Precision medicine is emerging as a scientific bandwagon within the contemporary biomedical sciences in the United States. PM brings together concepts and tools from genomics and bioinformatics to develop better diagnostics and therapies based on individualized information. Developing countries like China and Brazil have also begun pursuing PM projects, motivated by a desire to claim genomic sovereignty over its population. In spite of commonalities, institutional arrangements produced by the history of genomics research in China and Brazil are ushering PM along (...) different trajectories. In the Chinese case, we identify a strong state-backed push for PM combined with a dynamic network of international academic and private actors along the lines of networked technonationalism that has made large-scale, speculative PM projects possible. The Brazilian case is characterized by an institutional void at the federal level in which PM is driven by domestic academic actors in universities in the regional level, resulting in smaller scale, needs-driven PM projects. Through these cases, this paper shows how a scientific bandwagon adapts to national histories and institutions. Through this peripheral translation of the scientific bandwagon, the global infrastructure of biomedical knowledge has the potential to be transformed. (shrink)
O artigo verificou se após um programa de alfabetização, pessoas adulto-idosas com doenças crônicas apresentaram capacidade cognitiva à autonomia e autoconfiança aos cuidados de saúde. De método qualitativo na transversalidade com a pesquisa-ação, realizado no interior da Bahia com um grupo de mulheres, idade entre 53 a 73 anos, de um núcleo interdisciplinar de cuidados à saúde, todas com déficit de autocuidado potencializado pelo analfabetismo. Os resultados demonstraram que no ciclo vital tardio, mães/avós encontraram na alfabetização o empoderamento da cidadania (...) a da autogestão dos cuidados de si próprios. A prática educacional então, se tornou uma estratégia-chave à potencialização do letramento ao cuidado humano das pessoas relacionado à promoção de sua saúde. Analising the relationship betwen religion and communication, many options open whole range of possibilities of reflection about the theme. In this case, the relationship proposed is betwen virtual media and the religion, specifically groups and religion moviments of the Catholic Church. We live a reality that, in virtual world, we have the oportunity to be receptors and, mainly, contents producers. In this dynamism, is very important to know and to understand how this communication process happens. It is commum find in (...) various digital social medias, in religion context, groups and moviments marked for a way that keep the teachings and doctrines. For this specific public, the Christian teaching practise is more important than the biblic formation or the faith deepening. It is present in cyberspace like a unique way to arrive to holiness. The virtual communication medias become a ideal space in holiness ideology condution proposed by many groups and conservative moviments, become the so important communication relation process in a bit dialogical ambient between the many and diferent opinions. This way, for the first explanation about research thematic, we show a historic about the communiction process, the communication media evolution and the so known ambient in contemporaneity: the virtual ambient. We approach the ciberculture, the space where was created a culture from the virtual communicative actions and how this reality dialogues with the religion. Then, we show a brief schedule about the Opus Dei, the special facts in development of this conservative institution of the Catholic Church and your presence in virtual communication media. Finnaly, we point the challenges that can be found in contemporaneity, for exist a dialogical process in groups and conservative moviments of the Catholic Church, in virtual ambient, once this is the space where the most moviments and groups are presents, transmitting your messages. This article aims to make a parallel between the act of Christ, Son of God who is led by the Holy Spirit to face the devil and his temptations in the dry environment of the desert, and the act of the Christian families, who should have the same enthusiasm to let be led by the Spirit that will take them to dense and problematic realities in order to overcome evil. It is also related to the thinking of the evangelist through (...) an exegetical-semantic analysis with the Pope Francis message, present in his two apostolic exhortations: Evangelii Gaudium and Amoris Laetitia in which he emphasizes that the vitality of the Christians, along with their families, must have the effort to evangelize those who are more distant, facing tribulation realities. This is intended to demonstrate the failure of the thought of someone reading the sacred text in a vile or superficial way. A compreensão piramidal do sistema capitalista em Marx, isto é, a concepção que estabelece a determinação da base econômica sobre a superestrutura foi uma formulação bastante difundida pela teoria athusseriana. Não obstante, essa compreensão piramidal do capitalismo negligencia o papel determinante do aparato jurídico-político sobre os processos econômicos. Dessa forma, pretende-se mostrar que na relação entre economia e Estado em Marx há co-determinação, e não uma determinação unidirecional da economia sobre o Estado.
