One of the most intriguing and painful anomalies of the modern world—so diffused that it has almost become a universal culture— is the incredible number of individuals and groups who kill, torture, burn, kidnap, imprison or merely outrage other people with a clear conscience when a political motive may be alleged. Added to them is the much larger number of people and institutions that tolerate, approve, encourage, praise and even bless that type of behavior when it occurs within a (...) political context. Included in this generic political violence is „the kind of behavior that is much more serious and that we may call terrorist, the behavior of those who seek to impose their will through the commission of atrocities that sow a generalized terror or a panic fear, and then to manipulate the reactions these atrocities provoke. Here “private” terrorists, as well as “semi-state” and “state” terrorists commit acts that would not be tolerated in normal, non-political life, and the public that approves this conduct would never accept it if it occurred in everyday life. Terrorism is politically motivated violence directed against noncombatants. It is no doubt as ancient as organized warfare itself, emerging as soon as one society, pitted against another in the quest for land, resources, and dominance, was moved by a desire for vengeance, or, found advantages in operations against ‘soft’ targets. While terrorist violence has been present in the conflict between Jews and Arabs over Palestine for over eighty years, the prevalence of the rhetoric of ‘terror’ to describe Arab violence (...) against Israeli and Western targets, is a more recent phenomenon. This rhetoric has fostered the popular perception that Arab terrorism is the central problem in the Middle East crisis, and that once solved, progress can be made on other issues. Nothing could be more illusory. The Western obsession with Arab terrorism not only overlooks the fact that terrorist activity has been reciprocal, but, more generally, that attempts to remove an effect without touching its causes are utterly futile. Terrorism between Arabs and Israelis is the product of deep divisions, entrenched strategies, and fundamental grievances, and it will not disappear so long as both sides cling to their present political ambitions and convictions. No informed discussion can ignore its historical and political context. At the same time, terrorism is the most noticeable and tragic aspect of a bitter struggle, and any serious attempt to grasp the goals, methods, and passions of either party must realize that it has been central in giving the conflict the shape it has. Given the current volatile socio-political environment and the massive increase in the incidence of terrorism, it is imperative that government agencies rapidly realize the possibility of cyber space exploitation by terrorist organizations and state players to disrupt the normal way of life. This article revisits the controversy over the Slovenian philosopher Slavoj Žižek’s sympathetic, yet critical and provocative, views on Islam and fundamentalist terrorism as developed in his ‘A Glance on the Archives of Islam.’ Žižek, I argue, offers an original reading of the universality of Islam and its political potentiality, by reactualizing the originary impulse in Hegel’s dialectical analysis of Islam as endogenous to the series of monotheistic religions, without falling into the trap of either Hegel’s racist Orientalist, Eurocentric, (...) and Islamophobic views about Islam or their antithetical Islamocentric views. First, I show that Žižek rejects Hegel’s emphasis on both Islam’s temporal incongruity and the Islamic unique conception of an abstract and transcendent God. Instead, Žižek reloads Hegel’s dialectical views and manages to resolve the deadlock in Hegel’s approach to Islam that could not account for the universality of Islam. Second, I draw out the political aspect of Žižek’s philosophical analysis of Islam, by examining his claim that Islam is the most politicized religion today. Grounding the emergence of political Islam in the encroachment of modernization project on the Islamicate world, he notes the ambiguity about sacrifice (martyrdom and terrorism) in Islam and attributes the rise of Islamic extremism (violence) to the contradictions and impasses of the global capitalist system. Tough anti-terrorism policies are often defended by focusing on a fixed minority of the population who prefer violent outcomes, and arguing that toughness reduces the risk of terrorism from this group. This reasoning implicitly assumes that tough policies do not increase the group of 'potential terrorists', i.e., of people with violent preferences. Preferences and their level of violence are treated as stable, exogenously fixed features. To avoid this unrealis- tic assumption, I formulate a model in which policies can (...) 'brutalise' or 'appease' someone's personality, i.e., his preferences. This follows the endogenous prefer- ences approach, popular elsewhere in political science and economics. I formally decompose the effect of toughness into a (desirable) deterrence effect and an (un- desirable) provocation effect. Whether toughness is overall effi cient depends on which effect overweighs. I show that neglecting provocation typically leads to toughness exaggeration. This suggests that some tough anti-terrorism policies observable in the present and past can be explained by a neglect of provocation. (shrink)

