Since the fall of communism in 1989 Southeast Europe has been a site of far-reaching societal transformation, much of it marked by political crisis, economic upheaval, ethnic tension, and bitter war. The book comprises articles investigating the history and development of civil society in post-communist Southeast Europe. How is civil society to be grasped, what are the historical factors shaping the civil societies of the region?, what is the function of civil society in the transition to (...) democracy and a market-economy?, and what are the prospects for the future development of the civil societies of the region in an age of globalization?, –these are just a few of the major questions addressed in this collection of articles. Many of the authors are social scientists, philosophers, and activists from the region, offering first-hand critical analysis of the state of civil society in Southeast Europe and suggesting theoretical and practical strategies for the future course of its development. Recent anti-governmental social movements in countries of former Yugoslavia have awakened the spirit of contention which had been dormant for almost two decades. The overwhelming economic deprivation, accompanied by the massive violation of basic human rights of the citizens, urged the challengers to take the streets.This paper is focused on comparison of two movements, the “Citizens for Macedonia” movement in the Republic of Macedonia and the “Bosnian Spring” in Bosnia and Herzegovina, highlighting the role and influence of movements on the (...) occurrence of policy outputs which articulated claims put forward by social movement organizations as well as other movement actors in the two respective countries. The analysis will be conducted taking into consideration specific social movement related variables like forms/types of claims-making and repertoires of action, as well as wider political process factors such as repression by state actors, and the attitude of allies and opponents of the movements.Regarding the methodological approach, we will apply a mixed comparative research design, with variation both on side of the independent and the dependent variables. Since the outcomes of the movements are already tangible, we will also apply elements of process tracing methodology, reconstructing the events as much as possible. My primary data collection tools encompass in-depth interviews with four specific categories of interviewees as well as thorough document analysis referring to the policy outputs. (shrink)

Notwithstanding the advantages of physical power, the struggle for survival among societies is not merely a matter of serial armed clashes but of the nation's spiritual resources that in the end always decide upon the victory.

U radu ću identificirati neke primjere kulturnih sukoba koji uključuju religiju, preispitati neka ponuđena rješenja takvih sukoba, i razmotriti može li religija u bilo kojem smislu biti dio tog rješenja. Također ću ponuditi neke modele religije unutar granica demokracije – modele za koje smatram da su relevantni za demokracije na jugoistoku Europe. U predstavljanju ovih modela, tvrdim da se plodonosan pristup može pronaći u recentnim djelima kanadskog filozofa Charlesa Taylora.In this paper, I identify some examples of cultural clash that (...) involve religion, review some proposed solutions to such clashes, and discuss whether religion in any sense can be part of that solution. I also provide some models of religion within the limits of democracy – models which, I suggest, are relevant to the democracies in Southeast Europe. In presenting these models, I claim that a fruitful approach is found in the recent work of the Canadian philosopher, Charles Taylor.Dans cet article, j’identifie quelques exemples de chocs culturels qui impliquent la religion, j’examine certaines solutions proposées pour de tels conflits, et j’aborde la question de savoir si la religion dans un quelconque sens puisse faire partie de cette solution. Egalement, je fournis quelques modèles de religion à l’intérieur des limites de la démocratie, des modèles qui, je le suggère, sont pertinents pour les démocraties du sud-est de l’Europe. En présentant ces modèles, j’affirme qu’une approche fructueuse se trouve dans les récents travaux du philosophe canadien Charles Taylor.Im vorliegenden Aufsatz identifiziere ich eine Anzahl Exempel für religionsmotivierte kulturelle Auseinandersetzung, nehme einige Lösungskonzepte für solche Konflikte in Augenschein und diskutiere über die Tauglichkeit der Religion, in irgendeinem Sinne ein Bestandteil dieser Lösungswege zu werden. Darüber hinaus liefere ich einige Religionsentwürfe innerhalb der Demokratiegrenzen – Modelle, die sich meines Erachtens als maßgebend für die Demokratien Südosteuropas erzeigen. This essay takes a critical and reflective look at two recently published books on contentious politics in the Balkans and Eastern Europe: Social Movements in the Balkans and Ideology and Social Protests in Eastern Europe. Focusing on regions somewhat neglected in scholarly analyses of the recent global upsurge of protests, these books aim to fill the gap by highlighting some contextual and regional specificities: a position of economic and geo-political periphery, weak or unconsolidated democratic institutions, post-socialist and transitional (...) environments, societal divisions, etc. By critically assessing both contributions, in a manner that looks for their complementarity, this essay: examines the characteristics of popular mobilizations and grievances in Southeast and Eastern Europe; questions dominant narratives of political and economic transition and EU integration; re-evaluates socialist heritage and post-socialist political trajectories; discusses the possibilities of articulating political alternatives to representative democracy and free market economy; and addresses the burden of conflicting memories and attitudes towards the region?s socialist past. This article is concerned with the examination of the attitudes of the in two regions of the globe, both with respect to basic relations between citizen and state and with respect to the extent to which affects these relations. These questions have too long been discussed primarily at the level of elites or on the basis of assumptions or about what the reactions of the people at large may be. With regards to its origin, foundation and development, bioethics is a relatively new discipline, scientific and theoretical field, where different and even contradicting definition models and methodological patterns of its formation and application meet. In some philosophical orientations, bioethics is considered to be a sub-discipline of applied ethics as a traditional philosophical discipline. Yet in biomedical and other sciences, bioethics is designated as a specialist scientific discipline, or a sort of a new medical ethics. The concept of integrative bioethics as (...) an interdisciplinary scholarly and pluriperspectivistic area goes beyond such one-sided determinations, both philosophical and scientistic, and intends to integrate the philosophical approach to bioethics with its particular scientific contents, as well as different cultural dimensions and perspectives. This concept of integrative bioethics has gradually developed at philosophical and interdisciplinary conferences and institutions on the “bioethical islands” of the Croatian Mediterranean. In this paper, the author follows the formation, development and prospects of integrative bioethics in the wider region of the Mediterranean and Southeast Europe. (shrink)