O presente artigo trata da geografia da violência urbana na cidade do Rio de Janeiro. Mostra como a ação do Estado está permeada por ignorâncias acerca das lógicas de experiências espaciais com que se organizam e operam as classes populares trabalhadoras do Rio de Janeiro. O objetivo é estimular uma discussão que impulsione as análises para além dos discursos estigmatizadores com relação à população favelada. A metodologia adotada assemelha-se às sinuosidades dos becos e vielas, visto que optamos em nos entranhar (...) empiricamente na concretude do espaço favelado e, também, nas re-leituras das narrativas marginalizadas, dos compositores que há décadas oferecem pistas para que possamos esboçar um mapeamento das lógicas de sociabilidades e das experiências de espaço dessa população. Assim, podemos afirmar – ainda que hipoteticamente – que os mecanismos convencionais de análises e os instrumentos metodológicos fundamentados no distanciamento dos seus “objetos” são insuficientes para uma mínima compreensão do que se passa nos cotidianos de opressão e resistências das classes populares. O máximo que se tem alcançado historicamente, tanto com as pesquisas quantitativas acerca do tema quanto com os apelos midiáticos, é a forte influência na construção de discursos universalistas que naturalizam a criminalização dos citadinos mais pobres e as suas lógicas de integração-sobrevivência nas cidades. Este artigo é fruto da pesquisa intitulada “O processo de encaminhamento e acolhimento no Asilo de Expostos da Santa Casa de Misericórdia da Bahia: um estudo sobre as origens dos enjeitados e as causas do abandono dos órfãos (1889- 1927).” Dentre os autores que fundamentam a presente pesquisa, destacamos Moncorvo Filho, Russel-Wood, Rizzini, Marcílio, estes autores comentam sobre momentos e pessoas ímpares relacionados à história da infância. O objetivo é analisar aspectos da história da assistência à infância no Brasil, a (...) partir da perspectiva de um dos médicos higienistas que mais se dedicou ao estudo da infância – Carlos Artur Moncorvo Filho (1871-1944). A fonte utilizada é o livro Histórico à Infancia no Brasil (1500-1922), publicado no ano de 1926. Considerado precursor das políticas de proteção à infância no Brasil, durante sua longa carreira como médico, iniciada na década de 1880, Carlos Artur Moncorvo Filho (1871-1944) publicou quase 400 obras em defesa da infância que lhe valeram reconhecimento internacional. Essa análise busca, basicamente, expor parte da narrativa do Dr. Carlos Artur Moncorvo Filho que já havia, então, publicado Higiene Infantil, em 1917, e Formulário de Doenças das Creanças, em 1923, considerados como obras de referência para a história da pediatria no Brasil. IntroductionThere is a need to maintain rehabilitation activities and motivate movement and physical activity during quarantine in individuals with Cerebral Palsy.ObjectiveThis paper sets out to evaluate the feasibility and potential benefits of using computer serious game in a non-immersive virtual reality implemented and evaluated completely remotely in participants with CP for Home-Based Telerehabilitation during the quarantine period for COVID-19.MethodsUsing a cross-sectional design, a total of 44 individuals participated in this study between March and June 2020, 22 of which had CP (...) and 22 typically developing individuals, matched by age and sex to the individuals with CP. Participants practiced a coincident timing game1 and we measured movement performance and physical activity intensity using the rating of perceived exertion Borg scale.ResultsAll participants were able to engage with the VR therapy remotely, reported enjoying sessions, and improved performance in some practice moments. The most important result in this cross-sectional study was the significant increasing in rating of perceived exertion in both groups during practice and with CP presenting a higher rating of perceived exertion.ConclusionChildren with CP enjoyed participating, were able to perform at the same level as their peers on certain activities and increased both their performance and physical activity intensity when using the game, supporting the use of serious games for this group for home therapy and interactive games.Clinical Trials Registrationhttps://Clinicaltrials.gov, NCT04402034. In this article, we propose the social-ecological theory of maximization to explain the construction and functioning of these systems over time, encompassing hypotheses and evidence from previous ethnobiological studies. The first model seeks to address biota selection and its use by human populations. The second emphasizes how the system organizes itself from the elements that were incorporated into it. Furthermore, we provide the theoretical scenario of plant selection and use from an evolutionary perspective, which explicitly integrates the phylogenetic relationships of plants and human beings. Neste artigo, investigamos práticas de citação de literatura científica na escrita reflexiva do gênero relatório de estágio supervisionado, produzido por professores em formação, em disciplinas de estágio obrigatório em Ensino de Língua Inglesa numa Licenciatura em Letras. Analisaremos, especificamente, como