The prolongation of lifetimes for an excited atom due to the presence of nearby atoms in the ground state is shown to follow simply from unitarity of the time evolution. We also discuss possible approaches to the detection and the overcoming of various technical obstacles.

The continuous spontaneous localization (CSL) model modifies Schrödinger's equation so that the collapse of the state vector is described as a physical process (a special interaction of particles with a universal fluctuating field). A consequence of the model is that an electron in an atom should occasionally get “spontaneously” knocked out of the atom. The CSL ionization rate for the 1s electrons in the Ge atom is calculated and compared with an experimental upper limit for the rate of “spontaneously” generated (...) x-ray pulses in Ge. This gives, for the first time, an experimental constraint on the parameters which characterize this model (the GRW parameters and the relative collapse rate of electrons and nucleons). It is concluded that the values assigned to the GRW parameters by GRW may be maintained only if the coupling of electrons to the fluctuating field is 0.35% or less than the coupling of nucleons, suggestive of a mass-proportional (and therefore gravitational) collapse mechanism. For other allowed values of the GRW parameters, it is still argued that nucleons should collapse more rapidly than electrons. (shrink)

Political honors are ubiquitous in public life, whether in the form of public monuments, street names, or national holidays. Yet such honors have received scant attention from normative political theorists. Tackling this gap, I begin by criticizing a desert-based approach to political honors. I then argue that morally appropriate honors are best understood as marking and reinforcing the moral commitments of the collective in whose name they are being awarded. I show how this thesis clarifies and organizes core intuitions regarding (...) a variety of honors, from those commemorating slave-owning founders of the United States to the Nobel Peace Prize. This book centers on a relatively neglected theme in the scholarly literature on Hannah Arendt's political thought: her support for a new form of government in which citizen councils would replace contemporary representative democracy and allow citizens to participate directly in decision-making in the public sphere. The main argument of the book is that the council system, or more broadly the vision of participatory democracy was far more important to Arendt than is commonly understood. Hannah Arendt’s conceptualization of political judgement has been a source of much scholarly investigation and debate in recent decades. Underlying the debate is the assumption that at least in her early writings, Arendt had an actor’s theory of judgement. In this article I challenge this common assumption. As I attempt to demonstrate, it relies on a misunderstanding, not only of Arendt’s conception of judgement, but also of her conception of agents in the public realm. Once we discard the assumption of (...) an actor’s theory of judgement, I argue, some important issues in Arendt’s theory of judgement are resolved, enabling us to perceive it as a unified, rather than self-contradictory, theory of judgement. We suggest scattering experiments which implement the concept of “protective measurements” allowing the measurement of the complete wave function even when only one quantum system (rather than an ensemble) is available. Such scattering experiments require massive, slow, projectiles with kinetic energies lower than the first excitation of the system in question. The results of such experiments can have a (probabilistic) distribution (as is the case when the Born approximation for the scattering is valid) or be deterministic (in a semiclassical limit).

For the Jews Mendelssohn was a source of pride, proof that Jews could become integrated into the life of liberal Europe and contribute to its culture without assimilating.Moses Samuel (1795-1860), the Jewish scholar from Bristol who earned his living as a watchmaker and silversmith, was undoubtedly one of Mendelssohn's most fervent admirers. I present a new challenge to the Rawlsian insistence on ideal theory as a compass orienting concrete policy choices. My challenge, focusing on global politics, consists of three claims. First, I contend that our global ideal can become more ambitious over time. Second, I argue that Rawlsian ideal theory’s level of ambition might change because of concrete policy choices, responding to moral failures which can be identified and resolved without ideal theory. This article discusses an aspect of Hannah Arendt’s treatment of the conflict between the Zionists and the Palestinians that has thus far been overlooked in scholarship: her justification of Zionism through the achievements of the Jewish pioneers in cultivating the land, in contrast to the Palestinians’ failure to do so. The inability of natives to cultivate their land was a familiar argument in the history of colonialism, used to legitimize the colonialists’ right to settle a land and often to displace (...) the natives. How should we understand Arendt’s use of this argument? I show that Arendt’s argument should be understood in the context of, first, the recurrence of this argument in Western political thought and practices. Second, the Zionists’—Arendt included—need of legitimizing Jewish settlements in Palestine. And third, the influence of Arendt’s own political philosophy on her understanding of culture in general, and Palestinian culture in particular. (shrink)

