Perception solves computationally demanding problems at lightning fast speed. It recovers sophisticated representations of the world from degraded inputs, often in a matter of milliseconds. Any theory of perception must be able to explain how this is possible; in other words, it must be able to explain perception's computational tractability. One of the few attempts to move toward such an explanation has been the information encapsulation hypothesis, which posits that perception can be fast because it keeps computational costs low by (...) forgoing access to information stored in cognition. In our program, we explore the space of representations present in the mind by constraining them to explain data at multiple levels of analysis, from behavioral patterns to neural activity. We argue that this integrated program assuages Brette's worries about the study of the neural code.

In December 2013, the Nonhuman Rights Project (NhRP) filed a petition for a common law writ of habeas corpus in the New York State Supreme Court on behalf of Tommy, a chimpanzee living alone in a cage in a shed in rural New York (Barlow, 2017). Under animal welfare laws, Tommy’s owners, the Laverys, were doing nothing illegal by keeping him in those conditions. Nonetheless, the NhRP argued that given the cognitive, social, and emotional capacities of chimpanzees, Tommy’s confinement constituted (...) a profound wrong that demanded remedy by the courts. Soon thereafter, the NhRP filed habeas corpus petitions on behalf of Kiko, another chimpanzee housed alone in Niagara Falls, and Hercules and Leo, two chimpanzees held in research facilities at Stony Brook University. Thus began the legal struggle to move these chimpanzees from captivity to a sanctuary, an effort that has led the NhRP to argue in multiple courts before multiple judges. The central point of contention has been whether Tommy, Kiko, Hercules, and Leo have legal rights. To date, no judge has been willing to issue a writ of habeas corpus on their behalf. Such a ruling would mean that these chimpanzees have rights that confinement might violate. Instead, the judges have argued that chimpanzees cannot be bearers of legal rights because they are not, and cannot be persons. In this book we argue that chimpanzees are persons because they are autonomous. (shrink)

In recent years many historical myths about the relations between science and religion have been corrected but not always with sensitivity to different types and functions of “myth.” Correcting caricatures of Darwin's religious views and of the religious reaction to his theory have featured prominently in this myth‐busting. With the appearance in 2017 of A. N. Wilson's depiction of Darwin himself as a “mythmaker,” it is appropriate to reconsider where the myths lie in discourse concerning Darwin and Christianity. Problems (...) with Wilson's account are identified and his provocative demeaning of Darwin is contrasted with an image gleaned from Darwin's friend and colleague George Romanes. Conspiracy theories are rather a popular topic these days, and a lot has been written on things like the meaning of _conspiracy theory_, whether it’s ever rational to believe conspiracy theories, and on the psychology and demographics of people who believe conspiracy theories. But very little has been said about why people might be led to posit conspiracy theories in the first place. This paper aims to fill this lacuna. In particular, I shall argue that, in open democratic societies, citizens (...) justifiably presuppose that the epistemic authorities—journalists, academics, scientists, and so on—are engaged in a good faith pursuit of the truth. This presupposition generates certain normative expectations on the behaviors of the epistemic authorities—they ought to be open to new evidence, possess a healthy degree of skepticism, be willing to engage with opponents, and so on. So, when an epistemic authority is presented with some putatively anomalous data or an alternative hypothesis for some event or phenomena, people expect the epistemic authority to respond in a way that is consonant with these norms. In some instances, however, the epistemic authorities do not respond in this way and instead are dogmatic, dismissive, and engage in _ad hominem_. From the point of view of the citizen, there’s a tension here between how the epistemic authorities ought to behave and how they have, in fact, behaved which is best resolved either by taking the epistemic authorities less seriously or by positing a conspiracy theory. Put another way, the failure of the epistemic authorities to adhere to the norms by which we take them to be governed when presented with apparent anomalies or alternative hypotheses is one reason for which one might initially posit a conspiracy theory. In Perception: First Form of Mind, Tyler Burge develops an understanding of the most primitive type of representational mind: perception. Focusing on its form, function, and underlying capacities, as indicated in the sciences of perception, Burge provides an account of the representational content and formal representational structure of perceptual states, and develops a formal semantics for them. The account is elaborated by an explanation of how the representational form is embedded in an iconic format. In this paper I argue that luck and fortune are distinct concepts that apply to different sets of events. I do so by suggesting that lucky events are best understood as significant events that are either modally fragile or improbable (depending on whether you accept a modal account or a probability account of luck), whereas fortunate events are best understood as significant events that are outside of our control. I call this the Pure Control Account of Fortune. I show that (...) this account of fortune forces control theorists about luck to be fortune reductionists but allows those who endorse a modal or probability account of luck to be fortune realists. Additionally, I argue that this account of fortune helps us overcome prominent counterexamples and challenges found in the luck literature. (shrink)

Overall, the author provocatively suggests that Heidegger is perhaps Schelling's genuine (...) heir and by comprehensively interpreting Schelling's multifaceted late lectures he analyzes issues as diverse as the Ancient relation between thinking and Being, the Medieval debate between voluntarism and intellectualism, the overcoming of modern subjectivism and German Idealism as well as many themes in contemporary philosophy. The presentation is systematic rather than thematic, following Schelling's ages of the world through the Past, Present and Future. The results are daring, departing from the half-century long canonical reading of the late Schelling since Walter Schulz. Abstract: There are epistemic manipulators in the world. These people are actively attempting to sacrifice epistemic goods for personal gain. In doing so, manipulators have led many competent epistemic agents into believing contrarian theories that go against well-established knowledge. In this paper, I explore one mechanism by which manipulators get epistemic agents to believe contrarian theories. I do so by looking at a prominent empirical model of trustworthiness. This model identifies three major factors that epistemic agents look for when trying (...) to determine who is trustworthy. These are (i) ability, (ii) benevolence, and (iii) moral integrity. I then show how manipulators can manufacture the illusion that they possess these factors. This leads epistemic agents to view manipulators as trustworthy sources of information. Additionally, I argue that fact-checking will be an ineffective – or even harmful – practice when correcting the beliefs of epistemic agents who have been tricked by this illusion of epistemic trustworthiness. I suggest that in such cases we should use an alternative correction, which I call trust undercutting. (shrink)

