ethical behavior on the part of their graduates was raised. (shrink)

Background Advance care planning (ACP) is a process in which adults engage in an ongoing dialogue about future medical treatment and care. Though ACP is recommended to improve the quality of end-of-life care, the details of the dialogue experience in ACP are unknown. Objective To explore participants’ experiences of dialogue in an ACP educational program that encouraged them to discuss the value of a way of life. Research design This qualitative descriptive study used the focus group interview method. (...) Data were analyzed using qualitative content analysis. Participants and research context A dialogue-based ACP educational program was conducted in four regions in Japan for local citizens to discuss the value of their way of life. A total of 66 individuals (mean age = 55.5 ± 17.2 years; 50 women and 16 men) participated in focus group interviews. Ethical considerations This study was approved by the Ethical Review Committee of Tokyo Women’s Medical University (no. 4723) and Kyoto University (no. R2099). Findings Five main themes were extracted: discussing one’s thoughts with others in a considerate manner, reflecting on one’s way of life through others, feeling a sense of connection with others through storytelling, realizing the difficulties of talking about “what if” topics, and turning one’s eyes toward the future through the dialogue. These themes were interrelated and illustrated the complexity of the experience of discussing values. Conclusions The results suggest that dialogue in ACP is useful in clarifying values. They also indicated the need for dealing with the ethical challenges of discussing value and the importance of caring for the interlocutor to have a safe dialogue. In the ACP process, safety in dialogue may improve readiness in ACP, and health practitioners who support ACP need to address the ethical challenges entailing dialogue about values. (shrink)