Global justice theorists have given much attention to corporations' purchases of state-owned natural resources controlled by dictators. These resources, the common argument goes, belong to the people rather than to those who exercise effective political power. Dictators who rely on violence to secure their political power and who sell state-owned natural resources without authorisation from their people, or from their people's elected delegates, are therefore violating their peoples' property rights. But many dictatorships also distribute natural resource revenue to the population, (...) and stopping to purchase natural resources from them is therefore likely to produce relative deprivation for the people, even while increasing the chances of the people gaining control over their property. Given these circumstances, can corporations buying the people's natural resources from a distributive dictatorship appeal to the people's consent as justification for such purchases? I consider this question by inspecting three types of consent to which resource corporations might appeal. I show that, under the circumstances of natural resource trade with distributive dictatorships, none of these types of consent can obtain. Hence, resource corporations cannot appeal to popular consent to defend their transactions with distributive dictatorships. (shrink)

Global justice seems to be all about "us" treating "them," especially "their" problem of extreme poverty. This article argues that there is such a thing as our problem of global justice, and that it must be both temporally and logically prior to the problem of global justice. In order to establish this thesis, I seek to corroborate three main claims: that our elected governments are actively complicit in dictators' de facto armed robbery of their population's resources; that each democracy as (...) a unitary agent has a duty, which holds independently of poverty questions, to stop profiting from this robbery by boycotting severely oppressive regimes; and that such "democratic disengagement" requires postponing an ideal theory of global justice to a later stage, since the implications of disengagement will be so unprecedented that philosophizing past them means jumping ahead of our time. This essay critically engages proposals by Thomas Pogge and Leif Wenar meant to combat ‘the resource curse.’ Pogge and Wenar call for boycotts against stealing oppressors, sharing the expectation that the boycotts will significantly contribute to economic and political reform in the target countries. In contrast, I argue that liberal democracies should indeed stop trading with dictators and civil warriors, but for inward rather than outward looking reasons. We, the citizens of liberal democracies through our elected governments, ought to boycott (...) severely oppressive regimes for the sake of our own moral integrity*simply in order to stop being complicit in what is effectively massive scale armed robbery. This inward looking thesis is distinctive in three ways. First, it contrasts with the dominant assumption that global reform must be grounded in the achievement of better political and economic outcomes for others. Second, the inward look manages to avoid the profound empirical uncertainty associated with any attempt to predict the direct effects of global rule changes on domestic institutions. Third, by isolating each democracy’s responsibility for each case of illicit trade, the inward looking strategy deals more adequately than the outward view with collective action problems, and therefore has a greater chance of grounding actual reforms, with whatever prospects for better outcomes they may entail.Keywords: resource curse; boycotts; democratic trade; Thomas Pogge; Leif Wenar. Wary of quick statist dismissal of their proposals, cosmopolitans have been careful not to associate themselves with a world state. I argue that this caution is mistaken: cosmopolitans should see the vision of a world state as strategically valuable in exposing weaknesses in statist accounts, particularly of the Rawlsian variety. This strategic value follows if the only cogent arguments against a world state belong to non-ideal theory which assumes non-compliance, rather than to ideal theory with its core assumption of full (...) compliance. If our only convincing reasons to reject a world state are non-ideal, then any liberal theory revolving around separate states must itself be considered a non-ideal theory. As a non-ideal theory, a statist law of peoples cannot be presented as an end-state, but is rather a transitional stage. Yet once seen as a transitional theory, the statist “realistic utopia” can no longer dodge the cosmopolitan charge that it is neither sufficiently realistic nor sufficiently utopian. (shrink)

