Hibakusha are “witnesses” of the atomic bombings, not just in a standard sense but also in the instrumental sense. For medical and scientific experts, hibakusha are biological resources of unparalleled scientific value. Over the past seventy years, the hibakusha bodies have narrated what it means to be exposed to radiation. In this paper, I explore studies at the Atomic Bomb Casualty Commission that examined hibakusha bodies as sites where risk could be read. I focus on a period from the mid-1950s (...) to 1975, during which new methods, practices, and technologies allowed ABCC scientists to investigate chromosomes as a way to study radiation exposure and human risk. By focusing on chromosomal aberrations, ABCC scientists connected their work directly to the emerging infrastructure for radiobiology at the time. ABCC administrators actively sought out such prestige, especially given their relationship with the Atomic Energy Commission. The shift in approach would also alleviate some public relations problems with which the institution was struggling. Launching a cytogenetics program required some older practices that had assumed American privilege and dominance to be abandoned. Eventually, the decision to let chromosomes speak of radiation exposure brought about fundamental changes in ABCC, which came to symbolize the model for future studies at the organization, especially as ABCC was transitioning to a US-Japan binational organization. More broadly, this case highlights the intricate scientific negotiation of radiation risk where uncertainties necessarily prevail. (shrink)

The ArgumentJapanese eugenic discourse and institution building contrast sharply with comparable movements elsewhere. As a social-intellectual phenomenon, Anglo- American eugenics considered the Japanese racially inferior to Western peoples; yet eugenic ideals and policies achieved a remarkable popularity in Japan. Most of mainstream Japanese genetics was derived from orthodox Mendelian roots in Germany and (to a lesser degree) the United States. But French-style Lamarckian notions of the inheritability of acquired characters held surprising popularity among enthusiasts of eugenics. Japanese eugenicists could condemn (...) the actions of foreign eugenicists like Charles Davenport in the United States for their efforts to forbid Japanese immigration in the 1920s, yet appeal to these same eugenicists as a source of legitimacy in Japan.These paradoxes can partly be explained against a background of relative isolation in a period of profound social change. Few Japanese eugenicists had close personal contact with foreign eugenicists, and most of their knowledge was acquired through reading rather than direct exposure. The eugenic ideal of ethnic purity was attractive to a society long accustomed to monoracial self-imagery. The need to defend national independence in an era of high imperialism seemed to require the most up-to-date policies and ideas. And Japan's own acquisition of an overseas empire seemed to demand a population management philosophy ostensibly based on scientific principles. These and other forces supported the implementation of eugenic policies and prescriptions among the Japanese people in the first half of the twentieth century. (shrink)

This paper explores the eugenic thought of Yamanouchi Shigeo (1876–1973), who was trained in plant cytology under the tutelage of botanist and eugenicist John Coulter (1851–1928) in the USA, and later became one of the early and important popularizers of eugenic ideas in Japan. His career demonstrates a direct link between Japanese and US eugenics. Despite his academic training and research at various internationally renowned institutions, numerous publications, and longevity, his life has received little scholarly attention. By the early twentieth (...) century, most biologists in Japan, as in the USA, began accepting Mendelian evolutionary theory and rejecting the Lamarckian notion of inheritance of acquired characteristics. However, Yamanouchi Shigeo's eugenic view represents a paradox: he was a Mendelian cytologist sympathetic to Lamarckism. Was his ‘nurture’‐oriented eugenic view unscientific? Is that why he was largely ignored in the history of botany in Japan? This study attempts to answer these questions and to analyse the origins and distinct features of Yamanouchi's eugenic ideas by situating Yamanouchi's eugenic thought historically and culturally. After examining his scientific papers, popular writings, and documents of various organizations to which he belonged, I argue that Yamanouchi's ‘softer’ (or less biologically deterministic) perspective may have reflected the Japanese desire to catch up with the dominant ‘race’ by using eugenics without accepting permanent inferior status. In recent years, ethical questions related to the development of artificial intelligence are being increasingly discussed. However, there has not been enough corresponding increase in the research and development associated with AI technology that incorporates with ethical discussion. We therefore implemented an organic and dynamic tool for use with knowledge base of AI ethics for engineers to promote engineers’ practice of ethical AI design to realize further social values. Here, “organic” means that the tool deals with complex relationships among different (...) AI ethics. “Dynamic” means that the tool dynamically adopts new issues and helps engineers think in their own contexts. Data in the knowledge base of the tool is standardized based on the ethical design theory that consists of an extension of the hierarchical representation of artifacts to understand ethical considerations from the perspective of engineering, and a description method to express the design ideas. In addition, we apply the dynamic knowledge management model called knowledge liquidization and crystallization. To discuss the effects, we introduce three cases: a case for the clarification of differences in the structures among AI ethics and design ideas, a case for the presentation of semantic distance among them, and a case for the recommendation of the scenario paths that allow engineers to seamlessly use AI ethics in their own contexts. We discuss the effectiveness of the tool. We also show the probability that engineers can reconstruct AI ethics as a more practical one with professional ethicists. (shrink)

