The stakes are very high in many struggles over cultural property, not only because the property is itself valuable, but also because property rights of many kinds hinge on cultural identity. However, the language of property rights and possession, and the standards for establishing cultural rights, is founded in antiquated and essentialized concepts of cultural continuity and cultural purity. As cultural property and culturally-defined rights become increasingly valuable in the global marketplace, disputes over ownership and management are becoming more and (...) more intense. Using the example of a recent lawsuit over logging on Mayan Indian reservations in the Central American country of Belize, this paper argues that cultural essentialist positions are no longer tenable. Assigning exclusive ownership of globally important resources to any group or entity on purely cultural grounds is likely to prolong conflict instead of creating workable management structures. The author instead advocates a concept of “stakeholding” which acknowledges the legitimate interests of diverse individuals and groups. (shrink)

POPKIN ONE OF HUME'S MOST FAMOUS CRITICS, the great scientist Joseph Priestley (1733-1804), is scarcely mentioned or studied in the Hume literature.' Perhaps because of the course philosophy followed after Hume, the Scottish Common Sense critics and the German ones connected with Kant are given almost all of the attention. In this paper 1 shall try to correct this (...) oversight, and examine the background of Priestley's critique of Hume, both in terms of Priestley's scientific and religious views and in terms of Hume's influence at the time. I shall then evaluate the merits of Priestley's critique and attempt to determine whether it deserves further study or should be returned to the obscurity it has been in for almost two centuries. 2 Joseph Priestley was a nonconforming minister whose progressively radical views caused him to lose various posts. Eventually he became a millenarian, convinced that crucial signs of the end of the world were at hand: the events of the French Revolution; the purported discovery of the Lost Tribes in Afghanistan by Sir William Jones; plans or hopes for the Jews to return to Palestine and join forces with the Christians. After years of religious wanderings Priestley ended up a millenarian Unitarian, much in the tradition of Sir Isaac Newton, whose religious writing he used extensively, and of Newton's successor, William Whiston? Priestley taught science in various schools and was immensely influenced by David Hartley's Observations on Man. He found in Hartley's theory of association of ideas a naturalistic way of explaining human mental life. And in Hartley's millenarian views he located the sort of theology he was seeking. he theory o f natural selection provides a mechanistic, causal account of how living things came to look as if they had been designed for a purpose. So overwhelming is the appearance of purposeful design that, even in this Darwinian era when we know "better," we still find it difficult, indeed boringly pedantic, to refrain from teleological language when discussing adaptation. Birds' wings are obviously "for" flying, spider webs are for catching insects, chlorophyll molecules are for photosynthesis, DNA molecules are (...) for... What are DNA molecules for? The question takes us aback. In my case it touches off an almost audible alarm siren in the mind. If we accept the view of life that I wish to espouse, it is the forbidden question. DNA is not "for" anything. If we wish to speak teleologically, all adaptations are for the preservation of DNA; DNA itself just is. Following Williams, I have advocated this view at length, and I do not want to repeat myself here. Instead I shall try to clear up an important misunderstanding of the view, a misunderstanding that has constituted an unnecessary barrier to its acceptance. (shrink)

Ethnic slurs have recently raised interest in philosophy of language. Consider (1) Yao is Chinese and (2) Yao is a chink. A theory of meaning should take into account the fact that sentence (2) has the property of containing a slur, a feature plausibly motivating an utterance of (2) rather than (1), and conveys contempt because it contains that word. According to multipropositionalism, two utterances can have the same official truth conditions and the same truth-value but differ in cognitive significance (...) (Korta and Perry, 2011). I contend that (1) and (2) have the same official content, and say the same thing, but differ in cognitive significance. I argue that slurs have linguistic meaning as type conveying that the designated group (Chinese for example) is despicable because it is that very group. Knowing the use of a slur is knowing the group it targets and that that group is despicable because it is that group. The idea that that group, Chinese for example, is despicable because of being Chinese is conventionally implicated. Specific prejudices slurs convey are not semantically carried, and cannot be identified by using semantic competence only. My view account for slurs in propositional attitudes, and for the fact that ‘Yao is not a chink, he is Chinese’ is not a contradiction. (shrink)

In a recent paper, Tushar Menon has argued that the no-alternatives argument can only be signifi cant if the priors for numbers of alternatives are tuned in an implausible way (gerrymandered, as he calls it). An investigation of what Frege means by his doctrine that functions (and so concepts) are 'unsaturated'. We argue that this doctrine is far less peculiar than it is usually taken to be. What makes it hard to understand, oddly enough, is the fact that it is so deeply embedded in our contemporary understanding of logic and language. Animals depleting one patch of resources must decide when to leave and switch to a fresh patch. Foraging theory has predicted various decision mechanisms; which is best depends on environmental variation in patch quality. Previously we tested whether these mechanisms underlie human decision making when foraging for external resources; here we test whether humans behave similarly in a cognitive task seeking internally generated solutions. Subjects searched for meaningful words made from random letter sequences, and as their success rate declined, they (...) could opt to switch to a fresh sequence. As in the external foraging context, time since the previous success and the interval preceding it had a major influence on when subjects switched. Subjects also used the commonness of sequence letters as a proximal cue to patch quality that influenced when to switch. Contrary to optimality predictions, switching decisions were independent of whether sequences differed little or widely in quality. (shrink)

But there is no criterion for the adequacy of a bit of language to a bit of non-Linguistic awareness, And thus no way to show that a materialistic vocabulary would (...) be "inadequate" to our experience. What happens to philosophy when philosophical activities migrate to the AI lab? My article explores the philosophical work that has gone into the machine simulations of language and understanding after Alan Turing. The early experiments by AI practitioners such as Karen Spärck Jones, Richard Richens, Yorick Wilks, and others at the Cambridge Language Research Unit (CLRU) led to the creation of the machine interlingua, semantic networks, and other technological innovations central to the development of AI in the 1950s–1970s. I (...) attempt to show how, in the midst of their computational work, the CLRU pioneers engaged with Ludwig Wittgenstein, Ferdinand de Saussure, Rudolf Carnap, and other philosophers and developed startling new ways of formulating fundamental questions about language and human understanding. More significantly, their philosophical activities on the machine present an inclusive and culturally diverse picture of the world that profoundly negates the ethnocentric metaphysics of human-machine conundrums that John Searle and his critics represent in the Chinese Room debate. The familiar legacy of that debate has long distorted the narrative of AI origins through its simultaneous reiteration and repudiation of the Turing test. My study seeks to clarify those origins, but my primary goal is to demonstrate what it is like to practice philosophy on the machine and how the critique of metaphysics is made possible in the AI lab.
