The concept of transnationalism, despite a variety of earlier uses, has recently been used to describe the sociological phenomenon of cross-border migrants considering more than one place ‘home’. This can be in terms of identity and belonging, cultural expression, family and other social ties, visits, financial flows, organising working life in more than one nation-state or transnational political projects. In this paper I discuss the theory and practice of transnationalism to assess the practical, explanatory and normative strength of (...) the concept. I then introduce three different forms of cosmopolitan approaches and assess whether transnational migrants' practices contribute to a cosmopolitan outlook and active global citizenship. I show that the extent to which transnationalism contributes to various forms of global citizenship varies according to the different conceptualisations of transnationalism and cosmopolitanism. In conclusion I draw out the implications of these differences for the future protection of the rights of migrants. (shrink)

The term transnationalism has developed into a concept with a broad meaning, defining anything having to do with transgressing the national boundaries. There are limits to it: it has more to do with non-statal actors, it relates to trans-border cultural, political and economic spaces, and it follows identity-defining experiences of individuals who have lived a complex, international life. The current issue of History of Communism in Europe is entitled Transnational Biographies. Destinies at the Crossroads before and after the Cold (...) War and deals especially with the latter situation. The volume comprises a rich diversity of articles that explore adventurous biographies, enriching the studies of transnationalism. (shrink)

This special issue re-evaluates the 1950s as a period of transnationalism in ideas and political practices, offering innovative insights into political history and political ideas. Without setting the national and transnational spheres against each other, the issue argues that the dialectics between the two was a defining element of Europe in this period. The articles explore transnational cooperation and exchanges among intellectuals, politicians and trade unionists, showing how they were changing in their interaction. The editorial sets out from the (...) research on the postwar configuration of Europe based on the retake of the nation state, combining it with new research of transnational history and putting out some methodological innovations. In this essay, I investigate the origins of Chinese migrant transnationalism and its personal and social consequences. I propose a theoretical perspective that turns on a synthesis that I shall call “cultural functionalism,” a synthesis that attempts to reconcile functionalism and postmodernism. My argument is that Chinese transmigrants overcome modern alienation through a two-way approach: first, a strong participation in and full commitment to community development and connectivity within the Chinese diaspora ; and, second, a religio-cultural renaissance—both being conceived (...) of as constituting a putative “cultural contract” and “social capital” nexus. Offering a political optic on transnationalism, this article shows how the Partido Acción Nacional from Guanajuato, Mexico, seeks to reconstitute Guanajuatense transnational migrants as clients and funders of state policies, as political subjects with “dual loyalty” but limited political autonomy. To co-opt migrants into development projects designed bythe state but financed bythe migrants, partyelites reconfigure the meanings of “migrant,” “region,” and “citizen.” This is contested by migrant leaders whose views of extraterritorial citizenship, translocal community, and partyloy alty differ from (...) views of the partyelites. The imagery of Left and Right has been a common way to conceive democratic politics in modern Europe, and commentators have suggested it be extended to the European Union. This article examines the normative implications and plausibility of European politics being cast in these terms. It focuses on the challenges of rendering political division recognizable and acceptable at a transnational level, of evoking its continuities of structure, and of symbolizing the ties of political community. The European Union is currently challenged by right-wing populism and economic stress. To understand the nature of these challenges, we need to take an interdisciplinary approach in which empirical studies of politics are combined with studies of the normative implications of European policy-making. To this end, I draw attention to the right to free movement, which is pivotal both for European politics and liberal political philosophy. I show that even though transnational rights, such as the free movement for people, products (...) and money, are normatively sound and desirable, enhancement of free movement may challenge the heterogeneity among the national models of rights and societal commitments. The risk is that the national institutions as a political arena face difficulties in coping with current political challenges such as right-wing radicalism, social inequality, environmental regulation, immigration and financial insecurity. On the other hand, I argue that we should be aware that the transnational rights might in some countries enhance human rights, which national parliaments have not been able to accommodate. (shrink)