This paper addresses whether universal, general education programs are enough to satisfy basic criteria of human rights, or whether comprehensive family planning programs, in conjunction with universal education programs, might also be morally required. Even before the Reagan administration instituted the ‘global gag rule’ at the 1984 conference in Mexico City, prohibiting funding to nongovernmental organizations that included providing information about abortion as a possible method of family planning, the moral acceptability of family planning programs has been (...) called into question. This paper makes a moral argument for family planning by appealing to both data and to theory: data about the efficacy of universal and comprehensive family planning education programs at reducing fertility and infant mortality, and theory about what is required for the establishment of autonomy. It reasons that universal educational programs are insufficient for the promotion of autonomy, and therefore argues on substantive autonomy grounds for comprehensive family planning programs in addition to universal education programs. This paper aims to assess selected municipalities’ performance of citizen-centric investment planning, governance and transparency, financial management, and support for youth programming in Kosovo. In completing this assessment, the Municipal Performance Management System of the Ministry of Local Government Administration in Kosovo was utilized. Selected municipalities are based on the Municipal Performance Report of 2019. Eight from Albanian majority municipalities in the top ranking, and two municipalities with higher scores from minority municipalities. The paper aims to highlight three critical (...) local government issues in ten selected municipalities: 1) The way of governing municipalities assessed according to the applicable legislation and 2) The provision of services in terms of quantity and quality, when possible and 3) Youth-oriented capacity building for municipal staff for better youth services. The paper will produce findings on capacity building needs and support needed on youth and citizen-centric investment and capacity building needs. A non-exhaustive list of needed capacities is produced, while the findings from the evaluation will be used to develop a capacity-building manual for municipal staff on youth-oriented municipal services. A broad sketch for a model of speech production is outlined which describes developmental aspects of its cognitive-linguistic and sensorimotor components. A description of the emergence of phonological knowledge is a central point in our model sketch. It will be shown that the phonological form level emerges during speech acquisition and becomes an important representation at the interface between cognitive-linguistic and sensorimotor processes. Motor planning as well as motor programming are defined as separate processes in our model sketch and (...) it will be shown that both processes revert to the phonological information. Two computational simulation experiments based on quantitative implementations are undertaken to show proof of principle of key ideas of the model sketch: the emergence of phonological information over developmental stages, the adaptation process for generating new motor programs, and the importance of various forms of phonological representation in that process. Based on the ideas developed within our sketch of a production model and its quantitative spell-out within the simulation models, motor planning can be defined here as the process of identifying a succession of executable chunks from a currently activated phoneme sequence and of coding them as raw gesture scores. Motor programming can be defined as the process of building up the complete set of motor commands by specifying all gestures in detail. This full specification of gesture scores is achieved in our model by adapting motor information from phonologically similar syllables or by assembling motor programs from sub-syllabic units. As ethics committees and programs become integrated into the “usual business” of healthcare organizations, they are likely to face the predicament of responding to greater demands for service and higher expectations, without an influx of additional resources. This situation demands that ethics committees and programs allocate their scarce resources (including their time, skills and funds) strategically, rather than lurching from one ad hoc request to another; finding ways to maximize the effectiveness, efficiency, impact and quality of ethics services is essential (...) in today’s competitive environment. How can Hospital Ethics Committees (HECs) begin the process of strategic priority-setting to ensure they are delivering services where and how they are most needed? This paper describes the creation of the Clinical Ethics Needs Assessment Survey (CENAS) as a tool to understand interprofessional staff perceptions of the organization’s ethical climate, challenging ethical issues and educational priorities. The CENAS was designed to support informed resource allocation and advocacy by HECs. By sharing our process of developing and validating this ethics needs assessment survey we hope to enable strategic priority-setting in other resource-strapped ethics programs, and to empower HECs to shift their focus to more proactive, quality-focused initiatives. Adaptive Planning is an approach to planning in the commonsense domain. An adaptive planner takes advantage of the habitual nature of many of the planning situations for which it plans by bosing its activities on a memory of pre‐stored plans. A critical issue, and the subject of this paper, is the question of flexibility: How does an adaptive planner refit an old plan in order to meet the demands of some new planning situation? An adaptive planner (...) refits prestored plans by constructing an interpretation of the situation in which it is engaged. Key elements in the theory of adaptive planning are its treatment of specific plans and a notion of situation matching. Although various studies have shown thatfarmers believe there is the need for a producer-ledinitiative to address the environmental problems fromagriculture, farmers in several Canadian provinceshave been reluctant to widely participate inEnvironmental Farm Plan (EFP) programs. Few studieshave examined the key issues associated with adoptingEFP programs based on farmers', as opposed to policymakers', perspectives on why producers are reluctantto participate in the program. A study adapting VanRaaij's (1981) conceptual model of the decision-makingenvironment of the firm, and prospect theory on valuefunctions (...) associated with the gains and losses fromrisky choices can be used to characterize how farmersperceive potential risks in environmental farmplanning. This framework can be used to assert thatfarmers are concerned about risks of public disclosureof potentially incriminating environmental informationfrom farms because the EFP program requirements foridentification and extensive documentation of farminformation is perceived by farmers as facilitatingthe accessibility of environmental information to thepublic, and public investigative efforts. Although theEFP program does not explicitly generate informationabout the environmental conditions of a farm nor thedisclosure of such information to the public, itcreates the possibility of generating and divulgingpotentially incriminating information that the farmermay want to treat as confidential. Yet, alone, theserisks of public disclosure concerns should not preventfarmers from participating in the EFP. Awareness ofand participation in environmental farm planning canbe increased if farmers and policy makers understandwhat the risks are, and how they arise. Aspects of theEFP process that have the potential to generate riskof public disclosure concerns relate to farm reviews,documentation and record keeping, and correctiveaction plans. We are living in an era of development and innovation through research and learning. The nation that has achieved its development goals, has done through education reforms and a keen focus on strengthening its National Innovation System. In Pakistan, this role has fallen to the Higher Education Commission, commonly known as HEC. The Higher Education Commission has attempted various activities for ceaseless improvement of the nature of advanced education as per the worldwide norms and to patch up post-auxiliary instruction to (...) improve the instructive guidelines at the alumni level. Public Academy for Higher Education has been built up with the mean to plan and convey nonexclusive and need-based limit building and preparing programs in instructing and exploration for personnel just as a spotlight on scholastic administration and authority for the workforce and the board. Education Testing Council has additionally been modified to normalize passage tests for the universities of Pakistan. The study focuses on the different programs run by HEC to develop the country’s formal learning program and education sector. Since its commencement, we investigate various projects created by HEC to encourage Higher Education Institutions and build up a superior staff for this reason. (shrink)

This paper is concerned with those elements of planning knowledge that are common to both understanding someone else's plan and creating a plan for one's own use. This planning knowledge can be divided into two bodies: Knowledge about the world, and knowledge about the planning process itself. Our interest here is primarily with the latter corpus. The central thesis is that much of the knowledge about the planning process itself can be formulated in terms of higher‐level (...) goals and plans called meta‐goals and meta‐plans. These entities can then be used by the same understanding and planning mechanisms that process ordinary goals and plans. However, the meta‐planning knowledge now enables these mechanisms to handle much more complicated situations in a uniform manner.Systems based on meta‐planning would have a number of advantages over existing problem solving and understanding systems. The same knowledge could be shared by both a planner and understander, and both would be able to handle complex situations elegantly. In addition, in planning, the use of meta‐planning has several advantages over more traditional methods involving constraints or critics. Meta‐planning allows the full power of a problem solver to be applied to situations that are generally amenable only to special purpose processing. In addition, meta‐planning facilitates the representation of some situations that are difficult to express otherwise. We have begun to introduce meta‐planning knowledge into two systems: PAM, a story understanding program, and PANDORA, a problem solving and plannin̈g system. (shrink)