esses professores se representam a partir de citações de literatura científica, e caracterizaremos algumas funções exercidas pelas citações na escrita reflexiva emergente na esfera acadêmica. Utilizamos a abordagem dialógica da linguagem dos estudos bakhtinianos como referencial teórico de base, além de (...) aportes teórico-metodológicos acerca de tipos de sequência e de discurso propostos por Adam e Bronckart. Os resultados da pesquisa mostram que a prática de citação da literatura científica é uma invocação de autoridade com função de erudição, amplificação e ornamentação do discurso produzido, podendo orientar a ação pedagógica desenvolvida pelo professor em formação no estágio supervisionado.In this paper we investigate citation practices of scientific literature in reflexive writing from the genre of supervised pre-service training report produced by pre-service teachers enrolled in the mandatory pre-service training subject of English Language Teaching, at an undergraduate language teaching course. The aim of this research is to analyze how these pre-services teacher represent themselves based on citation practices of scientific literature, and characterize some of the functions deployed by the citations in the reflexive writing emerging in the academic sphere. We use the dialogic approach to language from Bakhtinian studies as a theoretical base, as well as theoretical and methodological contributions regarding types of sequences and of discourse proposed by Adam and Bronckart. The results of this research show that the practice of citation of scientific literature is an invocation of authority as a form of erudition, amplification and ornamentation of the discourse produced. This practice can also guide pedagogical action developed by pre-service teachers in their supervised training. (shrink)
RESUMO:Não é incomum que se tome o diálogo de Schelling conhecido como Clara por um estoque de proposições filosóficas, do qual se arrancam aquelas mais apropriadas para a tese que se queira sustentar. Procuramos nos afastar desse tipo de procedimento. Tomando seriamente seu tratamento literário, trata-se antes de investigar esse diálogo, apreendendo-o como um modelo, ensaiado pelo filósofo, para uma crítica do presente. Para tanto, analisamos a oscilação entre diálogo e narrativa, de modo a compreender sua composição e princípio formal, (...) o que acarreta uma reflexão, interna à obra, sobre o tempo histórico, o qual se apresenta numa dialética entre inatualidade e presente. ABSTRACT:It is not unusual that Schelling’s dialogue known as Clara is taken for a stock of philosophical propositions from which one may pluck ideas appropriate for the thesis one wishes to defend. In this article, we try to move away from this type of procedure. Taking Schelling’s literary treatment seriously, our purpose is to investigate this dialogue by looking upon it as a model, put forth by the philosopher, for a critique of the present. We therefore analyze the oscillation between dialogue and narrative in Clara in order to understand its composition and formal principle. This oscillation entails a reflection on historical time and presents a dialectic between inactuality and the present. (shrink)
O presente ensaio pretende analisar o Cooperativismo Educacional no estado de São Paulo, em suas formas institucionais, agora voltados para a organização escolar a partir de 1980. O cooperativismo educacional ocupou um lugar de destaque, com um discurso aparentemente renovador, pois tanto pretendia formar o indivíduo integralmente, afirmando superar a ética da competição pela ética da cooperação, de modo a superar a tradição administrativa hierárquica da escola pública e privada e, apresentar, inclusive, supondo desencadear disposições políticas emancipatórias para todos os (...) envolvidos no processo de ensino aprendizagem. Tendo como referencial teórico Dermeval Saviani, na análise da organização da escola e os pressupostos filosóficos e políticos dessa trajetória, e de Antonio Gramsci, ao relacionar as transformações do trabalho e a questão da educação, pretendemos descrever a expansão do cooperativismo educacional e analisar os seus princípios pedagógicos, organizacionais e políticos. This essay aims to analyze the Cooperative Education in São Paulo in its institutional forms, now facing the school organization since 1980. The cooperative education occupied a prominent place, with a refreshing speech apparently because both wanted to form the whole person, claiming to overcome the ethics of competition for the ethics of cooperation, in order to overcome the administrative tradition of hierarchical public and private schools, and provide even emancipatory political arrangements for all involved in teaching and learning. The theoretical framework Dermeval Saviani, the analysis of school organization and the philosophical and political assumptions that trajectory, and Antonio Gramsci, to relate changes in work and the issue of education, we intend to describe the expansion of cooperative education and analyze the pedagogical principles , organizational and political. O presente artigo analisa as ligações entre a Cáritas Brasileira e a Economia Popular Solidária