This introduction to our special section of Human Rights Review on Reparations and Peacebuilding gives an overview of the challenges currently confronting both peacebuilding and reparations. The special section aims to explore the relationship between these two mechanisms and examines the role that reparations schemes can play in salving or exacerbating conflict.

Today we live in a world where the majority of wars are no longer interstate, a development that over the last few decades has often left the international community, in particular the United Nations as it was originally conceived, ill equipped to respond. The nimble action required for contemporary conflict resolution and peacebuilding now primarily lies in the hands of local actors and states, sometimes supported by international actors. But it is not always clear who these local actors are or (...) what they need in order to achieve sustainable peace. As part of the roundtable “World Peace,” this essay looks in more detail at what we mean by “local” in conflict-affected contexts and asks how local is local enough when resolving conflicts and building peace. It identifies tensions and concerns such as the need for the international community to have a well-defined and easily identified “local agenda” when, in reality, there are often several competing local agendas. The essay presents the Everyday Peace Indicators project as a vehicle that can be used to help communicate these local needs to international actors, and argues for the importance of understanding people's perceived realities in addition to, if not more than, their actual realities when trying to understand peace and conflict trends. In order to do this, we need to more effectively problematize peacebuilding for positive conflict disruption. (shrink)

The debate over news ombudsmen remains at a seemingly irreconcilable impasse, and less relevant as journalism shifts away from print and traditional newsroom structures in the new-media age. There are fewer than 30 ombudsmen at U.S. media outlets today, according to the Organization of News Ombudsmen (Ombudsmen, 2010). We argue that the greatest failure of ombudsmanship is that it does not go far enough in giving voice and visibility to the ombudsman's work, including interacting with community. Media news outlets can (...) best serve the public trust by fulfilling the journalistic mission of civic transformation through empowerment advocated by Christians, Ferre, and Fackler (1993). As the vanguard of the communitarian approach of ?person-in-community,? the ideal ombudsman would be just that: a person in the community. The ethical goal of ombudsmanship should be not to promote an apologist from within the ranks but rather to facilitate a community conversation. We propose integrating the ideal ombudsman (which we redefine and rename as the ethics examiner) with the best practices of successful news councils (hereafter called media councils in a return to their original name and to encompass a broader universe of information outlets). In Knowing Emotions, Furtak argues that it is only through the emotions that we can perceive meaning in life, and only by feeling emotions that we are able to recognize the value or significance of anything whatsoever. Our affective responses and dispositions therefore play a critical role in human existence, and their felt quality is intimately related to the awareness they provide.

The emulation theory of representation is developed and explored as a framework that can revealingly synthesize a wide variety of representational functions of the brain. The framework is based on constructs from control theory (forward models) and signal processing (Kalman filters). The idea is that in addition to simply engaging with the body and environment, the brain constructs neural circuits that act as models of the body and environment. During overt sensorimotor engagement, these models are driven by efference copies in (...) parallel with the body and environment, in order to provide expectations of the sensory feedback, and to enhance and process sensory information. These models can also be run off-line in order to produce imagery, estimate outcomes of different actions, and evaluate and develop motor plans. The framework is initially developed within the context of motor control, where it has been shown that inner models running in parallel with the body can reduce the effects of feedback delay problems. The same mechanisms can account for motor imagery as the off-line driving of the emulator via efference copies. The framework is extended to account for visual imagery as the off-line driving of an emulator of the motor-visual loop. I also show how such systems can provide for amodal spatial imagery. Perception, including visual perception, results from such models being used to form expectations of, and to interpret, sensory input. I close by briefly outlining other cognitive functions that might also be synthesized within this framework, including reasoning, theory of mind phenomena, and language. We explored the influence of negation on cognitive dynamics, measured using mouse‐movement trajectories, to test the classic notion that negation acts as an operator on linguistic processing. In three experiments, participants verified the truth or falsity of simple statements, and we tracked the computer‐mouse trajectories of their responses. Sentences expressing these facts sometimes contained a negation. Such negated statements could be true (e.g., “elephants are not small”) or false (e.g., “elephants are not large”). In the first experiment, as predicted by (...) the classic notion of negation, we found that negation caused more discreteness in the mouse trajectory of a response. The second experiment induced a simple context for these statements, yet negation still increased discreteness in trajectories. A third experiment enhanced the pragmatic context of sentences, and the discreteness was substantially diminished, with one primary measure no longer significantly showing increased discreteness at all. Traditional linguistic theories predict rapid shifts in cognitive dynamics occur due to the nature of negation: It is an operator that reverses the truth or falsity of an interpretation. We argue that these results support both propositional and contextual accounts of negation present in the literature, suggesting that contextual factors are crucial for determining the kind of cognitive dynamics displayed. We conclude by drawing broader lessons about theories of cognition from the case of negation. (shrink)

I briefly sketch a notion of generic phenomenology, and what I call the wave-collapse illusion to the effect that transitions from generic to detailed phenomenology are not noticed as phenomenal changes. Change blindness and inattentional blindness can be analyzed as cases where certain things are phenomenally present, but generically so.