In my book The Myth of the Closed Mind: Understanding How and Why People are Rational I felt it was important to deal with the issue of terrorism by consulting explanatory theories of human behaviour and the substantial research on the strategic pattern of terrorist incidents over the decades, led principally (...) by Professor Robert Pape of Chicago University. -/- To defeat your enemy, you must first understand him. Strangely, we must first grant that, though morally depraved, terrorists are rational: they concoct and execute detailed plans with definite strategic goals in mind. Only once we have granted the terrorist a rational mind can we, in the end, create peace. My argument is that while religion may have a small role in terrorism, it is principally politics, or the logic of territorial control, that is the key to understanding the threat we face. -/- This extract from my book is principally about Al Qaeda, but a similar analysis applies to ISIS, the current greatest threat to our peace in the west. -/- The strategic goal of Al Qaeda was simply to repulse what they saw as foreign intervention. ISIS has the same goal, but in order to continue its growth as a state in the sense of a monopoly of coercion over a given geographical area. -/- ISIS, a rogue state that arose in ungoverned space created unintentionally by foreign intervention in Iraq, is now lashing out at foreign governments that have severely shrunk the territory ISIS occupies. Before October 2015, ISIS confined its terrorism to the goal of extending its territory in Iraq and Syria, and there were no significant ISIS-led or inspired suicide terrorist attacks outside Iraq and Syria. But now, as their territory collapses, they are attacking the countries that have strangled their control of territory in Iraq and Syria: the coalition of western governments – Britain, Belgium, Canada, France, Morocco, Turkey, Russia, the U.S.A. and others – exactly the countries that have recently seen an explosion of suicide terrorism. This looks relativistic but he says that he is not a relativist. Shortly later, he makes the disturbing, but not unfamiliar, claim that "the concept of truth is irrelevant to the enterprise of explaining beliefs" (I:2). A major problem for this view is that anyone who makes a statement is, or purports to be, aiming at the truth. The fact that a speaker might not use the word 'true' or 'truth' does not show that the concept is not operating. Moreover, to be rational is to pursue the truth.Skinner is particularly interested in political rhetoric, and the rhetorical feature he studies most closely is paradiastole. Simplifying it, let's say that paradiastole is the technique of rejecting one description-cum-evaluation, say, "The prince is stubborn," for another, say, "The prince is resolute." Since redescriptions of things can go in either direction, many philosophers thought that the possibility of paradiastole undermined the objectivity of ethics. Rhetoricians fostered this belief by teaching students to argue for either side of an argument.Skinner thinks Hobbes "undoubtedly" provided a solution to the problem of paradiastole and that the solution "has the great merit of confronting the problem in a uniquely uncompromising way" (III:141). The solution depends on recognizing that the goodness of virtues "resides in the fact that they form 'the meanes of peaceable, sociable and comfortable living'" (III:137). So, when a dispute about morality arises, one simply asks "whether the effect of the action will or will not be conducive to the preservation of peace" (III:137). I do not see that this solves the problem. In early 2003, one side called the American invasion of Iraq a means to peace by defeating terrorism, the other side a provocation of war against Muslim nations; either side can be argued. Although most of the chapters are reprinted largely as they originally appeared, some chapters were extensively rewritten. Many readers will wish that he had changed less and provided more commentary on the views of his younger self.Given the number and originality of Skinner theses, every reader will disagree with some of them. In the rest of this review, I will discuss a few of these. Skinner makes the provocative claim that "our goals as historians should [not] be to recount [facts]... as objectively as possible" (I:1). This looks relativistic but he says that he is not a relativist. Shortly later, he makes the disturbing, but not unfamiliar, claim that "the concept of truth is irrelevant to the enterprise of explaining beliefs" (I:2). A major problem for this view is that anyone who makes a statement is, or purports to be, aiming at the truth. The fact that a speaker might not use the word 'true' or 'truth' does not show that the concept is not operating. Moreover, to be rational is to pursue the truth.Skinner is particularly interested in political rhetoric, and the rhetorical feature he studies most closely is paradiastole. Simplifying it, let's say that paradiastole is the technique of rejecting one description-cum-evaluation, say, "The prince is stubborn," for another, say, "The prince is resolute." Since redescriptions of things can go in either direction, many philosophers thought that the possibility of paradiastole undermined the objectivity of ethics. Rhetoricians fostered this belief by teaching students to argue for either side of an argument.Skinner thinks Hobbes "undoubtedly" provided a solution to the problem of paradiastole and that the solution "has the great merit of confronting the problem in a uniquely uncompromising way" (III:141). The solution depends on recognizing that the goodness of virtues "resides in the fact that they form 'the meanes of peaceable, sociable and comfortable living'" (III:137). So, when a dispute about morality arises, one simply asks "whether the effect of the action will or will not be conducive to the preservation of peace" (III:137). I do not see that this solves the problem. In early 2003, one side called the American invasion of Iraq a means to peace by defeating terrorism, the other side a provocation of war against Muslim nations; either side can be argued. Extremists are people whose ideas or tactics are viewed as outside the mainstream. Looked at this way, extremists are not necessarily twisted or evil. But they can be, especially when they are intolerant and violent. What makes extremists turn violent? This 2006 book assumes that extremists are rational: given their ends, they choose the best means to achieve them. The analysis explains why extremist leaders use the tactics they do, and why they are often insensitive to punishment and to