Austrian immigration authorities frequently reject the family reunion applications of immigrant workers. They justify their decisions not only on legal grounds but also on the basis of their own often prejudiced judgements of the applicants' ability to `integrate' into Austrian society. A discourse-historical method is combined with systemic-functionally oriented methods of text analysis to study the official letters which notify immigrant workers of the rejection of their family reunion applications. The systemic-functionally oriented methods are used in a detailed analysis of (...) a sample of rejection letters while the discourse-historical method allows this analysis to be intertextually connected to other related genres of discourse and strategies of argumentation, and to the history of post-war immigration in Austria generally. This article discusses different theoretical and methodological approaches in the humanities and social sciences which strive to analyse and understand, interpret and explain texts and discourses in systematic, qualitative ways. After reviewing some of the salient theories in the social sciences, I argue that critical discourse studies require a ‘trichotomy’ consisting of explanation, interpretation and critique. Other approaches such as Ricoeur’s ‘hermeneutic arc’ seem to neglect important structural and material dimensions of context as well as critical self-reflection. Moreover, I argue (...) that much intuitive and non-transparent speculation in Hermeneutics might be transcended if more historical, cultural, linguistic and philological knowledges would be systematically and explicitly integrated into the analysis of text and discourse, in a retroductable manner. In this article, we trace the histories of discourses supporting ‘jobs for natives’ in the UK and Austria using the discourse-historical approach to critical discourse studies. DHA uses four ‘levels of context’ as heuristic devices in critical analysis. In this article, we focus our attention predominantly on the broadest of these, largely eschewing the text internal analysis typical of CDA, in favour of a wider contextual sweep. In this way, we deconstruct and trace the conceptual history of British and Austrian (...) slogans of the extreme right related to issues of un/employment. We argue that slogans such as ‘British Jobs for British workers’ and ‘Austria First’ have been recontextualised into current political rhetoric while carrying historical context-dependent connotations, stemming from pre-World War II colonialism and antisemitism. Hence, we further claim that – although such rhetoric is currently widespread across EU member states – the ideologies and traditions drawn upon are distinct and create specific subtexts to be exploited for political ends; this is part of the discursive strategy of ‘calculated ambivalence’ employed in such rhetoric. While reviewing relevant recent research, it becomes apparent that cognitive approaches have been rejected and excluded from Critical Discourse Analysis by many scholars out of often unjustified reasons. This article argues, in contrast, that studies in CDA would gain significantly through integrating insights from socio-cognitive theories into their framework. Examples from my own research into the comprehension and comprehensibility of news broadcasts, Internet discussion boards as well as into discourse and discrimination illustrate this position. However, I also argue that there (...) are salient limits to cognitive theories which have to be taken into account, specifically when proposing social change via rational/cognitive insights. Examples from recent political debates on immigration and from the election campaign in the US in 2004 serve to emphasize these arguments. (shrink)

Re/reading the Past is concerned with the discourses of history, from the complementary perspectives of Critical Discourse Analysis (CDA) and Systemic Functional Linguistics (SFL). The papers in the book stress the discursive construction of the past, focussing on the different social narratives which compete for official acknowledgement. Issues of collective and cultural memory are addressed, reflecting the "linguistic turn" in the Social Sciences. The book covers a range of discourses, interpreting texts from popular culture to academic discourse including the construction (...) and evaluation of past events in a variety of places around the world. It is especially timely in its focus on the construction of time and value in a post-colonial world where history discourses are central to on-going processes of reconciliation, debates on war crimes, and the issues of amnesty and restitution. As such the book fills a significant gap in interdisciplinary debates as well as in register and genre analysis, and will be of general interest to historians, political scientists and discourse analysts as well as students and teachers of ESP (English for Specific Purposes) and EAP (English for Academic Purposes). This article analyses the discursive construction of collective and individual memories and the functions of commemorative events for the discursive construction of national identities through the example of Austrian post-war commemorative events. Thus, the various attempts to come to terms with the Nazi past in post-war Austria are illustrated in detail. The article will first summarize the socio-political contexts relating to the relevant post-war commemorative years in Austria. Then we will consider sequences of a political speech by the then Austrian (...) chancellor, Dr Wolfgang Schüssel, as one of many possible examples in 2005 which establishes a hegemonic stance towards the Nazi past. Finally, we will discuss our results and illustrate that, in addition to hegemonic discourses, competing narratives aim to provide different answers to the basic question `how should one come to terms with traumatic pasts?' Our results are such that in the hegemonic narrative of Austrian history after 1945, the political event of the Declaration of Independence is represented metaphorically as a `rebirth'; a metaphorical scenario which constructs a `creation myth', and by this anthropomorphization suggests that `newborn' Austria is to be perceived as innocent as a newborn child. On the other hand, the historical events before and after are placed in the cognitive frame of natural disasters or fateful events and a community of victims is discursively constructed comprising the victims of the Nazi terror as well as the soldiers waging the war of aggression. Discursive patterns apparent in this case study can, of course, be generalized to similar communicative events in many nation-states. The specific systematic and explicit linguistic/pragmatic and discourse-analytic methodology presented in this article lends itself to deconstruct official discourses which influence collective beliefs, opinions and ideologies. Research has downplayed the complex discursive processes and practices through which decisions are constructed and blurs the relationship between macro- and micro-levels. The article argues for a critical and ecologically valid approach that articulates how discursive practices are influenced by, and in turn shape, the organizational settings in which they occur. It makes a methodological contribution using decision-making episodes of a senior management team meeting of a multinational company to demonstrate the insights that can be obtained from embedding the Discourse-Historical (...) Approach to Critical Discourse Analysis within a longitudinal ethnography. The approach illuminates the latent and intricate power dynamics and range of potentials of agents, triangulating micro-level discursive strategies with macro-level historical sources and background knowledge on the social and political fields. The article also makes a theoretical contribution by demonstrating the dependency of decision outcomes on often unpredictable and subtle changes in the power—context relationship. (shrink)

At the time of writing, in the summer of 2024, we are confronted with a ‘polycrisis’ (e.g., Tooze 2022). This term is used to describe a situation in which multiple crises do not simply add up to a somewhat bigger crisis, but rather create a significantly different, amplified crisis in which the sub-crises influence each other in interdependent ways. As numerous studies have demonstrated (e.g., Heitmeyer 2024; Roberts 2022; Nowotny 2016), crises engender feelings of uncertainty, insecurity, and subsequently fear (Bauman (...) 2006). The aim of this paper is to pose the overarching question: How do governments and citizens cope with such uncertainties? Les crises provoquent la peur, la panique, l’incertitude et l’impuissance. L’incertitude et l’insécurité mettent à l’épreuve tous les acteurs concernés ; chacun attend des instructions, une planification, des explications et la sécurité. Cependant, nous affrontons des alarmismes, des simplifications, une série de stratégies de légitimation et d’erreurs. Plus précisément, les erreurs sont souvent placées avant les intérêts communautaires, nationaux ou même locaux. Ces évolutions sont illustrées par une analyse qualitative et quantitative détaillée du discours des débats en Autriche, à l’été 2023. Je soutiens que les appels fallacieux au bon sens et à la normalité dépendent de leur contexte, avec des contenus, des fonctions et des effets différents observables. De tels appels instrumentalisent une « politique des émotions » de différentes manières. Ainsi, une nouvelle logique politique est normalisée, remplaçant le discours rationnel, la délibération et la formulation de politiques dirigées par des experts. (shrink)