This book is concerned with the social and political aspects of regional groupings, particularly how citizenship education fares in regional contexts. The European Union has revolutionised its political and economic aims into more encompassing social and political goals. The Association of Southeast Asian Nations, on the other hand, is still moving towards fuller integration in social and economic terms as South East Asian nations seek a greater role on the global stage and particularly in the global economy. EU and ASEAN have drawn up educational frameworks that collectively work to harness educational achievements which in turn work to fulfill social and economic objectives at the regional level. The concept of Integrative Bioethics is the idea of an equal discussion between different ethical concepts from different backgrounds. This concept is not only suitable for the specific situation in Southeast Europe. It can also be a basis to affect the ethical discourse in other parts of the world, either with a homogeneous historical background or within a very diverse ethical setting. With this essay I will try to point out the possibilities for the discussion of ethical problems (...) in other parts of the world if the core idea of Integrative Bioethics is added to bioethical discussions. It seems to be a chance to find a way to deal with the differences between traditional and modern concepts of ethics. Der Entwurf der integrativen Bioethik steht für die Idee einer gleichgestellten Auseinandersetzung zwischen verschiedenerlei ethischen Konzepten aus differenten Hintergründen. Dieses Schema ist nicht lediglich am außerordentlichen Beispiel des Südosteuropas verwendungsfähig. Es könnte gleichermaßen als Basis zur Einflussnahme auf den ethischen Diskurs in den restlichen Regionen der Welt fungieren, entweder jenen mit einem homogenen historischen Hintergrund oder denjenigen mit einer mannigfaltigen ethischen Färbung. Innerhalb dieses Essays wage ich den Versuch, auf die Möglichkeiten zur Debatte über ethische Angelegenheiten in anderen Teilen der Welt zu verweisen, sollte die Kernidee der integrativen Bioethik den bioethischen Erörterungen hinzugefügt werden. The idea of integrative bioethics undoubtedly represents both an intellectual product of the region of Southeast Europe and a certain novum, most certainly when it comes to the theoretical and practical limits of bioethics, which streams from principles. The conceptual footholds of integrative bioethics are characterized by historical-philosophical connections to an intellectual heritage of most European thinkers. This paper will, thus, focus on three authors: St. Francis of Assisi, Fritz Jahr and Albert Schweitzer. Their intentions can generally be (...) defined as a search for guidelines − non-anthropocentric, non-reciprocal and not simply formal ones − which should underline our everyday actions. The intended overview wishes to provide grounds for a reconstruction of the specific tradition of bioethics thought in Europe. This overview also wishes to emphasize the history of an idea rather than its geographical settings. Nevertheless, the idea of integrative bioethics reveals itself as a solid alternative to the reduced, principle-oriented bioethics that has grown from an effort embedded in the works of North America’s authors. Economic theory and practice of developed countries have shown that the good functioning of market economies requires the existence of stable institutions that are effective in the application of legal rules as a precondition for the proper functioning of the economic and fiscal system. In the process of building a market economy in Southeast European countries, along with the sector of legal economy there coexists a large sector of shadow economy, tax evasion and high levels of corruption. Analyses made (...) by many authors and relevant national and international institutions estimate that the amount of the shadow economy, tax evasion and corruption in the analyzed countries despite a declining trend in the last decade continues to be at the level of 25-50% compared with the legal sector of the economy. The author aims through a comparative approach to analyze the level of the shadow economy, tax evasion and corruption in the economies of Southeast Europe and provides some recommendations for governments to overcome these negative phenomena. Internet usage data from around the globe show that adolescents are the most frequent Internet users, but mostly for leisure activities and maintaining social contacts. In the present study, we focused on Internet use for e-services, which could improve youth efficiency in the financial domain and bridge the online divide in youth. Specifically, we explored how societal constructs influence the use of the Internet for online shopping, e-banking and communication with providers of goods and services online. We used a representative (...) sample of adolescents from 10 countries of Southeast Europe where a great variability in Internet use is present, and where the use of e-services is generally lower than the EU average. This also allowed for meaningful cross-country comparisons. We tested a structural equation model of values predicting the use of the Internet through institutional trust which was grounded in social capital theory, cultural theory and Schwartz human values model. The model exhibited a good fit to the data but the strengths of regressional paths were rather modest. Looking into the cross-country stability of the model, however, revealed some notable differences: while the relationship between trust and use of the Internet for e-services was modest in some countries, the relationship was insignificant in other countries, where Internet usage is lower in general. This suggests that strategies aimed at leveraging e-services and digital technology potential in youth should also account for cultural specificities in the transitional economies and cultural settings with sub-optimal adoption of digital services.