American biologists in the late nineteenth century pioneered the descriptive-comparative study of all cell divisions from zygote to gastrulation -- the cell lineage. Data from cell lineages were crucial to evolutionary and developmental questions of the day. One of the main questions was the ultimate causation of developmental patterns -- historical or mechanical. E. B. Wilson's groundbreaking lineage work on the polychaete worm Nereis in 1892 set the stage for (1) an attack on Haeckel's phylogenetic-historical notion of recapitulation and (2) (...) support for mechanistic explanations of cleavage patterns. As more lineage work -- especially Lillie's work on "Unio" and Conklin's on "Crepidula" -- became available in the mid-late 1890s, mechanism was tempered with more evolutionary, homology-based views. However, as I show by focusing on three major issues -- homology, body plans and life history -- these views were primarily based on the precocious segregation and prospective significance -- what the cell became not what it was. Even on issues like adaptation, most lineagists argued teleologically from the adult backward. Most cell lineage workers, by 1900, were to varying degrees mechanist/experimentalist and recapitulationist simultaneously. The exception was E. G. Conklin, whose views were more akin to a Darwinian evolutionist than either mechanist or recapitulationist. Lineage work eventually declined and by 1907 published accounts of new lineages had basically stopped. I argue that established workers and younger researchers stopped wanting to take on cell lineage projects because the general patterns were the same for all the spiralians while the specifics showed too much variation. It was hard to theoretically encompass or analyze the minutiae of variation in a recapitulationist or mechanist framework. The only established worker who continued to do comparative lineage studies was E. G. Conklin, perhaps because the variation could best be accommodated by Darwinian evolution. (shrink)

In their examination of elementary science classrooms, Amerine and Bilmes (1988) found that following instructions requires students to understand the relationship between the projected outcome and the corresponding course of actions. One of the most important resources for instructions is the lesson plan, which prescribes the sequence of teaching. However, there is often a gap between what is planned and what actually happens in the classroom. This raises the question of how teachers come to terms with contingent variants and unexpected (...) outcomes that real-time interactions occasion and how lesson plans are configured into these processes. This study examines a teacher education program that uses lesson plans as a central resource for teaching mathematics. The results suggest that classroom teachers use lesson plans as communicative resources to identify problems, specify assumptions about their teaching and act on the evolving contingency of classroom interaction. The interactional contingency is the locus of teaching practices, not an obstacle to the application of procedures in lesson plans. (shrink)

The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized (...) into two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. A popular approach in philosophy, the so-called Canberra Plan, is critically scrutinized. Two aspects of this research program, the formal and the informal program, are distinguished. It is argued that the formal program runs up against certain serious technical problems. It is also argued that the informal program involves an unclear leap at its core. Consequently, it is argued that the whole program is much more problematic than its advocates recognize.

It is our contention that the concept of planning in Glover's model is too broadly defined, encompassing both action/goal selection and the programming of the constituent movements required to acquire the goal. We argue that this monolithic view of planning is untenable on neuropsychological, neurophysiological, and behavioural grounds. The evidence demands instead that a distinction be made between action planning and the specification of the initial kinematic parameters, with the former depending on processing in the ventral stream (...) and the latter on processing in the dorsal stream. In recent years, philosophical examinations of automated vehicles have progressed far beyond initial concerns over the ethical decisions that pertain to programming in the event of a crash. In turn, this paper moves in that direction, focusing on the motivations behind efforts to implement driverless vehicles into urban settings. The author argues that the many perceived benefits of these technologies yield a received view of automated vehicles. This position holds that driverless vehicles can solve most if not all urban mobility (...) issues. However, the problem with such an outlook is that it lends itself to transportation planning for automated vehicles, rather than using them as part of planning efforts that could serve urban mobility. Due to this condition, present efforts aimed at improving transportation systems should resist dogmatic thinking. Instead, they should focus on goals that keep topics such a human flourishing, sustainability, and transportation justice firmly in view. (shrink)