A community's abilities to promote health and maximize its response to public health threats require fulfillment of one of the four elements of public health legal preparedness, the capacity to effectively coordinate law-based efforts across different governmental jurisdictions, as well as across multiple sectors and disciplines. Government jurisdictions can be viewed “vertically” in that response efforts may entail coordination in the application of laws across multiple levels, including local, state, tribal, and federal governments, and even with international organizations. Coordination of (...) legal responses to public health emergencies also may involve a horizontal dimension comprising numerous and diverse sectors, such as public health, public and private health care, emergency management, education, law enforcement, the judiciary, and the military.Although responses to many acute health threats can implicate multiple jurisdictions and sectors, the jurisdictional and sectoral dimensions of legal preparedness are complex and may vary substantially by the nature of a threat, its geographic and geopolitical extent, and the operational response demanded. The selectionist account of behavior is actually a focused discussion of operant selection. To this end, the authors essentially exclude stimuli from their analysis. This exclusion is inconsistent with the importance placed on environmental interaction in their general account. Further, this exclusion limits the generality of their account by missing important sources of stimulus-elicited behavior (e.g., classical conditioning).

_Friedrich Schlegel's Lucinde and the Fragments _ was first published in 1971. For the last century and a half, Friedrich Schlegel has enjoyed a reputation for being the critical grey eminence behind the coming to power of the Romantic Movement. It was Schlegel, in his three series of aphoristic fragments _, who actually first defined and (...) employed the word "romantic" in the present sense; and it was he who in a chaotic, fragmentary, and often mysterious but forceful manner first proclaimed the doctrine that was to usher in the modern age in literature. He too was among the first to put his new program into practice in the shape of his unfinished _Lucinde_,a work variously denounced as pornography and heralded as a forerunner of modern novelistic experimentation, and probably the most famous novel to come out of German Romanticism. Both the _Fragments _and _Lucinde_,along with a brilliant _tour de force_, the "Essay on Incomprehensibility," are available now for the first time in a complete English translation in this volume, together with a brief scholarly introduction. This translation will enable non-German readers to examine at first hand the work of a man whom Rene Wellck has called "one of the greatest critics of history." At a time when the function of criticism is coming once again under close skeptical scrutiny, Friedrich Schlegel's unorthodox, unsystematic but seminal critical mind—all of literature, philosophy, art, and history were grist to his mill—should find many sympathetic readers. The book will be of particular interest to theorists of literature and fiction, comparative literature scholars, and historians of the intellectual history of Germany, and it is appropriate for course use in German and comparative literature classes. There is a large literature on technology adoption and environmental management in agriculture. Included in this literature are debates about the role world view or attitudinal variables play in adoption decisions, and whether smaller farms or larger farms exhibit superior environmental performance or differ in commitment to environmental values. In this paper we attempt to extend the literature in this area by proposing and measuring discrete environmental management approaches among sixty-six farmers in Northern New York. Using key informants interviews, purposeful (...) sampling of farmers and a mail survey we find two environmental management types: (1) the larger-scale conservation farmer; and (2) the alternative/ecological farmer. In evolutionary medicine, researchers characterize some outcomes as evolutionary mismatch. Mismatch problems arise as the result of organisms living in environments to which they are poorly adapted, typically as the result of some rapid environmental change. Depression, anxiety, obesity, myopia, insomnia, breast cancer, dental problems, and numerous other negative health outcomes have all been characterized as mismatch problems. The exact nature of evolutionary mismatch itself is unclear, however. This leads to a lack of clarity about the sorts of problems that (...) evolutionary mismatch can actually explain. Resolving this challenge is important not only for the evolutionary health literature, but also because the notion of evolutionary mismatch involves central concepts in evolutionary biology: fitness, evolution in changing environments, and so forth. In this paper, I examine two characterizations of mismatch currently in the literature. I propose that we conceptualize mismatch as a relation between an optimal environment and an actual environment. Given an organism and its particular physiology, the optimal environment is the environment in which the organism’s fitness is maximized: in other words, the optimal environment is that in which the organism’s fitness is as high as it can possibly be. The actual environment is the environment in which the organism actually finds itself. To the extent that there is a discordance between the organism’s actual and optimal environments, there is an evolutionary mismatch. In the paper, I show that this account of mismatch gives us the right result when other accounts fail, and provides useful targets for investigation. (shrink)