During the Iranian Revolution of 1978/9, the influence of public intellectuals was widespread. Many espoused a vision of Iran freed from the influences of 'Westtoxification', inspired by Heideggerian concepts of anti-Western nativism. By following the intellectual journey of the Iranian philosopher Ahmad Fardid, Ali Mirsepassi offers in this book an account of the rise of political Islam in modern Iran. Through his controversial persona and numerous public and private appearances before, during and particularly after the Revolution, Fardid popularised an Islamist (...) vision militantly hostile to the modern world that remains a fundamental part of the political philosophy of the Islamic Republic to this day. By also bringing elements of Fardid's post-revolutionary thought, as well as a critical analysis of Foucault's writings on 'the politics of spirituality', Mirsepassi offers an essential read for all those studying the evolution of political thought and philosophy in modern Iran and beyond. This article explores national dimensions of transnational interaction between the French Socialist Party (SFIO) and the German Social Democratic Party (SPD) in the 1940s–1950s within a comparative framework. Doing so allows us to uncover why the French and German parties retained intensive transnational contacts with one another despite their disappointments with postwar socialist internationalism. The SFIO and SPD were eager to put a socialist stamp on reconstruction, European integration, and French-German relations. The article shows why transnational engagement with their cross-Rhine (...) colleagues appeared the most promising path to do so. Despite lengthy conflicts on Cold War politics, the international politics of reconstruction, and, later, decolonization and the Algerian and Suez Wars, the SFIO and SPD successfully compartmentalized their differences by establishing an autonomous track for transnational relations in European parliamentary assemblies. French-German cooperation on matters of European integration yielded the period’s greatest transnational successes, including the establishment of the Congress of Socialist Parties of the European Communities. In the early 1960s, the two-track nature of French-German inter-socialist relations endured but structural factors eroded the balance of power between French and Germans needed to sustain the mutual satisfaction with transnational cooperation that had peaked in the mid-1950s. This article develops a theoretical framework for analysing the growing public prominence, and rising influence, of transnational religious movements on the contemporary world stage, with specific reference to the case of Agudat Israel, a prominent ‘ultra-Orthodox’ Jewish organization. It first considers the place of ‘religion’ within the context of the historical emergence of the world system of modern nation-states, addressing some of the conceptual ambiguities associated with the ideas of national vs transnational religious formations. The article then provides a historical (...) sketch of the European Jewish encounter with modernity, focusing on the rise of transnational movements like Agudat Israel. Lastly, the article situates Jewish Orthodoxy within a comparative framework for the study of transnational religio-politics. The article concludes by asking whether transnational religious movements might be trapped within the instrumental logic of state governmentality they claim to oppose, and if so, with what consequences. The history of physical anthropology has most often been situated and studied in the context of specific colonial powers and nation states. At the same time, the study of human variation had as its scope to study human evolution on a global scale. It thus necessarily included transnational border crossings and scholarly exchanges of specimen collections that allowed researchers to study migration and differentiation patterns on a large scale. This article identifies and analyses links between conceptualisations of trans-gender and trans-national, and aims for a critical redefinition of political agency. Through an examination of theories on transing, passing and performativity in queer-, trans- and transnational feminist knowledge production—illustrated by discursive examples from transgender communities and Romanian migrant communities—I call for a conceptualisation of entangled power relations that does not rely on fixed, pre-established categories, but defines subjectivity through risk in political struggle. I suggest that ‘transing’ the nation and ‘transing’ (...) gender could be thought as critical moves for a radical deconstruction of gendered and national belonging. Rather than provide a static definition of the term ‘transnationalism’, the article explores potentials and limits of going beyond ‘the national’ and ‘gender’, and intervenes in forms of minority nationalism that reproduce racism, sexism, heteronormativity and gender binary as the norm of Western national belonging. In particular, building on Jasbir Puar's (2007) conceptualisation of homonationalism, the article shows how forms of nationalism in Western transgender and migrant communities rely on a combination of heteronormative binary gendering and the exertion of racism. While a conventionalised approach to transnationalism defines the term as a political strategy based on transnational politics, I play with suggesting different dimensions of transnationalism: it could mean ‘transgender nationalism’; the ‘assimilation of transgendered persons to the Western nation’; or ‘cross-border-nationalism’, a form of nationalism often established in migrant communities that constructs the diaspora as a nationalist extension of the homeland. My focus, therefore, is on analysing privilegings, contradictions and ambivalences in gendering, racialising and nationalising ascriptions of (non)belonging. Overall, and as an alternative to romanticised knowledge productions of crossing national and gendered borders, I suggest a power-sensitive epistemological and methodological shift in thinking entangled power relations, belonging and subjectivity in transnational feminist knowledge productions. The paper concerns the specific transnational aspects of the ‘cartoons controversy’ over the publication of 12 drawings of the Prophet Muhammad in the Danish newspaper Jyllands-Posten. Transnationalism denotes the relationships that are not international or domestic. The paper considers whether the specifically transnational aspects of the controversy are normatively significant, that is, whether transnationalism makes a difference for the applicability or strength of normative considerations concerning publications such as the Danish cartoons. This paper explores Charles Taylor’s conception of an inclusive liberal polity. It argues that contemporary immigration challenges even Taylor’s inclusive liberalism by revealing that liberalism is inherently exclusionary and that the exclusionary tendency reinforces liberalism’s peculiar ability to cultivate refugees at both the national and transnational levels.