The article presents the reasons for which the issue of providing housing to low-income citizens has been a real challenge in Addis Ababa during the recent years and will continue to be, given that its population is growing extremely fast. It examines the tensions between the universal aspirations and the local realities in the case of some of Ethiopia’s most ambitious mass pro-poor housing schemes, such as the “Addis Ababa Grand Housing Program” (AAGHP), which was launched in 2004 and (...) was integrated in the “Integrated Housing Development Program” (IHDP) in 2006. The article argues that the quotidian practices of communities and their socio-economic and cultural characteristics are related to the spatial attributes of co-housing practices. Drawing upon the idea that there is a mutual correspondence between social and spatial structures, it places particular emphasis on the analysis of the IHDP and aims to show that to shape strategies that take into account the social and cultural aspects of daily life of the poor citizens of Addis Ababa, it is pivotal to invite them to take part in the decision-making processes regarding their resettlement. Departing from the fact that a large percentage of the housing supply in Addis Ababa consists of informal unplanned housing, the article also compares the commoning practices in kebele houses and condominium units. The former refers to the legal informal housing units owned by the government and rented to their dwellers, whereas the latter concerns the housing blocks built in the framework of the IHDP for the resettlement of the kebele dwellers. The article analyzes these processes of resettlement, shedding light of the fact that kebele houses were located at the inner city, whereas the condominiums are located in the suburbs. Despite the fact that the living conditions in the condominium units are of a much higher quality than those in the kebele houses, their design underestimated or even neglected the role of the commoning practices. The article highlights the advantages of commoning practices in architecture and urban planning, and how the implementation of participation-oriented solutions can respond to the difficulties of providing housing. It argues that understanding the significance of the endeavors that take into account the opinions of dwellers during the phase of decision-making goes hand in hand with considering commoning practices as a source of architecture and urban planning frameworks for low-cost housing in this specific context. The key argument of the article is that urban planning and architecture solutions in Addis Ababa should be based on the principles of the so-called “negotiated planning” approach, which implies a close analysis of the interconnections between planning, infrastructure, and land. This paper is concerned with autonomous learning of plans in probabilistic domains without a priori domain-specific knowledge. In contrast to existing reinforcement learning algorithms that generate only reactive plans and existing probabilistic planning algorithms that require a substantial amount of a priori knowledge in order to plan, a two-stage bottom-up process is devised, in which first reinforcement learning/dynamic programming is applied, without the use of a priori domain-specific knowledge, to acquire a reactive plan and then explicit plans are extracted (...) from the reactive plan. Several options for plan extraction are examined, each of which is based on a beam search that performs temporal projection in a restricted fashion, guided by the value functions resulting from reinforcement learning/dynamic programming. Some completeness and soundness results are given. Examples in several domains are discussed that together demonstrate the working of the proposed model. (shrink)

In his remarks E. I. Ignat'ev considered a number of economic matters associated with the problem of the environment. Ignat'ev emphasized that environmental protection is becoming a vitally essential field of social activity. Inasmuch as this is the fact, he said, it is natural that, under the conditions existing in our country, this field of activity be planned in a specific way. The financial, material, and human resources needed to implement the program of conservation and improvement of the environment (...) must be planned. Moreover, this planning must be done in close connection with the further development of the country's productive forces. Since a serious basis in science is essential for successful implementation of all the activity associated with maintenance and improvement of the environment on the scale of the country at large, Ignat'ev emphasized the significance of the new resolution of the USSR Supreme Soviet. It provides that measures for conservation, and for protection and improvement of the environment, will henceforth in our country be incorporated into the annual and five-year plans for development of the economy and will also find expression in a special section of the long-term plan now being prepared for the prospective development of the economy. Cuba's National Food Program aims to assure its population a minimum degree of food security during the current period of transition from dependency upon the ex-Socialist trading bloc. A number of important elements of the Food Program, however, were conceived before the demise of COMECON in an effort to deepen food import substitution. This paper reviews the degree of Cuba's food import dependence before the breakup of the Socialist bloc, the initial targets of the National Food Program, (...) and how these have been modified due to the severe reduction in Cuba's normal level of imports of petroleum and other agricultural inputs. It is argued that Cuba's reliance upon scientific advances combined with a return to traditional, ecologically-benign agricultural practices and large-scale labor mobilizations have allowed it to overcome a drastic shortfall in production as a result of the reduced level of imports of modern agricultural inputs. At the same time, it has been exceedingly difficult for the country to maintain production levels at the trend of the late 1980s or to continue to aspire to meet the ambitious targets of the initial Food Program plan.