The moral psychology of sympathy is the linchpin of the sentimentalist moral theories of both David Hume and Adam Smith. In this paper, I attempt to diagnose the critical differences between Hume's and Smith's respective accounts of sympathy in order to argue that Smithian sympathy is more properly suited to serve as a basis for impartial moral evaluations and judgments than is Humean sympathy. By way of arguing this claim, I take up the problem of overcoming sympathetic partiality in the (...) construction of a moral point of view, acknowledged by both writers, as my primary platform. My contention is that Humean sympathy is too mechanistic to actually deliver an impartial adjudicatory perspective, and that Smithian sympathy, with its evaluative, imaginative components, succeeds where Hume's account falls short. The paper is comprised of six sections: (i) introductory remarks, (ii) a discussion of Humean sympathy, (iii) a discussion of Smithian sympathy and its distinctness, (iv) a critical analysis of Hume's attempt to correct for sympathetic partiality in the construction of the judicial spectator's general point of view, (v) a critical discussion of sympathetic partiality in Smithian sympathy & (vi) a critical analysis of Smith's construction of the impartial spectator perspective as a moral point of view. Through theoretical discussion, literature review, and a computational model, this paper poses a challenge to the notion that perspective-taking involves a fixed architecture in which particular processes have priority. For example, some research suggests that egocentric perspectives can arise more quickly, with other perspectives (such as of task partners) emerging only secondarily. This theoretical dichotomy–between fast egocentric and slow other-centric processes–is challenged here. We propose a general view of perspective-taking as an emergent phenomenon governed by the interplay among cognitive mechanisms (...) that accumulate information at different timescales. We first describe the pervasive relevance of perspective-taking to cognitive science. A dynamical systems model is then introduced that explicitly formulates the timescale interaction proposed. This model illustrates that, rather than having a rigid time course, perspective-taking can be fast or slow depending on factors such as task context. Implications are discussed, with ideas for future empirical research. (shrink)

This article discusses the way in which a group of contemporary cultural theorists in whose work we see a “new materialism” (a term coined by Braidotti and DeLanda) at work constitutes a philosophy of difference by traversing the dualisms that form the backbone of modernist thought. Continuing the ideas of Lyotard and Deleuze they have set themselves to a rewriting of all possible forms of emancipation that are to be found. This rewriting exercise involves a movement in thought that, in (...) the words of Bergson, can be termed “pushing dualism to an extreme.” By this movement, Deleuze has stated, “difference is pushed to the limit,” that is, using Colebrook’s words, “difference is shown differing.” The article addresses the ways in which modernity’s dualisms (structured by a negative relation between terms) are traversed, and how a new conceptualization, and ontology , of difference (structured by an affirmative relation) comes to be constituted along the way. New materialism leaves behind all prioritizations (implicitly) involved in modern dualist thinking since a difference structured by affirmation does not work with predetermined relations (e.g., between mind and body) nor does it involve a (counter-)hierarchy between terms. The article makes explicit the methodology of the current-day rise of non-dualist thought, both in terms of its non-classificatory mode of (Deleuzian) thinking and in terms of the theory of the time of thought thus effectuated (Lyotard’s notion of ‘rewriting modernity’ is not a post-modernism). Throughout the article we will engage with an example in order to demonstrate the ontology that is being practiced following this methodology: How does a new (feminist) materialism traverse the sexual dualisms that structure modernist (feminist) thinking? This example also shows how a feminist post-modernism (found in the canonical work of Butler) has remained dualist, and what makes new materialism “new.” Freed from a dualist methodology, the modernist emancipatory project comes to full fruition in new materialism. This brief commentary has three goals. The first is to argue that ‘‘framework debate’’ in cognitive science is unresolvable. The idea that one theory or framework can singly account for the vast complexity and variety of cognitive processes seems unlikely if not impossible. The second goal is a consequence of this: We should consider how the various theories on offer work together in diverse contexts of investigation. A final goal is to supply a brief review for readers who are compelled (...) by these points to explore existing literature on the topic. Despite this literature, pluralism has garnered very little attention from broader cognitive science. We end by briefly considering what it might mean for theoretical cognitive science. (shrink)