a partir do trabalho do Agente de Cáritas. A problemática central do artigo remete às representações sociais que esses Agentes constroem em seus relatos sobre os princípios da Teologia da Libertação que norteiam os projetos em economia solidária da referida instituição religiosa. A metodologia de base qualitativa e etnográfica consistiu na realização da revisão bibliográfica, consulta a materiais institucionais, observação in loco e entrevistas semiestruturadas com (...) Agentes que atuam na Economia Popular Solidária no estado do Ceará. A análise das representações sinaliza que a própria noção de “Reino de Deus” na terra pressupõe a vinculação profunda entre religião e economia, mística e movimentos sociais, religião e Estado, configurando, dessa forma, um projeto de sociedade contra hegemônico que se vislumbra mediante a transformação radical da base econômica e moral do tecido social contrapondo individualismo à solidariedade. Teologia da Libertação.This article examines the links between Brazilian Caritas and Popular Solidarity Economy from the work of Caritas Agent. The central issue of the article refers to the social representations that these agents build in his histories about the principles of Liberation Theology that guide the projects in solidarity economy of that religious institution. The basic methodology used was qualitative and ethnographic; It consisted in literature review, consultation to institutional materials, observation in loco and semi-structured interviews with agents who act in the Popular Solidarity Economy in the state of Ceará. The analysis of representations indicates that the very notion of "Kingdom of God" on earth presupposes deep linking between religion and economics, mystic and social movements, religion and state configuring a project of a counter hegemonic society who sees through the radical transformation of the economic and moral base of the social tissue opposing solidarity to individualism. Para tanto, propomos um diálogo entre Literatura e História, mais especificamente, entre as cantigas de Walther e a da Questão das Investiduras.
As part of a continuous process to explore the factors that might weaken or corrupt traditional peer review, in this paper, we query the ethics, fairness and validity of the request, by editors, of authors to suggest peer reviewers during the submission process. One of the reasons for the current crisis in science pertains to a loss in trust as a result of a flawed peer review which is by nature biased unless it is open peer review. As we indicate, (...) the fact that some editors and journals rely on authors’ suggestions in terms of who should peer review their paper already instills a potential way to abuse the trust of the submission and publishing system. An author-suggested peer reviewer choice might also tempt authors to seek reviewers who might be more receptive or sympathetic to the authors’ message or results, and thus favor the outcome of that paper. Authors should thus not be placed in such a potentially ethically compromising situation, especially as a mandatory condition for submission. However, the fact that they do not have an opt-out choice during the submission process—especially when using an online submission system that makes such a suggestion compulsory—may constitute a violation of authors’ rights. Multiple authorship is the universal solution to multi-tasking in the sciences. Without a team, each with their own set of expertise, and each involved mostly in complementary ways, a research project will likely not advance quickly, or effectively. Consequently, there is a risk that research goals will not be met within a desired timeframe. Research teams that strictly scrutinize their modus operandi select and include a set of authors that have participated substantially in the physical undertaking of the research, in (...) its planning, or who have contributed intellectually to the ideas or the development of the manuscript. Authorship is not an issue that is taken lightly, and save for dishonest authors, it is an issue that is decided collectively by the authors, usually in sync with codes of conduct established by their research institutes or national ministries of education. Science, technology and medicine publishers have, through independent, or sometimes coordinated efforts, also established their own sets of guidelines regarding what constitutes valid authorship. However, these are, for the greater part, merely guidelines. A previous and recent analysis of authorship definitions indicates that the definitions in place regarding authorship and its validity by many leading STM publishers is neither uniform, nor standard, despite several of them claiming to follow the guidelines as set forward by the International Committee of Medical Journal Editors or ICMJE. This disparity extends itself to ghost and guest authorship, two key authorship-related issues that are examined in this paper to assess the extent of discrepancies among the same set of STM publishers and what possible influence they might have on publishing ethics. This opinion paper takes aim at an error made recently by Clarivate Analytics in which it sent out an email that congratulated