loss (...) of life. It also explains how rational people can be motivated to die for the cause. The book covers different aspects of extremism such as revolution, suicide terrorism, and global jihad. The arguments are illustrated with important episodes of extremism, including the French Revolution, the rise of nationalism in Yugoslavia under Milosevic, and the emergence of suicide terror and Al Qaeda today. This book is the first comprehensive study to respond to the ongoing debates on political sciences’ fragmentation, doubtful relevance, and disconnect with the larger public. It explores the implications of the argument that political science ought to become more topic-driven, more relevant and more comprehensible for "lay" audiences. Consequences would include evolving a culture of public engagement, challenging tendencies toward liars’ rule, and emphasizing the role of “large” themes in academic education and research, the latter being identified as (...) those areas where severe democratic erosion is occurring – such as escalating income and wealth disparities pushing democracy towards plutocracy, ubiquitous change triggering insecurity and aggression, racist prejudice polarizing societies, and counter-terrorism strategies subverting civil liberties. Political science needs to address these pressing problems ahead of other issues by in-depth research and broadly accessible public narratives, including solution-orientated normative notions. This need provides the final justification for evolving a discipline where problems would take priority over methods and public relevance over sophisticated specialization. (shrink)

For much of the Wrst half of the twentieth century Gilbert Murray was a leading Wgure in British (...) academia, in British theatre, on the British and American lecture circuits and even in British politics. He was admired by the community of scholars as Regius Professor of Greek at Oxford, the most prestigious position in classical scholarship in the English-speaking world. He was also esteemed by a wider reading public as the champion of a magisterial liberalism rooted in classical Greek culture. Finally he was respected by the world at large as a liberal activist who, during World War 1, wrote well-argued pamphlets in support of the war and who later became co-chairman of the League of Nations Union, an organization that in the ’20s and ’30s attracted 400,000 members. Among his companions were George Bernard Shaw and Bertrand Russell, both of whom remained his friends for life. As chief editor of the Home University Library he commissioned Russell’s The Problems of Philosophyz, which is still unsurpassed as an introduction to this subject. Today he is forgotten. Younger classical scholars would endorse the statement by Fowler (quoted in this volume): “in spite of his great fame when he was alive, he might never have written, so far as most scholars are concerned today” (p. 58). His role as the public intellectual who connected modern liberalism with Hellenism has been taken over by the followers of Leo Strauss who view this connection rather diTerently than Murray did. As for his liberal activism, when he died in 1957 Murray was regarded aTectionately as a noble ghost of Victorian liberalism past, whose passionate advocacy of the League of Nations was seen as well meaning and futile as the organization he had championed. In the ’60s and ’70s his words and deeds were swept away in the tides of anti-liberal fervour that inspired the newly emerging leftist revolutionaries and neo-conservatives. At Wrst perusal Gilbert Murray Reassessed zhas the format of festschrifts and other scholarly reviews of the accomplishments of a particular writer. But this volume is more than a summing up of Murray’s contributions to scholarship. The aim of the volume is to revive Murray the public intellectual, a voice of liberalism that deserves a new hearing. The book could have been entitled Gilbert Murray Retrieved for Our Timesz: a contribution to the struggle to Wnd a liberalism that addresses the anti-liberal, anti-intellectual forces that threaten us today. In this spirit the volume is dedicated to those who died in the London terrorist attack of July 2005. The volume opens with two sets of memoirs, one by Murray’s grandchildren Ann Pauladan and Alexander Murray, the other Francis West’s account of Murray ’s reXections on an Australian childhood. The memoirs of his grandchildren, aTectionate and charming, seem less interested in refashioning Gilbert Murray for our time. They still portray Murray as one who inhabited a world that is no more, the proponent of a liberalism that was naively optimistic and top heavy with reason at the expense of the emotions. Murray’s optimism is evident in their anecdote about an encounter between Murray and Sir Edward Grey, during a summer walk in 1914. Murray opened the conversation by scoUng at rumours of impending war in Europe, for him impossible between civilized powers. Grey closed it by assuring him that war was certain, thus causing the speechless and horriWed Murray... (shrink)

In democratic countries such as Turkey, political parties are established around charismatic leaders and these leaders stay at the centre of the party, from naming the party to the arrangement of deputy candidates. National Outlook, a movement which prevailed in Turkish politics for forty years, won its biggest victory and formed a coalition government in 1995 with the True Path Party, under the leadership of Tansu Ciller. Having secularized its legal system in the early years of the Republic, successive (...) regimes in Turkey aggressively westernized all aspects of life. However, during the multiparty period, the style of radical secularism in Turkey was opposed by conservative groups and it has been criticized since then. The relationship between civil society and the military has always been problematic in Turkey, as the Turkish Army has always been suspicious of conservative governments on the issue of secularism. On several occasions the military has intervened