    Contrary to the assumptions of empiricist philosophies of science, the theory-laden character of data will not imply the inherent failure (subjectivity, circularity, or rationalization) of instruments to expose nature's secrets. The success of instruments is credited to scientists' capacity to create artificial technological analogs to familiar physical systems. The design of absorption spectrometers illustrates the point: Progress in designing many modern instruments is generated by analogically projecting theoretical insights from known physical systems to unknown terrain.     Despite the fact that the role of learning is recognised in empirical and theoretical work on sense of agency , the nature of this learning has, rather surprisingly, received little attention. In the present study we consider the contribution of associative mechanisms to SoA. SoA can be measured quantitatively as a temporal linkage between voluntary actions and their external effects.     Institutional Review Boards are mandated to carry out the requirements of the Common Rule, and it is widely agreed that they are appropriate and necessary mechanisms to ensure the ethical conduct of human research. In this paper, we suggest that the changes proposed in ANPRM, although generally helpful, fail to take into consideration how IRBs actually review applications and therefore do not adequately address some of the problems that may be leading to ineffective human subject protection.