academics for becoming exclusive members of academia’s most cited elite, the Highly Cited Researchers. However, that email was sent out to an undisclosed number of non-HCRs, who were offered an apology shortly after, through a bulk mail, which tried to down-play the importance of the error, all the while praising the true HCRs. When Clarivate Analytics senior management was (...) contacted, the company declined to offer an indication of the number of academics who had been contacted and erroneously awarded the HCR status. We believe that this regrettable blunder, together with the opacity offered by the company, fortify the corporate attitude about the value of the journal impact factor, and what it represents, namely a marketing tool that is falsely used to equate citations with quality, worth, or influence. The continued commercialization of metrics such as the JIF is at the heart of their use to assess the “quality” of a researcher, their work, or a journal, and contributes to a great extent to driving scientific activities towards a futile endeavor. A very important event took place on January 15, 2017. On that day, the Jeffrey Beall blog was silently, and suddenly, shut down by Beall himself. A profoundly divisive and controversial site, the Beall blog represented an existential threat to those journals and publishers that were listed there. On the other hand, the Beall blog was a ray of hope to critics of bad publishing practices that a culture of public shaming was perhaps the only way to rout out those (...) journals—and their editors—and publishers who did not respect basic publishing ethical principles and intrinsic academic values. While members of the former group vilified Beall and his blog, members of the latter camp tried to elevate it to the level of policy. Split by extreme polar forces, for reasons still unknown to the public, Beall deliberately shut down his blog, causing some academic chaos among global scholars, including to the open access movement. In the first year of the twentieth century, in Gottingen, Husserl delivered two talks dealing with a problem that proved central in his philosophical development, that of imaginary elements in mathematics. In order to solve this problem Husserl introduced a logical notion, called “definiteness”, and variants of it, that are somehow related, he claimed, to Hilbert’s notions of completeness. Many different interpretations of what precisely Husserl meant by this notion, and its relations with Hilbert’s ones, have been proposed, but no (...) consensus has been reached. In this paper I approach this question afresh and thoroughly, taking into consideration not only the relevant texts and context, as others have also done before, but, more importantly, Husserl’s philosophy, his intuition-based epistemology in particular. Based on a system of clearly defined concepts that I here present, I reinforce an interpretation—definiteness as a form of syntactic completeness—that has, I believe, some advantages vis-à-vis alternative interpretations. It is in conformity with the available texts; it makes clear that Husserl’s notion of definiteness is indeed close to Hilbert’s notions of completeness; it solves the important problem of imaginaries for which it was created; and last, but not least, it fits naturally into Husserl’s system of concepts and ideas. Publishing has become, in several respects, more challenging in recent years. Academics are faced with evolving ethics that appear to be more stringent in a bid to reduce scientific fraud, the emergence of science watchdogs that are now scrutinizing the published literature with critical eyes to hold academics, editors and publishers more accountable, and a barrage of checks and balances that are required between when a paper is submitted and eventually accepted, to ensure quality control. Scientists are often under increasing (...) pressure to produce papers in an increasingly stringent publishing environment. In such a climate, timing is everything, as is the efficiency of the process. Academics appreciate that rejections are part of the fabric of attempting to get a paper published, but they expect the reason to be clear, based on careful evaluation of their work, and not on superficial or unsubstantiated excuses. A desk rejection occurs when a paper gets rejected even before it has entered the peer review process. This paper examines the features of some desk rejections and offers some guidelines that would make desk rejections valid, fair and ethical. Academics who publish are under constant pressure to do so quickly, but effectively. They are dependent on the editors’ good judgment and the publisher’s procedures. Unfair, unsubstantiated, or tardy desk rejections disadvantage academics, and editors and publishers must be held accountable for wasting their time, resources, and patience. (shrink)