in politics in order to prevent Islam from impinging on the Republic’s secular identity, and it expected to continue in its role as the champion of secularism when the Justice and Development Party came to power in November 2002. For the Turkish military, the National Outlook Movement is more dangerous than Kurdish separatist terrorism, being labelled irtica. The paper provides insights into the Turkish political context for the decision and analyses the roles of key actors in Turkish politics, such as Government and Army, during the 28 February 1997 process, their motivations and the policy processes in the country. This book examines reason and unreason in the legal and political responses to terrorism. Terrorism is often perceived as sheer madness, unreasonable use of extreme violence and senseless, futile political action. These assertions are challenged by this book. Combining ‘traditional’ thought on reason and unreason in terrorism with empirical explorations of post-modern terrorism and its use of communication platforms the work uses interdisciplinary and cross disciplinary dimensions to provide a multidimensional picture of critical issues (...) in current politics and a deeper examination of their implications than previously available. The book looks at various aspects of modern politics, from terrorism to protest, from decision-making to political discourse, applying the perspective of philosophical thought. To do so, political issues and actions are examined by using concepts such as reason, emotions, madness, magic, morality, absolutism, extremism, psychopathology, rationality and others. The analysis is rooted in theories and concepts derived from history, philosophy, religion, art, sociology, psychology, and political science. This book, which was mostly written by the late Abraham Kaplan, an American philosopher, and edited and updated by Gabriel Weimann, will be of much interest to students of political violence/terrorism, philosophy, war and conflict studies and political science in general. While the value of early detection of dementia is largely agreed upon, population-based screening as a means of early detection is controversial. This controversial status means that such screening is not recommended in most national dementia plans. Some current practices, however, resemble screening but are labelled “case-finding” or “detection of cognitive impairment”. Labelled as such, they may avoid the ethical scrutiny that population-based screening may be subject to. This article examines conceptualizations of screening and case-finding. It shows how the definitions (...) and delimitations of the concepts (the _what_ of screening) are drawn into the ethical, political, and practical dimensions that screening assessment criteria or principles are intended to clarify and control (the _how_ of screening, how it is and how it should be performed). As a result, different conceptualizations of screening provide the opportunity to rethink what ethical assessments should take place: the conceptualizations have different ethico-political implications. The article argues that population-based systematic screening, population-based opportunistic screening, and case-finding should be clearly distinguished. (shrink)

This article examines a population-based opportunistic screening practice for cognitive impairment that takes place at a hospital in Sweden. At the hospital, there is a routine in place that stipulates that all patients over the age of 65 who are admitted to the ward will be offered testing for cognitive impairment, unless they have been tested within the last six months or have been diagnosed with any form of cognitive impairment. However, our analysis shows that this routine is not universally (...) and mechanically applied. Rather, the health care professionals have developed and use an ethico-political judgment, concerning, for example,whomto test,whento offer the tests, andhowto explain and perform them. This article explores the role and practice of this form of judgment, emphasising its political and ethical nature. The analysis is based on qualitative interviews with professionals and patients, and draws on the theories of Aristotle and Hannah Arendt. (shrink)

The political passages in Polanyi’s Personal Knowledge are an integral part of his arguments against ‘objectivism’ and/or a post-critical, personalist, fiduciary and fallibilist philosophy. This paper elaboratesthe social and political implications of Polanyi’s emphasis upon acceptance of one’s situation and the exercise in it of a sense of responsibility to transcendent ideals, as against attempts to start with a clean slate, to overcome all imperfections and to find some simple rule for political policy. Prescriptive duties and rights, (...) and mutual trust and solidarity, are the bases of politics, anti responsible action must start with them. But much of modern politics expresses a Gnostic impatience of our created and finite existence which results in arbitrary commitment to some radical and destructive ideology. (shrink)

The author describes Heller’s concept of ethics as a “quasi-sphere” intersecting with various fields relating to human relationships. Special attention is paid to the axiological aspects of her concept of ethics and the relationship between virtues and responsibility. The author also seeks to show how Heller integrated a traditional philosophical question—the relationship between “is” and “ought to be”—into her concept of “radical philosophy” at an earlier stage in the development of her philosophy. She initially considered the relationship between “is” (...) and “ought to be” to be contrasting. Later, when she had come to accept the political model of liberal capitalist society, the ideal of all-compassing equality became the ideal of “equality of opportunities”. The author interprets this shift as one in which the relationship becomes continual. He is also critical of Heller’s underestimation of the effect the “social a priori” has on the possibilities of human life. (shrink)