The current moment must be seen from a stadial perspective on capitalist development. A new transnational stage is marked by the rise of transnational capital, a transnational capitalist class and state, and novel relations of power and inequality in global society. Recent events do not represent a new U. S. bid for hegemony amidst heightened inter-imperialist rivalry. Faced with increasingly dim prospects for a viable transnational hegemony, transnational elites have mustered up fragmented and incoherent responses involving heightened military coercion, the (...) search for a post-Washington Consensus, and acrimonious internal disputes. This militarized globalization is less a campaign for U. S. hegemony than a contradictory political response to the explosive crisis of global capitalism. Contemporary transnational migration has given rise to a new ideology and semiotics of the foreign body – one that draws on the cognitive field of the primitive, marked, and abjected body. This foreign body is carefully differentiated from both the sphere of the local/national, and the “expatriate” professional who by virtue of economic and cultural capital is desired and assimilated into the local sphere. An aspiring cosmopolitan and global city-state like Singapore shows this semiotic differentiation to quite a marked degree, (...) in the policies and discourses of barely-tolerated and abjected foreign workers whose racially-marked bodies are highlighted by typologies of violence, disease, sexuality, and mob assemblies. The semiotics of the foreign body in Singapore is also evident in other racial-cultural fissures elsewhere, including in countries with multicultural reputations such as Australia, and countries like the U.S., U.K. and France that are struggling to cope with large migrant communities of Middle-Eastern and South Asian peoples. Once an alternative approach to the mainstream, transnationalism has gained increasing currency and salience in migration studies. What is left of its theoretical import, however, after establishing that proper transnational activities, aside from remittances, are relatively infrequent; and that such practices are not incompatible with – and are even facilitated by – successful integration overseas? This article contends that the theoretical toolkit of transnationalism can still be helpful in studying migrant life trajectories, with particular respect to their everyday (...) life sphere. Theoretical progress should be made, however, in three regards: (1) a stronger connection with globalization studies; (2) further elaboration on the reference points of transnational ties; and (3) a deeper reflection on the relevance of identifications and senses of belonging to migrant connectedness with their homeland. Along these lines, an understanding of transnational ties and relationships is outlined, in terms of potential and selective attributes of day-to-day interactions between migrants and their non-migrant counterparts. Transnational Cosmopolitanism is a text that aims to build upon Kant’s account of cosmopolitanism through the post-WWI writings and political life of W.E.B. Du Bois. Through the work of these two figures, Valdez constructs the notion of “transnational cosmopolitanism” to describe situations of global injustice and to imagine worlds otherwise. By demonstrating the limits of Kantian cosmopolitanism through an anti-colonial reading of “Perpetual Peace,” Transnational Cosmopolitanism illustrates how these limits still emerge within neo-Kantian frameworks and writing. In order to overcome (...) these limitations, Valdez artfully utilizes Du Bois’ political writings and his radical coalitional politics to argue that Du Bois’ writings and actions should inform our theorization and normative insights. This text provides a unique and robust contribution to the literature of cosmopolitanism that questions the current use of Kant’s canonical approach and enlists overlooked readings and resources to compose a transnational cosmopolitanism. The religious transnationalism evident in the 21st century has heralded a new paradigm of religion ‘made to travel’ as adherents of religions navigate various cultural frontiers within Africa, Europe and North America. The role of Africa in shaping the global religious landscape, particularly the Christian tradition, designates the continent as one of the major actors of the Christian faith in the 21st century. The inability of European Christianity to address most of the existential realities of Africans and the stigmatisation (...) of African Traditional Religion mainly contributed to the emergence of African Independent Churches in the 19th century in Africa. The emergence and proliferation of African Independent Churches in Africa was Africa’s response to Europeanised Christianity with its imperialistic doctrines and practices that negated expectation of its new context – Africa. Despite the declining fortunes of Christianity in the West, African Christianity, which includes the African