Moses Mendelssohn (1729–1786) wrote Jerusalem with his back to the wall. His Jewish identity and liberal outlook were challenged in the public sphere of the German Enlightenment, and this was his last opportunity to write a book that would perpetuate the essence of his faith and his values as the first modern Jewish humanist. The work, which moves between apologetics for his faith and political and religious philosophy was primarily a daring essay that categorically denied the rule of religion and (...) advocated tolerance and freedom of thought. Neither the state nor the church had the right to govern a person’s conscience; and, no less far-reaching and pioneering: these values are consistent with Judaism. In the summer of 1783, seven years after the resounding voice of protest against tyranny and in favor of liberty and equality was heard in the American Declaration of Independence, less than six years before the French Revolution, but only two years and two months before his death, the man who was called the “German Socrates,” a highly prominent figure in the Enlightenment, published one of the fundamental documents in Jewish modernity. Can we talk about "the people" as an agent with its own morally important integrity? How should we understand ownership of public property by "the people"? Nili develops philosophical answers to both of these questions, arguing that we should see the core project of a liberal legal system – realizing equal rights - as an identity-grounding project of the sovereign people, and thus as essential to the people's integrity. He also suggests that there are proprietary claims that are intertwined in (...) the sovereign people's moral power to create property rights through the legal system. The practical value of these ideas is illustrated through a variety of real-world policy problems, ranging from the domestic and international dimensions of corruption and abuse of power, through transitional justice issues, to the ethnic and religious divides that threaten liberal democracy. Political theory lacks a compelling account of public property. Addressing this gap, I present a “deep public ownership” model, according to which the body politic ultimately owns all the resources within its jurisdiction. I argue that this model is compatible with liberal intuitions regarding private property. I then contend that the model expands the scope of government’s duty to uphold the equality of all citizens, by challenging private property constraints on antidiscriminatory government policies. I anticipate the worry that the model (...) supports excessive government intrusion into private affairs. I close by discussing abuse of public property by elected leaders. (shrink)

This essay aims to advance the general discussion of hypocrisy in moral and political philosophy as well as normative policy debates regarding democratic sanctions against autocracies that often trigger charges of hypocrisy. In the process of making sense of these charges, I articulate and tackle three general puzzles regarding hypocrisy complaints. The first—the inaction puzzle—asks why a charge of hypocrisy should have any effect on the moral assessment of an agent’s actions, as distinct from the agent’s character or attitudes. The (...) second—the ambivalence puzzle—asks why we often react to hypocrisy charges with seemingly paradoxical ambivalence, recognizing such charges for the transparent deflections they often are, but also granting their normative force. The third—the preemption puzzle—asks why hypocrisy charges do not entirely lose their force when their targets openly concede that they too have suffered from the same flaws that they highlight in others. I argue that sustained reflection on each of these puzzles can enrich—and be enriched by—normative analysis of democratic sanctions. (shrink)

This article asks how global tax reform relates to other emerging proposals for global economic reform. Specifically, I will try to contribute to the philosophical understanding of this relationship, by comparing global tax reform with a reform seeking to end dictators’ trading privileges in their peoples’ natural resources. Through this comparison, I intend to establish two main claims. At a concrete, practical level, I hope to show that reform of dictators’ resource privilege will be easier to initiate than legal reform (...) against global tax avoidance. Yet the heart of this essay is dedicated to supporting this claim through an argument at a more abstract, methodological level, which intends to make a broader contribution. This argument focuses on a key obstacle facing global taxation reforms, in the form of collective action problems. My key conceptual contribution lies in an attempt to distinguish between two forms of collective action situations, arguing that only one of them involves moral collective action problems, while in the other these problems dissolve. I seek to show that this fortunate case obtains for reform of dictators’ resource privilege, but not for global tax reform. (shrink)

Thomas Pogge has been challenging liberal thinking on global politics, often through critical engagement with John Rawls’ work. Pogge presents both normative and empirical arguments against Rawls: normatively, Rawls’ domestic Theory of Justice and global Law of Peoples are incompatible ideal theories; empirically, LP is too removed from the actual world to guide the foreign policy of liberal societies. My main purpose here is to contest the first, ideal theory criticism in order to direct more attention to the second, non-ideal (...) objection. I argue against Pogge that TJ and LP can be read as coherent, once one employs a Rousseauian rather than Pogge’s economic Kantian reading of TJ. The first two sections present Pogge’s view of TJ and contrast it with a Rousseauian alternative that is less cosmopolitan and economic and much more focused on the democratic and sovereign context of justice as fairness. The third section seeks to refute Pogge’s incoherence arguments, which encompass the identity of the parties to the international original position, their motivations and their decisions. The monadic second-order theory of trees allows quantification over elements and over arbitrary subsets. We classify the class of trees with respect to the question: does a tree T have a definable choice function (by a monadic formula with parameters)? A natural dichotomy arises where the trees that fall in the first class don't have a definable choice function and the trees in the second class have even a definable well ordering of their elements.