This paper concerns top-down approaches in machine ethics. It is divided into three main parts. First, I briefly describe top-down design approaches, and in doing so I make clear what those approaches are committed to and what they involve when it comes to training an AI to behave ethically. In the second part, I formulate two underappreciated motivations for endorsing them, one relating to predictability of machine behavior and the other relating to scrutability of machine decision-making. Finally, I present three (...) major worries about such approaches, and I attempt to show that advocates of top-down approaches have some plausible avenues of response. I focus most of my attention on what I call the ‘technical manual objection’ to top-down approaches, inspired by the work of Annas (2004). In short, the idea is that top-down approaches treat ethical decision-making as being merely a matter of following some ethical instructions in the same way that one might follow some set of instructions contained in a technical manual (e.g., computer manual), and this invites sensible skepticism about the ethical wisdom of machines that have been trained on those approaches. I respond by claiming that the objection is successful only if it is understood as targeting machines that have certain kinds of goals, and it should not compel us to totally abandon top-down approaches. Such approaches could still be reasonably employed to design ethical AI that operate in contexts that include fairly noncontroversial answers to ethical questions. In fact, we should prefer top-down approaches when it comes to those types of context, or so I argue, due to the advantages I claim for them. (shrink)

Employment-based vaccine mandates have worse consequences for existing than prospective employees. Prospective employees are not yet dependent on a particular employment arrangement, so they are better positioned to respond to such mandates. Yet despite this asymmetry in consequences, Smith argues that if vaccine mandates are justified for prospective employees, they are similarly justified for existing employees. This paper responds to Smith’s argument. First, Smith holds that bona fide occupational requirements are actions that are necessary for the safe and effective completion (...) of one’s job. As such, they apply to existing and prospective employees alike. However, I argue that the existence of effective alternative interventions precludes vaccination from being considered a bona fide occupational requirement under current circumstances. Second, Smith holds that if a requirement is justified for prospective employees, it is justified for existing employees, despite the asymmetry in consequences. However, I argue that since vaccination is not a bona fide requirement, the asymmetry in the harms of mandates experienced by prospective versus existing employees entails an asymmetry in the justification required to mandate vaccination for each group. As such, vaccination can be considered a requirement for prospective employees while not being required for existing employees. (shrink)

As such, sustainable development (SD) for rural and mountain communities will require more than just equitable access to broadband Internet connection. It must also include a thorough means whereby to ensure that affected communities gain the education and tools necessary to engage inclusively with new technological advances, whether they (...) be focused on machine learning algorithms or community infrastructure, as they will be increasingly dependent upon the automational capabilities of AI. In this essay, an exploration will be conducted into the means whereby student-engaged learning (SEL) can effectively be utilized to provide targeted, inclusive education to rural and mountain communities regarding the implications of AI for SD. Distinctions in fundamentality between different levels of description are central to the viability of contemporary decoherence-based Everettian quantum mechanics (EQM). This approach to quantum theory characteristically combines a determinate fundamental reality (one universal wave function) with an indeterminate emergent reality (multiple decoherent worlds). In this chapter I explore how the Everettian appeal to fundamentality and emergence can be understood within existing metaphysical frameworks, identify grounding and concept fundamentality as promising theoretical tools, and use them to characterize a system of explanatory (...) levels (with associated laws of nature) for EQM. This Everettian level structure encompasses and extends the ‘classical’ levels structure. The ‘classical’ levels of physics, chemistry, biology, etc. are recovered, but they are emergent in character and potentially variable across Everett worlds. EQM invokes an additional fundamental level, not present in the classical levels picture, and a novel potential role for self-location in interlevel metaphysics. When given a modal realist interpretation, EQM also makes trouble for supervenience-based approaches to levels. (shrink)

Inspired by Plantinga’s Evolutionary Argument Against Naturalism (EAAN), we develop an argument—the “Scriptural Argument Against Dogmatic Protestantism” (SAADP)—that Protestants who accept the doctrine of sola scriptura cannot reasonably hold that Catholic and Eastern churches are in doctrinal error. If sola scriptura is true and Catholic and Eastern Churches have fallen into error, it is improbable that any Protestant can reliably form true beliefs about controversial points of Christian doctrine, including sola scriptura or suggestions that Catholic and Eastern Christians are in (...) error. We evaluate potential responses to SADDP, considering how SAADP should affect ecumenical doctrinal debates. (shrink)

The richness of the term “unsettling” has made it readily employable for phenomenological accounts of racism in philosophy of race literature; yet, the term has been left largely under-theorized. Here, I argue that unsettling encounters can be said to occur when the unfamiliar other has come into contact with the boundary of one’s existential home. For many white people, interracial interactions produce an (often unwarranted) feeling of physical danger, but as I hope to show, this habitual (mis)perception of such encounters (...) is not merely a conditioned response; it also functions to subvert situations that might unsettle white identifies partially constituted by phenomenological demarcations of space along racial lines. Drawing on empirical literature and recent developments in critical phenomenology, I suggest that by exercising habitual, racist gestures and perceptions, white people (mis)perceive ontological threats to their worldview—e.g., a bookish Black student or a masculine gay man—as ontically threatening so as to avoid the kind of work and existential anguish that altering one’s normative expectations would require.