Independent Churches and African Pentecostal traditions, is now a major non-commodity export within Africa and North America. Apart from their rituals and peculiarities, African Independent Churches like other faith organisations are development actors. Although notions about the role of religion in development amongst some social scientists are mainly negative, African Independent Churches over the years are actively involved in various human and community transformation initiatives. This study argues that the transnational status of African Independent Churches has led to the emergence of developmental ideals that defy territorialisation. The collaboration with some Western development agencies by some of the African Independent Churches in Diaspora further blurs the concept of diaspora as the members of this Christian movement are active development actors in the receiving nations and their former home countries. This study argues that the role of religion in development in any context cannot be overemphasised. As a result of the globalisation of African Independent Churches, the United Kingdom and Nigeria will serve as our case study using historical survey and descriptive analyses to highlight African Independent Churches as development actors. The New Transnational Activism shows how even the most prosaic activities can assume broader political meanings when they provide ordinary people with the experience of crossing transnational space. This means that we cannot be satisfied with defining transnational activists through the ways they think. The defining feature of transnationalism in this book is relational, and not cognitive. This emphasis on activism's relational structure means that even as they make transnational claims, transnational activists draw on the resources, the networks, and (...) the opportunities in which they are embedded, and only then - if at all - on more distant transnational links. But we can no more sharply draw a line between domestic and international politics in studying transnational activism than we could ignore local politics in studying its national equivalent. Understanding the processes that link the local, the national and the international is the major undertaking of the book. (shrink)

The purpose of this paper is to trace the American Society for the Control of Cancer's (ASCC) influence on the Portuguese Institute of Oncology's (IPO) Bulletin. The time period featured is from 1934 to 1940, which spans the first two decades of the newly formed Portuguese dictatorship, known as the Estado Novo (1933–1974). The analysis of the ASCC's “imprint” on the IPO's Bulletin aims to shed new light on how American culture influenced Portugal, from its first appearance at the beginning (...) of the 20th century. It brings together the disciplines of history of science and history of art and visual studies, in order to analyse these campaigns' strategic relationship with their “patients and contributors to be.” The public is encouraged by this means not only to seek timely assistance, but also to participate financially in the “cancer cause.” This is achieved by means of international consumer culture media in everyday forms, such as film, adverts in written form, and exhibitions publicising the cause. Lastly, this analysis approaches transnationalism, modernism, and the scientific nature of the Estado Novo's nationalism from new and innovative angles, allowing for a “rethinking” of said nationalism. In this age of migration and transnationalism, it is imperative to take account of migratory experiences and lives of transmigrant teachers, who exhibit multiple ways of belonging and knowing. Informed by the theoretical framework of transnationalism and flexible citizenship, this study investigates two Asian transmigrant teachers who work in urban bilingual schools in the U.S. and examines how and why they are involved in their particular transnational mobility, professional choices, and educational activities. The findings show that transmigrant teachers’ (...) border crossings were motivated by economic as well as personal and educational necessities. After relocation to the U.S., they adopted specific residential and professional strategies to create transnational and multilingual networks with their homelands. They also demonstrated flexible attitudes towards citizenship, aspiring to continue their mobile lives. This study makes a contribution to the growing literature on contemporary migrants by shedding light on transmigrant teachers’ personal, professional, and teaching lives, which are marked by spatial fluidity and ongoing transnational practices. At the turn of the twenty-first century, historical studies of internationalism--above and beyond the call to the workers of the world to unite--have become the norm in a relatively short space of time. This shift has occurred in the context of a historical vogue for 'transnationalism,' that is, capturing experiences that traversed and transcended the borders of nation-states