Groundhog Day (Harold Ramis, 1993) and Only Lovers Left Alive (Jim Jarmusch, 2013) are fantasy films that use the device of practical immortality in order to raise important philosophical questions about what constitutes a good life and to explore the nature of romantic love. Groundhog Day provides fairly conventional answers about how to live a good life by focusing on issues of spiritual redemption, selflessness, and developing one’s human potential. In contrast, Lovers provides a dark portrayal of a civilization on (...) the brink of extinction but offers a glimmer of hope for the future. The lifestyle and values of married vampires Adam and Eve represent an alternative vision of the core values needed to sustain a better world: greater reliance on human imagination, maintaining a sense of wonder and curiosity about the world, creating and appreciating works of art and living in harmony with the natural world. Both films also offer a perspective on the importance of romantic love in living a good life. Although these perspectives often diverge from one another, they do overlap in some interesting ways. The style of film criticism used in this paper is inspired by the film philosophy of Stanley Cavell. (shrink)

In a field dominated by research on moral prescription and moral prediction, there is poor understanding of the place of moral perceptions in organizations alongside philosophical ethics and causal models of ethical outcomes. As leadership failures continue to plague organizational health and firms recognize the wide-ranging impact of subjective bias, scholars and practitioners need a renewed frame of reference from which to reconceptualize their current understanding of ethics as perceived in individuals. Based on an assessment and selection perspective from the (...) field of human resource management, an alternative to conventional deductive-prescriptive approaches is proposed based on a pluralistic concept referred to as moral goodness. An inductive-descriptive theory-building framework is constructed based on three interrelated streams of inquiry to yield insight concerning both formal and informal instances of assessment. Recommendations are proposed for the application of the framework to future research and practice. (shrink)

The question of whether time is its own best representation is explored. Though there is theoretical debate between proponents of internal models and embedded cognition proponents (e.g. Brooks R 1991 Artificial Intelligence 47 139–59) concerning whether the world is its own best model, proponents of internal models are often content to let time be its own best representation. This happens via the time update of the model that simply allows the model’s state to evolve along with the state of the (...) modeled domain. I argue that this is neither necessary nor advisable. I show that this is not necessary by describing how internal modeling approaches can be generalized to schemes that explicitly represent time by maintaining trajectory estimates rather than state estimates. Though there are a variety of ways this could be done, I illustrate the proposal with a scheme that combines filtering, smoothing and prediction to maintain an estimate of the modeled domain’s trajectory over time. I show that letting time be its own representation is not advisable by showing how trajectory estimation schemes can provide accounts of temporal illusions, such as apparent motion, that pose serious difficulties for any scheme that lets time be its own representation. The Frankfurt School attacked Veblen ’ s claims regarding machine-induced rationality in industrial societ y. Their criticisms stemmed in part from the fact that Veblen failed to present his ideas systematically in a formal treatise on either economics or sociolog y, and because he did not use concepts or jargon familiar to the critical theorists. This article thus aims at: (1) demonstrating through textual exegesis the meaning of social rationality in the corpus of Veblen ’ s writing, especiall y The (...) Theory of Business Enterprise (1904); (2) elucidating the problems that arose in the Frankfurt School ’ s critique of Veblen because he used nomenclature and conceptualizations unfamiliar to Herbert Marcuse, Theodor Adorno and Max Horkheimer; (3) reiterating Veblen ’ s thesis on the impact of ‘transfer effects’ on workers interacting with the machine process; and (4) outlining the failure of the Frankfurt School adequately to examine his claims in the American political environment in which they were made. An attempt is made to defend a general approach to the spatial content of perception, an approach according to which perception is imbued with spatial content in virtue of certain kinds of connections between perceiving organism's sensory input and its behavioral output. The most important aspect of the defense involves clearly distinguishing two kinds of perceptuo-behavioral skills—the formation of dispositions, and a capacity for emulation. The former, the formation of dispositions, is argued to by the central pivot of spatial content. (...) I provide a neural information processing interpretation of what these dispositions amount to, and describe how dispositions, so understood, are an obvious implementation of Gareth Evans' proposal on the topic. Furthermore, I describe what sorts of contribution are made by emulation mechanisms, and I also describe exactly how the emulation framework differs from similar but distinct notions with which it is often unhelpfully confused, such as sensorimotor contingencies and forward models.