Ethical aspects in engineering design have become increasingly important in recent years. A typical example is the recent rise of artificial intelligence ethics. This paper applies user studies of a design support tool to empirically verify that our ethical framework improves the creativity of an engineer’s design activity. The design support tool provides an environment for the promotion of ethical design perspectives and description. The experiments focus on two functionalities: semi-automatic generation and scenario path recommendation. These functions are designed around (...) the application of ethical design theory, which extends the hierarchical representation of artifacts. Doing this enables users to reconsider their themes at the highest level of the hierarchy and to apply a wider conceptual space of design solutions. For example, by reconsidering the positions of their research themes in the space of the representation field, users can semi-automatically edit them and identify focal areas. Using the scenario path recommendation, designers can update their research themes after considering the ethical impacts of those themes on stakeholders. Both functions are realized by exploiting a knowledge base of ethical and technological discourses. Finally, the ethical design theory is updated based on some unexpected results of our user studies with regards to the cyclic relationship among theory, tools, and observed data. Real-world walking activity is important for poststroke patients because it leads to their participation in the community and physical activity. Walking activity may be related to adaptability to different surface conditions of the ground. The purpose of this study was to clarify whether walking adaptability on an uneven surface by step is related to daily walking activity in patients after stroke. We involved 14 patients who had hemiparesis after stroke and 12 healthy controls. The poststroke patients were categorized as least (...) limited community ambulators or unlimited ambulators. For the uneven surface, the study used an artificial grass surface. The subjects repeated even surface walking and the uneven surface walking trials at least two times at a comfortable speed. We collected spatiotemporal and kinematic gait parameters on both the even and uneven surfaces using a three-dimensional motion analysis system. After we measured gait, the subjects wore an accelerometer around the waist for at least 4 days. We measured the number of steps per day using the accelerometer to evaluate walking activity. Differences in gait parameters between the even and uneven surfaces were calculated to determine how the subjects adapted to an uneven surface while walking. We examined the association between the difference in parameter measurements between the two surface properties and walking activity. Walking activity significantly and positively correlated with the difference in paretic step length under the conditions of different surface properties in the poststroke patients and step width in the healthy controls. The strategy of increasing the paretic step length, but not step width, on an uneven surface may lead to a larger base of support, which maintains stability during gait on an uneven surface in poststroke patients, resulting in an increased walking activity. Therefore, in poststroke patients, an increase in paretic step length during gait on an uneven surface might be more essential for improving walking activity. (shrink)

The aggregation of individual judgments on logically connected issues often leads to collective inconsistency. This study examines two collective decision-making procedures designed to avoid such inconsistency—one premise-based and the other conclusion-based. While the relative desirability of the two procedures has been studied extensively from a theoretical perspective, the preference of individuals regarding the two procedures has been less studied empirically. In the present study, a scenario-based questionnaire survey of participant preferences for the two procedures was conducted, taking into consideration prevailing (...) social norms in the society to which the participants belong and the heterogeneity of the participants’ past experiences. Results show that a minority opinion not matching a prevailing social norm is more likely to be supported when the conclusion-based procedure is used. This can be explained by a basic property of the conclusion-based procedure: The procedure does not require voters to reveal their reasons for reaching a particular conclusion. This property proves appealing for participants who have a minority opinion. Such a finding is highly relevant to future studies on strategic behaviors in choosing a collective decision-making procedure. (shrink)

This article considers social choice theory without the Pareto principle. We revisit the trade-off theorem developed by Campbell and Kelly (Econometrica 61:1355–1365, 1993) and generalize their result. By introducing an alternative measure of decisive structure, a dominance relation, we show that if a social welfare function dominates another social welfare function, then the number of pairs of alternatives which social ranking is independently of individual preferences under the former is not more than that under the latter. Background: Patients in different countries have different attitudes toward self‐determination and medical information. Little is known how much respect Japanese patients feel should be given for their wishes about medical care and for medical information, and what choices they would make in the face of disagreement. Methods: Ambulatory patients in six clinics of internal medicine at a university hospital were surveyed using a self‐administered questionnaire. Results: A total of 307 patients participated in our survey. Of the respondents, 47% would accept (...) recommendations made by physicians, even if such recommendations were against their wishes; 25% would try to persuade their physician to change their recommendations; and 14% would leave their physician to find a new one. Seventy‐six percent of the respondents thought that physicians should routinely ask patients if they would want to know about a diagnosis of cancer, while 5% disagreed; 59% responded that physicians should inform them of the actual diagnosis, even against the request of their family not to do so, while 24% would want their physician to abide by their family's request and 14% could not decide. One‐third of the respondents who initially said they would want to know the truth would yield to the desires of the family in a case of disagreement. Interpretations: In the face of disagreement regarding medical care and disclosure, Japanese patients tend to respond in a diverse and unpredictable manner. Medical professionals should thus be prudent and ask their patients explicitly what they want regarding medical care and information. (shrink)