both within and beyond the European world. The work of the diplomatic historian Akira Iriye has been central to these developments, illuminating (...) the traces of a distinctively twentieth century history of 'cultural internationalism' that resonated through the realms of politics. Following in the footsteps of Iriye and others--including feminist and pacifist historians who had long engaged the internationalist past--a new cohort of international historians, often sensitive to cultural analyses and with expertise in imperial and transnational as well as national histories, are now accruing broad-ranging evidence of the geographies of internationalism and the political and economic reach of its various strands at critical moments in the twentieth century. This article examines scientific transnationalism as an art of engagement with, and avoidance of, the threats and promises of what was foreign to the nation. Portuguese racial anthropologists experienced a tension between remaining imperial-nationalistic in character, and internationalist in their activities simultaneously. They struggled to exclude foreigners from colonial field sites; they aimed at nativist authority based on total control of colonial data. Yet, they eagerly sought connections with foreign experts to capitalize provincial scientific authority within Portugal’s colonies. The (...) essay conceptualizes this mode of transnationalism as also a kind of isolationism, an inward oriented form of engaging with foreign sciences and scientists as ambivalently powerful and threatening strangers. Recent work on transnationalism provides evidence to support the argument that transnational ties to the home country and integration into the host state are not mutually exclusive processes . Moreover, connections to the home country attenuate over time and by the third generation immigrants are usually fully integrated into the receiving country. Given that some of the existing transnational ties are encouraged and facilitated by the home country, critics of sending states' diaspora engagement activities argue that their promotion of (...) ongoing transborder connections limits immigrants' integration into the host state. The case of Mexico shows that there are stated and unstated objectives in the state's diaspora engagement policies, including the promotion of the government's political and economic interests, the need to maintain its legitimacy at home and abroad, and the interest in facilitating and securing remittance flows. But since the 1990s the programs developed by the Mexican government directed to migrants in the U.S. also seek to improve their living conditions in the host country. An issue that requires further exploration and is addressed in this paper is whether and how the services that Mexico provides to emigrants through its 50 consulates and the Institute of Mexicans Abroad contribute to or limit migrants' process of integration in the United States. Such services include, among others, preventive health care and medical referrals, adult education programs, and leadership development. This paper examines the effects of the Mexican government's programs on the integration of Mexican immigrants based on interviews in various U.S. cities. It also examines the response in the U.S. to the Mexican government's active role in this regard. (shrink)

This book makes available, for the first time in English, lectures and interviews that Foucault gave in Japan in 1978, reconstructing their context, and isolating the question of their singular relevance for us today. In these forgotten lectures, in a free and often informal style, Foucault explores, together with his Japanese interlocutors, what it would mean to take up, from outside Europe, the questions he was raising at the time about Revolution and Enlightenment in the traditions of European critical thought. (...) In a series of wide-ranging discussions, on sexuality and its history, non-Christian forms of spirituality, new forms of political movements, and the role of knowledge, power, and truth in them, Foucault examines these questions in relationship to Asia. He had hoped these questions, very much debated at the time in post-war Japan, would be the start of new forms of translation, publication and exchange. At heart of the Lectures is thus a search for the creation of a new sort of transnational collaboration, recasting the history of European colonialism and opening to a philosophy, no longer simply Western, yet to come. The Japan Lectures thus contribute to the new scholarship in Asian and in translation studies which have long since moved away from earlier 'Area Studies'; at the same time, they participate in the new scholarship about Foucault's own work and itinerary, following the publication of an extraordinary wealth of materials left unfinished or unpublished by his untimely death. In these ways, The Japan Lectures help us to better see the implications of Foucault's work for philosophy in the twenty-first century. (shrink)
