Algorithms are used to calculate and govern varying aspects of public life for efficient use of the vast data available about citizens. Assuming that algorithms are neutral and efficient in data-based decision making, algorithms are used in areas such as criminal justice and welfare. This has ramifications on the ideal of democratic self-government as algorithmic decisions are made without democratic deliberation, scrutiny or justification. In the book Democracy without Shortcuts, Cristina Lafont argued against “shortcutting” democratic self-government. Lafont’s critique of shortcuts (...) turns to problematise taken-for-granted practices in democracies that bypass citizen inclusion and equality in authoring decisions governing public life. In this article, I extend Lafont’s argument to another shortcut: the algocratic shortcut. The democratic harms attributable to the algocratic shortcut include diminishing the role of voice in politics and reducing opportunities for civic engagement. In this article, I define the algocratic shortcut and discuss the democratic harms of this shortcut, its relation to other shortcuts to democracy and the limitations of using shortcuts to remedy algocratic harms. Finally, I reflect on remedy through “aspirational deliberation”. (shrink)

During the Cold War, political thinkers in the West debated the balance between the requirements of liberal democracy and national security. This debate is relevant to East Asia and especially to Korea, where an ideological-military standoff between a democracy and a totalitarian system persists. The thinkers often identified as "Cold War liberals"--Isaiah Berlin, Karl Popper, Raymond Aron, Friedrich Hayek, and Michael Oakeshott--are worth revisiting in this context. Of these, Oakeshott is the least well understood in East Asia and therefore particularly (...) deserving of attention. His ideas about the limits of rationalism in politics, the irrelevance of conventional views of liberalism and conservatism, how constitutional democracy should be defined, and how it can be defended against various forms of anti-liberal politics are especially valuable. Globalization can undermine as well as enable public discourse at the national, international, and supranational levels. A challenge for political theory is to imagine how a global public realm might be constituted. Because the public realm has flourished in states whose citizens are related under the rule of law, one might ask whether this model of civil association can be extended to a broader and potentially universal context. Given the contingent obstacles to a global state, realizing civil association globally implies (...) a universal confederation of rule‐of‐law states. If the public realm means free deliberation on the laws of a civil association, the ‘global public realm’ would include deliberation at all three levels. (shrink)

Indeed, the careful reading of his published and unpublished writings that Terry Nardin provides here shows that Oakeshott's concerns have been primarily philosophical, not political. SummaryThe transmission of ideas about sovereignty and its related practices from one time, place, or intellectual context to another is sometimes characterised as a process of ‘diffusion’ or even ‘contagion’. Intellectual historians may use such metaphors but the explanations they provide are historical, not scientific. Sovereignty was transmitted when European states brought their forms of government to other peoples and when those peoples embraced such forms in declaring their independence from imperial rule. It was also transmitted when the idea of (...) sovereignty was itself transformed in the course of these and other historical passages. Nardin uses the Eastern European experience of the late 1980s and the works of Adam Michnik and Vaclav Havel to demonstrate the traditional cosmopolitan Kantian notion of morality in the "appeal to universal human values." Nardin uses three major elements to argue the impossibility of such a concept: "the law of nature," based on Stoic and Judeo-Christian foundation, focusing on reason and rationality of the individual rather than custom or divine authority; the uniqueness of various cultures challenging the (...) universal "cosmopolitan" outlook on morality; and the differences among universal principles of morality relative to personal human experiences throughout time. Nardin concludes that the moral renewal in Eastern Europe is evidence that destructive consequences of moral diversity do not preclude a civil society once agreements on authoritative principles and laws are institutionalized. Thinking about international affairs has oscillated between idealism and realism throughout the modern period. Moralists continue to search for a way to combine what is reasonable in each in an ethically defensible middle between those extremes.

The word ‘rationality’ and its cognates, like ‘reason’, have multiple contexts and connotations. Rational calculation can be contrasted with rational interpretation. There is the rationality of proof and of persuasion, of tradition and of the criticism of tradition. Rationalism can be reasonable or unreasonable. Reason is sometimes distinguished from revelation, superstition, convention, prejudice, emotion, and chance, but all of these also involve reasoning. In politics, three views of rationality – economic, moral, and historical – have been especially important, often defining (...) approaches to politics and political theory such as utilitarianism and rational choice theory. These approaches privilege positive or natural law, responsibilities, or human rights, and emphasize the importance of culture and tradition, and therefore meaning and context. This book explores the understanding of rationality in politics and the relations between different approaches to rationality.