Retractions of COVID-19 literature in both preprints and the peer-reviewed literature serve as a reminder that there are still challenging issues underlying the integrity of the biomedical literature. The risks to academia become larger when such retractions take place in high-ranking biomedical journals. In some cases, retractions result from unreliable or nonexistent data, an issue that could easily be avoided by having open data policies, but there have also been retractions due to oversight in peer review and editorial verification. As (...) COVID-19 continues to affect academics and societies around the world, failures in peer review might also constitute a public health risk. The effectiveness by which COVID-19 literature is corrected, including through retractions, depends on the stringency of measures in place to detect errors and to correct erroneous literature. The editors of scholarly journals have a duty to uphold and promote the highest standards of ethical conduct of research. They also have a responsibility to maintain the integrity of the literature, and to promote transparency and honesty in reporting research findings. In the process of screening manuscripts they receive for possible publication, editors have the obligation to report infractions to the institutions of offending authors, and request an investigation. Since editors can reject a paper on ethical grounds, they can (...) be considered to be the guardians of ethics who should express high ethical standards in conducting and publishing their own research. An examination of several publishers’ websites reveals no such requirement or clear selection criteria for journal editors. Therefore, we aim to discuss the factors that publishers, in a broad sense, should consider when selecting editors for scholarly journals and believe that such criteria should be made public to ensure accountability. This would restore some of the eroding public trust in disseminated research, fortify confidence in the composition and qualification of members of an editorial board, and help to protect the reputations of publishers and editors. Most departments in any field of science that have a sound academic basis have discussion groups or journal clubs in which pertinent and relevant literature is frequently discussed, as a group. This paper shows how such discussions could help to fortify the post-publication peer review movement, and could thus fortify the value of traditional peer review, if their content and conclusions were made known to the wider academic community. Recently, there are some tools available for making PPPR viable, either as (...) signed or anonymous comments, or in a hybrid format. Thus, limited platforms are currently in place to accommodate and integrate PPPR as a supplement to traditional peer review, allowing for the open and public discussion of what is often publicly-funded science. This paper examines ways in which the opinions that emerge from journal clubs or discussion groups could help to fortify the integrity and reliability of science while increasing its accountability. A culture of reward for good and corrective behavior, rather than a culture that protects silence, would benefit science most. (shrink)
Many journals and publishers employ online submission systems to process manuscripts. In some cases, one “template” format exists, but it is then molded slightly to suit the specific needs of each journal, a decision made by the editor-in-chief or editors. In the past few years, there has been an increase in the number of cases in which OSSs have been abused, mostly by the authorship, either through the creation of fake identities or the use of false e-mail accounts. Although the (...) abusive or fraudulent authors are at fault in such cases, the fact that such cases remained undetected for so long is of concern. Moreover, the current OSSs are imperfect, have security issues and may not be able to detect false information, except through post-submission verification. Sting operations, which involve the submission of false manuscripts with false identities and false affiliations, are no less unethical, and those who abuse the publishing protocol deserve to be as reprimanded as those who abuse OSSs. Finally, I question the ethics of editors or publishers creating OSS accounts on behalf of reviewers prior to obtaining their explicit permission. doi: 10.5294/pebi.2016.20.2.3. (shrink)

In this paper I discuss Husserl's solution of the problem of imaginary elements in mathematics as presented in the drafts for two lectures hegave in Göttingen in 1901 and other related texts of the same period,a problem that had occupied Husserl since the beginning of 1890, whenhe was planning a never published sequel to Philosophie der Arithmetik(1891). In order to solve the problem of imaginary entities Husserl introduced,independently of Hilbert, two notions of completeness (definiteness in Husserl'sterminology) for a formal axiomatic (...) system. Authors endure considerable hardship carrying out biomedical research, from generating ideas to completing their manuscripts and submitting their findings and data to a journal. When researchers submit to journals, they entrust their findings and ideas to editors and peer reviewers who are expected to respect the confidentiality of peer review. Inherent trust in peer review is built on the ethical conduct of authors, editors and reviewers, and on the respect of this confidentiality. If such confidentiality is breached by unethical reviewers (...) who might steal or plagiarize the authors’ ideas, researchers will lose trust in peer review and may resist submitting their findings to that journal. Science loses as a result, scientific and medical advances slow down, knowledge may become scarce, and it is unlikely that increasing bias in the literature will be detected or eliminated. In such a climate, society will ultimately be deprived from scientific and medical advances. Despite a rise in documented cases of abused peer review, there is still a relative lack of qualitative and quantitative studies on reviewer-related misconduct, most likely because evidence is difficult to come by. Our paper presents an assessment of editors’ and reviewers’ responsibilities in preserving the confidentiality of manuscripts during the peer review process, in response to a 2016 case of intellectual property theft by a reviewer. Our main objectives are to propose additional measures that would offer protection of authors’ intellectual ideas from predatory reviewers, and increase researchers’ awareness of the responsible reviewing of journal articles and reporting of biomedical research. Editors have increasing pressure as scholarly publishing tries to shore up trust and reassure academics and the public that traditional peer review is robust, fail-safe, and corrective. Hidden conflicts of interest may skew the fairness of the publishing process because they could allow the status of personal or professional relationships to positively influence the outcome of peer review or reduce the processing period of this process. Not all authors have such privileged relationships. In academic journals, editors usually have very specialized (...) skills and are selected as agents of trust, entrusted with the responsibility of serving as quality control gate-keepers during peer review. In many cases, editors form extensive networks, either with other professionals, industry, academic bodies, journals, or publishers. Such networks and relationships may influence their decisions or even their subjectivity towards a set of submitting authors, paper, or institute, ultimately influencing the peer review process. These positions and relationships are not simply aspects of a curriculum, they are potential COIs. Thus, on the editorial board of all academic journals, editors should carry a COI statement that reflects their past history, as well as actual relationships and positions that they have, as these may influence their editorial functions. This article re-examines current definitions of populism, which portray it as either a powerful corrective to or the nemesis of liberal democracy. It does so by exploring a crucial but often neglected dimension of populism: its redemptive character. Populism is here understood to function according to the logic of resentment, which involves both socio-political indignation at injustice and envy or ressentiment. Populism promises redemption through regaining possession: of a lower status, a wounded identity, a diminished or lost control. Highly moralized (...) images of the past – historical or archetypal – are mobilized by populist leaders to castigate the present and accelerate the urgency of change in it. The argument is illustrated with Caesar’s Column, a futuristic novel written by the Minnesota populist leader Ignatius Donnelly. The complex and ambivalent structure of this dystopian novel – a textual source for the Populist Party manifesto in the 1890s, which stands in contrast with agrarian populism as everyday utopia – enables us to move beyond the polarized positions dominating the current debate. Reading Caesar’s Column ultimately shows that populism can be both a corrective and a danger to democracy, but not for the reasons usually stated in the literature. (shrink)
Balancing implies a comparison among goods, values, principles and rights that cannot be ranked on a single scale of measurement, ie there is no unequivocal measuring unit applicable to all of them. In such situations, it is common to state that one has to compare incommensurable things. Indeed, this issue has been mentioned by several authors as a strong reason in favour of abandoning balancing (and proportionality) as a rational form of judicial argumentation and decision-making. My article aims at arguing (...) that this objection is based on fallacious assumptions concerning the relations among three concepts: incommensurability, incomparability and balancing. Initially, what is at stake is the analysis of the connection between comparing values (or principles) and commensurability. The results of this initial analysis were then used to provide greater analytical strength to the specific debate on balancing and comparing rights in order to show that incommensurability does not imply incomparability and that rational decisions are possible even when incommensurable values are at stake. Since balancing (and proportionality) implies comparisons, and since constitutional principles are doubtlessly incommensurable (for there is no common metric to measure them), arguing for the comparability of incommensurable principles is an unavoidable step if one aims at demonstrating that balancing may be a rational procedure after all.
